수소경제 활성화에 따른 수소에너지 안전성 고찰 (A Study on Hydrogen Energy Safety according to the Revitalization of the Hydrogen Economy)

  • 본 연구는 수소경제 활성화에 따른 글로벌 수소경제 현황과 현재 사용 중인 에너지원들의 안전성을 분석하였다. 수소경제의 이해와 정부 정책 동향 파악, 기존 사용 에너지인 가솔린, 프로판, 메탄과의 특성 비교 분석 및 정량적 피해영향평가 프로그램인 PHAST를 활용하여 각 에너지원별 피해영향평가를 실시하였다. 분석 결과를 활용해 본 연구는 수소경제 활성화를 위한 수소에너지의 안전성을 분석하고 안전성 제고 방안에 대해 제시하고자 한다.

Analysis of Marine Vessel Collision Risk based on Quantitative Risk Assessment

  • The collision problem is one of the design factors that must be carefully considered for the risk of collision occurring during the operation of ships and offshore structures. This paper presents the main results of the ship collision study, and its main goal is to analyze potential crash scenarios that may occur in the FLNG (Floating Liquefied Natural Gas) considering the likelihood and outcome. Consideration being given to vessels visiting the FLNG and surrounding vessels navigating around, such as functionally supported vessels and offloading carriers. The scope includes vessels visiting the FLNG facility such as in-field support vessels and off-loading carriers, as well as third party passing vessels. In this study, based on QRA (quantitative risk assessment), basic research methods and information on collision are provided. Based on the assumptions and methodologies documented in this study, it has been possible to clarify the frequency of collision and the damage category according to the type of visiting ship. Based on these results, the risk assessment results related to the collision have been derived.

건설업 산업재해발생률 산정·평가기준 개선방안 연구 (The study on improving the regulation for industrial accident rate level assessment of construction companies)

  • The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.

부유사 확산예측 모형의 신뢰도 평가에 관한 연구 (Reliability Evaluation of the Estimation of Suspended Sediment Dispersion)

  • 해상공사에서 발생하는 부유사는 해수의 탁도를 증가시키고 광량을 감소시켜 해양생물에 악영향을 미치므로 해양환경영향평가에서 중요한 요소이다. 하지만 평가에 적용되는 인자에 대한 공식적인 자료의 부족과 평가자의 능력에 따라 그 영향이 달리 평가되고 있다. 따라서 본 연구에서는 해역이용영향평가센터에서 검토한 3년간(2012-2014)의 매립, 준설, 외곽시설물 설치 등 총 58건 사업에 대한 부유사 확산 평가에 대한 실태를 진단하고 개선방안을 제시하였다. 개선방안 제시를 위해 4가지의 평가지표(격자체계의 적정성, 원단위의 적정성, 대표입경 및 침강속도의 적정성)를 적용하였다. 각 항목별 신뢰도에 평균점수 분석결과, 격자체계는 25점, 원단위는 60점, 대표입경은 34점 그리고 침강속도는 17점으로 평가항목에 대한 개선방안이 필요한 것으로 나타났다. 본 연구에서는 부유사 확산 평가상태에 대한 진단 및 신뢰도 평가 결과를 활용하여 부유사 확산예측에 대한 개선방안을 제안하였다. 먼저, 부유사 발생원단위 및 대표입경별 침강속도에 대한 공신력 있는 값이 가이드라인을 통해 제공해야 한다. 그리고 실무에선 신뢰성 향상을 위해 격자체계의 적정성과 결과의 검증을 철저히 해야 한다.

2011 KNCAP 측면충돌 및 기둥측면충돌 시험결과 고찰 (A Consideration on the Results of Side Impact and Pole Side Impact Tests in 2011 KNCAP)

  • The side impact test in the Korean New Car Assessment program (KNCAP) has been conducted since 2003. The side impact test method has been contributed to the improvement of the vehicle side structure and the enhancement of the occupant protection performance for the domestic vehicles. The pole side impact test method introduced in the KNCAP in 2010 to enhance the head protection under the severe side crash environment. The pole side impact test is optional for the additional score to be added to the overall rating score. The test results of side and pole side impact test for five vehicles were introduced and compared.

A plant-specific HRA sensitivity analysis considering dynamic operator actions and accident management actions

  • The human reliability analysis is a method by which, in general terms, the human impact to the safety and risk of a nuclear power plant operation can be modelled, quantified and analysed. It is an indispensable element of the PSA process within the nuclear industry nowadays. The paper herein presents a sensitivity study of the human reliability analysis performed on a real nuclear power plant-specific probabilistic safety assessment model. The analysis is performed on a pre-selected set of post-initiator operator actions. The purpose of the study is to investigate the impact of these operator actions on the plant risk by altering their corresponding human error probabilities in a wide spectrum. The results direct the fact that the future effort should be focused on maintaining the current human reliability level, i.e. not letting it worsen, rather than improving it.

인공지능 서비스 영향평가 추진방안에 대한 연구 (A Study on Implementation Plan for AI Service Impact Assessment)

  • 본 연구의 목적은 영향평가에 대한 정의부터 국내외 인공지능 서비스 영향평가 사례에 대한 분석을 바탕으로 인공지능 서비스 영향평가 추진에 대한 정책적 제언을 수립하는 것이다. 이를 위해서 국내외 타 분야에서 추진된 영향평가 사례, 인공지능 서비스 국내외 영향평가 사례를 바탕으로 추진 방향을 분석하였다. 국내 인공지능 서비스 영향평가는 다소 광범위하고 포괄적이며, 시점도 사전적 예방 수단에 그치지 않고 상시적·사후적 위험성 관리를 예정하고 있다. 단계별 추진 방안으로 1단계에는 AI 수준 조사 기반의 경제적 효과 등의 정량적 지표를 개발한 후, 2단계에서는 지능정보화 기본법에 기술된 안전성 및 신뢰성, 인공지능 윤리 등 정보문화, 고용·노동 등 사회·경제, 정보보호, 국민의 일상생활에 미치는 영향에 미치는 분야별 평가체계를 마련한다. 3단계에서는 세부 측정지표나 방식 등의 논의를 확대하고 영향평가 결과가 인공지능 정책에 반영하는 환류 체계 포함된다면 국내의 인공지능 경쟁력 강화에 도움이 되는 정책 수단이 될 수 있다는 것을 제시하였다. 본 연구는 향후 정책 설계자, 인공지능 서비스 개발자, 시민단체 등 다양한 참여자를 통한 분석이 요구된다.

  • In spite of frequent defect in industrial boilers, life assessment or diagnostic method for them has not been actively studied. In this research, SS400 carbon steel used in industrial boilers is simulated with artificial aging heat treatment. To do qualitative life assessment, differences in micro-structures and hardness of SS400 by the degradation time are studied. In addition, variation in material properties by aging was observed with the tensile test at room temperature and $179^{\circ}C$ and changes in ductile to brittle transition temperature was observed with the charpy impact test performed at several test temperature.

  • Objectives This study presents the indicators and proxy variables for the quantitative assessment of green chemistry technologies and evaluates the relative importance of each assessment element by consulting experts from the fields of ecology, chemistry, safety, and public health. Methods The results collected were subjected to an analytic hierarchy process to obtain the weights of the indicators and the proxy variables. Results These weights may prove useful in avoiding having to resort to qualitative means in absence of weights between indicators when integrating the results of quantitative assessment by indicator. Conclusions This study points to the limitations of current quantitative assessment techniques for green chemistry technologies and seeks to present the future direction for quantitative assessment of green chemistry technologies.
