In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

The state of registry issues a type certificate validation (TCV) based on the satisfactory evidence that the product (aircraft, engine, and propeller) is in compliance with the appropriate airworthiness requirements. The Korean government performs an evaluation to determine whether the product complies with Korean airworthiness standards for issuing TCV according to the Korean aviation safety law. Recently, the Validation Principles Working Group (VPWG) has developed a risk-based model for validation of civil aeronautical products. Also, VPWG proposed to incorporate this validation model into the corresponding ICAO Standards and Recommended Practices and guidance material. In this paper, we have reviewed the validation model and discussed improvements in the validation process.

The detection sensitivity of a Walk Through Metal Detector (WTMD) currently being developed and operated in Korea differs from one manufacturer to another, making it difficult for them to be used based on Aviation Security level. In addition, the FAA 3-GUN Test approved by the domestic aviation authority for aviation security supervision is a single test object. There is no Operational Test Piece (OTP) consisting of multiple test objects for the operation of aviation security for a WTMD. This paper, the detection sensitivity of a WTMD applied by a commercial OTP was measured and detection sensitivity standards for a WTMD were developed based on results of measurement. Furthermore, institutional plans to maintain the same detection sensitivity for domestic aviation security were made through suggestions for Korean standards OTP development methods, taking characteristics of the aviation field into consideration.

As a result of analyzing the domestic and foreign HACCP systems, advanced countries mandated HACCP system on all foods to strengthen food safety management and USA, EU and China do not apply small-scale HACCP system. Looking at the cases of food safety accidents in Korea and the non-compliance rate of HACCP certification evaluation by size, the accident rate of companies without HACCP certification was 31.2% higher than that of companies with HACCP certification. The nonconformity rate of food inspection standards was analyzed to be 89.0% higher than that of HACCP certification companies. Based on the international trend of food safety management and the frequency of food safety accidents, it is proposed to gradually expand the mandatory application of HACCP system in Korea to all foods, and to change the small-scale HACCP standard from less than 500 million Korean won or 21 employees to less than 500 million Korean won.

The need for standard endovascular neurosurgical (ENS) training programs and certification in Korea cannot be overlooked due to the increasing number of ENS specialists and the expanding ENS field. The Society of Korean Endovascular Neurosurgeons (SKEN) Certification Committee has prepared training programs and certification since 2010, and the first certificates were issued in 2013. A task force team (TFT) was organized in August 2010 to develop training programs and certification. TFT members researched programs and systems in other countries to develop a program that best suited Korea. After 2 years, a rough draft of the ENS training and certification regulations were prepared, and the standard training program title was decided. The SKEN Certification Committee made an official announcement about the certification program in March 2013. The final certification regulations comprised three major parts: certified endovascular neurosurgeons (EN), certified ENS institutions, and certified ENS training institutions. Applications have been evaluated and the results were announced in June 2013 as follows: 126 members received EN certification and 55 hospitals became ENS-certified institutions. The SKEN has established standard ENS training programs together with a certification system, and it is expected that they will advance the field of ENS to enhance public health and safety in Korea.

Certification by Civil Aviation Law is necessary for aircraft parts and appliances as well as aircraft, engines, and propellers to ensure safety and reliability in operation. Advanced countries in aerospace industry as like U.S.A require Parts Manufacturer Approval for aircraft parts and Technical Standard Order Authorization for designated appliances. However, there are no legal requirements for certification of aircraft parts and appliances in Korea until now. This study presents the draft to revise Civil Aviation Law, which is applicable to set up domestic certification system and maintain it equivalent to U.S. Federal Aviation Regulation.

Tonnage taxation has contributed to developing the Korean maritime industry through tax relief for shipping companies. The current tonnage taxation relies on the net tonnage as an earning-capacity indicator in a merchant ship. Although the tonnage tax accords with horizontal equity, it does not match vertical equity because of the different taxable capacities of an individual company. Nowadays, maritime transport uses a dedicated vessel, and each shipping freight embeds a different value of time. It means the tonnage taxation regime should consider the added value of each shipping freight. Meanwhile, as the environmental regulations led by the International Maritime Organization are being strengthened, the Korean merchant fleet must be eco-friendly soon after. This study explores the alternative to renewing tonnage taxation by utilizing the Greenship certification and considering the ability-to-pay principle. Because the Greenship certification scheme encourages shipping decarbonization, maritime transport by a certified ocean-going vessel comes to be treated as an activity for the green economy. Special taxation for the green economy may contribute to shipping sustainability and market competitiveness.

This study conducted frequency analysis, reliability analysis, descriptive statistics, and correlation analysis to determine the impact of quality control managers' perception and implementation of KS certification factory inspection evaluation items on follow-up management. Through a multiple linear regression model, the influence of KS certification officer's awareness and implementation of KS certification factory inspection on post management was found to have a positive (+) influence on post management, with implementation having a greater influence on post management than awareness. It was having an impact. The independent variable (perception) has a statistically significant impact on the mediating variable (execution), and in the stage of verifying the mediating effect, the influence of the independent variable (perception) on the dependent variable (follow-up management) has a statistically significant impact. , In the stage where the independent variable (perception) and the mediator (implementation) are input simultaneously, both the independent variable and the mediator have a statistically significant effect on the dependent variable, indicating that there is a mediation effect.

To resolve difficulties of export process and strengthen competitiveness, Korea National Food Safety Certificate (K-NFSC), a comprehensive food safety support system, has been promoted to introduction. K-NFSC is at a developmental stage where the government certifies the safety of exported K-foods by developing Korean certification system based on HACCP and food safety management added for international use, and provides consulting on regulations of customs clearance and safety test analysis of food intended for export. To apply for the Global Food Safety Initiative (GFSI) technical equivalence in 2022, developmental direction of Korean certification system is set referring to FSSC22000. If selected as participants of an export supporting project, regulatory information such as customs clearance procedures and food labeling will be provided. In addition, the results of safety test analysis will be certified to help export products pass customs entry. K-NFSC is expected to support K-food exports and be growth engine for K-food industry.

Construction safety education will continue to attract the interests of construction educators, researchers, and industry professionals due to its immense influence on accident reduction and prevention. A well-educated workforce with a thorough understanding of safety requirements and procedures is needed to develop and apply effective safety and health programs as well as devise strategic means of preventing injuries, illnesses, and fatalities on construction projects. The objective of this research is to evaluate construction safety education in the curriculum of construction programs in the United States. An analysis of construction safety courses across accredited construction programs in the U.S. is conducted to synthesize important details and common themes. A nationwide characterization of the safety courses presented followed by an assessment selected a few programs as a pilot study. Critical elements of the courses such as course titles, course year, credit hours, topics covered, and alignment with professional certification or outreach training courses are characterized. Findings from the study reveal the similarities and variations that exist among safety courses taught in different construction programs in the U.S. These findings could result from several influencing factors, which could be the subject of further investigations geared toward improving safety education in construction programs.
