A Study on Pricing Criteria of the Laboratory Safety Inspection and Diagnosis (연구실 점검 및 진단 대가기준에 관한 연구)

  • Laboratory inspection and diagnosis is a means of investigating and assessing various hazards or the state of research equipment in a laboratory, then taking appropriate safety measures to prevent accidents and injury. In many cases, laboratory inspection and diagnosis carried out by agencies are performed in a perfunctory manner that only barely satisfies the legal requirements. The aim of the present study is to provide clearly established pricing criteria for laboratory inspection and diagnosis, so as to prevent recurrence of laboratory accidents and to establish a safe laboratory environment. In order to clarify previously unclear matters, such as the lower limit for bids submitted by laboratory inspection and diagnosis agencies, technical manpower requirements, and number of laboratories inspected and diagnosed per day, a questionnaire survey was administered to agency personnel. First, when asked what the lower limit for bids submitted by agencies should be in order to improve reliability of inspection and diagnosis results and make up for the shortcomings of the lowest-bidder-wins system, 85.5% of respondents answered that the lower limit for bids should stand at no lower than 90% of the estimated price. The level of technical expertise among the technical personnel committed to laboratory inspection and diagnosis was shown to impact the reliability of results, and questionnaire results indicated a need to vary technical expertise levels depending on the degree of hazard, substances handled, and equipment used in a given laboratory. Level of technical expertise(67.1%) and number of personnel(52.6%) were shown to have a greater impact on reliability of diagnosis than on reliability of inspection. According to the results, it is determined that three persons(specialist, advanced and intermediate) should be committed to inspections, while four persons(professional, specialist, advanced and intermediate) should be committed to diagnoses. The respondents indicated a larger number of laboratories could be inspected than diagnosed per day. This can be attributed to differences in the amount of work each task involves, and the time each task takes. Assuming a six-hour work day not counting transportation, paperwork and rest, it is thought that inspection of up to 36 laboratories will be possible if each laboratory is assigned no more than 10 minutes(34.7%), while up to 24 laboratories could be inspected and diagnosed if each laboratory is assigned 15 to 20 minutes(35.1%).

  • It is important to guarantee the safety of vehicle to minimize the damage to the driver in case of the accidents. In order to inspect and later enhance the safety of vehicle, the owner of the vehicle usually have a vehicle safety inspection. The Korea Transportation Safety Authority (KOTSA) issues the Comprehensive Performance Inspection Certificate after vehicle inspection. The certificate only specify the legal inspection criteria for safety and measured values of the safety parameters, however, as ordinary driver in lack of expert knowledge about the vehicle is difficult to understand the contents of the Certificate. Thus, in this paper, the authors try to give the information about the inspection results in easier way to understand. This information not only guarantees the owner of the vehicle to better understand the inspection results, but it also gives the opportunity to the driver to deal with the specific problem listed in the results. The methods in this paper are to transform the vehicle inspection data into the non parametric distribution to easily represent the values to the index later on. Also, example indexes are presented to the actually inspected vehicle based on the reference distribution to show the better assessment of the developed method.

  • The absolute value management method is widely used in the most of the earth retaining construction, which evaluates the safety by comparing measurement result and management criteria. Therefore, the management criteria is the standard to evaluate the safety of the site, and in other words, the criteria is a direct factor of the evaluation. That means that the safety of the site can not be acquired if the management criteria is not proper, even though the measurement system is perfectly set. However, many of field technicians do not have rely on the current management criteria, and they even recognize the necessity of the revision. Therefore, in this study, the necessity of the revision was studied. Also, the optimum criteria selection and the application were performed based on the test results of earth retaining deflection and probabilistic theory. The absolute value management method was used for this study. The details are tabulated.

A Study on the Proper Rate of the Safety Management Cost under the Construction Technology Promotion Act by Direct Calculation (건설기술진흥법 상 안전관리비에 대한 적산 및 품셈을 통한 적정 요율 산정에 관한 연구)

  • The safety management cost system under the Construction Technology Promotion Act has contributed greatly to the prevention of construction accidents according to the chronological changes and social demand, but various problems have been pointed out. The biggest problem is that the safety management cost is earmarked very low because other items of safety management costs except for the safety inspection are not appropriately included in the actual construction site. Furthermore, it has been pointed out that it is difficult to settle the orderer due to the lack of specific use criteria. Therefore, in order to secure the proper safety management cost, this study is to estimate the actual cost by using of specification, quantity, material cost, labor cost for each type of the safety management item The results of this study were compared with the 71 cases of safety management costs in the safety management plan. In addition, analysis of unclear or unnecessary items in the current safety management cost and criteria and suggestions for improvement are provided. It is hoped that the results of this study will contribute to the rational safety management rate calculation.

  • As one of promising solutions to overcome high oil price and energy crisis, the construction market of high value-added LNG plants is spotlighted world widely. The purpose of this study is to introduce LNG-RBI system to develop risk assessment technology with RAM(Reliability, Availability, Maintainability) modules against overseas monopolization. After analyzing relevant specific features and their technical levels, risk assessment program, non-destructive reliability evaluation strategy and safety criteria unification class are derived as core technologies. These IT-based convergence technologies can be used for enhancement of LNG plant efficiency, in which the modular parts are related to a system with artificial optimized algorithms as well as diverse databases of facility inspection and diagnosis fields.

  • The particulate matter that was emitted always come up by atmospheric environmental problem. Running on the road vehicles must have regular inspection at regular period and make sure the emissions of exhaust gases exceed the legal standards. Emission test for the atmospheric environment, but it is not free from the particulate matter. Currently, emission test of vehicle inspection is divided into regular inspection and close inspection. Regular inspection and close inspection differ not only the method of emission test, but also the facility standards that must have for this inspection. According to the "Regulations on the Implementation of Comprehensive vehicle Inspection, etc.", close inspection must have trapping device that is trap particulate matter by emission test to vehicle. However, regular inspection is different. Regular inspection do not specify any criteria for trapping facilities. Therefore, this study is confirm how to prevent the emission of particulate matter to the atmosphere during the year when mandatory trapping facilities are required to trapped particulate matter in the regular inspection.

A Research Study on Seoul Region School Nutritionists' Perception of HACCP System, CCP Control Standards & Performance Conditions and Sanitation & Safety Inspection - Focusing on CCP 1 & CCP 2 - (서울지역 학교 영양(교)사의 HACCP 시스템 CCP 관리기준 수행실태 및 위생·안전점검에 대한 인식 조사 연구 - CCP 1과 CCP 2를 중심으로 -)

  • A research was conducted on Seoul regional elementary, middle, and high school nutritionists to study about their perception of HACCP control standards & performance conditions and sanitation & safety inspection, to seek for more efficient methods of school meals' sanitation system settlement. All surveys were distributed and collected via email. A total of 305 survey papers were collected, and out of these, 300 school results were analyzed. As for CCP 1 performance conditions, 43.3% of the nutritionist put emphasis on temperature control for cooking duration and 71.0% said that they manage both temperature and PHF food control. In CCP 2 stage, 65.8% of the nutritionists maintained the food's temperature, and 56.7% documented the recordings after cooking. A total of 79.3% of the schools scored above 90 points on school meal sanitation & safety inspection, 3.72 points on necessity for revisions, 3.38 points on objectivity, and 3.34 points on reliability. As for these results, a clear CCP control criteria as well as training must be set. Also, because the necessity of revision for sanitation & safety inspection is higher than reliability and objectivity, appropriate complementary measures must be taken.

  • Type 1 and type 2 buildings must regularly conduct precise safety inspections and precise safety diagnosis for the safety and maintenance of facilities, and the safety grade of the building is determined according to the results of the implementation. In addition, the cycle of inspection and diagnosis is determined according to the safety grade of the building. In order to determine the safety grade of the building, a precise safety inspection conducts condition evaluation, and a precise safety diagnosis conducts condition evaluation and safety evaluation. Therefore, since the inspection and diagnosis cycle is determined according to the safety grade of the building, the condition evaluation and safety evaluation must be precise. However, in the case of member unit evaluation, which is the first step in evaluating the current condition, the evaluation grade is determined by using the representative value of the measurement result, and this may result in an error in the evaluation grade. To solve this problem, this study analyzed evaluation criteria for each evaluation item and presented evaluation criteria using inequalities to respond to measurement results and evaluation scores. In addition, we present a functional formula that can reflect performance scores for each evaluation item.

  • Recently, the reactor trip in nuclear power plants has mostly occurred by the failure of secondary electrical facilities. Some kinds of technical standards or acceptable criteria are required to regulate those facilities. Therefore, in this paper the failures of secondary electrical facilities which cause reactor trip are analyzed, and the inspection technologies including guidelines for secondary electrical facilities are developed.

Management system for ensuring safety of HMR (Home Meal Replacement) products (가정간편식(HMR)의 안전성 관리체계)

  • Due to the nature of HMR food that is susceptible to contamination, its safety management is becoming more important. The relevant food types in food code corresponding to HMR foods are addressed, and the criteria for hygiene indicator bacteria and food poisoning bacteria, and storage and distribution standards according to the product type were presented. The government's safety management for HMR foods is basically carried out through the Food Sanitation Act. Those who intend to do HMR business must complete business registration or declaration, hygiene education, health examination of employees, and comply with legal obligations such as HACCP application. The government confirms compliance with legal requirements through hygiene inspection and monitoring inspection of products. However, the safety of HMR foods is not realized by the safety management system alone. A food safety culture should be established in which industry workers and consumers carry out actions to ensure food safety.
