A Study on the Residential Character and the Consciousness of Housing Movement in the Public Rental Apartment - Focused on Permanent Rental and Fifty Years Period Rental Apartment - (공공임대아파트의 거주특성과 주거이동의식에 관한 연구 - 영구임대와 50년 임대아파트를 중심으로 -)

  • Considering the present development situation of public rental apartment since 1982, the supply of homeless housing for low-income dwellers has contributed a amount of quantities, but has been deficient qualities in housing policy. To reflect the architect the properties of dwellers in rental apartment, this study is aimed at investigating the residential character and the consciousness of housing movement through questionaries in permanent rental apartment and fifty years period rental apartment complexes. The results of this study were as follows; The permanent rental apartment is dissatisfied with site location, site shape and building layout in housing environment view, the fifty years period rental apartment is dissatisfied with building area, rental bond, rental fee and maintenance cost in economics view. Housing type of movement preference hereafter is showed “rental apartment” as priority. Therefore, it is necessary to construct public rental apartment for low-income dwellers increasingly.

  • Considering the present development situation of rental apartment since 1982, the supply of rental housing for low-income dwellers has contributed a amount of quantities, but has been deficient qualities in housing policy. To propose the device of remodeling for low-income dwellers in deteriorated apartment, this study investigated the characteristics of maintenance cost and the residents'consciousness of remodeling by rental apartment types. The results of this study were as follows; The annual maintenance cost of permanent rental apartment was 14,249 won/$\textrm{m}^2$$.$yr, that of fifty years period rental apartment was 13,372 won/$\textrm{m}^2$$.$yr. In the case of remodeling in deteriorated heating system, the principal decision factor of choice was showed “economics” as priority. Residents in rental apartment preferred remodeling to reconstruction, and unit heating system to central heating system.

A Study on the Energy Consumption and the Degree of Satisfaction by Heating System in Rental Apartment (임대아파트 난방방식별 에너지소비와 만족도 조사에 관한 연구)

To propose the energy policy for low-income dwellers, this study investigated the energy consumption and the degree of heating satisfaction by heating system through questionaries in permanent rental apartment and 50 year period rental apartment complexes. The results of this study were as follows; The annual energy consumption of heating and hot water supply is 267.2 Mca1/$\textrm{m}^2$ㆍyr in central heating system, is 163.9 Mca1/$\textrm{m}^2$ㆍyr in unit heating system. But from the view of annual energy cost and the degree of heating satisfaction, central heating system were better than unit heating system in rental apartment.

To propose the device of remodeling for low-income dwellers in deteriorated apartment, this study investigated the energy consumption of central heating system and the characteristics of maintenance cost in permanent rental apartment. The results of evaluation of alternative heating systems by Life Cycle Costing in permanent rental apartment were as follows; From Life Cycle 15∼20 years by Present Worth Method, the economic heating system of remodeling is central heating system (heat source: B-C oil), unit heating system(natural gas), central heating system(natural gas) in order.

  • The main objectives of this study were to determine the differences in the personal. physical. socio-psychological characteristics of the elderly and the housing features according to housing types. This study classifed housing types into 4 types purchased apartment, public rental apartment charge-free institutional housing for the elderly and private housing facility for the elderly. On the basis of the findings. these al·e the following conclusions: Generally, the morale of residents in elderly facilities was higher than that of the apartment residents’. This result could support the development of senior housing in Korea Residents of rental apartment were younger and their functional health and level of independence were higher than that of others. Therefore rental housing would be an alternative housing for the independent low-income elderly. However the morale of rental housing residents was lower than that of ethers. The elderly housing facility residents’ recongnition of the housing managers’ leadership style was higher than that of the apartment residents’. This result ensures the importance of housing manager’s role in managing senior housing.

  • The main objectives of this study were to determine the differences in the personal, Physical, socio-psychological characteristics of the elderly and the housing features according to housing types. This study classifed housing types into 4 types : purchased apartment, public rental apartment, charge-free institiutional housing for the elderly and private housing facility for the elderly. On the basis of the findings. these are the following conclusions : Generally, the morale of residents in elderly facilities was higher that that of the apartment residents'. This result could support the development of senior housing in Korea.   • The rental housing has been a main role to supply a living space to the household who can not be available for the home-owner. Specially, the public rental housing is targeted for the low-income household and supplied with low rental fee. Therefore, the rent owner should manage and maintain the housing condition decently with a systematically maintenance plan which includes a repair time and scope, a repair cost. Among them, the repair time is important to make a repair plan. The repair time would be explained with two types, which is divided into a breakdown maintenance and a preventive maintenance. Each of them has a advantage in a repair cost, maintenance of the living condition and provision of the repair scope and method. In this paper, it aimed at providing the repair time in 12 components of the public rental housing which is reflected from a preventive maintenance. This study shows that overall, a permanent rental housing has a longer repair time than any other rental housing in 12 housing components. A public rental housing is closer to the a permanent rental housing then a redevelopment rental housing in repair time. On the other hand, the repair time of the 12 housing components is different form the rental housing. This leads to further study in difference of the repair time according to a tenant type.

  • In case of national rental apartment, habitability is generally evaluated low comparing with typical apartments. So, researches and investment are required to increase the residential environment. In this point of view, present study aims to suggest the basic data for improvement of homeless masses' dwelling level through economic feasibility analysis. Firstly national rental apartment, which habitability is considered to be low in the point of environment-friendly, welfare, and convenience, is chosen as objective. Secondly environment-friendly project items including project flow were set up, and then basic model was formed to evaluate economic feasibility through priority survey to residents. In result, priority for two items among six different proposals were higher than the others. This result could be useful when trying to increase the dwelling level of national rental apartment being planned to construct in future.

Housing Environmental Conditions and Usages of Community Welfare Services among Residents in 'Da-Ka-Gu' Rental Housing and Permanent Rental Apartments (다가구매입임대주택과 영구임대주택 거주자의 주거환경 및 지역사회복지서비스 이용 실태)

  • The purpose of this study was to gather baseline data to be used for improving housing environments and developing welfare policies for low-income groups by identifying the similarities and differences in housing environmental conditions and in the usages of community welfare services between the dwellers of Da-Ka-Gu rental housing and those of permanent rental apartment. This multifaceted diagnosis currently being undertaken can be utilized through the lowincome housing planning and welfare policies as the basis for future policy formulation. Self-administered questionnaires and interviews were carried out by 212 dwellers in Da-Ka-Gu rental housing (104) and permanent rental apartments (108) in the city of Gwangju from July to October of 2010. The main findings are as follows: 1. The dwellers living in both Da-Ka-Gu rental housing and permanent rental apartments are satisfied with their housing environment. Specifically, a higher satisfaction with transportation and a lower satisfaction with neighbor's inter-relationships were evident. The dwellers of Da-Ka-Gu rental housing appear to be more satisfied with community spaces and housing management than those of the permanent rental apartments, whereas the latter appear to be less satisfied with the noise of the housing complex than the former. 2. Of the community welfare service programs, a higher usage is shown for meals service, free health screenings, home repair, and after-school learning programs among all residents in the two housing types. In particular, for the residents of Da-Ka-Gu rental housing, the children's education and parent education programs are more popular, whereas for those of the permanent rental apartments, the housekeeping services and health services utilization are highest.

The Comparison of Residents' Movement and Activities of Public Rental Apartments in Korea and the United States - Focused on the Comparison of SH Apartments and PHA Apartments - (한국과 미국 공공 임대아파트 거주자의 이동과 단지 내 활동 - 서울 SH공사 아파트와 미네소타 주 PHA 아파트의 비교를 중심으로 -)

  • The purpose of this research is to compare residents' movement and activities in SH apartment in Yangcheon-Gu, Seoul (SH apartment) and PHA apartment in St. Paul, Minnesota (PHA apartment) in order to improve the quality of rental housing environment. This study had surveyed 418 residents of SH apartments in Korea and used the secondary data gathered from 1,462 residents of PHA apartments in the United States. The results of this study are as follows: The criteria of Korean residents in SH apartments when choosing their residences are lower rent payment and shorter waiting time. They seemed to have no other options than public rental housing. On the contrary, American residents in PHA apartment had more option to choose from. Therefore, Korea needs to offer more variety types of residents that can be lead to better satisfaction of low income classes. Most of the SH apartments residents has lived for long-term, in the average of more than 6 years, and wanted to live continually at their current dwelling. PHA residents showed similar tendency. However, long term residency may lead to permanent occupation of the public rental apartment by the same family. Hence, a system which can provide equal residency opportunities to all low-income classes need to be developed. Residents of SH apartment were satisfied with the personal activities but were not satisfied with group activities among residents or regarding resident meetings. However, residents of PHA apartments were more satisfied with their management because there is more in-housing-complex activity programs. Therefore, more activity program for a resident should be developed after analysing programs of different apartments and current conditions in Korea. There were some noticeable divergences among residents, based on their age, term of residence and physical, emotional and mental problem, when evaluating in-housing-complex's programs. Thus, these factors are also need to be considered when planning and examining evaluation about the management of rental apartments.
