Determination of Floodplain Restoration Area Based on Old Maps and Analysis on Flood Storage Effects of Flood Mitigation Sections (고지도를 활용한 홍수터 복원 구역 선정 및 홍수완충공간의 홍수 저류효과 분석)

  • To reduce the damage of extreme flooding caused by climate change and to create flood mitigation sections in a nature-friendly riparian area, it is necessary to restore the floodplain area by referring to the past floodplain section of the current inland waterfront area before the levee was built. This study proposed a method of selecting a location for floodplain restoration using old maps of the Geum River study section and analyzed the effect of flood level reduction through unsteady flow numerical simulations using the floodplain as a flood mitigation space. As a result of analyzing changes in the river areas using old maps, the river section was estimated to gradually reduce by 27.8% (1,059,380 m2) in 2020 compared to 1919, and it was found to have an effective storage capacity of 2,200,868 m3 when restored to offline storage. The flood level and discharge control effects analyzed based on HEC-RAS unsteady flow simulation were 16 cm and 219.01 m3/s, respectively, in the downstream cross-section. In the numerical simulation in this paper, the flood mitigation space was applied as an offline reservoir. The effect of reducing the flood level may differ if levee retreat/relocation is applied.

  • Stepped weir of this study was suggested a type of natural type structures. Unique flow, such as Wave type flow, at downstream of mild slope stepped occurs. WTF(Wave type flow) is different with hydraulic jump occurred at Round crest weir. WTF is phenomenon to rise the water level by recirculation area occurred by step height at downstream of mild slope stepped. Wave height of WTF condition is higher than tailwater level and maximum velocity of WTF condition occurs in area of water surface. In this results, WTF presents to be important factor for design of join area of weir with levee. This study got and analyzed hydraulic condition occurred of WTF, scales of WTF and velocity profiles on flow patterns using experiments. WTF was not consider to stepped weir design and this results can be important data for design of stepped weir and structures.

The Geomorphic Characteristics of the Location of the 4 Traditional Settlements in Youngnam District (영남지방 4대 전통취락의 지형적 입지 특성)

  • This study aims to interpret the location of 4 traditional settlements in the Youngnam district of Korea in view of geomorphology. For this study, GIS techniques were used to analyse quantitatively the degree of slope, slope aspect and the relation with river/stream of these regions. Yugok is located on pediment in the valley basin. Cheonjeon is located in the end part of the hill. Hahoe is located on the convex natural levee of the flood plain. Yangdong is located on a hillside. Houses are mostly distributed with south, southeast, and southwest aspect, but in Hahoe face all sides. Also, the settlements are located on average $10{\sim}20m$ above river bed. This indicates a safe height above river bed for avoiding an flood damage. These results imply that the location of the traditional settlement is based on a scientific logic and rationale. It is thus argued that the settlements satisfy exellent geomorphic conditions from the perspective of modern theories of residential location.

Land Cover Change Detection in the Nakdong River Basin Using LiDAR Data and Multi-Temporal Landsat Imagery (LiDAR DEM과 다중시기에 촬영된 Landsat 영상을 이용한 낙동강 유역 내 토지피복 변화 탐지)

  • This research is carried out for the land cover change detection in the Nakdong River basin before and after the 4 major rivers restoration project using the LiDAR DEM(Digital Elevation Model) and the multi-temporal Landsat imagery. Firstly the river basin polygon is generated by using the levee boundaries extracted from the LiDAR DEM, and the four river basin imagery are generated from the multi-temporal Landsat-5 TM(Thematic Mapper) and Landsat-8 OLI(Operational Land Imager) imagery by using the generated river basin polygon. Then the main land covers such as river, grass and bare soil are separately generated from the generated river basin imagery by using the image classification method, and the ratio of each land cover in the entire area is calculated. The calculated land cover changes show that the areas of grass and bare soil in the entire area have been significantly changed because of the seasonal change, while the area of the river has been significantly increased because of the increase of the water storage. This paper contributes to proposing an efficient methodology for the land cover change detection in the Nakdong River basin using the LiDAR DEM and the multi-temporal satellite imagery taken before and after the 4 major rivers restoration project.

Building technical and institutional capacities towards new river maintenance (새로운 하천 유지관리를 위한 기술적·제도적 역량 강화 방안)

  • Laws, administrative rules, and task manuals have been revised to build a modern river maintenance system in Korea for the last decade. And various researches and technology developments have been carried out to resolve related issues. However, the recent enactment of the new Act and the catastrophe of flood damage in 2020 have accelerated more emphasis on the reorganization and reinforcement of the river maintenance system in terms of political and social aspects. In this study, we suggested promising directions for strengthening the technical and institutional competencies of river maintenance with respect to policy, R&D, planning, and technology. The open discussion was held with the participation of industry, academia, research institutes, and government officials, and all participants conducted the related survey to collect their opinions effectively. These results are expected to be used as a reference to secure the justification for integration of government organizations, planning of R&D, the introduction of new river maintenance, and related technology development when reestablishing and reinforcing the river management system in the future.

Analysis of River Channel Morphology and Riparian Land Use Changes Using Aerial Photographs and GIS

  • This study is to trace the change of stream shape using the past series of aerial photographs, and to compare the land use changes of riparian area along the stream. For the Gyeongan national stream, aerial photographs of 1966, 1981 and 2000 were selected and ortho photographs were made with interior orientation and exterior orientation, respectively. As apparent changes of the stream, the consolidated reaches of stream with levee construction were straightened and their stream widths were widened. Especially the stream width of inlet part of Paldang lake was widened almost twice because of the rise of water level by dam construction in 1974. The land use maps (1966, 1981,2000) of riparian areas were also made, respectively and classified into 6 categories (water, forest, agricultural land, urban area, road, sandbar) by digitizing. The area of forest and agricultural land decreased and urban area increased as the stream maintenance was performed.

Especially the stream width of inlet part of Paldang lake was widened almost twice because of the rise of water level by dam construction in 1974.

  • 제방은 제내지에 거주하는 인간의 재산과 삶을 방어하고, 홍수를 제어하는 가장 기본적인 수공구조물이다. 제방파괴 원인은 월류, 활동, 침식, 그리고 침투 등으로 분류되어 질 수 있다. 특히 간극수압에 의해 발생하는 침투는 제방 내부침식(internal erosion) 및 파이핑(piping) 등을 야기함으로서 제방파괴를 유도한다. 침투에 의한 제방파괴는 월류나 침식에 의한 제방파괴 유형보다 상대적으로 적으나, 다른 제방파괴 원인을 더욱 활성화 시키는 인자로 작용한다. 도시하천의 경우 높은 치수안전도를 적용하여 제방을 축조함에 따라 월류에 의한 붕괴보다 강우와 하천수의 복합요인에 의한 침투파괴가 중요한 문제로 대두되고 있다. 본 연구에서는 침투와 활동에 대한 안전성을 확보할 수 있는 침투보강기법인 단면확대기법에 대한 적용성 및 유의사항을 수치모의를 통해 검토하였다. 제방 비탈면 경사를 1:2 확대할 경우, 침투유속이 70 %정도 감소되는 것을 확인하였다. 그러나 단면확대기법은 홍수시 통수능과 제내지의 부지 확보 문제 등을 고려하여 적용하여야 하며, 도시하천에서 단면확대기법을 적용하는 데는 일정부분 한계를 가질 것으로 판단된다.

  • 태풍이나 국지성 집중호우로 인해 하천에서 발생하는 재해는 제방이 붕괴되면서 제내지가 침수되거나 제방의 설계빈도를 초과하는 강우로 인해 하도 홍수량이 제방을 월류하는 경우와 하천에 설치되어 있는 수공구조물이 피해를 입거나 구조물로 인한 주변이 침수되는 경우 등 수많은 재해 양상이 있다. 본 연구에서는 하천에서 수해를 유발하게 되는 여러 가지 원인들 가운데 하천 중심에서 중요도를 판단하여 위험인자를 평가하고자 한다. 이를 위해 10개의 대상인자들을 선정하여 기하학적 인자, 수리학적 인자, 수공구조물 그리고 정성적 인자로 구분하였으며, 세부 인자들에 대해 재해 유발과 관련된 중요도를 조사하기 위해 수자원분야 전문가를 포함한 다양한 분야의 전문가들을 대상으로 설문을 실시하였다. 설문결과를 토대로 인자들에 대한 가중치를 설정하였으며, 이를 주요 하천에 적용하여 하천별로 제방붕괴와 관련된 위험인자에 대한 영향을 검토하였다.

A Study on Seepage line of Dam body by Finite Element method and Experiment. (이론 및 실험에 의한 제체의 침윤선에 관한 연구)

  • In the Hydraulic Structure, Such as dam body or levee of river that is constructed with soil, We analyzed a top line of free ground water table. This study is based on the logical reason that the pressure on the free surface is atmospheric and the seepage line is a stream line. In order to research for the unknown seepage line. We analyzed seepage water of steady flow through parous media by Finite Element method based on Galerkin Principle, and compared the comluted value with experimental value. The results show that the computed value was nearly equal to the experimental value. Finally, it noticed that finite Element method was more practical than Experimental Method for Seepage line analysis.
