국내 총체적 농업안전 시스템 구축방안 (Method of Total System Construction about Safety of Agriculture machine in Korea -Focused Tracter-)

  • An agriculture which is one of the national security industry, has recognized the importance. International country have attention to the automatization of machine for the improvement of agriculture. However, because of modernization of agriculture, the rate of accurrence about agriculture accident has increased dramatically. Especially the rate of accurence of agricultural accident is higher than the other industrial accident in the developed country. Because of these reasons, developed country has efforted to the agriculture system about safety. Australia law for the safety system of agriculture is very well and the rate of accident in the self-management agriculture is included in the statistics of industrial But The rate of accident in self-management agriculture is very higher In future we have to try new method about Agricuture Safety of Korea.

교통안전시설 설치의 교통사고 발생에 대한 선행성 분석 (Precedence Analysis of Traffic Safety Facilities Installation for Traffic Accidents)

  • 본 연구는 교통안전표지, 교통신호기기 등 교통안전표지 설치의 교통사고 발생에 대한 선행성을 분석하는데 목적이 있다. 시계열분석(time series analysis) 중 하나인 교차상관분석(cross-correlation analysis)을 실시하여 도출한 주요 연구결과는 다음과 같다. 첫째, 교통안전시설 설치건수의 교통사고 발생건수에 대한 선행성은 교통안전표지(전체) 설치건수(시차수 1), 교통안전표지(주의) 설치건수(시차수 7), 교통안전표지(규제) 설치건수(시차수 7), 교통안전표지(지시) 설치건수(시차수 4)가 각각 부(-)의 관계로 교통사고 발생건수를 선행(先行)한다. 둘째, 교통신호기기 설치건수의 교통사고 발생건수에 대한 선행성은 교통신호기기(보행등) 설치건수(시차수 2)가 부(-)의 관계로 교통사고 발생건수를 선행(先行)한다. 셋째, 교통안전시설 설치건수 증감률의 교통사고 발생 증감률에 대한 선행성은 교통안전표지(전체) 설치 증감률(시차수 1), 교통안전표지(주의) 설치 증감률(시차수 1), 교통안전표지(지시) 설치 증감률(시차수 1), 교통안전표지(보조) 설치 증감률(시차수 1)이 각각 부(-)의 관계로 교통사고 발생 증감률을 선행(先行)한다. 넷째, 교통신호기기 설치 증감률의 교통사고 발생 증감률에 대한 선행성은 교통신호기기(보행등) 설치 증감률(시차수 0)이 정(+)의 관계로 동행(同行)한다.

우리나라 전체근로자와 외국인근로자의 산업재해율과 사망만인율 비교 연구 (The Comparative Study on the Occupational Injury Rate and Mortality Rate of the Total Workers and Foreign Workers)

  • The objective of this study is to compare on the occupational injury rate and mortality rate of all workers and foreign workers. By doing so, this study seeks to find out the improvements necessary to secure the basic safety net for foreign workers, as well as to find out the legal and institutional measures in place to make timely political intervention and protect the health of foreign workers. The status of foreign workers in Korea, their employment trends by industries, and occupational accident types and scales of Korean and foreign workers were analyzed from 2005 to 2009. Each year, foreign workers' occupational injury rate was much lower than Korea's overall occupational injury rate. But when analyzed by industry, occupational injury rate (death rate per 10,000 workers) of manufacturing industry was about 2 to 5 times higher than the overall occupational injury rate in Korea. Also, construction industry showed 3 to 16 times higher rate than the rate of overall industries. Although the death rate per 10,000 workers showed a declining yearly trend, foreign workers' occupational injury rate has the tendency to increase gradually. In particular, occupational injury rates and death rates per 10,000 workers were considerably high in the manufacturing and construction industries.

Control of Industrial Safety Based on Dynamic Characteristics of a Safety Budget-Industrial Accident Rate Model in Republic of Korea

  • Background: Despite the recent efforts to prevent industrial accidents in the Republic of Korea, the industrial accident rate has not improved much. Industrial safety policies and safety management are also known to be inefficient. This study focused on dynamic characteristics of industrial safety systems and their effects on safety performance in the Republic of Korea. Such dynamic characteristics are particularly important for restructuring of the industrial safety system. Methods: The effects of damping and elastic characteristics of the industrial safety system model on safety performance were examined and feedback control performance was explained in view of cost and benefit. The implications on safety policies of restructuring the industrial safety system were also explored. Results: A strong correlation between the safety budget and the industrial accident rate enabled modeling of an industrial safety system with these variables as the input and the output, respectively. A more effective and efficient industrial safety system could be realized by having weaker elastic characteristics and stronger damping characteristics in it. A substantial decrease in total social cost is expected as the industrial safety system is restructured accordingly. Conclusion: A simple feedback control with proportional-integral action is effective in prevention of industrial accidents. Securing a lower level of elastic industrial accident-driving energy appears to have dominant effects on the control performance compared with the damping effort to dissipate such energy. More attention needs to be directed towards physical and social feedbacks that have prolonged cumulative effects. Suggestions for further improvement of the safety system including physical and social feedbacks are also made.

경년열화 기간에 따른 원자력발전소용 비안전등급 케이블의 연소특성 분석 (Combustion Characteristics Analysis of a Non-class 1E Cable for Nuclear Power Plants according to Aging Period)

  • In this study, combustion and smoke release characteristics of a non-class 1E cable for nuclear power plants were investigated according to aging period. The aging was reproduced through an accelerated aging method for interval of 10 years :10, 20, 30 and 40 year, which was applied the Arrhenius equation. The cable was subjected to accelerated aging. In order to understand combustion and smoke release characteristics, the cone calorimeter test was performed according to the standard code of KS F ISO 5660-1. Heat release rate, mass loss rate, average rate of heat emission and smoke production rate were examined through cone calorimeter test. Fire performance index, fire growth index and smoke factor were derived from test results for the comparison of quantitative fire risk. When comparing the fire performance index and the fire growth index, the early fire risk tends to decrease as aging progresses, which might be attributed from the fact that the volatile substances of cables were evaporated. However, when comparing the heat release rate, average rate of heat emission and mass loss rate, which represent the mid and late periods of the fire risk, the values of accelerated aging cables were much higher than those of non-aged cable, which signifies the unstable formation of the char layer resulted in the change in the performance of flame retardants. In addition, the results from the smoke characteristics show that the accelerated aging cables were lager than the non-aged cables in terms of overall fire risk. These results can be used as baseline data when assessing fire risk of cables and establishing fire safety code for nuclear power plants.

  • Standard safety management costs can not be applied to each site with same rate, it is very difficult, because it depends on the experience, work method, work kind, work progress schedule, and hazard level of each construction company. Therefore, this study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. This study is to investigate eleven project kinds of domestic system, first, and to investigate eleven items of apartment bldg, office. Also this study is to investigate and analyze performed costs of presently processing worker finished work so that it shows a new reasonable rate against standard safety management costs in construction industry, in order to make basical data and material to be systemized.

A Study on the Correlation between Maritime Safety and Safety Factors

  • Maritime safety is influenced by several factors, for example, technical factors, human factors and operational factors. To improve maritime safety, each country should identify which factors will bring about a marine accident. This case study approached statistical method to find out correlations between marine accidents and safety records in Korean merchant fleet. There were no statistical significance between marine accident rate and PSC detention rate and human factor rate. But there was statistically significant relationship between marine accident rate and PSC inspection rate. It is possible to presume that in the developing country the stronger the government shows its will, the less such accidents occur.

  • This study presents a prediction of a failure rate in a safety required system that consists of a embedded control system, requiring a satisfaction of a quantitative safety requirement. International Standards are employed to achieve a regular procedures in the whole life cycle of a system, for the purpose of a prediction and a evaluation of a fault that might be able to be happened in a system. This International Standards uses SIL (Safety Integrity Level) to evaluate a safety level of a system. SIL is divided into 4 levels, from level 1 to level 4, and each level has functional failure rate and dangerous failure rate of a system. In this paper we describe the conventional method to predict the dangerous failure rate and propose a method using hazard analysis to predict the dangerous failure rate. The conventional method and the technique using hazard analysis to predict the dangerous failure rate are made a comparison through the control modules of the interlocking system in KTX. The proposed method verify better effectiveness for the prediction of the dangerous failure rate than that of the conventional method.

안전관리전문기관의 산업재해예방 성과에 관한 연구 -자체수행 안전관리사업장과 비교 중심- (A Study on the Performance of Industrial Accident Prevention in Safety Management Institution -Focus on Comparison with Self-Managed Safety Workplace-)

  • 본 연구는 산업안전보건법에 따라 지정·등록하는 안전관리전문기관에서 안전관리를 대행하는 사업장과 안전관리를 자체 수행하는 사업장의 사고재해율과 사고사망만인율을 비교 분석·검증하였다. 연구결과에 따르면 사고재해율이 낮은 집단은 안전관리자를 자체 선임한 사업장, 규모는 근로자 300인 미만 자체 선임 사업장, 산재보험 업종은 제조업과 운수·창고·통신업의 자체선임 사업장으로 유의성을 확인하였다. 사고사망만인율이 낮은 집단은 근로자 300인 미만 안전 관리전문기관의 대행 사업장과 기타의사업의 자체 선임 사업장으로 나타났다. 그 외 집단의 분석에서는 사고재해율과 사고사망만인율의 유의성을 확인할 수 없었다. 본 연구에서 안전관리전문기관의 대행 사업장에서 사고재해율이 자체 선임사업장 보다 높고, 사고사망만인율은 규모와 업종에 따라 일부 차이가 있는 것을 확인하였다. 따라서, 현재의 안전관리의 대행제도로는 사고사망 등 산재예방 효과를 담보할 수 없으므로 대행제도의 개편과 안전관리자를 대상으로 산업재해 및 사고사망 예방 전문성 강화를 위한 제도의 개선이 필요하다.

  • In the past several years, accident frequency rate was decreased but severity rate was increased at construction sites with less than two-hundred workers. Accidents caused by failure of education in respect with the management occupied about 40 % in 1997. In this research, a questionnaire survey to know the effects of safety education was committed for small & medium construction sites. Survey results showed that workers wanted to improve work environments and safety facilities than safety education, however they also were not satisfied to educational facilities, contents and methods. Whereas, they agreed that they improved safety consciousness after safety education. As a result, four appropriate methods to promote effective safety education were proposed.
