Applying the TOC Thinking Process: A Study for Stabilization of Integrated Railway Safety Audit System (TOC Thinking Process를 활용한 철도종합안전심사 안정화방안 연구)

  • To cope with the change of railway safety environment and to prevent the catastrophic accident, the railway safety management system was established through the legislation of railway safety rules. And to audit and evaluate the accomplishment of railway safety rules by the railway operators, the Integrated Railway Safety Audit System(IRSAS) has been conducting. This study find out the strategy to stabilize the IRSAS by applying Theory of Constraints(TOC) Thinking Process. For meeting the IRSAS's goal of effective levelling up of railway safety, the two necessary conditions, 1)the secure of substantial safety through the IRSAS and 2)the execution of efficient IRSAS, should be fulfilled. Estimated undesirable effects(UDEs) from the IRSAS were identified, and 3 of them were selected for creating the requisite conflict clouds. Entities from these conflict clouds were synthesized into a core conflict cloud that foamed the base of Current Reality Tree. The strategic direction for change extracted from the conflict cloud is the reinforcement of IRSAS preparation system including the level up of operator's self audit, the deepening of preliminary survey, the establishment of complementing system of audit check list and the build up of auditor's specialization. These injection were logically validated via a Future Reality Tree and expected to be confirmed by further progressing of IRSAS.

  • A variety of Generation III/III+ reactor designs featuring enhanced safety and improved economics are being proposed by nuclear power industries around the world to solve the future energy supply shortfall. Nanofluid coolants showing an improved thermal performance are being considered as a new key technology to secure nuclear safety and economics. However, it should be noted that there is a lack of comprehensible design works to apply nanofluids to Generation III+ reactor designs. In this work, the review of accident scenarios that consider expected nanofluid mechanisms is carried out to seek detailed application spots. The Axiomatic Design (AD) theory is then applied to systemize the design of nanofluid-engineered nuclear safety systems such as Emergency Core Cooling System (ECCS) and External Reactor Vessel Cooling System (ERVCS). The various couplings between Gen-III/III+ nuclear safety features and nanofluids are investigated and they try to be reduced from the perspective of the AD in terms of prevention/mitigation of severe accidents. This study contributes to the establishment of a standard communication protocol in the design of nanofluid-engineered nuclear safety systems.

Determination of safe levels and toxic levels for feed hazardous materials in broiler chickens: a review

  • Feed safety is needed to produce and provide safe animal feeds for consumers, animals, and the environment. Although feed safety regulations have been set for each country, there is a lack of clear feed safety regulations for each livestock. Feed safety regulations are mainly focused on heavy metals, mycotoxins, and pesticides. Each country has different safe levels of hazardous materials in diets. Safe levels of hazardous materials in diets are mostly set for mixed diets of general livestock. Although there is a difference in the metabolism of toxic materials among animals, the safe level of feed is not specific for individual animals. Therefore, standardized animal testing methods and toxicity studies for each animal are needed to determine the correct safe and toxic levels of hazardous materials in diets. If this goal is achieved, it will be possible to improve livestock productivity, health, and product safety by establishing appropriate feed safety regulations. It will also provide an opportunity to secure consumer confidence in feed and livestock products. Therefore, it is necessary to establish a scientific feed safety evaluation system suitable for each country's environment. The chance of outbreaks of new hazardous materials is increasing. Thus, to set up appropriate toxic levels or safe levels in feed, various toxicity methods have been used to determine toxic levels of hazardous materials for humans and animals. Appropriate toxic testing methods should be developed and used to accurately set up and identify toxicity and safe levels in food and feed.

An Analysis of the Effect of Employer's Safety Management Commitment on Occupational Accident - Focusing on the Mediating Effect of Safety Climate and Safety Expenditure - (사업주의 안전경영의지가 산업재해에 미치는 영향 분석 - 안전분위기와 안전지출의 매개효과를 중심으로 -)

  • We need a new approach to reduce serious occupational accidents. This needs a commitment to secure employer's safety, characterized by a culture that prevents occupational accidents and appropriates safety expenditure. This study analyzed the factors that relate how a safety management commitment to safety climate in the workplace and safety expenditure affects the generation of occupational accidents. The summary of the result is as follows. First, both safety climate and safety expenditure have direct negative effects on the generation of occupational accidents (-0.136 [p = 0.010] and -0.100 [p = 0.008] respectively). Second, the safety management commitment has no significant direct effect towards generating occupational accidents (p = 0.105). Third, the safety management commitment has positive effects toward both building a safety climate and increasing safety expenditure (0.664 [p = 0.000] and 0.178 [p = 0.000] respectively). The safety management commitment however, has negative effects on generating occupational accidents (-0.090 [p = 0.004] through safety climate and -0.018 [p = 0.004] through safety expenditure). Hence, the safety management commitment has positive effects on decreasing occupational accidents through safety climate and safety expenditure (-0.108 [p = 0.004]). In conclusion, the safety management commitment by employers reduces occupational accidents through its impact on safety climate and safety expenditure in work places. Therefore, in order to reduce accidents, the employer should focus on creating a safety climate and investing in safety expenditure in the work place.

  • In level 5 (mind-off) of autonomous driving, the autonomous vehicle passengers are expected to have various activities such as face-to-face meetings, working, relaxing, and watching movies. In particular, various changes in the interior space of the vehicle are expected. Moreover, according to the survey conducted by the American Automobile Association, 73% of the respondents reported that they were afraid to board autonomous vehicles. In level 5 of autonomous driving, the subject of safety was expected to be transferred to autonomous vehicles; thus, research should be conducted from the user's perspective. Recently, various studies have been conducted to secure the safety of fully autonomous vehicles. However, there are limited studies addressing the psychological safety of actual passengers. Therefore, this study conducted a questionnaire based on the AHP technique. Consequently, the automobile safety system's priority for securing passengers' psychological safety according to each type of indoor behavior was derived, and the interior space for securing the psychological stability of passengers was suggested based on the obtained results. This study offers a new direction for interior space design, satisfying the psychological safety of passengers. This study is important because it advocates that the interior environment of fully autonomous driving cars is expected to be designed to secure the user's psychological safety.

A Policy Proposal for the Safety of Inland Water Ships (내수면 선박의 안전성 확보를 위한 정책 제언)

  • Korea is not only surrounded by the sea on three sides, but also has national and local rivers extending 26,843 km, so it has a geographical feature in which abundant sea and inland water surface coexist. As the number of ships operating in the inland waters is continuously increasing due to the improvement of national income, the risk of ship accidents and human casualties in the inland waters is also increasing. In this study, a macroscopic plan for the safety management of inland water ships was presented through investigation of inland water related laws and operation status analysis. As an improvement plan, as a hardware infrastructure it is proposed to secure sufficient inland water fire-boats to secure the golden time for early response to accidents and lifesaving, and to operate an institution specializing in the prevention of inland water ships accidents. And as a software infrastructure, establish departure control standards for inland water ships and the safety diagnosis system currently applied only to sea going ships, the introduction of a system tailored to the characteristics of inland water ships. The proposed inland water safety management policy is expected to contribute to the preparation of prompt and systematic countermeasures in the event of an inland water ship accident, and it is hoped that it will serve as an opportunity to continue to pay attention to safety-related research on inland water ships, which was briefly activated after the sinking of M/V Sewol.

A Study on the Relationship of Factors Related to Cabin Crews' Safety Behavior: Integration of TPB & SCT (객실승무원의 항공기 안전의도와 안전행동의 영향요인 분석: TPB와 SCT 통합모델)

  • Purpose: The purpose of this study is to investigate systematic and comprehensive explanation about safety behavior by applying integrated model of Theory of Planned Behavior (TPB) and Social Cognitive Theory (SCT). By showing the interrelationship of effects of factors affecting safety behavior in a single model, comprehensive understanding regarding safety behavior will be possible. Research design, data, and methodology: This study try to integrate the two theory, TPB and SCT, to introduce background factors, such as safety culture, affecting cognitive factors of subjective norm, safety attitude, perceived behavioral control, safety consciousness, which are again affecting behavior intention of the TPB. We composed 73 questionnaire to analyse the relationship among factors affecting safety behavior. The questionnaire were distributed to stewards and stewardesses of KAL, ASIANA, and LCCs. 422 were collected and used for analysis. Factor analysis, regression analysis, and control effect analysis were conducted using SPSS windows version 2.0. Results: The safety culture, safety atmosphere, and safety education/training were turned out to affect subjective norm, safety attitude, perceived behavioral control, safety consciousness. And the cognitive factors also showed to affect safety intention significantly. The results that safety intention affects safety behavior was found. Also there are control effect of cost consciousness and punishment while safety intention affects safety behavior. Conclusions: Safety is the virtue that should be given first priority to in our daily life. To secure safety, everyone in an organization should have high level of safety intention and conduct safety behavior. The study results provide systematic and comprehensive understandings on the relationship among factors affecting cabin crews' safety behavior. The results will help design safety related regulations, education/training, and support employees to engage in safety behavior related activities.

  • With the improvement of wireless communication and embedded technology, WSN is used at various fields. Meanwhile, because WSN is resource constrained, it is more vulnerable than other networks. To solve the security problem of WSN, we can use the traditional secure mechanism like as cryptography and authentication. But the traditional secure mechanism is not enough for all security issues that may be happened in WSN, especially attacks caused by the compromised node. So, we need the IDS as the second secure mechanism for WSN. In this paper, we propose the Specification-based Intrusion Detection Mechanism that makes LEACH, which is one of the clustering routing protocol for WSN, more reliable and safety.

Secure Beamforming with Artificial Noise for Two-way Relay Networks

  • This paper studies the problem of secure information exchange between two sources via multiple relays in the presence of an eavesdropper. To this end, we propose a relay beamforming scheme, i.e., relay beamforming with artificial noise (RBwA), where the relay beamforming vector and the artificial noise vector are jointly designed to maintain the received signal-to-interference-ratio (SINR) at the two sources over a predefined Quality of Service (QoS) threshold while limiting the received SINR at the eavesdropper under a predefined secure threshold. For comparison, the relay beamforming without artificial noise (RBoA) is also considered. We formulate two optimization problems for the two schemes, where our goal is to seek the optimal beamforming vector to minimize the total power consumed by relay nodes such that the secrecy of the information exchange between the two sources can be protected. Since both optimization problems are nonconvex, we solve them by semidefinite program (SDP) relaxation theory. Simulation results show that, via beamforming design, physical layer secrecy of two-way relay networks can be greatly improved and our proposed RBwA outperforms the RBoA in terms of both low power consumption and low infeasibility rate.

A Proposal of Secure and Efficient Dynamic Multicast Key Management Structure (안전하고 효율적인 동적 멀티캐스트 키 관리 구조 제안)

  • With the rapid of computer applications and digital communication networks, group based applications on the open network have been common tendency. The multicast infrastructure has played an important researching part in this application area. However the conventional solutions to achieve the secure and efficient structure don't satisfy all requirements. In this study, we classified and analyzed several existing multicast key management structure on the safety, the efficiency and the strengthen. Based on the analysis, we developed a new secure and efficient multicast key management structure. By comparing various aspects, that the number of communication and computation, of the new and the conventional methods, we were able to demonstrate the effectiveness of the proposed method.
