A Study of the Installation Regulation and Condition about a Bicycle Parking Facility of Buildings (건축물의 용도별 자전거주차장 설치기준 및 실태에 관한 연구)

  • The purpose of this paper is to suggest rules and regulations about a bike parking facility, With the objective of expanding bike parking facilities for the comfort of bikers. In Korea, the requirements to establish the facility comply with several regulations like laws for the encouragement of bike usages, rules and regulations for the encouragement of bike usages, regulations of Gyeonggi Regional Corporation rules and Korea National Housing Corporation(Korea Land and Housing Corporation) and requirements for the approval of green buildings. Such rules regulate the number of parking spots depending on the number of nearby houses and the size of a parking facility. Amongst the foreign regulations about the facility is 'obligatory regulations for the establishment of a bike parking facility' in Japan. In the United States, all states apply rules about the bike facility to determine the number of bike parking spots in accordance with the number of car parking spots. Comparing Korean rules regarding the bike parking facility with those of foreign governments will give a good insight into the current situation of Korean regulations. In order to investigate the current usage of bikes, 30 houses in Goyang city, 35 schools, 16 retails shops and 20 medical centers were researched. Thereafter, a correlation test between the size of buildings and the number of bike parking spots was carried out. The result of the test indicates that there is a lack of space for bike parking. It is recommended that the bike parking facility be installed with a convenient access to a building in order to increase the rate of bike usages.

  • Trade rules in service and digital sectors mainly focus on reducing regulatory uncertainties by improving transparency and minimizing unnecessary requirements. Recognizing the importance of digital trade rules and trade in information and communication technology (ICT) sectors, governments worldwide have rapidly adopted and expanded rules on free flow of data, personal data protection, electronic authentication, and cybersecurity. On the other hand, advances in technology have led governments to face multiple threats related to cybersecurity, intellectual property (including that related to source code and algorithms), and unauthorized access to proprietary information of their suppliers. This study presents digital trade rules related to digital security emphasizing cybersecurity, source code, and ICT products that use cryptography in different trade agreements. Additionally, it introduces various approaches that major countries are taking to both address digital security issues and seek balance between security enhancement and trade liberalization.

  • In this paper, unified requirements of IACS on longitudinal strength of ships are investigated using nonlinear wave loads analyses under short term irregular waves. Also, analyses on IACS wave data were carried out for the purpose of presenting the guideline for future use. While keeping theoretical consistensy, the rule requirements for horizontal shear force, bending moment and torsional moment are newly proposed for the ships of large deck openings bases on the calculation results for 17 sample ships. The requirements for side shell hydrodynamic pressure are also presented. All the calculated results are compared with other Societies and present KR rules. These formula will be checked when corresponding requirements of structural scantling are determined.

A Study on Emergency Arbitrator System of SCC and Requirements for Granting of Interim Measures (스톡홀름 상업회의소(SCC) 중재기관의 긴급중재인 제도와 임시적 처분의 인정요건에 관한 연구)

  • The purpose of Emergency Arbitrator System is to provide parties with the possibility of obtaining interim measures before constitution of the arbitral tribunal. This paper examines the Emergency Arbitrator System set forth in Article 32 and Appendix II of Arbitration Rules of Stockholm Chamber of Commerce (SCC) in comparison with Article 37 of ICDR International Arbitration Rules. This paper also provides a case study of 4 Decisions rendered by Emergency Arbitrators under the auspices of SCC in 2010. It was found that it took only 4 days on average from the date upon which the request for emergency interim measures was registered to SCC to the decision rendered by Emergency Arbitrators. The figures of average days reflect its rapidity well, one of the most preferred characteristics of arbitration. However, a case study of SCC decisions shows that only one request for interim measures was successfully granted. In other words, it was found that the requirements for granting of interim measures by emergency arbitrator were quite strictly applied. If interim measures is to be granted, it was found that the requesting party should prove to satisfy the requirements for granting of interim measures as follows: First, the requesting party has to demonstrate that it may suffer irreparable or serious harm in commercially-sensible, not in a strictly literal sense unless the interim measure is granted. Second, the party requesting interim measures has to persuade the Emergency Arbitrator that the request was of an urgent nature. Third, the requesting party is required to meet the reasonable possibility that it may succeed on the merits of the claim.

  • China has been the number one target of anti-dumping cases. In the middle of 1990s, China began to make anti-dumping rules to protect its domestic markets. The first anti-dumping regulation was mentioned in 1994 and the anti-dumping and anti-subsidy regulation was published in 1997. In 2001, China entered into the WTO and as a member of WTO, China is obliged to revise its anti-dumping rules in accordance with WTO's requirements. After that China amended anti-dumping rules in 2004 and it is still valid. Even though China makes considerable efforts to make the rules to be consistent with WTO Rules, China is still facing various difficulties such as lack of transparency, absence of definite deadlines, mismatch between rules, lack of clear interest criteria, overly hard questionnaires and inadequacy of judicial review and non-market economy. This paper deals with the current situation of anti-dumping system in China and the scheme of antidumping law and regulations and the main contents of that law and regulations. The purpose of this paper is to contribute to the enhancement of China's anti-dumping rules by studying the problems and solutions of the anti-dumping rules in China.

  • In this paper, we propose an efficient freedom of information and Information access right which improves transparent and speedy administration process. To build open Information, we scrutinize that causes of non access right and change of civil service consciousness, attitude for open information by effectively open system circumstances. The Important thing is basic information that is available to the public through an agency's FOIA Reference Guide, all agencies must notify potential FOIA requesters of the formal rules and requirements for the making and handling of FOIA request, through their FOIA regulations. The characteristics of this paper focused on Information access right, causes of non access right and proposed policy. In this paper, The author emphasize are as follows: first, to examine freedom of information' necessity and problem that scrutinize a theoretic analysis, second, to understand civil servant's attitude for the freedom of information, third, to suggest action plan and agenda for the better of Good Governance and Democracy of information.

Developing connection design rules in China

  • The new version of Code for Design of Steel Structures (GB50017-2003) and other design standards in China were released over the last two years. Comparing with the previous version (GBJ17-88), many clauses covering the connection design have been revised. A number of additional provisions are supplemented to specify the design requirements for beam-column moment connections, as well as gusset plates for truss joints. In this paper, a summary on the design rules on connections specified in the current Chinese code is presented, and relevant commentary and background information is provided whenever appropriate. The design criteria governing weld and bolt resistance is examined and reviewed. Moreover, several issues such as detailing requirements for stiffeners and end-plate connections are discussed.

Development of Internet-based Simulator for Designing of Reconfigurable Machine Tools (재구성 가능 공작기계 설계를 위한 인터넷 기반 시뮬레이터 개발)

  • Reconfigurability of machine tools is one of the critical factors to realize the responsive manufacturing systems to satisfy the mass customization production. This paper presents the methods to model the reconfigurable machine tools (RMTs) on Internet in response to change in the machining requirements. Specifically, the structure and motion model of machine tools using module combination rules and connectivity graph are developed. And we developed Internet-based simulator for designing of RMTs (ISD-RMT). In response to the user requirements, various structures of RMTs can be derived using the module combination rules and connectivity graph relationships. In addition, the user can verify generating structures through the control and simulation procedures.

  • The International Association of Classification Societies(IACS) can trace its original back to the International Conference on Load Lines of 1930 and was established in 1968. Long before the formal foundation of IACS, a number of working parties existed to carry out studies of specific topics concerning technical rules of classification. The general terms of reference of the working groups of IACS are to draft unified rules and regulations between Societies, to study safety standards at the request of the International Maritime Organization(IMO) and to prepare unified interpretations of technical regulations of international conventions. As an associate member since 1975, the Korean Resister of Shipping has been actively attending the meeting of IACS working parties. In this paper, summaries of major agenda of the working parties including history of unified requirements and relevant technical tendencies are explained for the purpose of providing better understanding of the rule development.

This paper presents the methods to model and simulate the machine tools on Internet in response to change in the machining requirements. Specifically, a set of module combination rules and a modeling method of the structure of machine tools using connectivity graph are developed. In response to the user requirements, kinematic relations and structures of machine tools can be derived using the module combination rules and connectivity graph relationships. Internet-based simulator of machine tools is implemented and presented. The developed machine tool simulator can be used to verify the structure of machine tools derived from the user requirements.
