This study explores the role of the think tank as an intermediary organization in the open innovation system. Think tank has contributed to the policy process as a mediator between government and public and as a symbolic entity of intellectual innovation to produce knowledge to the public. As the innovation system matures, one of the major challenges in research and practice is the openness and collaboration in the science, technology, and innovation system. While previous literature highlighted the think tank as the knowledge arbitrager transforming ideas into policy issues, few studies address the research questions: Is the conventional role of the think tank still persistent in the open innovation system? What are the demanding roles? This paper tackles these questions by reviewing the current role of the South Korean think tank in the science & technology sector. Based on the open innovation framework, we suggest that think tanks need to play a bigger role as policy entrepreneurs, crossing policy borders and interacting with other partners.

그동안 지식관리에서 별로 주목받지 못했던 주제인 지식보호는 조직의 생존과 밀접하게 연관이 되어 있으며, 조직의 성과향상을 위해 중요한 자본인 지식을 보호한다는 의미에서 그 중요성이 민간기업 뿐 아니라 공공부문에서도 매우 크다. 본 연구에서는 정부조직과 민간기업의 지식보호정도의 수준을 인구통계학적 특성에 따른 비교, 공사집단 간 T-test 검증에 의한 비교, 공사더미변수를 독립변수로 한 회귀분석을 통한 차이비교 등으로 분석하였다. 분석결과 공사부문간 지식보호에 있어 뚜렷한 차이가 존재함을 알 수 있었으며, 그러한 차이가 공사부문간 특성에 의해 영향을 받음을 경험적으로 밝혀내고 있다. 특히, 조직안위와 관련된 지식에 대한 외부접근으로부터의 제한에 있어서는 공사부문간 가장 큰 차이를 보이고 있다. 또한 외부로부터의 오남용이나 중요지식의 외부유출에 있어서 모두 민간기업이 지식보호에 더 적극적이라는 것을 알 수 있었다. 이러한 연구결과를 바탕으로 정부조직의 지식보호에 있어 정책적 시사점을 논의하고 있다.

지역문화진흥법의 시행과 함께 문화매개 영역에 대한 관심이 증가하는 가운데, 본 연구자는 지역에서 독립적으로 활동해 온 문화매개자의 역할을 기술할 수 있는 이론적 논의와 사례 연구를 모색하였다. 이에 이 연구는 지역의 문화매개 활동을 지역과 문화를 둘러싼 능동적인 의미 생산 활동으로 의미화하고, 기존의 가치와 인식에 대해 대안적 의미를 생산하고 지역의 문화 공론장을 역동적으로 구성하는 데 기여하는 문화매개자 역할을 조명하는 데 그 목적을 두었다. 피에르 부르디외의 개념을 경유하여 지역을 둘러싼 의미 생산에 기여하는 문화매개자의 역할을 이론적으로 검토한 후, 지역과 문화의 매개가 기존의 중앙 집중화된 문화생산 구조에 대해 대안적 의미를 생산하고, 도시재생의 국면에서 지역의 구체성을 드러내는 로컬 기획이 문화 공론장을 역동적으로 구성하는 역할을 수행할 수 있다는 점을 논하였다. 구체적인 논의를 위해 인천에서 활동해 온 로컬 기획자(스페이스빔, 임시공간, 인천스펙타클)의 사례를 연구하였다. 연구 결과, 각각의 사례는 1) 주민들과 이슈를 공유하고 지역의 대안을 제시함으로써 삶의 환경을 변화시키는 역할 2) 지역의 전문예술 영역을 공적인 장으로 재구성하는 역할 3) 독립출판물을 통해 지역의 일상문화를 드러내고 네트워크를 형성하는 역할을 보여주었다. 이들은 각자의 영역과 관심 속에서 지역의 다양한 면모를 드러내는 과정을 통해 인천에서 문화를 둘러싼 공적 영역의 구성에 관여하고 있는 것으로 확인되었다. 이번 연구는 지역문화의 자율성과 다양성의 확보라는 과제를 둔 상황에서, 문화매개자의 역할을 지역에서 대안적 의미를 생산하는 활동주체로 의미화하고 각각의 매개 실천들의 특이성을 분석하고자 했다는 점에서 의미를 가진다.

The study aims to analyze the supply chain role of supervision, discipline, work climate, and organizational learning on the performance of community services at the public works. This study took a sample of employees through purposive sampling technique at the Public Works Office and Bina Marga in a regency in East Java. Data through questionnaire was collected through a 5-point Likert scale model. The results show that the application of employee discipline affects the performance of public services, with a contribution of 39.7%, meaning that discipline and organizational learning are implementation factors that have an effect on public service performance. In stepwise regression analysis, the supervisory factor has a correlation with service performance, but it is less relevant, while the work climate is not relevant as a predictor variable to improve public service performance. The study revealed the importance of the supply chain policy of implementing good and clean governance and the enactment of the performance appraisal of the government apparatus established through Good Corporate Governance of the state apparatus. The findings provide a basis to encourage the public sector performance to smooth every step of supply chain management of every government project work, especially in the field of public services.

개방형혁신(Open Innovation)이 주창(Chesbrough, 2003)된 이후 다양한 분야에서 이론적 실증적 연구가 활발히 진행되고 있다. 하지만 우리나라 공공연구 분야서는 제한된 정부 연구재원 확보를 위한 경쟁이 우선시되어 왔고, 따라서 개방형 연구를 위한 동인과 실증사례가 부족한 실정이다. 본 연구에서는 KIST가 자체 묶음예산을 외부 연구자에게 개방한 ORP사업을 분석하여 공공연구 분야에서의 개방형 혁신연구 적용가능성과 확대 방안을 제시하고자 한다.

The purpose of this study is to analyze the effects of the health center hospital on the health service utilization pattern of the rural population in a county. Two field studies had been conducted in Yonchon County, Kyunggi Province, on February 1989 and on August 1991 before and after the establishment of the Yonchon health center hospital. This study revealed that Yonchon health center hospital occupied 7.3% of total outpatient visits and 16.8% of hospitalization of the county population and the self-sufficient rate of the outpatient visit and hospitalization of Yonchon County between two field studies increased by 1.7% and 20.9% each. Yonchon health center hospital contributed to the growth of the public health sector but it weakened the role of health sub-centers. For the efficient health service utilization of the population in that County, more investment to health center hospital would be needed and the primary health activities of the health subcenter should be enforced.

London's BID, introduced in the early 2000s, has grown significantly to fill the gap between government services which have been decreased by the global recession and localism, and the demand for better services to strengthen competitiveness on a global level. Based on this background, this study comparatively analysed two BIDs in London with contrasting regional characteristics to find how BID works differently for the regeneration and sustainable development of regional business districts according to regional characteristics. As a result, the two BIDs ultimately had the goal of improving the local business environment and strengthening the competitiveness of local businesses and had a common point of working in close partnership with the public sector such as the local government. However, depending on the local situation and characteristics, it has been observed that there are differences in the strategies of work and the roles and relationships in the partnership with the public sector.

With the ready access to the high resolution satellite image data, users of and areas covered by satellite image data are constantly on the rise world-widely. Korea will also be able to take full advantage of the satellite data once the Korea Multi-Purpose Satellite 1 (KOMPSAT-l) is successfully launched. Harmonizing satellite data production and application technology and users' needs, along with the guiding policy is essential for promoting satellite data use. Up to now, the Korean government has mainly concentrated on developing production technology for the satellite instruments. However, the imminent task of independent satellite data production demands a promotion policy for satellite data use. In this context, the policy is defined as an important medium for identifying the role and status of satellite image information at the national level and also preparing the legal as well as systematic foundation for producing, building, distributing, and packaging satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.

Purpose: Cyber criminals have affected various markets and the banking system has encountered various kinds of cyberattacks. The purpose of this study is to analyze cybercrime that is an emerging threat and investigate the significant contribution of financial literacy and public awareness on cybercrimes. To understand the security issues and the need for corrective steps, the techniques and strategies used by cyber fraudsters in obtaining unauthorized access and use the financial information for purpose of fraud need to be understood. Research design, data and methodology: A sample of 123 banks employees from 12 commercial banks in Malaysia was surveyed. This study differs from previous studies as it surveyed the employees' awareness, and this approach fills in the gap in existing literature. Results: The financial literacy and public awareness have positive impact on organizational performance effectiveness to combat threat of cybercrime. Some recommendations are also proposed from research findings, for banking industry and government regulations. Conclusion: The present study focuses on banking sector so its findings cannot be generalized to other sectors. Linking these topics has created a new study in combating threat of cybercrimes generally, and specifically in Malaysia. The present study enhances the understanding of customers' role to combat the impact of cybercrimes on performances of banking industry.
