The definition of Crime Indictable Upon Complaint (CIC) is crimes which can be prosecuted only with complaints from the victim or his/her direct parents. Sex crimes are the representative examples, rapes and indecent assaults. According to the research referenced in this paper, 74% of sex crimes which had been penalized based on Republic of Korea (ROK) Criminal Code amounts rape and indecent assault are CIC. However, only 20% of perpetrators were confined, and the rest received non-confinement or non-prosecution determination. The review of criminal history checks reveals that 67% of the perpetrators had criminal histories and 39% of them had more than three documented offenses. The CIC was established in order to protect the victim's rights and dignity, respecting the victim's opinion regarding the incident. All kinds of sex crimes then should have been the CIC, but those crimes such as Injury Resulting from Rape, Special Rape, Rape by Special Modus Operandi, Sexual Assault among Relatives and Domestic Violence which have to guarantee the opinion of the victims are prescribed as non-CIC. We therefore conclude that the CIC should be abolished. The abolition of CIC will play an important role in crime prevention because severe penalties for sex crimes will be imposed on the perpetrators. In addition, it will help the sex crime victims retrieve their dignity by spreading recognition widely through the community that sexual assault is not only a social assault but an infringement against human rights.

This study was carried out for the purpose of proposing the guideline for the non-mischief and comfortable coastal leisure activities to reduce the marine pollution caused by sea fishing and strengthen the marine management and supervision for the fishing activity. In research method, a extensive reference was examined and analyzed, and the questionnaire investigation and field work were carried out to recognize the present conditions and problems concerning the environmental pollution caused by sea fishing. At the same time, the guideline for the safe and comfortable activities was proposed by diagnosing of actual evil conditions of marine environment due to the sea fishing activity and by analyzing of foreign mangement cases. On the basis of these research results, it is useful to contrive a management criteria for the realities investigation on the pollution of coastal activities. It also contributes to develop the regional economy by controlling coastal leisure activities effectively and systematically through the national publicity for the prevention of marine pollution.

The government and the police are trying to expand the safety of the people by spreading "four major social evil erasures" intensively crackdown and prevention activities of sexual assault, school violence, domestic violence, and bad foods for the main purpose of security activities I made an effort. However, in spite of such efforts, the public's feelings of social unrest and the concern about security have not been significantly improved. Therefore, in this paper, using R which is the tool for analyzing big data which is most widely used in each field such as enterprise, consulting, public field, etc., R Using variables measured at each level, we analyzed by analyzing multiple regression analyzes, and confirmed what kind of correlation there is in relation to the direction affecting policy improvement I will try to present it.
In this study, to investigate the effects of herb aroma components, the BDI test was performed with the 124 students of the Youngdong University and the subjects whose score was 16 or higher were selected and allocated to the herb-extracted aroma-treated group and the non-treated group, 27 and 10 students for each group. The BDI and SDS tests were carried out at each stage (before and after the treatment, 10 days later and 30 days later). The result showed that the pre-treatment BDI test result was significantly different from all those of the post-treatment test, and the tests after 10 days and 30 days in the aroma-treated group. In the SDS test, the pre-treatment test result was significantly different from the results of the post-treatment test and the test after 10 days, while it was not significantly different from the result of the test after 30 days. Additionally, to verify whether the change within the group is larger than that by natural recovery or not, ANCOVA was performed with respect to the difference in the pre-treatment test score between the groups depending on whether the treatment was given or not, having the SDS pre-treatment score as the covariate, and the result showed that the post-treatment test scores were significantly different. Thus, it was verified that, if the SDS test score is considered as the depression indicator, the effect of aromatherapy was greater than the change by natural recovery. The difference in the post-treatment test score was analyzed depending on whether the treatment was given or not, having the BDI pre-treatment test score as the control variable, and the result showed that the post-treatment test scores were not significantly different. Based on such a theoretical verification, it is assumed that the nature-friendly treatment method using herb aroma components can be a great help in suppressing depression. Therefore, it is expected that herb aroma components can provide systematic therapeutic effect on the suppression of depression.

Policy on food and dietary life conducted by government up to data were planned mainly dependent on food production supply and demand of food. Infectious diseases continue to decrease with increasing of degenerative diseases which will be required proper management of dietary life. In the future more aggressive intergrated food policy are needed to maintain the public health. Aoso dietary improvement movement should be drived actively.
We surveyed 223 road workers between 2017 July-August about wearing and satisfaction in order to find basic data to develop safety clothing that enhances visibility of motion and comfort while meeting international standards. It was found that most of the current warning clothing owned by road cleaners and about 2/3 of policemen clothes were provided by public institutions. The purpose of wearing, color, properties, satisfaction and protectiveness differed significantly by occupation. Second, the most popular response for the type and quantity of warning clothing was 2 sets of spring/autumn, summer, and winter type for road cleaners, whereas policemen chose 2 sets of all types plus a safety vest. Therefore, a top-level (3rd class) warning clothing study is required. Third, satisfaction ranked Moderate>Good>Poor; in addition, the main reason for satisfaction was that 'retroreflective tape increases safety at night (54.4%)' for road cleaners and 'the fluorescent color stands out (43.7%)' for policemen. Thus, it was accepted that visibility contributed to safety. Fourth, body-protectiveness was evaluated higher compared to wearing satisfaction, and it was recognized more by road cleaners than policemen. Overall satisfaction was higher for road cleaners versus policemen both in Seoul than Incheon. Fifth, the main dissatisfaction in both groups was 'low sweat absorbency' showing improving the air permeability, moisture regain and permeability was the highest priority. Finally, those working 8 hours a day tended to evaluate more positively the 6 properties of the material.

u-safety service system inter-works with the diverse operation agencies, through CCTV network, such as the emergency call terminal with built-in GPS, the mobile communication network, u-safety service provider, relay system and CCTV control center. In the case of the emergency call, this service searches the location of caller in real time, and then continues to search the location of caller through the control of CCTV in the searched place, and can provide the several agencies like guardian, police office, fire station, hospitals, relief organizations and municipalities, with the diverse information necessary for the secure rescue through SMS and wired network. In this paper, a new protocol and specification for u-safety service relay system is designed and implemented. The effectiveness of presented protocol is verified by computer simulation. The designed protocol of u-safety service is applied to real 3GPP and 3GPP2 mobile communication networks to verify its performance.

Objectives: Several epidemiological studies on medical care utilization prior to suicide have considered the motivation of suicide, but focused on the influence of physical illnesses. Medical care expenditure in suicide completers with non-illness-related causes has not been investigated. Methods: Suicides motivated by non-illness-related factors were identified using the investigator's note from the National Police Agency, which was then linked to the Health Insurance Review and Assessment data. We investigated the medical care expenditures of cases one year prior to committing suicide and conducted a case-control study using conditional logistic regression analysis after adjusting for age, gender, area of residence, and socioeconomic status. Results: Among the 4515 suicides motivated by non-illness-related causes, medical care expenditures increased in only the last 3 months prior to suicide in the adolescent group. In the younger group, the proportion of total medical expenditure for external injuries was higher than that in the older groups. Conditional logistic regression analysis showed significant associations with being a suicide completer and having a rural residence, low socioeconomic status, and high medical care expenditure. After stratification into the four age groups, a significant positive association with medical care expenditures and being a suicide completer was found in the adolescent and young adult groups, but no significant results were found in the elderly groups for both men and women. Conclusions: Younger adults who committed suicide motivated by non-illness-related causes had a higher proportion of external injuries and more medical care expenditures than their controls did. This reinforces the notion that suicide prevention strategies for young people with suicidal risk factors are needed.
The aim of this study was to investigate the factors influencing on housebreaking victimization in South Korea. It is important that a resident, police officer, and policy makers use Routine activities/lifestyle theory in order to explore whether proximity and exposure to offenders or presence of guardianships affect the resident's risk of being victimized. In this context, the current study utilizes proximity variables: disorder of residence, exposure variables: hours of empty house and guardianship variables: social networks, security equipment. The study employs secondary data(Korean Crime Victim Survey in 2008) responses from a sample of 4, 710 resident. and Logistic regression analysis was used to examine whether the likelihoods of housebreaking victimization was associated with the measures of proximity and exposure and the lack of guardianship. The result of the study showed that proximity(disorder of residence) and guardianship (security equipment) are statistically significant predictors that is associated with an enhanced risk of school violence victimization while controlling for other variables. Further policy implications of the study will be discussed.

Reduction of ship's rolling is the most important performance requirement for improving the safety of the crew on board and preventing damage to cargo as well as improving the comfort of the ride. It is a common experience for mariners, to see that steering with a rudder generally induces rolling of the ship, though the original aim of the rudder is to keep the ship's heading to the required course. At the first stage, when a rudder is steered, usually a ship heels in an inward direction, due to the roll moment acting on the rudder. At the next stage in steering, the main heel may change to an outward. This coupling between rudder and roll motion has become an attractive problem from the point of view of roll stabilization using the rudder, because it is a natural in sight that if the rudder action is skillfully related to the change of roll as well as to the course deviation, the roll can be reduced to a certain degree. The main aim of this paper is to discuss the results of the actual full-scale sea trials carried out on steer gear No.1 and No.1 2, the individual quartermaster and to make clear their statistical properties, using the actual data which included measurement of roll angle, roll rate and the comparative tests were carried out immediately after each other, in order to minimize any statistical variation in sea conditions. It can be concluded that the steer gear No. 1 2 reduced the roll motion on average by about 21% in comparison with the No.1 and confirmed the some difference as per a ability of quarter-master's maneuver.
