  • Urban regeneration projects tingeing the shape of mixed-use development, due to the nature of the business, involve risk factors such as protracted business conflict among participations, subjects, complex approval and permission procedure, frequent policy changes, etc. Therefore, systematic risk management is needed to effectively manage the numerous risk factors that may occur during the process course of project. However, risk management of large and complex development projects such as urban regeneration projects is in the introduction stage yet and somewhat one time risk management plan has been established. Therefore, in this study, in order to systematic risk management of urban regeneration projects inhered numerous risk factors, risk factors for urban regeneration projects through preceding studies and case studies were presented. Also risk factors are classified in accordance with business propulsion phase, by estimating the importance for these, step by step emphasis on managed subjects of risk management was proposed.

  • As construction projects have been extremely enormous, complex and special, risk factors have been increased consistently. Therefore, it is very important to identify and cope with the uncertain risk factors in such building constructions for successful project accomplishment. The purpose of this research is to approach practical affairs directly and show detail alternatives of risk factors by extracting the risk factors throughout construction process of curtain wall that is largely influenced on cost, quality, schedule ,safety and following activity. Also, extracting these risk factors make it possible to analyze quantitative risk and decide the priority raking of risk factors. Especially, this research is aimed to provide efficient management of scheduling risk that can make the risk minimize to practical workers who have different degree of knowledge and experience to the construction cite when the risk brings out suddenly.

  • The results of the study include a computerized system and a systematic Process model for risk management and analysis. This study analyzes the present status of risk management in the construction industry, and then suggests reasonable methods for improved risk management plans. This study defines risk management procedures as preparation, identification, analysis, response and management to manage potential risks In the construction project. The modules for computerizing this system consist of planning, construction, application of WBS (Work Breakdown Structure) and RBS (Risk Breakdown Structure), and risk analysis. The method logy for analyzing construction risk uses fuzzy theory, and the scope of developed system is focused to the contractors. The risk management system suggested in this study operates on the Internet, for providing contractors with a useful risk management tool by online system, with web-based menus that is helpful for practical application.

  • Project risk assessment is the most important activity performed at the beginning of a project because it can judge the performance of the project in advance. In this study, We were evaluated risk with traditional risk factors such as technology and schedule, etc, and Indirect risks factors such as financial, strategic, and special risks. and then, we analyzed what kind of relationship these risk evaluation factors have on business performance and customer satisfaction. As a result of the research, it was found that the risk evaluation items had a relationship with performance and customer satisfaction. However, It is possible that the performance may differ depending on how risks are managed after risk assessment. Therefore, follow-up studies should be conducted, including information on risk management practices. This study is meaningful that presenting practical risk evaluation items and at the same time identifying the relationship with performance. We plan to further the study in future studies including the evaluation of risk management process.

  • Objectives: Balancing benefits and risks through the drug life cycle has been discussed for many decades. The objective of this study was to review the processes and tools currently proposed for benefit-risk assessment of medicinal drugs. It aimed to establish scientific and efficient drug safety management system based on the synthetic analysis of benefit-risk evidence. Methods: We conducted a review of exiting literatures published by regulatory agencies or initiatives. Not only quantitative methodologies but also qualitative method were compared to understand their key characteristics for the benefit and risk assessment of drugs. Results: Recently, benefit-risk assessments have more structured approaches to decision making as part of regulatory science. Regulatory agencies such as European Medicines Agency, FDA have prepared plans to apply benefit-risk assessment to regulatory decision making. Also many initiatives such as IMI (Innovative Medicine Initiative) have conducted research and published reports about benefit-risk assessment. For benefit-risk assessment, four kinds of methods are necessary. Frameworks such as BRAT (Benefit Risk Action Team) framework, PrOACT-URL provide guidance for the whole process of decision-making. Metrics are measurements of risk benefit. The estimation techniques are methods to synthesis and combine evidences from various sources. The utility survey techniques are necessary to explicit preferences of various outcome from stakeholders. Conclusion: There is the lack of widely accepted, validated model for benefit-risk assessment. Nor there is an agreement among academia, industry, and government on methods for the quantitative valuation. It is also limited by available evidence and underlying assumptions. Nevertheless, benefit-risk assessment is fundamental to improve transparency, consistency and predictability for decision making through the structured systematic approaches.

Risk Assessment for Reducing Safety Accidents caused by Construction Machinery (건설장비 안전사고 저감을 위한 위험성평가)

  • Construction machinery has been utilized to carry out construction works effectively. Using construction machinery enables a builder to reduce the time and the cost needed for the construction, but the fatal accident caused by it has been increased. This study is intended to identify risk magnitude of accident by kind of construction machinery through interviews with experts. Construction machineries surveyed in this research are excavator, tower crane, lift, mobile crane and forklift, those are the machinery which accident occurs more often than the other machinery. To evaluate the risk of the accidents identified, risk category was determined according to the US DOD system safety program (MIL-STD-882B) considering the risk degree and intensity. As a result, accident occurred in the process of material transport & handling was found to be the most dangerous. On the other hand, the accidents caused by the defective machinery and the poor safety gear were considered to be less dangerous relatively. The risk category by type of construction machinery suggested in this study is expected to provide the basic data in developing the safety guidance for construction project.

Overview of Risk-Sharing Schemes: Focusing on Anticancer Drugs (위험분담제도에 대한 고찰: 항암제 사례를 중심으로)

  • This article aimed to introduce 'risk sharing' schemes for pharmaceuticals between drug manufacturers and healthcare payer. Published literature review was undertaken to summarize risk sharing concepts and collect information on existing scheme examples in other countries focusing on new anticancer drugs. Risk sharing schemes could be categorized into health outcomes-based and non-outcomes (financial) based ones. Outcome-based schemes could be broken down into performance-linked reimbursement and conditional coverage. Performance-linked reimbursement can be further broken into outcomes guarantee and pattern or process of care and conditional coverage included coverage with evidence development and conditional treatment continuation schemes. Non-outcome based schemes included market share and price volume at population level, and utilization caps and manufacturer funded treatment initiation at patient level. We reviewed the fifteen examples for anticancer drugs that risk sharing agreements in response to the inherent uncertainties and increased costs of eleven anticancer drugs. Of them, eight cases were coverage with evidence development schemes. The anticancer drugs except bevacizumab and cetuximab were all listed on the national health insurance formulary in Korea, with reimbursement criteria defined on the basis of approved indications and administrations. Risk sharing approach may be a useful tool to ensure values for drug expenditure, but there are a number of concerns such as high administration costs, lack of transparency and conflicts of interest, especially for performance-based health outcomes reimbursement schemes.

  • Considering about construction projects characteristics, there Is an existing uncertainty which causes inaccuracy or invalidity under decision making situation. Therefore, cost risk analysis of numerous construction projects are Inclined to depend on expert's experiences and subjective judgements. In Korean domestic construction works, however, there is no reasonable method or process for applying subjective elements. Only probabilistic analysis using objective calculation are being used now. This research suggests a cost risk analysis method to analyze quantitatively Cost Impact by risk, and it appraises expert's subjective elements for the purpose of enhancing validity of cost estimation. Moreover, a new cost risk analysis method is introduced for providing convenient user interface in practical business.

An Effective Analysis and Management of Technical Risk to Turn-key based Plant Construction Contracts using Systems Engineering (시스템엔지니어링을 이용한 턴키방식 플랜트 건설계약의 기술적 위험요인 효과적 분석 및 관리)

  • In the bidding stage of turn-key based plant construction contracts, owners provide design and performance basis for contractors instead of giving design drawing. To win the bid for a plant construction, the contractors should be obliged to satisfy and ensure owners'requirements such as design and performance basis in a plant construction project, In other words, owners imposes technical risk of the design to the contractors by specifying responsibility for the analysis and verification of the plant construction. Thus, it is very important that contracters make accurate and realistic basic design plan in a short period of time. To deal with such a situation, we propose a systems engineering approach for the analysis and management of the technical risk. Specifically, we first: 1) Analyzes technical risk related with the plant design information for the bidders, followed by 2) Developing stakeholder requirements for the basic engineering design, and 3) System requirements for dealing with technical risk. Also, in this paper, we proposed converting method from MOE(Measure of Effectiveness) to MOP(Measure of Performance) in the risk analysis. To show the effectiveness of the proposed method, we carried out a case study.
