  • This paper is resulted from the research to activate Self-control Safety Management system that adopted to improve an assessment system for Hazard Prevention Plan. And members of company, university and research institute have jointly participated in the research. First, it is investigated that introduced background and processing method with existing practical data & materials references in order to understand what domestic Self-control Safety Management system will be available for. And general construction company at site have their ability to assess Hazard Prevention Plan by mailing questionnaire to on thousand site, visits, and interviews. Also, It is investigated how much they have the assessment ability. It is selected to do a questionnaire survey for the status of self-regulatory safety assessment ability of the designated self-regulatory companies in order to produce and enhance the self-regulatory assessment ability and the necessity of Self-control Safety Management system. Finally, it is selected to do a questionnaire survey for fixing and the enhance Self-control Safety Management system of general construction contractors.

  • Industrial facilities are becoming bigger and more up to date, And a kind of the hazardous material used in the industrial filed is diversified. Therefore, serious accidents such as leakage of toxic materials, fire and explosion, is continuously occurred. There is Process Safety Management (PSM) system of the several preventive systems, but it is supposed to be a limitation to ensure safety or huge PSM industrial sites where have potential to catastrophically invisible and unexpected risks because it is still being managed by instruction and inspection of authority having jurisdiction other than self-regulating management differing from the primarily aim of PSM system. To verify safety management system of work-place, supplementation of existing system is urgently required. In this study, it suggests that PSM self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-control safety through efficient self-audit management and improving the existing system and improving the existing as verifying the system there of, as well as studying methods which can support institutionally.

  • This paper presents the safety management model, which is appropriate for small-to-medium enterprises that rank the highest disaster rate. It is required for these companies to modify and improve the safety-related articles and it is peformed to compare and analyze the industrial disasters and safety management systems between large enterprises and small-to-medium enterprises. The basic direction of change of industrial safety healthy system must be classified to the dual direction. For large enterprises, it is focused on not pre-regulations but post-regulations based on the self-control safety management system. But for small-to-medium enterprises, it is required to intensify the safety management system and the safety responsibility for owners or administrators. Specially, the responsibility for disaster must be more strengthened by the penalty and the insurance method, and then it must be performed not only the financial support of government but also middle and long-term technical support by private safety organizations.

  • The small and medium construction companies are facing potential EHS(Environment, Health & Safety) of major accidents to cause casualties or a financial loss and increasing social responsibility. So, they have to voluntarily accomplish the EHS management system rather than passively with regard to EHS regulation. In this study, the framework of integrated EHS management system is developed based on cloud computing, and construction companies are to materialize self-regulation EHS process of construction workplace and to standardize the total EHS business process using the developed system. The proposed system also provides risk analysis, education/control and continuous improvement for EHS tasks and users can easily access the system on the web at a low price through cloud computing service. Eventually, the integrated system contributes to the managerial improvement by minimizing economic and physical loss caused by construction accidents.

  • 자가통제평가(CSA : Control Self Assessment)는 핵심사업 목적을 달성하는데 개입되는 위험 그리고 그러한 사업위험을 관리하기 위하여 설계된 내부통제를 공식적이고 문서화된 협력적 프로세스에 의하여 검토하기 위하여 사용되는 방법론이다. 현재 많은 기업에서 효과적인 조직통제와 비즈니스 프로세스 개선을 위하여 전문 감사인과 경영인들이 기업지배구조 조직의 강력한 위험관리 도구로서 자가통제평가의 필요성을 강조하고 있다. 자가통제평가는 해당 조직의 담당부서나 팀에서 내부통제평가를 통하여 내부통제상의 재무보고, 준법, 사업 및 운영상의 효율성 등을 확보하기 위해서 설치되며, 효과적인 모니터 장치로서 기업지배구조상의 업무 프로세스를 정비하고 업무에서 발생하는 제반 정보의 흐름을 원활하게 해서 조직에게 손해가 발생할 수 있는 여러 가지 위험으로부터 회사를 사전에 차단하는 기능을 한다. 이러한 부분에서 효과적인 자가통제평가 시스템을 구축하는 것이 중요할 것이다. 본 연구에서는 e-Business 관련 기업지배구조의 안전성을 확보하기 위한 자가통제평가 모델에 대한 개발 필요성과 관련 자가통제평가 세가지 기본 모델들을 통하여 장단점을 제시하고, 자가통제평가 모델의 필요성을 논의하였다.

A Study on the Identification and Improvement of Risk Factors by Region through Case analysis of Safety report in the ROKAF Integrated Air Conrtrol Management System (공군 항공관제통합관리체계 내(內) 안전보고 사례분석을 통한 지역(기지)별 위해요인 식별 및 개선 연구)

  • This study aims to analyze safety reports received through the recently added SMS safety self-report in the Air Force's "integrated air control management" system, identify hazards, present improvements by region (base), and lay the foundation for future data-based safety management. To identify risk factors, it was first classified by base based on data classified into 16 groups in the autonomous reporting system, and second classified in detail based on the type and description. Risk factors were analyzed for the most reported control cooperation (306) items, and improvements were derived by dividing risk factors into information sharing, regulations, procedures, education, training, and equipment items based on the analysis results. It was confirmed that risk factors and specific improvements vary by base (12), which is important data that can present statistical analysis and the direction of safety management in the flight control field by base (region). In addition, since there is no data-based risk factor analysis study for each specific base (region), it can be used in the future as basic research data for data-oriented safety management.

  • Self-Prevention Plan Review Report and Review Standards Process Safety Management(PSM), Safety Management System(SMS), including the contents of the safety management system audit standards, notices and guidelines on the screening form and were analyzed. Toxic Chemicals Control Act(TCCA) Self-Prevention Plan Review Regulations. However, the substantial approval process, and do not enable the system performance lacked Self-Prevention Plan Review. Review half configuration to enhance the professionalism and efficiency of the work of this research was performed.

Discussions on Pesticides Management and Marketing in Korea (농약의 관리 및 유통의 문제점과 개선책)

  • An emphasized analysis and reviews on the progress of pesticide managements for the past 10 years through the statistics in Korea are summarized in this continued studies in connection with the fundmental aspects and direction of advanced pesticide industry and improved plantprotection policies for 1980's. Remarkable development and changes are observed in the plant species and varieties, plantation practices and production techniques as well as pest infestations and controls in the last decade, but no normal achievement and operations are recognised on the pesticide management and marketing system especially. Realistic plant protection adminstration and pesticide regulations in accordance to the industrial modernization and pest management advancement must be adjusted in accordance with national economic progress and desirable agricultural structure for 1980's. Special considerations are stated on the strengthening of research and inspection program for the quality products and control with the efficacy and safety use of pesticides. More serious attentions are noted on the over production and flooded stocks under struggled market demands and sales competitions with lethal financial difficulties by producers. Through the status analyzed for the last decade, the integrated past management and cooperative basic control pattern under positive self-forecasting system by farmers are also urged for the effective and economic pest control measures. The problems and solutions discussed here ell the advanced pesticide management as well as the cooperation on the self-ordered quality control and market managing systems in 1980's as it is a desired projection for the further improvement. Most of outstanding and necessary statistics and data in the past decade are also summarized here for references in connection with the previous report.

  • A large number of accidents have been occurred in the domestic shipbuilding industry. Its number of accidents is approximately twice than that of manufacturing industry and three times larger than that of whole industry in general. There are several reasons that make it hard to control the accidents. First, it is because the shipbuilding industry is composed of many subcontractors who may need improvement in safety education and safety management. Second, the shipyard environments are exposed to lots of hazards such as high elevation works, isolated workspaces, heavyweight and huge structures/components. Last, the shipbuilding industry has grown too rapidly in a short period. For that reason, the safety management standards and safety consciousness could not catch up the speed of its development. In this study, it is suggested to use a more efficient and easier way to conduct safety management using a web-based safety management system for the shipbuilding industry. This system is composed of four main parts, which is available for self-auditing with legal support. Those are checklists based safety and health evaluation, safety inspection, user shared accident database and user shared bulletin board. It is expected that this system can help us to reduce risks in the shipbuilding industry considerably.
