Although the General Agricultural Fishing Village Development Project had a significant impact on the landscape formation and management in rural area, the rural landscape planning and project sectors was not stable by fluctuation variables. On the basic understanding the institutional status of rural landscape planning, some conclusions could be discussed as follows through the analysis of quantitative and qualitative changes and the background factors. The rural landscape plan lacked its own legal and institutional foundations, and the landscape project of the General Agricultural Fishing Village Development Project was mainly focused on the environment-improving H/W project for expanding the basic living infrastructures. In order to reflect the characteristics of the region and become independent rural landscape management, it is necessary to change the contents so that the S/W business such as the deepening landscape awareness and empowerment linked with improving the physical landscape. To this end, it is necessary to establish a foundation for the rural landscape planning system to have its own status, and it seems to seek to supplement with what is included S/W contents reflecting the context of higher level landscape planning. The landscape sector of the General Agricultural Fishing Village Development Project proved to be in the process of shrinking in both quantity and quality, despite the temporary expansion in the past. In addition, considering the distortion of the contents of landscape projects in rural sites, it seems that the rural landscape-related public project are now in a position to seek a new phase change beyond quantitative expansion. In particular, along with institutional improvements to secure the independent status of rural landscape planning that contributes to village community regeneration and social sustainability through the role of intermediary support organizations in landscape management activities. Through the integrated landscape plan, which is established in advance and led by the residents in the early stages, there is a need to change the direction to enhance meaning of the landscape planning goes beyond the facility design or space improvement.
The purpose of this study is to assess residents' perception of the revitalization projects of the rural center and to evaluate their views of the projects' importance and their levels of satisfaction with how they have been carried out. In this study, we measured the residents' perceptions and preferences regarding these projects by using Importance-Performance Analysis (IPA). Results showed that residents' perceptions and satisfaction were the highest for the projects providing welfare facilities, even though this project has little relevance to the overall project goal. Residents were dissatisfied with construction projects such as the building of cultural facilities and urban parks, even while recognizing their importance. It is necessary to establish what problem the people perceive and to manage them appropriately. Next, the residents did not appreciate the community empowerment projects, nor did they evaluate the contents of the program positively. It can therefore be seen that the community empowerment projects have not been carried out well. Finally, the street landscape improvement project was not successfully implemented compared to other projects. The residents have negatively perceived the installation of facilities that they do not want, rarely use, or are poorly operated. this shows that the evaluation of residents is significant. They become the users of the revitalization project for the rural center. It is necessary to overcome problems such as project items chosen by professionals without local consultation and obvious design in the revitalization project of the local center. There is a need to ascertain the residents' opinion of each project and to encourage them to participate directly in the management operation.
Government has propelled strongly the Agricultural - cum - Industrial region development project in the nation wide. This project will not only provide employment opportunity for rural inhabitants, but also be designed to activate the rural economy. In addition, it will lead to a balanced development between the urban and rural areas. Under this project, building sites of 3 to 30 hactres will be established in the rural area in order to settle factories which are suitable to the rural condition. In this report, the researches which relating to the achievement conditions of planning, design and constructions of the building sites and the contribution conditions of Agri. - cum - Industrial Region development projects, activated to the rural economy and regional development in the Kyungpook regional areas, were surveyed and studied. On the average evaluation studies the results are as follows : 1. The achievement conditions of the planning, design and construction of the building sites. Recently, the rural village development projects are proceeding as enhancement of the rural landscape as the interest toward rural tourism and rural immigrant has increased. However, the projects are solely to support construction of community space and there has been a lack of community facility remodeling in term of both deterioration facilities and abandoned facilities. Thus in this study proposes rural community facility remodeling process to utilize remodeling of rural deterioration facilities and abandoned facilities. For setting rural community remodeling process, this study analysed preceding research data and suggested rural community remodeling process stage ; planning, spacial resolution, remodeling factor analysis, implementation, maintenance control, based on research data. For systematic performed this process, this study regulated role of local resident, expert and local government on remodeling process stage.
There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.
This paper considers the effect of "comprehensive rural community improvement project" in terms of three factors - physical environment, rural tourism, socioeconomic and analyzed the path effect leading to the final outcome - the quality of life of residents, using covariance structure analysis. By doing so, this study looks into why residents prefer the improvement of a physical environment that takes a public nature. The analysis showed that the socioeconomic effect did not have an immediate impact on the improvement of quality of life of residents at a significance level of 5%, whereas the improvement of physical environment had a static effect on the quality of living at a significance level of 1%. Residents' preference for "hardware" or physical environment may be attributed to lack of their understanding of human factors such as social capital. However, analyzing the impact of specific contents of the project on performance, it is found that as projects fail to generate a tangible socioeconomic effect, residents strategically prefer the repair of their physical environment such as public facilities that directly affect their daily lives, so that they can maximize an improvement of the quality of living. Hence, this study suggests that instead of attributing the failure of rural community development projects to residents, macroscopic problems of rural communities and specific contents of projects should be dealt with before the success of any project can be discussed.
The purpose of this study is to introduce the village project for conservation and improvement of rural tourism village. So, in this study, the current rural tourism village and storytelling planning are examined and the village project presented in village planning is also examined. And this study propose the storytelling implementation of the village project through the case study related with the Susanri in Jeju. The results are summarized as follows. Firstly, it is important that each village projects are storytelling for tourism resource and improve rural tourism village. Secondly, it is necessary to define story range, action planning, and management agency of village projects. Thirdly, it is desirable that the village projects should be carried out as reviving the local community. Comparing to the storytelling tourism plan, there are few rural tourism plans so far, so, it is difficult to applicate the system of the village project, but, continuous studies in this line can help the rural tourism plan to ensure practicality.
In recent years, the central ministries and regional self are competitively developing program for creating a trail and theme path by the increase of the number of trekkers. Even though these projects are developed in rural areas, it has been pointed out that most of projects do not directly linked to the revitalization of rural villages and improvement of non-farm income because of the main road itself as a resource in rural area. Therefore, in this study, we try to connect the citizen and the agriculture and rural area through the development of the green road which is the experience road with rural resource. To achieve this, we investigated the status and characteristics of the 36 villages where are the village was promoted various major project of first step. In second step, we considered the distinct characteristics of the area with conference of expert and site investigation for the final selection of 15 villages. Through two rounds' expert group consulting with checking, related literatures review and similar case-projects benchmarking, a riverside green road which is linked long distance trail and adjacent to the riverside was developed 15 courses by 2-development types proposed.
Since the Republic of Korea had been registered as the 24th member of OECD DAC in 2009, recent trend of Korea's ODA has showed drastic increase including agriculture and rural development sector. Particularly, various rural development projects have been implemented adopting development experience and methodology of Saemaul Undong (SMU, New Village Movement). This study implemented statistical analysis between villagers' participation and achievement of rural community development project, based on practical data out of 'Saemaul Undong Project in Myanmar', to suggest meaningful implication in terms of participatory rural development. It emphasized the importance and necessity of villagers' participation in rural development through regression analysis that proved positive correlation between villagers' participation and rural development project. It proves that income-generation part has significantly greater influence than capacity-building and living environment part in terms of rural community development project: Based on the analysis, comparing impact of each independent variable, income generation has 1.88 and 1.68 times greater impact than capacity-building and living environment respectively. The result, on the other side, rather raise the importance of careful consideration for project design and implementation to harmonize those three parts altogether especially rural development for developing countries: capacity-building and living environment parts suggests essential foundation to make income generation successful that enables to secure project achievement and sustainability.
To ensure the revitalization of rural communities with viable levels of population, various agricultural policies are needed. Attaining this goal demands a comprehensive plan to improve rural housing conditions in general, along with more proactive policies dealing with existing rural housing problems by providing public housing options. The purpose of this paper is to suggest a set of base data which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. To establish the base data, the study reviewed all the relevant issues, requirements and resources in the course of developing rural housing regulations and policies. Some municipal organizations have implemented independent housing programs for returning farmers. They provide one-stop service corners to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. in their municipals. Agricultural housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for public housing, idyllic housing and other interchange facilities. Recent trends on housing project take into consideration both residential areas and their surrounding landscapes at minimum investment possible. The efficient investment of regional housing development lies in the simultaneous consideration on both the construction and operation and management of housing development from beginning to end.
