  • The arcade game market is 2nd big market in the world following console game market. It is a driving force of growth for game industry but its Korean case was decreasing growth of game industry by various kinds of factors. Therefore, it is placed too much emphasis on online game industry and it lost industry growth power. The characteristics of arcade game are spatiality, expandability of device, rewardability, amusemenability. The importance of arcade game are development of new device and freedom of application it but it is restricted by prior deliberation and regulation of industry in korea. Many problems arise from classifying speculation device to arcade game and relaxation of regulation. In this paper, we analyze effectiveness from policy change in Arcade game industry, especially we focused on regulation policy. Also, we found problems and suggested alternatives by comparision on policy of foreign country.

  • This research analyzes the potential reform of Section 230 of the Communications Decency Act through the new institutionalist approach. The immunity provision of the Section 230, which has developed the U.S. Internet content regulation regime and protected big tech firms, is facing a significant change today. The chambers of Congress have attempted to limit the immunity shield for platforms with bipartisanship. As a result of analysis through the perspective of historical institutionalism, a critical change could come from external events including fake news controversies and data privacy scandals, as well as endogenous factors such as conflicts among actors. The discussion deals with the possible direction of Internet content regulation reforms in Korea.

Electron transport properties of Y-type zigzag branched carbon nanotubes

  • The electron transport properties of Y-type zigzag branched carbon nanotubes (CNTs) are of great significance for micro and nano carbon-based electronic devices and their interconnection. Based on the semi-empirical method combining tight-binding density functional theory and non-equilibrium Green's function, the electron transport properties between the branches of Y-type zigzag branched CNT are studied. The results show that the drain-source current of semiconducting Y-type zigzag branched CNT (8, 0)-(4, 0)-(4, 0) is cut-off and not affected by the gate voltage in a bias voltage range [-0.5 V, 0.5 V]. The current presents a nonlinear change in a bias voltage range [-1.5 V, -0.5 V] and [0.5 V, 1.5 V]. The tangent slope of the current-voltage curve can be changed by the gate voltage to realize the regulation of the current. The regulation effect under negative bias voltage is more significant. For the larger diameter semiconducting Y-type zigzag branched CNT (10, 0)-(5, 0)-(5, 0), only the value of drain-source current increases due to the larger diameter. For metallic Y-type zigzag branched CNT (12, 0)-(6, 0)-(6, 0), the drain-source current presents a linear change in a bias voltage range [-1.5 V, 1.5 V] and is symmetrical about (0, 0). The slope of current-voltage line can be changed by the gate voltage to realize the regulation of the current. For three kinds of Y-type zigzag branched CNT with different diameters and different conductivity, the current-voltage curve trend changes from decline to rise when the branch of drain-source is exchanged. The current regulation effect of semiconducting Y-type zigzag branched CNT under negative bias voltage is also more significant.

  • Since the global warming problem emerged in the international community, the problem has been sought to be not at the national but at the global level. As a result, the United Nations Framework Convention on Climate Change was agreed by international delegates in 1992, and the Kyoto Protocol which imposes industrialized nations to decrease their greenhouse gas emission was agreed by the international community in 1997. Kyoto protocol came into effect for reduction duty of greenhouse gas.(16-Feb-2005) High developed countries press environmental regulation. It will strengthen an environment regulation from advanced nation with this protocol. This study is intended to examine unfolding transition on negotiations of Conference of Parties(COP), the Kyoto Mechanism referred as a cost-effective tool to meet a targeted level of greenhouse gas decrease, and trends in responses of developed countries to the Kyoto Protocol, and finally suggests legal and politic counterplans responding to the United Nations Framework Convention on Climate Change (hereafter, UNFCCC).

A Study on the Causalities Among GDP, Electric Consumption, CO2 Emission and Environmental Regulation in Korea (한국의 경제성장, 전력소비량, 이산화탄소 배출량 및 환경규제 간 인과관계 분석)

  • The rapid climate change is strengthening carbon emissions regulations internationally. Korea is strongly pressed to accept the obligation to reduce greenhouse gases as one of the United Nations Framework Convention on Climate Change. This article analyzed the Granger causalities among environmental regulation, economic growth, electricity consumption, and CO2 emission in Korea, using unit root test, cointegration test, and vector error correction model. As the results, environmental regulation has shown the bidirectional causalities with electricity consumption and CO2 emission, while being unilaterally affected by economic growth in the long-run and strong relationship. Economic growth has affected electricity consumption, CO2 emission, and environmental regulation in the long-run, in the complex structure of the unilateral and short-run causality with electricity consumption and the bidirectional causality with CO2 emission. The policy implications will be as follows: ① environmental regulation should induce sustainable growth through encouraging technological innovation relating to CO2 reduction and productivity enhancement. ② Responding to the international CO2 reduction regulation, the synthetic policy initiatives will be considered to make synergy effects among policies relating to economic growth, electricity consumption.

  • This paper aims to analyze the status and prospects of chinese e-commerce, review previous literature, and provide future direction for cooperation with far east asian area This study deals with the reform, the open and entering WTO of China economy to suddenly change domestic IT industry, legal regulation of Chinese e-commerce market and cooperation with far east asian area. Especially, Chinese e-commerce market is much developed in recently, but relative legal system is unsatisfactory. Therefore this paper research firstly the present conditions and characteristics of Chinese e-commerce market, secondly Chinese e-commerce policy and legal regulation tendency, thirdly the e-commerce activity between Korea and China, and cooperation with far east asian area.

Nitrogen Control in Corynebacterium glutamicum: Proteins, Mechanisms, Signals

  • In order to utilize different nitrogen sources and to survive in a situation of nitrogen limitation, microorganisms have developed sophisticated mechanisms to adapt their metabolism to a changing nitrogen supply. In this communication, the recent knowledge of nitrogen regulation in the amino acid producer Corynebacterium glutamicum is summarized. The core adaptations of C. glutamicum to nitrogen limitation on the level of transcription are controlled by the global regulator AmtR. Further components of the signal pathway are GlnK, a $P_{II}-type$ signal transduction protein, and GlnD. Mechanisms involved in nitrogen control in C. glutamicum regulating gene expression and protein activity are repression of transcription, protein-complex formation, protein modification by adenylylation, change of intracellular localization, and proteolysis.

A Study on the Issues and Direction of Virtual Advertising Regulation (가상광고 규제의 문제점 및 방향에 관한 연구)

  • The virtual advertising which emerged in new technology environment and new advertising environment has been executed lately. The right regulation of virtual advertising is very important to the growth of it, because virtual advertising is new form of advertising and it can change program contents easily. In addition, it's time for considering the overall supplementation of virtual advertising regulation, based on the results so far achieved. In this sense, this article examined the regulation of virtual advertising which has been executed since 2010. It first examines the characteristics of advertising in digital media convergence environment and the growth and effect of virtual advertising. Then, research problems were suggested. Based on the research problems, it examines the status of virtual advertising regulation for each country. Then, it analyzes and discusses the major issues related to today's virtual advertising regulation. The article concludes with policy recommendations.

Attribution of Responsibility, Risk Perception, and Perceived Corporate Social Responsibility in Predicting Policy Support for Climate Change Mitigation: Evidence from South Korea

  • A recent nationwide survey reported that South Koreans perceive large corporations as the party that should be the most responsible for tackling climate change. This public opinion result offers insight into the argument that defining who is responsible for the climate change issue can guide campaigners and policymakers in designing effective communication strategies. This study examines how attributing responsibility to large corporations can affect behavioral intention to support government policy and regulation via a moderated mediation model of the perceived risk of climate change and corporate social responsibility (CSR). A nationwide online survey of 295 South Koreans was conducted. The findings reveal an indirect effect of responsibility attribution on behavioral intention through risk perception. Moreover, perceived CSR moderated the causal link between risk perception and behavioral intention, such that South Koreans reported higher levels of behavioral intention when they reported higher CSR. However, perceived CSR failed to moderate the indirect effect. These findings have implications for communication processes and policymaking to address climate change problems in South Korea.

  • Recently, the domestic and foreign power trends are the supply of high quality power and environment conservation technology based on the new energies development. So, the dispersed generation systems, such as photovoltaic, fuel cell, and battery are to be introduced in distribution systems. According to the situation change, power of high Quality and reliability are required in distribution systems with dispersed generation. Up to now, the voltage in distribution systems are regulated by ULTC of substation and pole transformer of primary feeders. These days, Step Voltage Regulator(SVR) is getting established at distribution feeders to regulate effectively voltage of primary ffeders that voltage drop exceeds $5\%$. But, because SVR is operated independently with ULTC of substation, SVR can not take play to its full effectivity. Under these circumstances, in order to deliver suitable voltages to as many customers as possible, new optimal voltage regulation algorithms are required in distribution system. So, this paper presents optimal voltage regulation algorithm to regulate voltage effectively for ULTC and SVR in distribution systems with dispersed generation systems.
