In recent years, various information technologies including ubiquitous computing technology have been developed and deployed. The more ubiquitous services based on ubiquitous technology have widely been spread, the more evaluation methods of those services are required. In this study, we suggest a framework for evaluating ubiquitous services by identifying evaluation factors and their relative importances. Combining review of related works and experts' opinions on the evaluation, we calculate the factors affecting ubiquitous service evaluation and relative importances among those factors using fuzzy Analytical Hierarchy Process (AHP). We conduct a case study to illustrate the applicability and feasibility of the suggested framework.

This research examines whether the evaluation index used Dream Start services operation evaluation has 'reliability in evaluation field and area' and 'whether there is discrimination according to evaluation index'. To do this, we conducted an empirical analysis based on the evaluation data of 126 municipal and provincial governments that received the 2018 Dream Start services operation evaluation. First, as a result of examining whether there is trust in each evaluation area, it was found that the reliability of the basic construction, integrated case management, and service operation field is higher than .6 and the lower evaluation indexes are the same Standards were met. However, the field of resource exploit and connectivity was not so reliable as the concept of sub-domains. Second, 'Are there discriminatory power according to the evaluation indexes?' The results showed that 18 of the 28 indicators were highly discriminative. On the other hand, 10 indicators showed low discrimination power.

Recently, there has been rising concerns to integrate and connect a developed spatial information services without consideration of location in the heterogeneous distributed environment. The Open GIS Consortium provides system architecture model related to open web service for spatial information. This paper discusses the issues related to the web service framework for spatial information services using standards of Open GIS Consortium. In particular, we concentrate upon the WRS that support the runtime discovery and evaluation of resources. The technology for integration of spatial information services is expected to get synergy effect and overcomes limit of individual development of each spatial information technology. Also this system provides the interoperability and the reusability and prevents the duplication development of system.

In this paper, we present an application called Semantic Search which is built on different supporting technologies and is designed to improve traditional web searching. The Semantic Search is becoming crucial challenges on semantic web. The assessment and the implementation of the research on Semantic Search is not full-fledged whereas its research is highly interested. Also there exists only little research that offers a commercial use Semantic Search System that should be taken into the account in measuring the effectiveness of a Semantic Search System. This paper proposes an implementation and evaluation for the Semantic Search System. Firstly, we built Semantic Search System which includes a case of development and it's procedure. Secondly, We presented the measurement of our Semantic Search System's effectiveness. Finally, the evaluation offers useful implications to the researchers and practitioners to improve the research level to the commercial use.

The KJC and KCI services operated by the National Research Foundation of Korea (NRF) need to refer to the global citation index database to set the service direction that researchers want and develop new functions. Therefore, in this study, the usability of Korea's KJC and KCI web databases was evaluated. In addition, FGI verification was performed for a group of experts on KJC and KCI improvement measures derived by academic information experts. The evaluation committee consisted of the researcher group, the society related group, the publisher (academic information distribution organization) group, and the policy-making organization group. A total of 16 experts performed usability evaluation and service improvement proposals for KJC and KCI services. As a result of usability evaluation of KJC and KCI web database using SUS measurement tool, KJC service was evaluated as 73.44, and KCI service was evaluated as good as 64.38. KJC improvement proposals were evaluated positively with 4 points or more for all improvement items, and KCI improvement proposals were positively evaluated with 3.5 points or more for all improvement items. Overall, KJC and KCI error improvements were evaluated with a score of 4 or more, showing strong affirmations. In the future, it is hoped that the improvement proposals and improvements proposed in this study will be applied to the development of KJC and KCI services, so that more quality services will be used by domestic researchers.

This study aims to construct the integrative performance evaluation model of informatization programs. In order to achieve the purpose of research, first of all, the three major theoretical paradigms (technical/functional, economic/financial, and interpretive/alternative paradigms) are comparatively analyzed concerning their philosophical and methodological perspectives. Also, a number of important studies and research model in the area of IS (Information Systems) evaluation are critically reviewed. And then actual problems and limitations on the process of implementing IS performance evaluation are sought through investigating domestic and foreign practices. Based upon theoretical and practical review of informatization evaluation and logical reasoning, the components of ideal performance evaluation scheme for informatization program are derived, and the integrative performance evaluation model which can comprehensively represent the relationship among the components is conceptually proposed. For researchers, this study provides the theoretical basis for reasonably deriving the performance variables of informatization programs and empirically validating the performance of managing informatization programs. And in real world, the results of this study are very likely to contribute to presenting the practical guideline for desirably implementing performance evaluation of informatization programs.

Currently, various technological models and services are emerging because of the development of information and communication technology and the convergence of industries. The ICT car field is expanding because of technological convergence in the automobile industry. However, ICT convergence services are still being developed based solely on technology; characterization of users and their needs is lacking. Therefore, two types of ICT car services that apply human-centered design processes are developed in this study. These processes create services and models while considering the quality and functions of products based on users (instead of technology) when developing products or services. Usability evaluation was performed on the developed services; a human-centered design process was applied to the results to confirm that the derived services resulted in high satisfaction. In the future, these research results will provide useful applications when developing ICT car services and strategies.

The viviparity of 28 rice varieties was tested at 25 days after heading(DAH), 35DAH, and 45DAH in the laboratory and field condition for 12 days. The incubation temperature was 20/l$0^{\circ}C$ (day/night), 25/15$^{\circ}$C$ and 30/20$^{\circ}$C$ in the laboratory test, and under field water conditions in the field test. The biggest varietal difference of viviparity was found in the laboratory test when examined at 45DAH with the 6-day incubation under 25/15$^{\circ}$C$ . At this conditions the mean viviparous ratio was 32.1 % with the range of 53.9 and the variance of 259.5. In the field test, the significant varietal difference in the viviparity was also found in the lodging treatment at 45 DAH for 6 days. Correlation coefficient analysis between the field and laboratory tests was highly significant from 4 days after incubation at 45 DAH and after 6-day incubation at 35 DAH, and correlation coefficient was higher as incubation days in the laboratory and submerged days under field water became longer. Considering the correlation between the field and laboratory tests, varietal difference of viviparity and convenience of testing, the laboratory test at 45 DAH for 6-day incubation under 25/15$^{\circ}$C$ was the most efficient evaluation method for the viviparity of rice cultivar.

KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications' performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.

In this paper, we introduce an integrated performance evaluation model defined by the three indices (evaluation index for each evaluation stage, performance viewpoint, and performance type) and analyze the utilization and satisfaction of the seven public u-IT services implemented from 2008 to 2009 using the proposed model. From the performance results of the public u-IT services, it was found out that most of the research goals initially set by the public u-IT service support projects were satisfied. Furthermore, we suggest improvement directions and promotion strategies of future projects.
