In this study, the problem of the idleness of public buildings in rural areas is seriously emerging, but there are no clear standards for assessing the utilization of these buildings. Therefore, this study endeavors to investigate the actual state of idleness of buildings created by rural area development projects based on the criteria for each type. As part of this study, rural facilities were selected in two locations in Sangju City and Miryang City among the target areas of the Rural Agreement. Utilization evaluation criteria were developed to identify the conditions of underutilization. In order to determine the utilization pattern for each facility type, an in-depth interview with the operator and an inspection of the facility were conducted. Based on the analysis, the degree of utilization (e.g., low use, non-use, etc.) was different for each facility type, and among the four facility types (rural tourism, culture and welfare, exercise and recreation, income-based), rural tourism was rated as the least efficient. It has been found that the operating entity's capacity has a significant influence on the utilization of facilities. Socioeconomic factors, such as a decrease in utilization rates, are greatly influenced by the operating entity's capacity. Therefore, support from local governments as well as the national level is required to recycle idle facilities. Lastly, this study suggests the need for different standards for utilization, depending on the type of facility. This moves beyond checking the degree of idleness by the same standard that was previously implemented.
The study area is Cheonjang-ri, also called Alps village, making continuous profit after performing Comprehensive Rural Village Development Projects. This study aims to determine the development process of activities about urban and rural interchange and its characteristics for making continuous profit by residents themselves. A focus on thinking about the process is necessary to make activities in order to achieve continuous profits in the underdeveloped rural village by residents themselves. As a result of this study, Alps village has developed new activities, improving problems which are encountered on the development process of activities. And, Alps village has developed new activities by linking them with previous activities. To improve problems, Alps village has made an effort by itself and cooperated with the subject, both inside and outside of the village. This way has been effective for increasing the number of visitors in village. Increasing the number of visitors in village has been effective in making a continuous profit. Also, continuing to make new activities in order to substitute previous activities including problems has been effective to increase profit.

This study aims on the direction of rehabilitation in rural area through the case analysis and policy of Eco-Quartier in France. At this object, this study was preceded with 3 main contents. Firstly, after examined the changes and policy on the rural area in Korea, it has analysed about the problems and changes on the rural residential environment in Korea. Secondly, it has researched about the various methods relative to the rural area development project, the issue on the sustainable development strategy in rural area and the changes of rural ares in France. Lastly, regarding precedent studies, it has analysed the projects in rural area which has selected through the policy of Eco-Quartier in France. The policy and criterions for Eco-Quartier in France, which was examined by this study, has been achieved through reasonable procedure from the superior concepts to detail planning and the guidelines for the project of rural area. This is expected to use as the basic criterions for the sustainable development and planning orientation of rural area in Korea.
Since 2004, Ministry for Food, Agriculture, Forestry and Fisheries(MIFAFF) has been carrying out comprehensive rural village development project as the core one of Rural Area Development Schemes in Korea. Up to now, 56 projects had been completed after having with 5-year plan implementation period, on which it is possible to try post-project evaluation works. This study aims to propose a rational income-generation works model of comprehensive rural village development project, based on fulfillment checking results of their statutory stepwise working procedures specified in the project guidelines and their interim/post project performance analysis results in 56 project areas above mentioned. In comprehensive rural village development project, income-generation works generally have both quantitative and qualitative effects to rural communities; the former is focussed on income increasement of villagers, while the latter on community revitalization through job creation and spill-over effects of other linked community activities. So, the research works of this study focussed on these two comprehensive effects above mentioned.
This study analyzed the budget investment plans for the unit-project items(UPI) of 176 project districts for the rural village comprehensive development projects (RVCDP). This study classified the master plan reports of 176 project districts into 88 unit project items in aspect of project management, in order to analyze characteristics of distribution of budget in each project item. Most of all unit project items have similar types of uniform distribution with plus skewness in frequency pattern analysis except the total budget of the project district. This study analyzed the characteristics of budget distribution per province, year, and geographical types of region. Furthermore this paper also analyzed ratio of budget in unit project items to find out distribution pattern of each budget between project items over time. The hierarchical system for UPI of RVCDP consisted of three steps, which are 4 items of the first step on Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture- health-welfare Facility, and Eco-environment & Landscape facility (ELF), 13 items for the second one, and 52 items for the third project items. From the results of the budget investment analysis for 5 years from 2004 to 2008, the budget investment ratios of RURC and ELF have steady state for every year, while GIF in decreasing and ELF in increasing over time. The ratios of UPI on infrastructure were decreased, whereas those on culture, health, and welfare were increased. Portion of tow project items among 52 items, which are community centers for village residents and rural experimental study facility, has 30% of total budget investment. Futhermore, the budget ratios of seven project items showed 50% of total budget. Average value of project budgets for five years was optimized as a type of exponential function in the case of decent array for ranking order.
As impervious area increases due to urbanization, rainfall on the impervious area does not infiltrate into the ground, and stormwater drains quickly. Low impact development (LID) practices have been suggested as alternatives to infiltrate and store water in soil layers. The practices in South Korea is applied to urban development projects, urban renewal projects, urban regeneration projects, etc., it is required to perform literature research, watershed survey, soil quality, etc. for the LID practices implementation. Prior to the LID implementation at fields, there is a need to simulate its' effect on watershed hydrology, and Storm Water Management Model (SWMM) provides an opportunity to simulate LID practices. The LIDs applied in South Korea are infiltration-based practices, vegetation-based practices, rainwater-harvesting practices, etc. Vegetation-based practices includes bio-retention cell and rain garden, bio-retention cells are mostly employed in the model, adjusting the model parameters to simulate various practices. The bio-retention cell requires inputs regarding surface layer, soil layer, and drain layer, but the inputs for the drain layer are applied without sufficient examination, while the model parameters or inputs are somewhat influential to the practice effects. Thus, the approach to simulate vegetation-based LID practices in SWMM uses was explored and suggested for better LID simulation in South Korea.
Korean agriculture has encountered two problems. One is internal income disparity between rural and urbarn area and the other is external Uruguay Round trade problems as an abolition of direct and indirect import barriers, reduction in export subsidies and to reduce internal price supports. These problems will be brought severe farm problems such as decreasing farm household income and repressing agricultural growth in the near future. Considering the above inevitable facts Korean government has implemented several development projects such as rural industrial area development project, rural special production area development project, leisuresight seeing farm development project, traditional food development project, unskilled labor training project for off-farm employment and so on, to increase farm household income through off-farm income increase. This study was mainly concentrated on the identification of operational problems and post evaluation of the rural special production area development projects which aimed at increasing non-farm incomes and giving employment opportunity for rural farmers in small factories processing regional special farm products and mine products. The main findings and problems to be solved for the successful project implementation are as followed ; 1. Total number of the special production area development projects as of the end of 1991 was amount to 138, and total number of farm household participated were estimated at 2,079, and total amount of off-farm income per farm household was reached to 3,011 thousand won. 2. The total number of processed special products have increased from 21 items in 1981 to 56 items in 1991. On the other hand the total number of farm household participated in the projects have decreased from 2,518 to 2,079 during same period. 3. Total amount of investment for the projects has increased from 1,429 million won in 1981 to 24,760 million won in 1991 but the rate of G'T loan of the total investment has reduced from 24.5% to 5.2% during same period. 4. 138 special production area development project are classified into 6 kinds of commodity groups such as 19 of general industrial good production areas, 52 of folks-industrial art objects production areas, 39 of food processing areas, 9 of fiber and texstile processing areas, 18 of agricultural and fishery inputs processing areas and 1 of stone processing area. 5. The total production value in 1990 was estimated 20,169 million won of which export was amount to 2,627 million won. 6. The finacial rate of return of the UNGOK KUGIJA Tea processing Project operated by UNGOK coops and BAKSAN ginseng tea processing project were estimated at 45.4% (B/C Ratio=1.17, NPV=152.5 million won) and 17.7% (B/C Ratio=1.12, NPV=120.2 million won) respectively. 7. More favorite terms and condition of the loan including collateral problems have to be given to farmers participated. Heavy investment and G'T subsidy policies should be started for the successful project implementation anf farm household income increase. 8. To expand market demand of the rural special goods G'T have to provide special program of TV or other mass media for commodity propaganda and the total cost concerned must be supported by G'T subsidy. 9. The special farm products as GUGUJA,MOSI'Ramie', Ginseng. SOGOKJU,HEMP,Mushroom.DUGYUNJU and Chesnut processing projects have to be propelled and expanded for off-farm income increase in Chung Nam Province. 10. Direct operational pattern of the special production area by coops is more favorable to farmers and recommendable considering with off-farm income increase and market demand creation throughout Korea. 11. In rural area, special organizations for project appraisal are not exist. Accordingly special training program, project appraisal, formulation and preparation for civil servants concerned have to be prepared for project selection and sound implementation under limited budget and financial support.

The Korean government has promoted rural development projects aimed at bridging the gap between cities and rural areas. However, prior research in assessing available rural projects was mainly focused on only part of the agricultural area, evaluation of project types and improvement measures, analysis of operating management policies, and measuring levels of importance by sub-project categories, and yet the study found a little study on residents' satisfaction of the project who is the direct and fundamental beneficiary. In particular, comparative studies on rural and fishing village residents were insufficient. Thus, the present study chose village residents from Chodo-ri where the Ministry of Oceans and Fisheries held the Customized Capacity Empowerment Project from the Gangwon Fishing Village Specialized Support Center and Songgye-ri where was the project area for rural revitalization project to navigate changes on both perception and satisfaction of the village residents before and after the education.
In analyzing the effect of the central place improvement projects, this study classifies subject residents into two groups of the residents of the project target regions and those of surrounding villages, and conducts verification. As a result of analysis, Variety of cultural programs is the only factor that positively affects the satisfaction level of the residents of the project target region, and it has been analyzed at the significance level of 10% that a one-unit increase in securing rest areas lowers the satisfaction level of the residents of surrounding villages. This shows that the effect of the central place improvement projects currently promoted is at a low level, and there is also a risk of conflict between the residents in the target region and those in surrounding villages. Although there is no statistical significance, analysis shows that a method to provide the residents in surrounding villages with the project-related information and to guarantee their participation in the project enhances the satisfaction level of the residents of surrounding villages. Therefore, institutional improvements reflecting this need to be made.
The purpose of this paper is to develop a web-based information system for rural settlement environment diagnosis which is useful to apply the village based evaluation for new rural development projects. To achieve this purpose, this study performed : 1) analyzing the business process in the field of rural settlement environment diagnosis, 2) designing the data flow diagram and the database based on settlement environment diagnostic indices(SEDI), and 3) developing the system using APM (Apache, PHP, and MySQL) of web-system development environment. The developed system was applied to the study rural villages for testing of efficient and logical working. Users of the system, such as, researchers, decision makers, and rural residents, can input directly the village data to diagnose through a file format of Excel in MS Office. Futhermore, they can analyze the visual results with graphic and graph types, simultaneously. From the results of this study, it showed that the developed system enables decision-makers not only to assist the planning process of the rural village development project, but also to improve the level of information technology in the research and planning field concerning with rural development.
