A Study on the Reasonable Standard of Location;allocation for a new administrative center in provincial area (광역지방행정중심지(廣域地方行政中心地)의 선정(選定)을 위한 합리적(合理的) 입지기준(立地基準)에 관(關)한 연구(硏究))

  • The objectives of the study were 1) to make the reasonable standard, 2) to select the objective and scientific method and process for the location-allocation of a new provincial capital city. The Main standard of location-allocation were suggested as follows ; 1) Integration of province 2) Convenience of Administration service 3) Accomodations of new provincial capital city 4) Balanced development by region. The validity of location-allocation were reviewed the population potentials and nodal accessibilities. The population potential was examined to find the maximum point of administrative demand, and the locationallocation model was examined to find the minimum point of the aggregated travel-cost to a proposed provincial government office. The nodal accessibilities measured in travel-time distance and actual values. Two major concerns in locating public facilities are efficiency and equity.

  • This paper will integrate models at different levels (from filtration, backwashing to chemical cleaning and membrane lifetime) that can be used to minimize overall operating costs of a dead-end ultra filtration process that is used for the purification of surface water. Integration of the models leads to a multi-level optimization problem (at different levels different objectives should be reached). This problem is solved as a MINLP. Systematic modelling and optimization of membrane systems is not extensively discussed in the scientific literature. In this paper the first steps are taken in the formulation of proper models and the use of systems engineering tools to come to real optimal operating conditions. The optimized variables are used to calculate fouling profiles which can subsequently be used as inputs for a control system that actually enforces the profiles to a real pilot plant.

  • We report the current status of Japanese lunar exploration SELENE (SELenological and ENgineering Explorer). As of the end of 2004, scientific instruments onboard the Main Orbiter are under final checkout before they are provided to the proto-flight-model (PFM) integration test. Also, we present the future perspectives of the lunar based instruments and facilities. 'In-situ Lunar Orientation Mea-surement (ILOM)' experiment measures the lunar rotation with high accuracy by tracking stars on the Moon with a small photo-zenith-tube type optical telescope. A basic idea of a radio telescope array of very low frequency range on the lunar far-side is also mentioned.

Practice Guidelines were developed by the authors listed below and by the Executive Committee of the Society for Integrative Oncology, which approved this document.   • Agrobacterium-mediated genetic transformation has been widely used for the production of genetically modified transgenic plants to obtain specific desired traits. Most of the molecular mechanisms that underlie the transformation steps have been well elucidated over the years. However, a few steps, such as nuclear targeting, T-DNA integration, and Agrobacterium-plant proteins involved remain largely obscure and are still under extensive studies. This review describes the major steps involved in the molecular mechanism of Agrobacterium-mediated transformation and provides insight in the recent developments in studies on the Agrobacterium-mediated genetic transformation system. Some factors affecting the transformation efficiency are also briefly discussed.

  • A group of universities have come together with the aim of designing and developing Small Aperture Robotic Telescopes (SmART) for use by students to observe variable stars and transient follow-ups. The group is deliberating on the components of the robotic system; e.g. the telescope, the mount, the back-end camera, control software, and their integration keeping in mind the scientific objectives. The prototype might then be replicated by all the participating universities to provide round the clock observations from sites spread evenly in longitude across the globe. Progress made so far is reported in this paper.

  • Objectives: This paper aims to suggest some ways we could improve the efficiency and equity in health promotion programs in the public sector. Methods: Reports published by the Minister of Health and Welfare and web-site information were reviewed. And, the empirical results and theoretical considerations provided in this study could be used in making future direction for health promotion programs in the public sector. Results and conclusion: The public sector should play a leading role in health promotion programs. The role of public sector in health promotion program is to establish the health promotion plan based on the health survey, to develop the scientific programs, to provide the free health services, and to maintain a cooperative relationship with the private sector. In order to activate the health promotion programs in the public sector, establishing the role of the public sector, changing the operation of health promotion fund, block grants for health promotion, local health promotion fund, and integration of health statistics were suggested.

  • The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.

GaN-based Ultraviolet Passive Pixel Sensor for UV Imager

  • An ultraviolet (UV) image sensor is an extremely important optoelectronic device used in scientific and medical applications because it can detect images that cannot be obtained using visible or infrared image sensors. Because photodetectors and transistors are based on different materials, conventional UV imaging devices, which have a hybrid-type structure, require additional complex processes such as a backside etching of a GaN epi-wafer and a wafer-to-wafer bonding for the fabrication of the image sensors. In this study, we developed a monolithic GaN UV passive pixel sensor (PPS) by integrating a GaN-based Schottky-barrier type transistor and a GaN UV photodetector on a wafer. Both individual devices show good electrical and photoresponse characteristics, and the fabricated UV PPS was successfully operated under UV irradiation conditions with a high on/off extinction ratio of as high as $10^3$. This integration technique of a single pixel sensor will be a breakthrough for the development of GaN-based optoelectronic integrated circuits.

Simulation Assessment of GCM Model in Case of Daily Precipitation and Temperature (일 강우량 및 기온 자료의 모의를 위한 GCM 모형의 평가)

  • General Ciculation Model (GCM) 모형에 대한 평가를 본 연구에서 수행한다. 모형의 적용을 위해서는 국지적 일 강우량 및 기온자료를 이용한다. 31개의 GCM 모의를 통해 도출되는 결과가 성능 평가에서 활용되었다. 일 최대, 최소 기온와 강우량이 파키스탄 지역을 대상으로 모의되었다. 모의를 위해서는 Gridded 데이터가 적용되었으며 각각 Asian Precipitation-Highly-Resolved Observational Data Integration Toward Evaluation, Berkeley Earth Surface Temperature, Princeton Global Meteorological Forcing, Climate Prediction Centre에 해당된다. GCM의 순위를 결정하기 위해서는 Symmetrical Uncertainty 방법이 이용된다. 결과를 통해서 Gridded 데이터의 종류에 따라 가장 높은 효율을 나타내는 GCM의 공간 분포가 달라진다는 점을 확인하였다. 이러한 특성은 기온과 강우량 자료 모두에서 확인된다. 기온의 경우에는 Commonwealth Scientific and Industrial Research Organization, Australia-MK3-6-0과 Max Planck Institute-ESM-LR이 우수한 결과를 모의하는 것으로 나타났다. 반면 강우량의 경우에는 EC-Earth와 MIROC가 우수한 것으로 나타났다. 파키스탄 지역에서의 기온 및 강우량 자료의 합리적 반영을 위해서는 ACCESS1-3, CESM1-BGC, CMCC-CM, HadGEM2-CC, HadGEM2-ES, MIRCO5와 같은 6개 GCM을 이용하였을 때 다양한 기상 인자를 고려한 모의가 가능한 것으로 평가된다.
