  • As far as recent investment in railway, disused railway yards is increased in each line and region. As a result, related local government and agencies has been increased interest for utilization of disused railway yard. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyze the disused railway yards use practices through case analysis and suggest plans to diversify ways to use.

  • This research modified the checklist used in the universities in USA, England and Korea considering the current situation of Korea, and conducted case studies upon each section of appointed chemical laboratories based on 4M criteria, which stands for Machine, Media, Man and Management. The purpose of the studies is to assess how dangerous the laboratories are and to contribute to prevention of accidentsin the laboratories as well as reducing loss of lives and property. The result of this research found out the harmful and hazardous factors based on the 4M-type checklist and predicted the dangerousness as it multiplies possible frequency by intensity. Protective equipment, safety facilities in laboratories, emergency exit and compressed gas cylinder are found to be more dangerous, so the result shows that it is desirable to improve ventilation, safety facilities and circumstances of the laboratory through the investment.

  • The ratio of industrial injury in Korea is higher 2~4 times than advanced nations like Japan and Singapore, because the industrial injuries in small-medium industry are higher than large size industry. The investment ability is insufficient for working conditions and prevention of the industrial injuries in the small & medium industry. The industrial safety management of machinery manufacturing for transportation, chemical factory, textile product manufacturing, wire & circuit products for computer, plastic goods manufacturing, and metal products manufacturing was investigated. Therefore, the purpose of the paper is to recognize the seriousness of the industrial injuries, understand product, layout, and machinery, and working conditions, etc., and indicate safety engineering techniques for improvement of quality and productivity under this safety working conditions.

  • How to maintain the optimal electric power generation mix is one of the important problems in electric power industry. The objective of this study is to develop a computer model which can be used to forecast the investment in power generation unit by the plant owners after restructuring of electric power industry. Restructuring of electric power industry will make difference in decision making process of investment in power generation unit. After Privatiazation of Power Industry, Gencos will think that profit is the most important factor among all others attracting the investment in the industry. Coal power generation is better than LNG CCGT in terms of profit. However, many studies show that LNG CCGT will be main electric power generation source because the rest of factors other than profit in LNG CCGT are superior than Coal power generation. The impacts of the various government policies can be analyzed using the computer model, thus the government can formulate effective policies for achieving the desired electric power generation mix.

건설업 KOSHA 18001 인증제도의 실효성 제고에 관한 연구 (A Study on the Improvement of Effectiveness of KOSHA 18001 in Construction Industry)

  • The industrial accidents in the construction business have decreased on the basis of the accreditation of KOSHA 18001, one of the occupational health and safety management system. However, the interest and investment into the KOSHA 18001 has grown down because of the worsened construction business so that the construction companies that maintain the system as a mere formality has begun to be displayed. In this regard, this study performed the interview with the internal and external review board as well as the question investigation from the persons concerned in order to apprehend the current problems in the KOSHA 18001. First of all, the internal reviewers in the KOSHA are lack in the comparison with the number of new and renew accreditation. Secondly, many persons concerned with the KOSHA has required the quantitative criteria for the accreditation. Consequently, the manpower supplement associated with the external reviewers, the grading evaluation would be strong solutions to improve the effectiveness of KOSHA 18001.

자산관리관점에서 터널시설물의 서비스 수준 평가항목에 관한 연구 (Assessment Items for the Level of Service for Tunnel Facilities from an Asset Management Perspective)

  • 한국은 경제 부흥을 꾀하기 위해 1980년대 말부터 도로시설물 건설을 확대해 왔다. 그 결과, 2010년 이후부터는 시설물의 보수, 보강 수요가 급증할 것으로 예측된다. 따라서 제한된 예산을 가지고 사용자의 만족도를 높이면서 시설물의 관리 기술을 혁신하기 위해 자산관리정보시스템을 연구하고 있다. 본 연구는 터널시설물의 유지관리를 대상으로 서비스 수준을 평가하는 항목을 제시하는 내용으로서, 이를 위해 사용자와 관리자를 구분하여 평가항목의 중요도에 대해서 설문조사를 실시하였다. 설문조사 결과를 토대로 Satty가 제시한 AHP(Analytical Hierarchy Process) 기법을 사용하여 평가항목들의 상대적 중요도를 파악하였다. 사용자관점에서의 중요도는 안정성-이동성-접근성-편리성-관리 효율성-쾌적성-지역 활성화-환경성-정보성 순서로 파악되었다. 또한 관리자관점에서의 중요도는 안정성-이동성-접근성-환경성-지역 활성화-편리성-관리 효율성-정보성-쾌적성 순서로 파악되었다. 이는 도로가 갖는 가장 기본적인 기능인 이동성보다 터널시설물의 안전성에 대한 관심이 더 높다는 것을 의미한다. 따라서 터널시설물의 유지관리 투자계획을 수립할 때 안전성을 확보할 수 있도록 보다 많은 관심과 노력을 기울려야 할 것으로 사료된다.

국내 철도 안전수준의 비교평가에 관한 연구 (A Comparative Study on Railway Accident Safety Statistics among Nations and Other Transportation Modes)

  • 2004년 이후 철도안전에 대한 투자확대의 결과로 철도사고 발생건수 및 관련피해는 지속적으로 감소하여 2009년 이후에는 선진국 수준의 안전성을 유지하고 있다. 그러나 이러한 사고율 개선에도 철도안전에 대한 국민의 우려는 감소하지 않고 있으며, 추가적인 개선을 요구하고 있다. 본 연구에서는 국내 철도안전의 현재 수준에 대한 정량적 평가를 통해 철도안전에 대한 목표설정, 안전대책마련 등의 정책 수립에 활용할 수 있도록 하였다. 철도사고에 대해 철도 사고율이 낮은 선진국 및 도로교통 사고율과 정량적인 비교연구를 수행하였다. 또한 사고 종류별 원인분석을 통해 현재 철도안전수준의 평가를 위한 기초자료를 마련하였다.

  • 대구지하철 화재사고 이후 많은 화재안전대책에 대한 연구가 수행중이나, 안전대책의 효과에 대한 정량적 분석이나 다양한 대책이 조합되어 사용될 경우의 효과에 대한 연구는 미흡한 실정으로 화재안전대책의 중복투자가 발생할 수 있다. 본 연구에서는 다양한 화재안전대책의 연관성을 분석하고 안전대책이 위험도 경감에 미치는 영향을 정량적으로 평가하기 위해 주요 영향인자와 대책을 고장수목과 사건수목으로 구성하였다. 본 연구 결과는 향후 위험도 평가과정에서 안전대책의 민감도 분석이나 비용효과 분석 등에 활용될 수 있다.

남북상사중재위원회 구성$\cdot$운영 활성화 방안 (Some Perspectives on the North-South Arbitration Commission Scheduled on the Two Korea's Agreed Minutes)

  • North Korea and South Korea agreed to refer their investment disputes to arbitration by adopting' Agreed Minutes on Procedures of Settlement of Commercial Disputes' on 16th December 2000. According to the Agreed Minutes, the two Koreas were to establish an arbitration commission within 6 months after the Agreed Minutes had been signed. In 2002, North Korea enacted laws to draw interest of foreign tourists to Mountain Kumgang and to boost investment into the region of Kaesung as it provided in those laws that commercial disputes should be settled by arbitration or judicial procedures. In October 2003, the two Koreas succeeded in adopting another Agreed Minutes as to the establishment and functioning of North-South Arbitration Commission. The fact that the two Koreas have agreed to establish an arbitration commission is meaningful since they are leading their lives quite differently in political, social, and economic sense for more than a half century. Although there still remain doubts as to the North Korean policy on nuclear matters, an arbitration commission could be a cornerstone for the set-up of the dispute settlement system between the two Koreas and a great help for investors from South Korea to pursue their possible legal claims as North Korea is eager to invite South Korean businessmen and other foreign investors to invest in its special economic areas. According to the Agreed Minutes of 2003, the two Koreas are going to adopt procedural rules for the arbitration commission. It will be a great challenge for them to agree on specific issues as to the operation of the arbitration commission. They have to set up a rester of arbitrators respectively and may have to enact or revise their own arbitration laws and rules reflecting the Agreed Minutes of 2000 and 2003. It is quite welcome that the two Koreas have agreed to set up an arbitration commission rather than resort to political or diplomatic means to settle their disputes. The success of the arbitration system between the two Koreas will make sure the safety of investment environment in the northen part of the Korean Peninsula and will bring the peace to the Korean peninsula earlier than expected.

TTX차량의 동역학적 거동의 안정성 평가 (Safety evaluation of dynamic behavior of Korean tilting train)

  • The tilting train is able to tilt its body towards the center of the turning radius, preventing roll-over of the train as it runs on a curved rail at high-speed. This train, widely accepted for commercial purpose internationally is very beneficial in that the operating time is shortened without much capital investment to the infrastructure where there are many curved rails. Over several years, the Korea Railroad Research Institute(KRRI) has developed such a train. In this paper, the safety of the Korean tilting train express(TTX) is investigated using a dynamic simulation model. Since, proper safety standards have not been established for the TTX, those for the Korean train express(KTX) is employed instead to analyze the safety and ride comfort of the TTX. This study will prove useful in predicting the behavior of the TTX and ride comfort, and conforming that designed TTX measures up to the safety standards. It would be useful to recommend proper normal operating speed and determine the maximum safety speed, according to the result. Furthermore, it would be possible to provide basic reference data when analyzing the dynamic effect of the catenary system and the fatigue of the bogie.
