Sevaral problems of administrative area sysem in Korea have been brought up for a long time. Because its frame has remained since Chosun and Japanese colonial period in spite of changing local administrative environment in accordance with rapid industrialization and urbanization. Recent reform of city (Shi)- county (Gun) integration is derived from this argument. But problems which permeate deeply overall system cannot be solved by partial reorganization of Shi-Gun. They may be rationalized only through the reform of the whole system. The aims of this study are to analyze problems of administrative area system entirelr and to discuss the direction of its reform from that point of view. Major problems of administrative area system are summed up into the followings. Firstly, it is found that administrative hierarchies are too many levels. Contemporary administrative hierarchical structure is 4 levels: regional autonomous government (Tukpyolshi, Jik'halshi, Do), local autonomous government (Shi, Gun), two leveis of auxiliary administrative area (Up, Myun and Ri). These hierarchies were established in late period of Chosun which transportation was undeveloped and residential activity space was confined. But today developing transportion and expanding sphere of life don't need administrative hierarchical structurl with many levels. Besides developing administrative technology reduces administrative space by degrees. Many levels of contemporary administrative hierarchical structure are main factor of administrative inefficency, discording with settlement system. Second problem is that Tukpyolshi and Jik'halshi - cities under direct control of the central government as metropolitan area - underbounded cities. Underbounded city discomforts residential life and increases external elects of local pulic services. Especially this problem is Seoul, Pusan and Daegu. Third problem is that Do-areas are mostly two larger in integrating into single sphere of life. In fact each of them consistes of two or three sphere of life. Fourth Problem is metropolitan government system that central city is seperated from complementary area, i.e. Do. It brings about weakening the economic force of Do. Fifth problem is that several cities divided single sphere of life. It is main factor of finantial inefficency and facing difficult regional administration. Finally necessity of rural parish (Myun.) is diminished gradually with higher order center oriented activty of rural residents. First of all administrative area system should corresponds with substantial sphere of life in order to solve these problems. Followings are some key directions this study proposes on the reform of administrative area system from that standpoint. 1. Principles of reorgnization -- integration of central dty with complementary area. -- correspondence of administrative hierarchical structure with settlement system. -- correspondence of boundary of administrative area with sphere of life. 2. Reform strategy -- Jik'halshi is integrated with Do and is under the contol of Do. -- Small Seoul shi (city) which have special functions as captal is demarcated in Seoul tukpyolshi and 22 autonomous distrcts of Seoul tukpyolshi is integrated into 3-4 cities. -- Neighboring cities (Shies) in single sphere of life are intrgrated into single city (Shj). -- Myun and Ri are abolished in rural region and new unit of local administrative area on the basis of lowest order sphere of life into which 3-4 Ries are integrated replaces them.
In this study, we examine the case of administrative reorganization centered on the case of specific region C and try to clarify implications for the reorganization of administrative district in Korea. The target city for the study is composed of two surface units and one town area. Is it right to integrate these areas into a single administrative district with a huge megapolis, a new city? Or is it right to separate it? This study has begun with these questions. In this study, we conducted a literature review on the theories related to the administrative district reform and examined related issues in the new city area. The policy implications that should be considered in promoting administrative district reform are as follows. First, cooperation and understanding of various stakeholders is needed. Second, the goals and vision of integration should be presented. Third, sufficient review is needed before integration. Fourth, it is important to respect community. Fifth, concession and coordination of interest groups are necessary. Sixth, the administrative reform process must be absolutely democratic and fair.

This study aims to establish administrative boundaries by utilizing digitalized old topographical map. Various problems have arisen due to unclear administrative boundaries. For example, there are various problems such as conflict amongst residents to occupy a larger area, unnecessary waste of administrative power, and difficulty in collecting various data for administrative units (farm area, statistical data, spatial analysis, living ara analysis). Therefore, in this study, an experimental study was conducted to establish administrative boundaries by using an old topographical map containing information on villages before administrative reform in 1914. As a result, the boundaries of towns, towns and villages were largely consistent. In order to divide the administrative boundaries based on the legal district boundaries, the administrative boundaries were established by referring to the contents of village introduction and natural boundaries (roads, rivers, mountain ranges, etc.) provided in towns and villages. However, there was a limit in establishing a precise boundary as it was not possible to secure a high-quality digitalized old topographical map.

This study aimed to examine the characteristics and types of reformation of local administrative districts in a metropolitan area, focused on the experiences of Japan, where municipal mergers were carried out extensively over the last ten years. Local administrative districts substantially have spatial characteristics. Therefore, the reformation of local administrative districts should be followed by a detailed analysis of the characteristics of the local area. Unlike other regions, the metropolitan area of Japan shows discriminative characteristics of finance, population and centrality. In addition, there are many types of regional context within a metropolitan area. These could be categorized by finance, population, centrality and basic industry. In conclusion, I revealed that municipal mergers could be categorized by their background and process and many issues were contained in each category. It had a meaning that municipal mergers had characteristics that expanded the regional inequality. Therefore, different approaches considering regional characteristics would be required for a municipal merger to be a useful way for regional development.

There have been frequent reorganizations of administrative areas and place-names in China since 1949. These reorganizations were practiced with the two institutions 'city control over surrounding counties(shiguanxianzhi)' and 'county transform to city(shigaixian)' based on the socialist commodity supply system(gongxiaozhidu) and civil registration system(hukouzhidu). In this article I will try to discuss the influence and meaning of these reorganizations on the minority nationalities districts in frontier China. The Conclusions are as follows: The increase of the number of cities and the reorganization of the place-names in the minority nationalities districts is not the result of the increase of population or advancement of industrial structure but the result of Han people having non agriculture registration(feinongyehukou) population's increase. Therefore the reorganizations of administrative areas and place-names was a process of inclusion of the minority nationalities areas as a part of the Chinese territory(guotu) more perfective than before.

It is time to put our top priority on the computer education to cope with rapid chage in technology and expansion of information. With 6th educational reform plan, from 1995 computer courses will be offered as elective subjects in the most of middle schools. The purpose of this study is to propose how to renovate the ordinary classroom into computer classroom. Followings are the suggestions for the educational specification for the renovated computer classroom for middle school in the urban area. 1) Purpose of computer classroom, 2) Size of computer classroom, 3) Curriculum design and class hour, 4) Facilities, 5) Environments, 6) Equipment and media(lighting and electric system, acoustical treatment, cooling/heating and ventilation system), 7) Activity area(Teacher workstation, Student workstation, Support area, Display surface). For the promotion of computer education, the legal, financial and administrative supports by concerned authorities should be established ahead of discussing the contents of computer education.

The purpose of this study is to analyze the area table of twenty editions of the DDC in order to identify what major changes have been made chronologically. The summaries about which were discussed according to the edition order about the change processes of the most extensive area table of the DDC auxiliary table are as follows. 1. It is from the 17th edition that area table appeared as a special auxiliary table in DDC for the first time and the method of classifying areas like from 930 to 999 which is regional history in history class was taken before the introduction of independent area table. 2. The entry numbers in which the area table was applied increased continuously until the 18th edition but the applied entry number was rather decreased in the 20th edition especially the number was mainly decreased in history class, this is the result of the fact that the entry was classified by area table without enumerating each regional history in history class except for the basic area since the 17th edition but recently at least the area of over national unit according to the necessity of enumerating the entry in regional history within history class. 3. The relocation or revision of area table was made according to the literary warrant of the relevant area by period political and administrative conditions and the request of related organization or classifiers of the area rather than by the topographical features therefore the revision was made chiefly about the highly interested Europe Northern America especially the United States. 4. The entry numbers which were expanded according to area indicate that gradual improvement for the international feature as the revision of edition is repeated is made but because of the expansion of Northern America, especially the United States, regional disproportion is represented by the occupation of 56% in the entire entry numbers of the United States in case of the 20th edition. Lastly, the reasonable reform plans of area table will have to be groped on the basis of the results of analysis above and the consideration about the problems in the development of area table of DDC and the other main classification systems.

The aim of this study is to analyze the improvement of housing renewal project and suggest the conditions of rural housing environment filled with the resident's desire, requirements concerning about characteristics of a rural environment and temporal and social requirements. The project for improvement of rural housing environment has been executed in a few ways: reform of the rural housing environment and the development of territories for settlement of a desolate region. To analyze and assess the accomplishments, we considered codes and process related to the project for improvement of rural housing environment and analyzed present conditions and problems through many reference books and administrative data. According to these results, devices in future business for improvement of rural housing environment are as follows; It should required a rational allocation of working space, living space, cultural activity space suitable for rural area characteristics and changed into uniformed system in various projects governed by different institutions.

Satellite image is very usefully practiced to predict and analyze physical expansion and change of city. Physical expansion and change of city is closely related to the use of land, and continuous growth management focused on the use of land is essential for sustainable city growth. In this research, the change of land cover and land-use were analyzed with basic input data from 1985 to 2000 according to artificial satellite. Moreover, the land-use turnover rate was understood and expansion trend of urban sprawl in Busan metropolitan city and land-use characteristics of the expansion area. The results are, first, the area for urban region was expanded continuously but areas for agriculture area, forest area, and water area had different changes due to administrative district reform of Busan by each year. Second, the urbanization area in Busan was increased by 3.8% from $92.5km^2$ in 1985 to $167.5km^2$ in 2000. Third, the result of analysis on land-use turnover rate showed that agriculture area was turned into urbanized area the most, and forest area was followed by. Fourth, the result of analysis on database and overlay of buildings in Busan established in 2001 showed that agriculture area are had type 1 and 2 neighborhood living facilities (45.63%), apartment house in forest area (18.49%), and factory in water area (31.84%) with high ratio.
This paper evaluates the historical development of national park policy and administration in Japan from the perspective of achieving sustainable development in nationally important ecological areas. Contrary to the widely held belief, the national park system in Japan has been unsuccessful in balancing conservation and development. The fundamental reasons for its failure are as follows: the Japan's national park system has been largely founded and developed based on economic grounds and held sway by economic development policy; the policy and administrative coordination between government units concerning conservation and development has not been carried out; public participation and environmental groups' involvement in the decision making have been extremely limited; national parks have been perceived in the public image not as distinctive national heritage but as finest and popular tourist sites; and the dominant interest of tourism and recreational development has prevailed over conservation interest. Japan's unsuccessful experience and lessons imply that there is urgent need to drastically reform our national park system, largely founded on the Japanese model, in order to save our last national environmental heritage.
