A Study on Citation Behavior of Korean Scientists Using Patent Analysis (특허분석을 통한 과학기술자의 과학논문 인용행태에 관한 연구)

  • As the fact that science is the driving force behind technological development and that technological innovation contributes to economic development has been proved empirically convincing, the interaction between science and technology is highly emphasized in advanced countries. But, Korea has not been active in conducting research on science-based technological development and on the scientific fields that have strong relationships with Korean technology. This study attempts to explore the influence of scientific research papers cited in US patents by Koreans on other US patents and identify the interactions between scientific research papers and patents, by examining the scientific references cited in the Korean-originated US patents.

  • Webometric research in the Russian library sector is just beginning to gain momentum. This article examines the experience of webometric research in libraries from the perspective of the global practice. In particular, it highlights a number of foreign works, which may have a special practical value for Russian libraries, and emphasizes important webometrics areas for libraries. The purpose of this study is to research the practical application of key performance indicators (KPIs) abroad and conduct a webometric analysis of the websites of some leading Siberian and Far Eastern scientific libraries based on selected KPIs. The study data were collected with SimilarWeb and other analytical tools. The study revealed that key traffic metrics are the basis of webometric research, and identified available promising groundwork for the purpose of their further testing. The shortcomings in the current state of the websites of the Siberian and Far Eastern scientific libraries were noted. Based on the obtained webometric traffic indicators, the ranking of the Siberian and Far Eastern scientific libraries was made.

A Microgenetic Study on Scientific Question Generating Ability (과학적 의문 생성 능력에 대한 미시발생적 연구)

  • The purpose of this study was to apply the microgenetic analysis method for development of information on an individual's change in a certain area during a consistent time period to seek change in scientific questions that elementary school students create. The study subjects were six 6th graders in I elementary school located in Kyunggido with the students conducting 6 sessions of two observational tasks about dry grapes contained in soda pop and candlelight. Information were collected through students' scientific question development paper, record of field observation and interviews. The results of this study are as follows: first, the number of scientific questions that the elementary school students developed showed a tendency for reduction; second, the changes in type of scientific questions bring different results, which depend on a particular characteristic of the tasks; third, By observing pattern changes in scientific questions of each individual, it was found that different results show for each time for the same task, which in other words means that there exists variability within an individual. Also, variability between individuals were shown by confirming that the change pattern for each person were diverse. Thus, the result of this study shows the following implications on education of scientific question development. For students, scientific question development mean more opportunities to increase the process of developing and acquiring knowledge. Therefore, it is important to create situations where one can come up with scientific questions. In addition, analysis in tasks' nature when selecting tasks would be necessary to develop diverse scientific questions.

A Study on Implementation of the Database System for Oceanographic R&D Results Information (해양과학기술 R&D 결과정보 데이터베이스 구축 연구)

  • A literature analysis for the planning and implementation of information system was carried out to establish the oceanographic R&D results, the first in Korea. The study targeted from scientific & technical report and to oceanographic survey data. The focus of the analysis lies in the providing practical information retrieval service for oceanographic R&D results based on the framework of effective Dublin Core metadata. The analyses included information system organization, web information service process, data input-output process, web visualization process, and retrieval for planning and implementation of oceanographic survey data and scientific & technical report.

An Analysis on Scientific and Technological Information Status and Demand of Small Businesses: Focuses on Busan·Ulsan·Gyeongsangnam-do Branches of KISTI (중소기업의 과학기술정보 요구 실태 분석 연구 - KISTI 부산·울산·경남지원을 중심으로 -)

  • This paper aims to survey the supply status and demand of the scientific & technological information among the 1,059 small enterprises demanding the support in Busan, Ulsan and Gyeongsangnam-do which have been supported by the Branch of KISTI and to propose the approaches to improve the scientific & technological information system. As the results of this research, Busan, Ulsan and Gyeongsangnam-do have very poor business and R&D environment to the extent that 96.3% of businesses was small business (medium business only for 3.7%) and 31% of total small & medium-cized businesses has less than 10 R&D workers. Small & medium-sized businesses which have demanded the information to KISTI account for only 0.2% in average for 3 years. The information demand types are market trend (26.8%), industrial property right (22.1%), business proposal (19.9%), item exploration (16.8%) and quality certification (8.4%). The supplied informations include scientific and technological data survey, market survey, translation and information application seminar. The business achievements from the information supply include 379 cases in technological development improvement and launch of products, 88 cases in technology certifications and 414 cases in patents and utility design application and registration. By the analysis results, the small and medium-sized businesses have difficulties in using R&D information by themselves. Thus, it's proposed to establish the science and technology information center in southeastern region and develop the information advisors specialized in local specialty industry categories. It's also proposed to expand the manpower and budget of KISTI concerning the information support for small & medium-sized businesses.

A Study on the Scientific Status of MIS (경영정보학의 학문적 위상에 관한 연구)

  • The inability of the management information systems (MIS) field to progress as a scientific discipline has been attributed to the lack of systematic research and a cumulative tradition, an identity crisis, and the poverty of scientism. While research on the status of MIS is very important in order to enhance the field as a scientific discipline, few have investigated this issue. Following Thomas Kuhn's idea of paradigm, this paper studies other fields to investigate when they progressed, when they did not, and why. After research paradigm was broken down into technology-push and demand-pull types, a model on the science life cycle was developed in an effort to explain the path how a science has progressed. A test of this model in the fields of physics and chemistry with an old historial background reveals that the scientific progress in the area of demand-pull is more desirable if this progress turns out to be in the right direction. An application of the model to the MIS field shows that the research paradigm in this field is mainly of technology-push. In order to shift this paradigm toward the demand-pull area, this paper suggests the research on the relationship among MIS subfields and the adoption of appropriate reference disciplines.

The Relationships between the Patterns of Elementary School Teachers' Explanations and the Patterns of Elementary School Students' Questions on Scientific Phenomena (과학 현상에 대한 초등학생들의 의문 유형과 초등교사들의 설명 유형과의 관계)

  • This study was conducted to investigate the relationships between the patterns of elementary school teachers' explanations and the patterns of students' questions types on scientific phenomena. for the purposes of this study, we collected questions related to scientific phenomena from 255 $3rd{\sim}6th$ students in 2 elementary schools. Classifying the students' questions collected, 20 representative questions for each type were selected. Data regarding teachers' scientific explanation from 62 teachers of 3 elementary schools were also collected. The results of the analysis of the questions for each science field show that the students in the 3rd, 4th, and 5th grades have the most questions regarding biology, and those in the 6th grade have more questions regarding earth science. Regarding question types, object exploration questions and explican exploration questions formed the majority. Moreover, the higher the students' grades, a decrease in the number of conjectural questions and an increase in the number of causal questions were observed. As a result of the analysis of the teachers' explanation, the following explanation types could be discerned; conjecture, hypothesis, prediction, teleological explanation, information given to feed exploration questions, as well as verification and information supply fer verification purposes. There were 4 kinds of relationships between question types and explanation types. One was the explanation fitting to each question type, a second was the explanation with additional content than the question required, a third was where the explanation was inappropriate to the question, and a forth was where the teacher responded that they "don't know." This study, investigating the relationships between questioning as a scientific inquiry process and explanation, will help to promote discussion regarding science classes in elementary school.

  • Large-scaled information extraction plays an important role in advanced information retrieval as well as question answering and summarization. Information extraction can be defined as a process of converting unstructured documents into formalized, tabular information, which consists of named-entity recognition, terminology extraction, coreference resolution and relation extraction. Since all the elementary technologies have been studied independently so far, it is not trivial to integrate all the necessary processes of information extraction due to the diversity of their input/output formation approaches and operating environments. As a result, it is difficult to handle scientific documents to extract both named-entities and technical terms at once. In order to extract these entities automatically from scientific documents at once, we developed a framework for scientific core entity extraction which embraces all the pivotal language processors, named-entity recognizer and terminology extractor.

  • This paper evaluates web accessibility using an evaluative measure of K-WAH 3.0. It targets systems and contents in scientific and technological information, based on a guide for 'Internet Web Contents Accessibility 1.0'. The result indicates that web accessibility of informational system is lower than that of informational contents. Based on this fact, this paper identifies the main characteristics and differences of web accessibilities in informational system and contents, and discusses possible improvements. the result of the evaluation found the scientific system sites is more superior than contents sites in web accessibility. And the scientific system and contents sites except NDSL was lest 'understandable' and 'Robust' in observance. Therefore web page that should bring "easily understandable" and "reducing outstanding side effects" was required.

Study on Shinyeojuryeom through Historical Documents and Scientific Analysis (문헌자료와 유물의 과학적 조사를 통한 신여주렴(神輿朱簾)의 연구)

  • Shinyeojuryeom is a set of bamboo blinds[Juryeom] enclosing the Korean litter for transporting a mortuary tablet of royal family[Shinyeo] in Joseon dynasty. The blinds were made up of twigs laid horizontally which were joined together by vertical threading, then they were lined and backed with silk fabric. A number of historical documents such as Gukjosangryebopyeon(1758), JeongjoGukjangdogameuigwe(1800) and Gukjangdogam- myeongseseo(1905) provide information on material and structure of the litter and blinds. How- ever, detailed dimensions or specific ingredients of some of the materials were not clearly explained. In order to complement these missing or unclear parts, a close examination and scientific analysis of the litter's material was undertaken. The result newly identified materials of the gold tip tassels and pigments used on twigs as well as partly confirmed information on historical records. This new information will help further understanding and future production of a replica.
