Evaluation of Japan's Official Development Assistance (ODA) Projects on Flood Risk Management in Thailand

  • This study evaluates Japan's Official Development Assistance (ODA) projects in Thailand from 2011 to 2013 by deploying the Sendai Framework for Disaster Risk Reduction (SFDRR) and the Organization for Economic Cooperation Development (OECD) evaluation criteria. Special attention is placed on disaster-related development assistance activities of Japan through reviewing long-term impacts of the projects. The Japan International Cooperation Agency (JICA) has played a crucial role in transferring Japan's experiences on disaster risk management to developing countries, including Thailand. The study highlights two flood risk management projects in Thailand with the support of JICA after the 2011 floods, namely the Project for the Comprehensive Flood Management Plan for the Chao Phraya River Basin and the Project for Flood Countermeasures for Thailand Agriculture Sector. The case studies demonstrate that the projects were efficiently and effectively conducted for meeting Thailand's needs and requirements. JICA provided multi-hazards risk analysis through scientific data as well as local knowledge. However, achievements of the project did not last for long because of a lack of Thai stakeholders' commitment and JICA's post-project management. It is concluded that a development agency should consider impacts and sustainability of flood risk management projects more carefully from the stage of planning, and the practical application of the knowledge, and technologies should also be monitored progressively after the completion of the project.

  • The International Union for Conservation of Nature and Natural Resources (IUCN) considers the western/lowland bongo Tragelaphus eurycerus eurycerus to be a threatened species, and the eastern/mountain bongo Tragelaphus eurycerus isaaci an endangered species[1]. Although extinction is considered by many biologists to be a natural process during evolution, the exponential growth of the human population has drastically and prematurely reduced the numbers and genetic diversity of many species[2]. Species have evolved to adapt to a specific habitat or environment that meet their survival needs. Alteration or destruction of their habitat results in a species becoming incapable of adapting and hence becoming threatened with extinction. A widespread scientific and public consensus has emerged suggesting that governments should assign high priority to the maintenance of biological diversity via habitat preservation and management far species conservation[3]. Unfortunately, the loss of biological diversity far surpasses the available conservation resources and species are lost forever on a daily basis[4]. Notwithstanding the focus on habitat preservation and wildlife management, conservation biologists have also become increasingly interested in using the technologies of reproductive and developmental biology to help manage or rescue endangered species[5].

Applications and Concerns of Generative AI: ChatGPT in the Field of Occupational Health (산업보건분야에서의 생성형 AI: ChatGPT 활용과 우려)

  • As advances in artificial intelligence (AI) increasingly approach areas once relegated to the realm of science fiction, there is growing public interest in using these technologies for practical everyday tasks in both the home and the workplace. This paper explores the applications of and implications for of using ChatGPT, a conversational AI model based on GPT-3.5 and GPT-4.0, in the field of occupational health and safety. After gaining over one million users within five days of its launch, ChatGPT has shown promise in addressing issues ranging from emergency response to chemical exposure to recommending personal protective equipment. However, despite its potential usefulness, the integration of AI into scientific work and professional settings raises several concerns. These concerns include the ethical dimensions of recognizing AI as a co-author in academic publications, the limitations and biases inherent in the data used to train these models, legal responsibilities in professional contexts, and potential shifts in employment following technological advances. This paper aims to provide a comprehensive overview of these issues and to contribute to the ongoing dialogue on the responsible use of AI in occupational health and safety.

  • The share of the population that is aging is growing rapidly. In an aging society, technologies and interventions that delay the aging process are of great interest. Dietary restriction (DR) is the most reproducible and effective nutritional intervention tested to date for delaying the aging process and prolonging the health span in animal models. Preventive effects of DR on age-related diseases have also been reported in human. In addition, highly conserved signaling pathways from small animal models to human mediate the effects of DR. Recent evidence has shown that the immune system is closely related to the effects of DR, and functions as a major mechanism of DR in healthy aging. This review discusses the effects of DR in delaying aging and preventing age-related diseases in animal, including human, and introduces the molecular mechanisms that mediate these effects. In addition, it reports scientific findings on the relationship between the immune system and DR-induced longevity. The review highlights the role of immunity as a potential mediator of the effects of DR on longevity, and provides insights into healthy aging in human.

  • Purpose: The present study is developed with the aim of mapping the trends in scientific production related to the implementation of artificial intelligence systems for agro-food supply chains. Research design, data and methodology: The methodological approach of the research shows a descriptive documentary process based on bibliometric techniques for mapping the main indicators of the area of knowledge through the establishment of a search equation in Scopus. Results: The research results show a total of 633 documents published between 2019 and 2023, with a great annual growth rate of 61.68%; In addition to a notable participation of countries such as India, China, the United Kingdom and the United States in the generation of new knowledge related to artificial intelligence applied to food distribution systems. Conclusions: It is concluded that the rise of new artificial intelligence technologies has shown extremely important results in the development of industries worldwide, with increasingly accelerated steps; which certainly translates into the creation of spaces and incentives in the production of research aimed at understanding these dynamics and in turn to propose new alternatives and proposals for the reduction of the large technological gaps that are present within the agro-food sector.

  • The main purpose of the study is to identify the key aspects of the formation of legal and professional competence of students of higher educational institutions in the context of the COVID-19 pandemic. The modern system of public relations tightens the requirements for the professional and legal competence of specialists in all spheres of life. The development of a unified nationwide strategy in the field of education focused on the formation and development of young people's skills for life in the information society, is aimed at finding ways to form an active position of a future specialist, developing an experience of a holistic understanding of the professional activity, systemic action in solving new problems and tasks. The methodology includes a number of theoretical methods. Based on the results of the study, the main elements of the formation of legal and professional competence of students of higher educational institutions in the context of the COVID-19 pandemic.

Knowledge Representation Using Fuzzy Ontologies: A Survey

  • In recent decades, the growth of communication technology has resulted in an explosion of data-related information. Ontology perception is being used as a growing requirement to integrate data and unique functionalities. Ontologies are not only critical for transforming the traditional web into the semantic web but also for the development of intelligent applications that use semantic enrichment and machine learning to transform data into smart data. To address these unclear facts, several researchers have been focused on expanding ontologies and semantic web technologies. Due to the lack of clear-cut limitations, ontologies would not suffice to deliver uncertain information among domain ideas, conceptual formalism supplied by traditional. To deal with this ambiguity, it is suggested that fuzzy ontologies should be used. It employs Ontology to introduce fuzzy logical policies for ambiguous area concepts such as darkness, heat, thickness, creaminess, and so on in a device-readable and compatible format. This survey efforts to provide a brief and conveniently understandable study of the research directions taken in the domain of ontology to deal with fuzzy information; reconcile various definitions observed in scientific literature, and identify some of the domain's future research-challenging scenarios. This work is hoping that this evaluation can be treasured by fuzzy ontology scholars. This paper concludes by the way of reviewing present research and stating research gaps for buddy researchers.

  • Urban air mobility (UAM) is emerging as an innovative transportation solution for cities. However, the potential noise impact on urban life must be carefully examined. Continuous exposure to UAM noise, with its unique frequency characteristics and temporal variability, may adversely affect citizens' health by causing sleep disorders, cardiovascular disease, and cognitive impairmenet, particularly in children. NASA has formed a UAM Noise Working Group to study this issue comprehensively. In Korea, the Seoul Metropolitan Government's UAM demonstration project is expected to accelerate related research and development. Scientific analysis, including noise measurement, prediction modeling, and health impact assessment, must be prioritized. Measures to minimize noise should be established based on this evidence, such as optimizing flight modes, developing noise reduction technologies, and establishing new noise management standards. Transparency and social consensus are crucial throughout this process. Expert review and open communication with civil society are necessary to address related concerns. Sharing demonstration project results and providing opportunities to experience UAM noise through digital twin simulations can help address public concerns and build social consensus. Proactively and scientifically tackling noise issues is essential for the sustainable development and successful integration of UAM into daily life.

Production and investigation of 3D printer ABS filaments filled with some rare-earth elements for gamma-ray shielding

  • Radiation is the main safety issue for almost all nuclear applications, which must be controlled to protect living organisms and the surrounding materials. In this context, radiation shielding materials have been investigated and used in nuclear technologies. The choice of materials depends on the radiation usage area, type, and energy. Polymer materials are preferred in radiation shielding applications due to their superior characteristics such as chemical inertness, resistivity, low weight, flexibility, strength, and low cost. In the presented work, ABS polymer material, which is possibly the most commonly used material in 3D printers, is mixed with Gd2O3 and Er2O3 nanoparticles. ABS filaments containing these rare-earth elements are then produced using a filament extruder. These produced filaments are used in a 3D printer to create shielding samples. Following the production of shielding samples, SEM, EDS, and gamma-ray shielding analyses (including experiments, WinXCOM, GEANT4, and FLUKA) are performed. The results show that 3D printing technology offers significant enhancements in creating homogeneous and well-structured materials that can be effectively used in gamma-ray shielding applications.

Water/nutrient use efficiency and effect of fertigation: a review

  • Fertigation, which has been introduced in agricultural fields since 1990, has been widely practiced in upland fields as well as in plastic film houses as part of the crop production system. In accordance with demands in the agricultural sector, a huge number of scientific studies on fertigation have been conducted worldwide. Moreover, with a combination of advanced technologies such as big-data, machine learning, etc., fertigation is positioned as an indispensable tool to achieve sustainable crop production and to enhance nutrient and water use efficiency. In this review, we focused on providing valuable information in terms of crop production and nutrient/water use efficiency. A variety of fertigation studies have described that enhancement of crop production did not differ relative to conventional method or slightly increased. In contrast, fertigation significantly improved nutrient/water use efficiency, with a reduction in use ranging from 20 to 50%. Water-soluble organic resources such as livestock manure and agricultural byproducts also have been identified as useful resources like chemical fertilizers. Furthermore, the initial irrigation point was generally recommended in a range of -10 - -40 kPa, although the point differed according to the crop and crop growth stage. From this review, we suggest that fertigation, which is closely integrated with advanced technology, could be a leading technology to attain not only food security but also carbon neutrality via improvement of nutrient/water use efficiency.
