This study aimed to identify the moderating effect of public health service utilization rate between public health resources and community mental health. The subjects included 144 local communities, from the data of 6th Community Health Plan and the 2015 Community Health Survey. Public health resources were measured by public health budget, public mental health budget and public mental health personnel; and mental health was measured by rate of perceived stress, rate of depressive mood and suicide rate. The hierarchical regression analysis was used to identify the moderating effects. The results were as followed. First, the effect of public mental health budget on rate of depressive mood was moderated by public health service utilization rate. Second, the effect of public mental health personnel on rate of depressive mood was moderated by public health service utilization rate. Third, the effect of public mental health personnel on suicide rate was also moderated by public health service utilization rate. Fourth, the effect of public health resources on mental health differed between the groups with high and low public health service utilization rate. In improving community mental health, the measures to improve the public health service utilization rate should be considered to ensure that reinforcing public health resources leads to the improvement of community mental health.

As one of leading media converging broadcasting and telecommunications, IPTV is required to pursuit the idea of public interest from broadcasting industry and universal service from telecommunications industry as well as satisfying industrial effect. It needs to consider both industrial effect and public benefit when vitalizing IPTV services. The project of providing IPTV-based interactive public services is expected to enhance accessibility of public services, present shape of new public service in broadcasting-telecommunication convergence environment, resolve the shortage in contents supply which is one of most important problems in IPTV services. In this research understanding the overall response such as service usage status, satisfying/dissatisfying factor, trend of preference of the customer using IPTV-based interactive public services, we analyze what the public service mean in IPTV environment and public identity of IPTV. And we have investigate effective developing method and ripple effect of IPTV-based public services on broadcasting and telecommunications converged ecosystems.

Purpose: This study was to evaluate the utilization of health care service and to provide supportive data for health care policy making in one urban area in Korea. Method: This study tested the significance of public health service using the database of an university hospital and public health center from Feb. 2000 to Dec. 2004. Data were analyzed by multidimensional analysis and data mining technique and produced the information on the classification of utilization characteristics by main disease and the total cost of use and disease association with the users of the public health center. Results: The Results were as follows: 1) Top 10 diseases in the area accounted for 22.4% of total frequency for the most recent 5 years in university hospital, while 59.0% in public health center. 2) There were significant correlations between university hospital and public health center user's insurance type and place of residence: It showed higher use of public health center for free service beneficiaries residing in Seoul than residents in nearby or local area. The medical insurance types for hospital users were more various than those for public health center users. 3) The use of hospital for patients of hypertension, diabetes mellitus and hyperlipidemia was tended to concentrate in mostly autumn and winter since August 2000, while the cost of using public health center for those patients has been steadily reduced since July 2000. 4) As a result of cluster analysis, there were classified into three homogeneous groups according to the total cost of using public health service, age, and the frequency of use. 5) The association analysis on patients with chronic disease in public health center produced a detailed information on accompanying diseases related to the incidence rate of disease of high frequency due to aging, information on drug abuse and immune disease. Conclusion: The health care policy for local community should be evaluated continuously. And the policy to build an integrated data warehousing by public health indicator system and to enhance the faithfulness of data is required.

Purpose : The act of reporting child abuse by people obliged to report child abuse is a way to detect long-term incidents of child abuse in early stages and to prevent a vicious cycle of social crimes. Thus, this study intends to enhance the reporting of child abuse through a study on the perception of people obliged to report child abuse through the public service announcement on child abuse. Methods : First, in order to identify the demographic characteristics of the subjects, the frequency and percentage were calculated. Second, in order to verify the reliability of the variables, Cronbach ${\alpha}$ was calculated. Third, in order to examine the perception of people obliged to report child abuse and the perception of reporting, a t-test (verification) and One-way ANOVA were conducted. Fourth, in order to identify the relationship between variables, a Correlation analysis was conducted. Result : The results show that people obliged to report child abuse did not perceive the public service announcement on child abuse positively and it varied depending on their jobs. The correlation between the public service announcement on child abuse and sub-factor of perceptions of reporting showed that a positive correlation was found in reliability, interest, understanding, perceiving the public service announcement on child abuse, perceiving severity and effectiveness, whereas a negative correlation was found in perceiving hazards. Conclusion : The education for preventing child abuse is required by the job type of people obliged to report. It is necessary to convey the message of effective public service announcement. The public service announcements on child abuse must be nationwide and long-term projects.

The intensification and acceleration of severe competition among companies due to the advancement of the service industry have raised the quality level of services required by consumers, and these circumstances also have a significant impact on the public fields' service provision environment, which has to take into account the rapidly changing technologies along with the special situation of COVID-19. Thus, this study examines the applicability of the educational material based on the framework for public service quality management in accordance with 『ISO18091:2019』 developed by MOIS(the ministry of interior and safety), through a survey after training workers in public institutions. This study also provides some implications and guidelines that should be considered to increase the level of public service quality from the following three perspectives: i) data utilization and verification, ii) broadness of public services, and iii) the size and capability of service provider according to the results of field studies conducted with public sector employees who participated in actual improvement activities.

Since the specifications of public services in broadcasting-telecommunication convergence environment are not standardized, the public services should be developed and presented by each IPTV service provider, and therefore it is worried that public organizations and IPTV service providers may invest in the public services redundantly, which are managed inefficiently. To resolve those problem, in this paper, the service and network interfaces among multiple public organizations and multiple IPTV service providers and the interactive VOD-type public service providing system of one source multi-use based on ACAP-J are proposed. The proposed system can be utilized in the standard platform of the evolved new public services. And the used technologies can be utilized as a guide for the development of new services.

This study is based on the 'National Pilot Project on Digital Signage in Sejong Special City', one of the pilot projects initiated by the Ministry of Public Administration and Security. This project was an attempt to present the digital signage as a 'public service content platform' integrated with smart technologies. This study suggests that the planning strategy for placing public service contents on digital signage platform should focus on interests of local communities or users rather than high-tech suppliers of digital signage. In consideration of growing needs for smart technology-based public service, this study concentrates on the strategy for developing 'public digital signage services'. In addition, 'digital signage service tools' were designed to easily establish or execute the strategy. The aim of this study is developing the strategy to make digital signage a public cultural service platform as well as a digital advertisement tool. The final goal of this study is to demonstrate public value creation performance of the 'Revitalisation Project of Sejong City's Commercial Districts', which was possible thanks to the proactive involvement of citizens coupled with progressive utilization of interactive media.

This study aims to examine the effect of job characteristics of records managers within the public sector on innovative behavior, focusing on the mediating role of public service motivation. To this end, an online survey was administered to records managers employed in public institutions, using 137 copies of the collected data for the final analysis. The results of the study are as follows. First, it was found that the job characteristics of records managers had a significant influence on innovative behavior and public service motivation and that public service motivation had a significant influence on innovative behavior. Second, as a result of examining the mediating effect of public service motivation in the relationship between the job characteristics of records managers and innovative behaviors, it was found that they were partially mediated. These findings confirmed the job characteristics of archival researchers, comprehensively verifying the meaningful relationship between public service motivation and innovative behavior.

The Korean government is pursuing the policy of broadening easy access to information by local residents and the range of public services provided to them. One of the most recent prominent examples is the evening circulation service offered by public libraries. In a sense of addressing issues facing the newly implemented service, this study aimed to present an improvement scheme on the basis of the results from analyzing the data such as background motivation, ways of publicity, service open time, service content, the present status of use of materials, satisfaction of users, and operating difficulties experienced, which were attained from the public libraries implementing the service as of June 2009 and the service users.

This study tries to fine out how the museum visitors use the public·service space. and in the sense that their movement in the spaces may have close relationship with visibility, it uses Isovist in order to fine out the causes on how they move around the public·service space. The study suggests that there is strong relationship between the visitors movement in the public·service spaces and visibility from a certain point. As far as the public·service spaces are concerned, therefore, it is important to consider visibility from certain point such as the museum hall or the main entrance.
