Sport activities of the local residents are admitted as a positive and awarding welfare. This study reviews the current status of and the way to activate life sport program on the policy level that would bring a number of effects. By reviewing related-literature review, this study presents theoretical and practical foundation regarding on the necessity for the local social welfare, organization operation, facilities, participation, leadership, and program management. Finally, the authors suggest policies for life sport development on local level below. First, in order to the function of sport for all in social welfare system, it is needed to pursue institutional changes to secure diversity in the age group which participates in sports for all. Second, connectivity in public sports facilities should be fortified. The government should develop sports program in conjunction with public sports facilities built for the interest of community members. Third, club advisors should be educated with well organized-manual and reeducated to rebuild their capacity to develop the programs and manage them if necessary. In the similar view, the policy which can check the advisor's field experience and ability should be prepared. Fourth, for economic sustainability, a profit generating project developing a target marketing strategy is required.

본 연구는 공공체육단체 구성원이 지각하는 윤리경영과 조직신뢰, 조직동일시 및 조직시민행동간의 인과관계를 실증적으로 규명하는데 목적이 있다. 이를 위해 경인 강원지역의 국민체육진흥공단, 시 도 체육회 및 산하 경기연맹에 근무하는 직원을 대상으로 설문조사를 통해 연구를 수행하여 다음과 같은 결과를 얻었다. 첫째, 윤리경영은 조직신뢰에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 윤리경영은 조직동일시에 긍정적인 영향을 미치는 것으로 나타났다. 셋째, 조직신뢰는 조직동일시에 긍정적인 영향을 미치는 것으로 나타났다. 넷째, 조직신뢰는 조직시민행동에 긍정적인 영향을 미치는 것으로 나타났다. 다섯째, 조직동일시는 조직시민행동에 긍정적인 영향을 미치는 것으로 나타났다. 이러한 연구를 통해 공공체육단체의 윤리적 경영활동은 조직을 신뢰하고, 동일시하여 조직의 발전을 위해 직무 외의 자발적으로 수행하는 구성원의 다양한 친사회적 행동에 긍정적인 영향을 미치고 있음을 확인할 수 있다.

Purpose - The purpose of the study was to develop a reliable measurement tool for the evaluation of TQM application in Greek education settings and to examine the factors that determine quality of education. Research design, data, and methodology - A questionnaire commencing from the questions included in the Application Guide of Common Assessment Framework was used for research purposes. Each item was scored on a 5point Likert scale - to a sample of 112 educators (55 men, 57 women), all teachers working in public primary education schools. Factor analysis resulted in a questionnaire of 43 items consisting of five factors, teacher satisfaction, school management and operation, motivation, effectiveness of public school leadership and finance management. Results - Results revealed a positive correlation among all factors. Reliability results using Cronbach's α was high (a=.961) for all factors of the questionnaire ranging from α=.930 (for motivation) to α=.797 (for financial management). Additionally, ICC procedure revealed high values for the above mentioned factors. Conclusions - The study resulted in the construction of a reliable questionnaire focused exclusively on TQM that can be used in future studies using larger samples in different areas so as to draw useful conclusions regarding TQM application in Greek education settings and further identify the factors determining quality in education.

국민체육진흥기금 스포츠산업 융자제도는 1991년에 시행된 이후 17년째이므로 제도에 대한 전반적인 실태분석을 통해 문제점을 파악하고, 이를 해결하기 위한 방안을 모색해야 할 중요한 시점이라고 볼 수 있다. 이에 본 연구는 최근 타 정책자금 융자제도 현황 및 국민체육진흥기금 스포츠산업 융자사업의 현황분석을 실시하였다. 본 연구결과를 정리하면 다음과 같다. 첫째, 중소기업청, 산업자원부, 정보통신부 등에서 행해지고 있는 정책자금 현황을 살펴보았다. 둘째, 국민체육진흥기금 융자사업 현황을 살펴보았으며, 이에 기초하여 융자 지원현황을 분석하였다. 또한 지원 실태를 융자지원 절차, 기금융자 규모, 융자지원 범위, 융자지원 조건으로 나누어 살펴보았다.

여가문화의 급속한 발전은 스포츠에 대한 수요 증가와 함께 종목별로 수많은 스포츠 협회의 결성을 가져왔다. 스포츠협회가 스포츠 활동의 활성화를 위한 사회적인 기관으로서 주어진 기능을 다하고 계속 발전해 나가기 위해서는 비록 공익적 단체라고 하더라도 영리법인에 적용되는 회계보고 및 세부제도의 도입을 통하여 재무 및 사업 활동의 합리성과 투명성을 갖추어 나갈 수 있도록 해야 한다. 이런 의미에서 스포츠협회의 회계 및 조세의무에 대한 제반 규정 또한 명확하게 정비되어야 할 것이다. 이를 위하여 본 연구는 공익적 스포츠 협회의 회계 및 조세에 관한 독일의 법 모델, 즉 통상적으로 영리단체의 법적 형식을 갖추고 조세기본법상 규정된 공익성의 가정들을 충족시키는 모델에 기초를 두고, 우리나라 스포츠협회의 회계 및 조세의무에 대한 시사점을 도출하고자 하였다.

본 연구는 최근 타 정책자금 융자제도 현황 및 국민체육진흥기금 융자사업의 운용실태를 좀 더 심도 있게 분석하고, 이를 토대로 스포츠산업 융자제도의 지원효과를 극대화하기 위한 방안을 제시하였다. 본 연구결과를 정리하면 다음과 같다. 첫째, 중소기업청, 산업자원부, 정보통신부 등에서 행해지고 있는 정책자금 현황을 살펴보았다. 둘째, 국민체육진흥기금 융자사업 현황을 살펴보았으며, 이에 기초하여 융자 지원현황을 분석하였다. 또한 지원실태를 융자지원 절차, 기금융자 규모, 융자지원 범위, 융자지원 조건으로 나누어 살펴보았다. 마지막으로 타 정책자금 현황과 융자사업 분석결과를 토대로 융자사업 지원효과 극대화 방안을 제시하였다. 융자사업 지원효과 극대화 방안으로 국민체육진흥기금 융자규모 및 범위 확대, 국민체육진흥기금 융자 시 기술담보대출 병행, 국민체육진흥기금 융자자금의 편중현상 완화, 융자대상 별 금액의 탄력적 적용, 국민체육진흥기금 융자 대상업체 선정기준 및 사후평가시스템 구축이 필요하다.

Social capital is regarded as the alternative plan and the index of healthy society for constructing social tie through solving social problems on the basis of causal relationship between sports, social capital, and healthy society, in order to accomplish sound society. The role of sports to construct healthy society and social capital is emphasized here. To accomplish healthy society amid various social deviations nowadays, the value of sports should be newly recognized and highlighted among the general public. To attain this purpose, organizing sports club as a voluntary association and facilitating its activities, securing confidence for the sports organization and policies, developing and popularizing sports program to form community and civil society should be embodied. The research field of sports sociology should inquire into the most suitable condition in constructing healthy society and social capital, and should make efforts to find out realistic solutions to satisfy this that purpose. To examine this aspect, cooperative research on micro scale and macro scale of trust as social capital interdisciplinary research into the field of psychology and sociology, research on the methodology of the social network, and critical research are required.

이 연구는 해양레저스포츠 정책의 발전방향에 관한 것이다. 이러한 연구를 위하여 우리나라 해양레저스포츠에 관한 선행연구와 실태분석, 해양레저스포츠의 장애요인 및 발전요인을 분석하였다. 해양레저산업의 발전에 기초 자료를 제공하고자 한 결론은 다음과 같다. 첫째, 정책기반의 문제로 해양문화에 대한 홍보 미비로 인한 국민들의 인식개선, 해양레저 산업에 대한 국가정책 반영 강화, 해양산업 해양레저스포츠 복합단지의 국가자원화 개발 중복 투자 방지, 선진국과의 긴밀한 network 구축 강화이다. 둘째, 인적기반의 문제로 해양레저 산업분야의 전문부처 조직신설, 전문지도자 육성 및 기반조성 사업의 TF팀 육성 강화이다. 셋째, 시설기반의 문제로 해양레저 관련 SOC의 확충, 해양레저 시설개발을 위한 법 제도적 규제완화, 지방정부와의 긴밀한 협력체계로 인한 난개발의 방지이다. 넷째, 법 제도적 기반의 문제로 규제 중심의 관련법규 철폐, 정책의 혼선으로 인한 법 제도적 혼선 방지이다. 다섯째, 산업적 기반의 문제로 국내 수요공급 확충과 부품산업의 강화, 선박/엔진 등 정비사 자격제도의 육성이다.

Purpose: This research aims to analyze the relationship marketing between football club organizations, players, and the fans club community. Research design, data, and methodology: An ethnographic approach was used to observe for eight months in the community, interviews, and documents analysis in Bonek Mania community fans club and Persebaya, a football club management in Surabaya, Indonesia. Results: The results show that the management of the football club has maintained the football high-end brand image in the national league. Stakeholders have endeavored to build the values and shared meaning with the public and cohesively with Bonek Mania. The struggles and achievements are intended to maintain the local collective memory of Surabaya's patriotism as the "city of heroes." Sustainable relationships were built by professional football club managers, players, and the fans club to foster the spirit, economic resources, and sustainable development. Conclusions: This research implies that it can provide direction for the management of football clubs by paying attention to relationship marketing, developing unique local values to build the customers' loyalty. Further implications were discussed.

본 연구의 목적은 스포츠복지 향상을 위한 차원에서 장애인체육의 미래 방향을 모색하기 위해 장애인체육의 생활체육 완전 실행자 현황, 법적, 조직적, 정책적 현주소의 분석을 문헌연구방법을 통해 얻은 장애인체육 활성화방안의 결과는 다음과 같다. 첫째, 장애인 생활체육 완전 실행자의 확대를 위해서는 정부 및 민간조직의 연계를 통한 대단위의 체계적인 홍보의 확대가 필요하다. 둘째, 국민체육진흥법의 전면 개정 및 장애인체육진흥법의 제정을 적극적으로 추진한다. 이는 현실에 부합하고 시대변화에 대응하기 위한 가장 먼저 철저하게 준비해야하는 법률 제정이 필요한 것이다. 셋째, 장애인체육 및 관련 정부부처의 융합적인 협치를 통한 효과적인 시스템을 구축한다. 이는 이원화된 '신체활동'과 '생활체육'의 개념을 명확히 하고 그에 따른 정책방향성을 제시하여 효율적인 정책 및 사업 등을 추진이 필요하다. 넷째, 장애인체육 정책개발에 대한 다양한 전문가 집단의 참여를 강화한다. 이는 체육적인 요소뿐만 아니라 철학, 재활, 교육, 마케팅, 법 등 요소가 융합되어 이루어지는 것이 필요하다.
