Evaluation for Contents of Contaminants and Leaching Characteristics of Bottom Ash (바텀애쉬의 유해물질 함량 측정 및 용출특성 평가연구)

  • In this study, we tried to determine any detrimental effects on water quality when bottom ash obtained from a coal-fired power plant intended to be used as a fill material in construction sites. Physical-chemical properties of bottom ash were determined using proximate analysis, elemental analysis, XRD, and XRF. Classification of bottom ash as a waste material and soil contamination due to the use of bottom ash were performed by Korea waste standard leaching test and soil toxicity test, respectively. Results of leaching tests were compared to the regulations for water quality and groundwater quality and no harmful effects on water quality were found. Most of heavy metals in leachate were below detection limits but trace amount of $Cr^{6+}$ was found. However, concentration of $Cr^{6+}$ was below the regulation criteria. Column leaching tests indicated that concentrations of Pb and Zn were slightly higher than regulations but below regulations within 1 PVE, but concentrations of sulfate were 10 times higher than regulation and thus, the required time to reach regulation was almost 8 PVE.

  • This paper shows a reasonable design standard of Demand Factor and Diversity Factor for buildings, that was made by the systematic and statistical way considering actual conditions, such as investicated electric equipment capacity, electric power consumption, etc. The saving of electric equipment investment, the decrease of power loss, the improvement of facilities utilization and the decrease of electric power rates, can be contributed by the application of the design standard. The recommended design standard must be applied by the revision of current regulations and laws.

  • System voltages of Republic of Korea have been diversified since 1970s due to the accelerated industrialization of the republic. Although the national standards on system voltages (i. e Korean Industrial Standards KSC 0501) were established in 1974, the standards were not adequately maintained in time. Consequently, national standards on system voltages has some discrepancy not only with the existing voltages of electrical systems of this country but also with the IEC standard voltages in terms of scope and technical requirement of standards. This study is to seek harmonization of national standard voltages with the IEC standards considering existing system voltages, relevant technical regulations and codes etc.

An Ethical Consideration on the Standard Operating Procedure Operation Status and the Ethical Review of the Vulnerable Research Subjects of Institutional Review Board, a Medical Institution in Korea (우리나라 의료기관 Institutional Review Board의 취약한 연구 대상자 관련 표준운영지침서 운영 현황과 윤리적 고찰)

  • Purspose: The purpose of this study is to examine the meaning and definition of vulnerable subjects in clinical trials in light of domestic and international regulations and guidelines, to analyze the contents of standard operation procedures (SOPs) among advanced general hospitals in Korea that conduct clinical trials, and to examine deliberation procedures for operation plans. Methods: The study examined how vulnerable research subjects were defined and described in related regulations and the classification of vulnerable research subjects presented in the IRB/HRPP SOPs of 18 clinical trial institutions, including 11 AAHRPP-accreditated general hospitals in Korea, as well as the operation of the IRB deliberation. Results: Among all domestic and international regulations and guidelines, only the The Council for International Organization of Medical Sciences (CIOMS) guidelines explain why vulnerability is related to judgments on the severity of physical, psychological, and social harm, why individuals are vulnerable, and for what reasons. However, the classification of vulnerable subjects by institutions differed from the classification by the International Conference on Harmonization-Good Clinical Practice (ICH-GCP). A total of the 16 institutions classified children and minors as vulnerable research subjects. 14 institutions classified subjects who cannot consent freely were classified as vulnerable subjects. 15 institutions classified sujects who can be affected by the organizational hierarchy were classified as vulnerable subjects. Subjects in emergency situations were regarded as vulnerable research subjects in 8 of institutions, while people in wards, patients with incurable diseases, and the economically poor including the unemployed were categorized as vulnerable research subjects in 7, 4, and 4 of institutions, respectively. Additionally, some research subjects were not classified as vulnerable by ICH-GCP but were classified as vulnerable by domestic institutions 15 of the institutions classified pregnant women and fetuses as vulnerable, 11 classified the elderly as vulnerable, and 6 classified foreigners as vulnerable. Conclution: The regulations and institutional SOPs classify subjects differently, which may affect subject protection. There is a need to improve IRBs' classifications of vulnerable research subjects. It is also necessary to establish the standards according to the differences in deliberation processes. Further, it is recommended to maintain a consistent review of validity, assessment of risk/benefit, and a review using checklists and spokeperson. The review of IRB is to be carried out in a manner that respects human dignity by taking into account the physical, psychological, and social conditions of the subjects.

  • Objectives: Among the regulations that have recently attracted a lot of social attention in Regulation on Occupational Safety and Health Standards, we would like to specifically present the reasons why even companies with strong will to comply with regulations that are not effective or entail a number of legal problems, and suggest ways to improve them. Methods: The facts were confirmed and identified through various methods such as interviews and meetings with labor inspectors who enforce the Regulation on Occupational Safety and Health Standards and safety officials at industrial sites experiencing them. Results: Due to the lack of effectiveness in Regulation on Occupational Safety and Health Standards, there are not a few areas that do not function properly as a preventive standard. Although operating the regulatory nature of punishment as an administrative guideline without basing it on Regulation on Occupational Safety and Health Standards is a direct violation of the principles of the administration of the rule of law, there are many expedient ways to replace what should be placed in this rule as just an administrative guideline. Conclusions: It should be prioritized to explicitly stipulate effective regulations within the Regulation on Occupational Safety and Health Standards. In addition, as regulations on occupational safety and health standards play a large part in preventing industrial accidents, comprehensive and practical measures are indispensable rather than fragmented and formal measures to ensure that these rules function properly in the prevention industrial accidents.

The Air Leakage Characteristics and Airtightness Performance of a Newly Built Apartment (신축 공동주택의 누기특성 및 기밀성능 분석에 관한 연구)

  • In responding to the recent framework convention on climate change, and the rise of the need for energy efficient buildings, such as Zero Energy Buildings (ZEB), domestic insulation standards and energy conservation regulations are being reinforced, to prevent heat loss. Accordingly, the Ministry of Land, Infrastructure and Transport have made amendments in Chapter 21 "Enforcement regulations for building facilities standards etc.", and Chapter 22 "Energy conservation standard", to reflect these changes. To effectively implement these regulations, it is required to propose air-tightness test methods, and establish air-tightness standards, based on the air leakage characteristics of domestic apartment housings. This research has been done primarily to collect basic technical data, to provide guidance for the establishment of domestic air-tightness standards for new apartment housing, through studying air-tightness test methods, field measurement on air-tightness of new apartment housings, and air leakage characteristics of major developed countries.

A Study on the Standard Provisions of International Franchising Contracts and Unfair Trade Acts (국제프랜차이즈계약의 표준조항과 불공정거래행위)

  • Franchising has proved over many years to be a successful commercial vehicle for the international distribution of products and services. However, there has long been missing a user-friendly model contract that would reflect the diversity of international franchising contracts. Because the ICC has drafted a model form of international franchising contracts, taking into account the most commonly encountered clauses in franchising agreements, their model could be used as a checklist of the core obligations of a cross-border franchise contract. Because there is no internationally agreed-upon uniform legislation on franchising, parties must rely on national laws and regulations applicable to the international franchise (when such laws and regulations exist) and should therefore very carefully draft stipulations for the legal status of the contract. This study has been intended to cite some provisions for striking a fair balance between the interests of the franchisor and those of the franchisee and for avoiding unfair trade acts in international franchising contracts.

  • The standards of acceptable limit and compensation is one of the most important things in environmental noise and vibration disputes resolution. In this paper, review on the present acceptable limit level and compensation standard in National Environmental Dispute Resolution Commission is introduced. Discordance of standards between in the regulation law and in the dispute resolution commission and it's improvement are discussed. Abnormal reasoning for compensation standards is pointed out from a author's private view.

  • Electric motor systems account for more than half of all electric systems and the amount of energy consumption of those is almost 70 percent of total energy consumption of electric motor systems in industry. As electric motor systems are very responsible for global electricity savings and environment protection. Many international organizations are supporting standards and policy development processes to improve the efficiency of electric motor systems. Many standards are being developed at technical committee of IEC that has been required in order to support the implementation of efficiency regulations. High efficiency standards and levels for electric motor systems are slowly being introduced and compulsory in many countries. Therefore understanding the international efficiency evaluation standards and the regulation of electric motor systems of each country is important. This paper presents the current status and trends of international evaluation standards and regulations about the efficiency of electric motor systems.

  • The field application through the quality control of self adhesive rubberized asphalt waterproofing sheet was regulated by KS F 4934 of Korea Standard in 2003. However, the regulations that the different material properties of self-Adhesive waterproofing sheets are difficult to quality control on the standard. Therefore, this research was performed for of quality control all affiliations of self-adhesive waterproofing sheet through basic properties test and proposed quality standard revised bill in KS F 4934.
