A Comparative Study on the Efficiency of Service Quality Management System : Focused on the SQI of City and Provincial Office (서비스 품질경영시스템의 효율성 비교분석에 관한 연구 : 시청과 도청의 서비스품질 만족도지수를 중심으로)

  • This article is to analyze the service efficiency of public sector using Data Envelopment Analysis(DEA). We tried to measure the public service quality and overall satisfaction by using several DEA models, degree of combination and top2box which is a little bit different methodology from traditional ones. We used CCR, Super-efficiency and Slack based measure(SBM) model in DEA to measure public service efficiency of the 16 public institutions(7 City Halls and 9 Provincial offices). Since the traditional method based on the measurement model(CCR, BCC) has the fundamental problems without taking account of the existence of slacks inputs and outputs in several efficient units, we suggest to measure the exact amount of efficiency and inefficiency of the public sector and rank analysis many efficient units exactly through the slacks-based measure model(SBM)

  • The Internet is changing old organizational schemes, including education. A growing number of universities are creating curriculums to reflect these changes. Economic market is being opened to the international world, and in order to overcome the difficulties are demanding continuous supply of men power from university to efficiently manage human resource and implement superior e-business model. Technology innovation plays an important role in the sustainable grows of the firm in the global economy. The objective of this study is to suggest an e-business curriculum for e-business department. We will analyze what kind of people is needed for e-business, and provide appropriate curriculum for educating suitable human resources, which could be for university program. This study may contribute to the much needed systematic analysis for e-business curriculum. We prioritize e-business curriculum selected and rank their importance through an exploratory study for suggesting the undergraduate curriculum.

  • A R&D project evaluation method has been applied for the national nuclear R&D projects in a developing-country setting. In the methodology, Saaty's analytic hierarchy process model is used to evaluate and rank of the selected nuclear R&D project which have a wide range of objectives and characteristics. The criteria used for evaluation related specifically to the Korea's evaluation needs and culture, and they are weighted according to their relative importance as perceived by the evaluator of the R&D project. As a real-world case of evaluation, we elicited and reproduced the evaluation process of the nuclear R&D projects which is going under the research process. As the results of the paper suggests, the methodology can be applied to the evaluation of the R&D projects and has much potential.

An Analysis of Consumer Preferences among Wireless LAN and Mobile Internet Services

  • Wireless data communication (WDC) services are increasingly penetrating the market. The two main alternative WDC technologies are wireless LAN and mobile Internet. Services based on these technologies display differences in quality attributes such as terminal device, data transmission speed, pricing scheme and so on. How consumers choose between these two alternatives will be determined by their preferences regarding such quality attributes. In turn, their preferences will affect the evolution of WDC services and related technologies. This study employs a conjoint analysis of consumer valuations of quality attributes of wireless LAN and mobile Internet services. Respondents rate hypothetical service alternatives featuring various combinations of quality attributes. By estimating consumer willingness to pay for the attributes of WDC services, the authors predict the evolution of WDC services and related technologies along various quality dimensions, make a comparison with the results of a previous study, and draw policy implications for national-and company-level R&D strategies.

Uncertainty and Sensitivity Analysis on A Biosphere Model

  • For the performance assessment of the radioactive waste disposal system (repository), a biosphere model is suggested. This biosphere model is intended to calculate the annual doses to man caused by the contaminated river water for eight pathways and four radionuclides. This model can also be applied to assess the radiological effects of contaminated well water. To account for the uncertainties on the model parameter values, parameter distributions are assigned to these model parameters. Then, Monte Carlo simulation method with Latin Hypercube sampling technique is used. Also, sensitivity analysis is performed by using the Spearman rank correlation coefficients. It is found that these methods are a very useful tool to treat uncertainties and sensitivities on the model parameter values and to analyze the biosphere model. A conversion factor is proposed to calculate the annual dose rate to humans arising from a unit radionuclide concentration in river water. This conversion factor allows for the substitution of the biosphere model in a probabilistic performance assessment computer code by one single variable.

A Primer for Disease Gene Prioritization Using Next-Generation Sequencing Data

  • High-throughput next-generation sequencing (NGS) technology produces a tremendous amount of raw sequence data. The challenges for researchers are to process the raw data, to map the sequences to genome, to discover variants that are different from the reference genome, and to prioritize/rank the variants for the question of interest. The recent development of many computational algorithms and programs has vastly improved the ability to translate sequence data into valuable information for disease gene identification. However, the NGS data analysis is complex and could be overwhelming for researchers who are not familiar with the process. Here, we outline the analysis pipeline and describe some of the most commonly used principles and tools for analyzing NGS data for disease gene identification.

  • The importance of maritime sector in Korea has been increasingly recognized in recent days. As the country enters the $\ulcorner$new ocean era$\lrcorner$ the oceans are often regarded as holding the keys to solve the problems of modem industry associated with changing environment as well as changing societies and national politics. This paper attempts to address the national maritime R&D policies and their relative importances. In the methodology, Saaty's analytic hierarchy process model is used to evaluate and rank the selected maritime R&D projects which have a wide range of characteristics and policy implications. The criteria used for policy evaluation relates specifically to the Korea's evaluation needs and culture, and those criteria are weighted according to their relative importance as perceived by the maritime R&D specialists.

  • The Korean high-speed rail network has been made a remarkable growth recording the world's 4th rank passenger transportation scale during last 5 years after opening the revenue service of Kyoung-bu high-speed line in 2004. However, in spite of it's outstanding growth, Korean Rail technology should meet a demand of intensive technology development in order to prepare a severe competition with an advance parties of worldwide high-speed rail technology. In this paper, the characteristics and new trend of world's rail industry was reviewed based on the most recent statistics and papers of worldwide rail network from UIC and WCR32008. In conclusion, new R&D strategy with choice an concentration for the Korean high-speed rail industry was suggested based on an analysis on the trend of evolution of the state of the art technologies in worldwide high-speed rail system.

  • Selective Production of Exotic Species is an innovative plant for advanced nuclear physic studies. A radioactive beam, generated by using an UCx target-ion source system, is ionized, selected and accelerated for experimental objects. Very high vacuum conditions and appropriate safety systems to storage exhaust gases are required to avoid radiological risk for operators and people. In this paper, Failure Mode, Effects, and Criticality Analysis of a preliminary design of high activity gas recovery system is performed by using a modified Fuzzy Risk Priority Number to rank the most critical components in terms of failures and human errors. Comparisons between fuzzy approach and classic application allow to show that Fuzzy Risk Priority Number is able to enhance the focus of risk assessments and to improve the safety of complex and innovative systems such as those under consideration.

Analysis of the Development of Cross-border E-commerce in China's Manufacturing Industry

  • As the global epidemic continues to worsen, the pressure on the supply chain is also increasing. In this context, Internet shopping has ushered in new development opportunities. Under the influence of globalization, the development of cross-border e-commerce (CB-EC) is particularly remarkable. As China is a big manufacturing country, the growth of CB-EC is a significant opportunity for Chinese goods to enter the international market. Therefore, this paper comprehensively analyzes the current situation of the integrated development of China's manufacturing industry and CB-EC from four aspects: the operation mode, development mode, policy environment, and development prospect of CB-EC in China's manufacturing sector. This paper constructs an evaluation system including 19 secondary indicators to rank the CB-EC development environment of 30 provinces in China that have established comprehensive pilot zones of CB-EC.
