This study conducted a management system and business analysis related to urban and architecture in local small and medium cities. The current status of the management department of the master plans, which were established based on the laws related to the spatial environment and implemented projects based on them, was analyzed, and the problems were derived. The basic urban master plan of the local government is classified as a hierarchical higher plan than other plans established within the same city, but there was a problem in that the timing of each plan was different. As a problem, the contents of the sub-plan were not included in the upper plan, or the opposite phenomenon occurred. In addition, the management entity of the master plan and sub-projects was different. To solve this problem, it is necessary to form a consistent structure of systematic planning and management subjects. In addition, in the future planning stage, it is necessary to establish a master plan establishment system according to hierarchies. This study is meaningful in that it can be used to establish a master plan establishment system according to hierarchy in the future planning stage and to establish the same management entity as the master plan in the projects stage.
Korean societies have been experiencing the wholesale structural changes in the rapid currents of recent openness, globalization and democratization, which effect much more heavily in rural areas than in urban areas, so rural recomposition works being an important national concern. In order to systematically reconstruct the rural structure, the decision makers, with a four step hierarchy of rural resident-residents group-community-region, should be endowed with the objective judgement on basic elements of resource potentialities under their control. In this process. rational resource evaluation works would be firstly necessiated from expert groups. Based on the view mentioned above, this study principally aimed at developing a rational evaluation framework for rural resources. For that objective, the first step of the study pigeonholed the total resources items identifiable in rural areas from the existing study results, spatial planning and field surveying data. After then, using the formalized classification criteria of resources items, a tentative goal system for rural resources evaluation was proposed and the final one determined through expert-group checking. The results obtained during the study are summarized as follows ; 1. Using the existing examples of resources identification/classification and the basic data list for county-level development planning as the principal reference ones, total rural resources elements were classified into 3 constituent units : land, natural environment and human resources, which correspond to places to work, to play and to live, respectively, as 3 constituent ones of life-supporting space. 2. Three characteristic areal types were adopted to represent the total rural areas : lowland, upland and seashore areas, and also 3 practical use types to represent the objectives of resources evaluation systems : for land use planning, natural conservation policy and village improvement planning. Thus 9 different types of goal system for resources evaluation were developed(each system by 3 areal typesX3 practical use types) 3. Each goal system has 3-tier classification steps from the higher, middle and lower one. The higher and middle steps should contain equally applicable components to all the rural areas, of which allowable number being around 3 and 4 respectively. However the lower step would contain detailed sub-components changeable to areal characteristics of which allowable number being around 7.
The aim of this study is to establish the planning of Biando fishing village where can be well-known fishing villages in Korea. In order to have highlighted a tourist attractions, the identities of Biando fishing village were investigated natural resources, amenity resources, ecological resources and so on. Based on these resources, the planning of Biando fishing village considers to between community facilities and community spaces. To create the attractive fishing village, the study was underwent 5 process. The 5 process is followed as; 1) Choose the planning site 2) Literature review 3) Fields survey 4) Site Analysis 5) Spatial Planning. Through those results, Biando fishing village were classified 4 spaces. Each 4 spaces have got their own theme. The main focus of 4 spaces was associated with communicating between space and space, connecting between space and space. The first space theme was "Meeting the geese" and the main focus of planning was entry space creating. The second space theme was "Walking in the heaven" and the main focus of planning was ecological resource exploring space and relaxing space. The third space theme was "Secret of shingle beach" and the main focus of planning was leisure and experience space. Last space theme was "Falling into the sea" and the main focus of planning was trekking and leisure space.

The purpose of this study is to suggest the arrangement type and the improvement of the Collective Facility Areas in Korean National Park. The process of this study consists of 3-steps. The first step is to analyze spatial patterns of each Collective Facility Area and categorize Collective Facility Areas into 3 types. In the second step, the critical issues are found in landscape management of Collective Facility Areas. Thirdly the alternative design of each case which can be applicable to the planning of the Collective facility Area is suggested.

The purpose of this study was to identify the conditions of neighborhood facilities for the elderly, paying special attention to the accelerated aging phenomenon in rural areas of Korea. We contrived a new index to measure spatial accessibility for people aged over 65 years, and we analyzed spatial accessibility by focusing on community facilities: public bath facilities, beauty shops, rural public facilities, markets, big stores, and large-scale retail shops. The most outstanding spatial accessibility among community facilities was found with the rural public facilities thanks to governmental installing adequate facilities in the past, followed by the beauty shops and the public bath facilities. In contrast, spatial accessibility of the markets was in the lowest. Spatial accessibility of community facilities for the elderly exhibited high variability among the rural areas. We confirmed significant inequality of spatial accessibility in all facilities we studied. The areas that had better spatial accessibility diverse combinations of the facilities. The areas that had worse spatial accessibility were, on the whole, consistent with traditional undeveloped regions. In the near future rational planning of facilities will be needed to supply adequate accessibility in targeted areas which currently had low accessibility. In order to improve the spatial accessibility of neighborhood facilities, the most essential factor is to take into account the geographical distribution patterns of rural settlements.

With the COVID-19 pandemic, the global economy has stagnated and our daily lives have changed. The rural economy is also experiencing damage, such as an average of 65% or more decrease in the number of visitors to rural experience resort villages due to the spread of COVID-19. In order to minimize the damage arising from the prolonged coronavirus, a hospitality system in response to changes in rural tourism behavior and consumer demand is needed to revitalize rural areas and maintain continuous economic independence. Therefore, this study attempted to find ways to utilize landscape resources such as education, culture, history, and ecology in order to complement the existing experience programs in connection with local resources and local environment. Wibong Village, which is the subject of the study, attempted to revitalize the village using the resources through the "Creative village creation" project in 2015. Due to poor management of historical resources, difficulty in operating experience programs, and response to changes in the natural environment, the rate of implementation of the project plan was very low. Currently, the demand for experience is also decreasing due to the COVID-19 effect, so it was judged that it was necessary to develop an experience village program suitable for the needs of experienced visitors by discovering additional local resources for the continuous operation of the experience village. In order to solve the problem of the use of landscape resources and the spatial composition of the study site, additional investigations of local resources were made, and an experience program course that could be operated by theme was proposed by configuring a space suitable for the use of landscape resources. By dividing the additionally investigated landscape resources into history, ecology, and region, an experiential course was created to separate the traffic lines, and the space composition for large-scale experienced visitors that had been previously operated was constructed in a form suitable for the post-corona era. In addition, at least two experiential tour courses that can be operated by period were proposed to maintain economic effects. Starting with this study, if further research on the creation and spatial composition of a rural experience village centered on the connection with the region, it will be used as research results that can be referenced in projects such as village creation, rural space planning, and living area analysis. It is expected that it will be able to effectively cope with the construction of a rural area suitable for the post-corona era, where demand is expected to increase in the future.
This study is to identify the factors affecting commuting time and modes in urban and rural areas using household traffic survey data. The findings indicated that commuting time using passenger car in rural areas was 1.6 times longer than those in urban areas. When citizen use public transportation, however, there was not much difference in commuting time in urban and rural areas. Among the various factors affecting commuting time in rural areas (13 factors have statistical significance), the most influential factors were that public transportation, managers and office workers, functional and device managers, and passenger car. In urban areas, the highly influential factors were public transportation and walking among the 16 affecting factors which have statistical significance. The commuting time in rural areas increased according to the occupation types, but the commuting time of full-time workers decreased. This phenomenom means that occupation groups with the full-time system prefer residential areas in the densely populated town.
The purpose of this research was to develop evaluation index of regional development for producing potential values of rural regions besides agriculture on a commercial scale. Rural regions have potential values such as preserved nature and spatial advantages and so on. For regional development, potential values should be synthetically evaluated by objective and standard index for supporting decision. For evaluation of plural functions of rural regions, evaluation index of rural regions was developed based on rural amenity. Applicability of evaluation index was studied using GIS and natural break method.
The sustainable development of local communities is faced with limitation due to poor infrastructure and lack of cooperation among stake-holders. To overcome such circumstances and thus to ensure balanced development of the local communities, the central government is driving construction of innovative cities mainly through transfer of public institutions to local cities. In this study, to contribute to the development of plans for the future agropolis' associated with the transfer of public institutions, efficient organization mechanisms of the agropolis such as basic structure and spatial allocation was examined through analyses of advanced cases(Sophia Antipolis, St. Hyacinthe Science Part Food Valley, Stoneleigh Park) of foreign countries. The analyses showed that the organization of agropolis were consisted of three main components; 1) agricultural and food industry complex conducting R&D, 2) service facilities(information, trade, consulting and advertisement) supporting agricultural and food industries and rural enterprise center in charge of a variety of events including exhibition, rural experience, education, and contest, 3) silver facilities such as hospital and town providing medical service and residence. Based on the results, inventories of facilities which are necessary in 'the future agropolis' and their spatial allocation were suggested.
The purpose of the present study is to construct a rural development strategy from the nexus between spatial changes in specialized crops and suitable cultivation area of the crops. This paper pays particular attention to identify product life cycle of specialized crops in rural areas and estimate the impact of climate change on alterations in spatial distribution of the crops. In order to do so, first of all, this study applies multi-level model (Random coefficient model) to estimate the regional coefficient of five orchard crops. It utilizes the data 1995 to 2010 Korea Agricultural Census. Futhermore, it also adopts overlay analysis by ArcGIS to identify the development path of the crops and the relationship with climate change. Based on the results, it suggests a mechanism activating regional agriculture. The findings propose re-searching and relocating specialized regions of the crops. Especially, it proves each rural area can drive the new agricultural strategy to strengthen regional agriculture by estimating the relationship between development of specialized crops and suitable cultivation areas. For instance, shifting specialized crops in particular regions and enriching genetic or species varieties can be primary measures and it will contribute to improve the reliable base for income sources in the rural communities. This paper also offers specific policy implications regarding rural development plans in response to crops' life cycle and climate changes.
