  • It is well known that the reliability of materials of mechanical products is becoming more and more important not only for assurance of quality, but for international competition of products. In order to assure the reliability of materials or mechanical products nondestructive evaluation (NDE) techniques are playing more important roles. The existence of Internal defects in materials or mechanical parts is served as crack initiation site during the various loading condition. Historically, nondestructive evaluation (NDE) technique has been used almost exclusively for detecting microscopic discontinuities In materials or mechanical parts after they have been in service to expand the role of the NDE to include all aspects of materials production and application. Research efforts are being directed at developing and perfecting NDE techniques capable of monitoring (1) materials production processes (2) material integrity following transport, storage and fabrication and (3) the amount and rate of degradation during service. In addition, efforts are underway to develop technique capable of quantitative discontinuity sizing, permitting determination of response using fracture mechanics analysis, as well as techniques for quantitative materials characterization to replace the qualitative techniques used in the past. In this paper, the important role of NDE technology for reliability assurance of materials/mechanical parts is introduced.

Development and validation of a portable gas chromatograph method for quantitative determination of oxygen and toxic gas impurities in medical oxygen using planar microchromatographic columns and detectors

  • This study examines portable Gas Chromatography (GC) for the quantitative analysis of oxygen and impurities, focusing on the development and validation of a method to determine oxygen, carbon monoxide, carbon dioxide, methane, and nitrogen in medical compressed oxygen gas. The goal is to ensure the quality of medicalgrade oxygen. The method's validation assessed its metrological characteristics, demonstrating specificity through clear chromatographic separation of the target gases and the absence of these peaks in the carrier gas chromatogram. It exhibited linearity within the designated concentration ranges, while precision met permissible standards, with the relative standard deviation for intermediate precision being less than 4% for carbon monoxide (0.00025 - 0.00099 %), less than 3 % for methane (0.0005 - 0.00246%) and carbon dioxide (0.0050 - 0.0150 %), less than 2% for nitrogen (0.1 - 0.7 %), and less than 0.01% for oxygen (99.27 - 99.98%). Overall, the validation results confirm the suitability of this analytical method for the quantitative determination of the aforementioned gases in medical compressed oxygen using portable GC with microchromatographic columns and detectors.

Priority for Developing Emission Factors and Quantitative Assessment in the Forestry Sector (산림부문의 국가온실가스 배출·흡수계수 개발 필요 우선순위 및 정량평가 방법론)

  • This study aimed to suggest priority for developing emission factor (EF) and to develop the methodology of quantitative assessment of EF in the forestry sector. Based on the stock-difference method, 17 kinds of EFs (27 EFs based on forest types) were required to calculate the carbon emission in the forestry sector. Priority for developing EFs followed the standards, which is a development plan by the government agency, importance of carbon stock for greenhouse gas, and EFs by the species. Currently, the most urgent development of EFs was carbon fraction in biomass and carbon stock in dead wood. Meanwhile, the quantitative assessment of EF consisted of 7 categories (5 categories of compulsory and 2 categories of quality evaluation) and 12 verification factors. Category in compulsory verification consisted of administrative document, determination methodology of emission factors, emission characteristic, accuracy of measurement and analysis, and data representative. Category in quality evaluation consisted of data management and uncertainty estimates. Based on the importance of factors in the verification process, each factor was scored separately, however, the score needs to be coordinated by the government agency. These results would help build a reliable and accurate greenhouse gas inventory report of Korea.

  • WTO/TBT requires that, for technical regulations affecting trade, technical regulatory requirements must be specified where possible in terms of performance rather than design or descriptive characteristics. The movement which made "performance" a keyword in landscape architecture was activated in Japan, one of the leading counties in performance-based regulatory system(PBRS). The Japanese recent movement of systematization activity on performance-based standards and specifications was reviewed and operational applications for performance-based regulatory system in South Korea are summarized as follows: 1. The establishment of performance standards that can be properly evaluated by assessment indicators is necessary in cases when quantitative evaluation is difficult. 2. As a preparation for PBRS, a brief procurement system by technical proposal for the landscape design and construction is necessary. 3. As a preparation for PBRS, activation of an environmental performance evaluation on experimental construction is necessary. 4. As a preparation for PBRS, a certification system of environmental performance on various landscape construction methods is necessary. 5. The Private Finance Initiative Project is the most similar to PBRS therefore, activation of the Private Finance Initiative Project is necessary in landscape architecture projects for park rehabilitation.

  • Environment standards can be used as a foundation of environment administration (specific expression of political goals or quantitative evaluation standards of political effects). When environment adminstration improves severe air or water pollution rapidly, the environment standard can work effectively to show the goals specifically and clearly. The environment index which is designed to evaluate environment systems, should be established to express the environment system generally. To realize sustainable development, the sustainable indexes usually consisting of these three areas in that harmony of environment, economy and society are required. In this research, sustainable environmental indicators to understand the characteristics and to compare likes theme of environmental conditions in international and national level indicators, regional environmental management plan to promote the management by objectives are to provide the basic data. It is desirable for the environmental policies to work harmoniously with direct control, use of economic means and voluntary methods. Regarding the evaluation of environmental index, the action results of civilian's or individual's activities are needed to be reflected into the evaluation.

  • The process of evaluating and selecting the best available techniques presents various characteristics for each country. In the case of EU, BAT is selected through TWG meeting after first screening, mass and energy balance, impact assessment and decision support process. Korea has proposed four principles to select BAT that can be carbon neutral for each environmental infrastructure in order to reduce greenhouse gas emissions. In order to evaluate and select the best available technique, it is necessary to differentiate the method according to whether it is a technique generally applied at the current workplace, whether it is a single technique or a combination technique, and whether it is a technology technique or management technique. In the case of a single technique, it should be evaluated whether it is a technique applied in the workplace, excessive cost, superior environmental technique over BAT, and secondary environmental pollution. In the case of multiple techniques, it is necessary to examine whether the emission standards are met and whether the pollutants can be treated at the same level as BAT. In the case of BAT candidates for management techniques, whether or not they contribute directly or indirectly to lowering the emission level of pollutants can be an important evaluation item. In the case of environmental techniques that are not generally applied in the workplace, it is recommended that the following 8 steps be carried out, including those prescribed by law. In the first stage, the list of performance evaluation factors is listed. In the second stage, the level of disposal of pollutants and the level of satisfaction with standards are listed. In the third stage, the environmental evaluation elements are listed. In the fourth stage, Is to list the economic evaluation elements, step 6 is to list the pollution and accident prevention evaluation factors, step 7 is the quantitative evaluation of the technical working group, and step 8 is BAT confirmation through deliberation of the central environmental policy committee.

  • Nowadays, lots of software that have similar functions is being produced. Hence it is getting more important to select the best and suitable software for each individual or company. Moreover, there are few trustworthy materials regarding to the objective procedure and criteria for the best evaluation of the software quality. To overcome these problems, benchmarking has been carried out. However, benchmarking is also confronting the limit of quality evaluation verification due to the difficult of the objectification of the major test items. To solve these problems, some others try to evaluate the quality of software using objective criteria of evaluation based on ISO/IEC standards. Nevertheless, this method using these defined evaluation items and criteria may result in not very reliable outcome. Therefore, this paper offers the evaluation items reflected in the characteristics of each software in order to prove the validity of the proposed method. Moreover, the objective and quantitative criterion which analyzes and reflects the organization characteristics using AHP methodology is applied to the experiment and performance evaluation. Hence we expect that the proposed method provides the needs of the re-establishment of software quality evaluation criteria and the improvement of process in terms of management.

The New X-ray Induced Electron Emission Spectrometer

  • The new spectrometer for X-ray Induced Electron Emission Spectroscopy (XIEES) .has been recently developed in KRISS in collaboration with PTI (Russia). The spectrometer allows to perform research using the XAFS, SXAFS, XANES techniques (D.C.Koningsberger and R.Prins, 1988) as well as the number of techniques from XIEES field(L.A.Bakaleinikov et all, 1992). The experiments may be carried out with registration of transmitted through the sample x-rays (to investigate bulk samples) or/and total electron yield (TEY) from the sample surface that gives the high (down to several atomic mono-layers in soft x-ray region) near surface sensitivity. The combination of these methods together give the possibility to obtain a quantitative information on elemental composition, chemical state, atomic structure for powder samples and solids, including non-crystalline materials (the long range order is not required). The optical design of spectrometer is made according to Johannesson true focusing schematics and presented on the Fig.1. Five stepping motors are used to maintain the focusing condition during the photon energy scan (crystal angle, crystal position along rail, sample goniometer rail angle, sample goniometer position along rail and sample goniometer angle relatively of rail). All movements can be done independently and simultaneously that speeds up the setting of photon energy and allows the using of crystals with different Rowland radil. At present six curved crystals with different d-values and one flat synthetic multilayer are installed on revolver-type monochromator. This arrangement allows the wide range of x-rays from 100 eV up to 25 keV to be obtained. Another 4 stepping motors set exit slit width, sample angle, channeltron position and x-ray detector position. The differential pumping allows to unite vacuum chambers of spectrometer and x-ray generator avoiding the absorption of soft x-rays on Be foil of a window and in atmosphere. Another feature of vacuum system is separation of walls of vacuum chamber (which are deformed by the atmospheric pressure) from optical elements of spectrometer. This warrantees that the optical elements are precisely positioned. The detecting system of the spectrometer consists of two proportional counters, one scintillating detector and one channeltron detector. First proportional counter can be used as I/sub 0/-detector in transmission mode or by measuring the fluorescence from exit slit edge. The last installation can be used to measure the reference data (that is necessary in XANES measurements), in this case the reference sample is installed on slit knife edge. The second proportional counter measures the intensity of x-rays transmitted through the sample. The scintillating detector is used in the same way but on the air for the hard x-rays and for alignment purposes. Total electron yield from the sample is measured by channeltron. The spectrometer is fully controlled by special software that gives the high flexibility and reliability in carrying out of the experiments.   • Due to the lack of a noise and vibration survey for military air bases, noise and vibration are not taken into consideration for new installations, which has resulted in a number of problems, including the separation of tiles. Furthermore, it is not possible to establish appropriate counter-vibration plans to minimize damage resulting from vibration on structures, since no standard is in place when location for residence areas, including military quarters, is determined. In this context, this research includes a noise and vibration survey, on which basis a quantitative evaluation model for vibration of structure by aircraft noise is generated, as well as through linear regression analysis, and suggests installation standards by purpose of structure, minimizing the damage due to noise and vibration, and establishing appropriate counter-vibration plans for future installation and repairs of on-base structures in the military bases.

  • Environmental Impact Assessment(EIA) is defined as an activity designed to identify and predict the impact on the environment. In the process of an EIA, the quantitative evaluation is generally performed for the air and water quality which have the national environmental quality standards. But the predicted values for the air and water quality are simply compared to the environmental standards. At present, the EIA process of Korea has no consideration for the possible human health risk resulting from the development projects. Environmental Health Impact Assessment(EHIA) is an applied methodology of EIA to estimate the acceptable health risk caused by a specified level of environmental pollutants. Estimating the excessive lifetime risk that is a possibility of dying of a certain disease by environmental contaminants, is useful as an evaluation technique of EHIA. It is recommanded the decision-makers to make efficient use of EHIA not only the development projects but also legislative proposals, policies and programmes in future.
