Various concepts and practices of public deliberation have been exercised over the last three decades in western countries for science and technology (ST) governance. There has been a general social consensus for the need of such new governance notwithstanding, ends and means to achieve it varied. Among various rationales, while normative and substantive perspectives are explicitly claimed in public as reasons for public engagement in ST policy making, instrumental perspectives tend to be implicitly arranged by interested parties and still affecting policy significantly. This paper therefore, examines the implications of such instrumental perspectives in public engaged ST governance. To do so, this paper analyses the discourses and practices of public deliberation for ST governance in the UK from the late 1990's until the mid 2000's. It examines the proposals made by various policy institutions and two real public deliberations- the GM Dialogue for commercialization of genetically modified crops and the Committee on Radioactive Waste Management(CoRWM)'s programme. This study finds that policy institutions tried to employ public deliberation as strategic instrument for their policy interest, which contrasted with their outwardly claimed rationales of democratic policy making and better quality in decision for ST governance.

The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.

A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.
This study attempts to highlight the cultural importance of urban public space by analyzing the changes Tap-Gol Park from late 1990's to early 2000's, a park located in the heart of Seoul, underwent in its meanings and uses. Public space, a product of modern urban planning, is characterized by its openness and accessibility and represents the vitality of modern city, serving as a meeting place for citizens with different social backgrounds at such occasions as gatherings and festivals. While the government or a few dominant groups try to control the public and their behavior in public space by giving a specific meaning to it and specifying its use, people constantly set their foot in it and view the space as a place differently for each individual's personal or social reasons. It is therefore not very surprising that the meaning of public space has never been successfully defined. Following the traces of attempts to define the meaning of public space and considering how public space can be efficiently used will shed light on what types of groups, especially ages and classes participated in the contest for the use of public space and expressed their own cultures in urban society through various negotiations.
To survey the specialties or sujects of practice displayed by the private practitioners the authors visited 691 clinics in Taegu from April 1 to May 18, 1991, At the same time, a mail questionnaire was administered to ask the number of displayed subjects of practice, and the reasons for displaying the subjects, reasons for not displaying in case of no specialty was displayed, composition of patients, and role as a specialist. The questionnaire was returned by 308(44.6%) practitioners. The distributions of private practitioners by specialty were 13.9% for internal medicine (IM), 11.7% for pediatrics(Ped), 13.0% for obstetrics '||'&'||' gynecology(OBGY), 11.1% for general surgery(GS), 10.0% for family practice(FP), and 5.3% for general practitioner(GP). Ninety percent of the specialists have displayed their specialty in their offices. Among all the private practitioners, 61.9% of them have displayed their subjects of practice and 23.7% have shown telephone number. Among private practitioners who displayed the subjects of practice, 80.6% have signs of 'subjects of practice'. Mean number of the displayed subjects of practice for the all private practitioners is 1.20, and 1.93 for the private practitioners who displayed subjects of practice. FP and GS have displayed their subjects of practice in 91.2% and 87.0% respectively and OBGY have displayed in 32.2%, the lowest percentage among all the soecuaktues. IM specialists displays pediatrics as a major subject of practice in 72.1% the pediatricians display IM in 88.9% the OBGYs display pediatrics in 77.8%, and the GSs display IM in 51.9%. Most commonly displayed subjects of practice are Ped and IM. Sixty-five percent of the private practitioners answered that they don't display their specialties because their clinics are "primary health care facility". The reasons for displaying the subjects of practice and its relevance with their own specialty(45.6%), and the difficulty in clinic management only with the patients for their own specialty(36.9%). The proportion of clinics whose patients of other specialty are than their own specialty accounted less than 10% was 52.8% and that accounted more than 51% was 16.0%. Specially, 51.4% of GS specialists cared more than 51% of patients of other specialty area than their own specialty. Most of the patients of IM, Ped, and OBGY specialists are the patients of their own specialty. However, 56.8% of GS care more of IM patients and only 24.3% of them care mostly GS patients, The respondents to the mail questionnaire who stated that they can not play the role of specialist well are 30.5% and especially 72.9% of the GS specialists state so. The proportion of respondents who do not suffort the private practice of specialists is 71.1%. Among the surgical specialists, 82.7% of them rarely perform operation. The reasons for not performing operation are insufficient insurance fee (76.9%), and risk of operation(58.0%), so as the OBGY specialists. Above finidngs suggest that most of the specialists, especially surgeons, in the private practice can not play their role as a specialist. It is necessary to develop a policy that facilitates the production of practice and the retention of the specialists in the hospitals.s.
Background: Variation in cancer incidence in geographical locations is due to different lifestyles and risk factors. Diet and socio-economic position (SEP) have been identified as important for the etiology of cancer but patterns are changing and inconsistent. The aim of this study was to investigate correlations of the incidence of common cancers with food groups, total energy, smoking, and SEP. Materials and Methods: In an ecological study, disaggregated cancer data through the National Cancer Registry in Iran (2008) and dietary intake, smoking habits and SEP obtained through a population based survey within the Urban Health Equity Assessment (Urban-HEART) project were correlated across 22 districts of Tehran. Results: Consumption of fruit, meat and dairy products adjusted for energy were positively correlated with bladder, colorectal, prostate and breast and total cancers in men and women, while these cancers were adversely correlated with bread and fat intake. Also prostate, breast, colorectal, bladder and ovarian cancers had a positive correlation with SEP; there was no correlation between SEP and skin cancer in both genders and stomach cancer in men. Conclusions: The incidence of cancer was higher in some regions of Tehran which appeared to be mainly determined by SEP rather than dietary intake. Further individual data are required to investigate reasons of cancer clustering.
What is the basic nature of Korean public broadcasting system? This research explores this question through an analysis of KBS news coverage of the Korean housing market. This study spotlights the internal news production processes. In detail, this study investigates newsroom routines, such as news selection, news gatherings, and news production. As a result, this study reveals KBS can be classified as "Publicity Model" following reasons. First, KBS news selection process stresses higher viewer ratings for competitive market share and belittles public interests of serving the citizen. This caused KBS news to provide fragmented and truncated news information and to constrict high quality news of significant information for citizen. Second, KBS newsroom operates under the minimum staff resource to produce news programmes and has developed official source dependency as a routine for news gathering. Third, under the limits of report format, KBS news worked as a neutral deliverer of government message and failed to provide more detailed information and diverse viewpoints.

Currently, the unit price of public construction projects are not being evaluated appropriately for several reasons. First, the evaluation of the unit price differ per nature of the bidding process and its estimation process. In fact, pricing is determined to meet the total price in turnkey projects and to pass the low bid price deliberation process in unit price projects, and thus, such prices cannot be said to be reasonable prices per public project. After the contract is awarded, however, the prices determined without taking into consideration the characteristic of each bidding process and price estimate process are used for the valuation of progress payment, design changes, and escalation. Furthermore, this is also being applied to other low bid deliberation process as actual public project unit price, thereby affecting other processes as well. In effect, this system increases the risks for both the owner and the bidder who have determined the unit price. This research examines the risk factor and its extent in order to properly manage it in preparation for the future.
This descriptive study aimed to determine the effects of community based health education program for pregnant women on their confidence in labor and breastfeeding. Data were obtained using several questionnaires and administered to 174 pregnant women who have participated (n=49) and have not participated(n=125) in health education program, and 244 mothers of infants who lived in one city in Kyunggi province. Summaries of finding were as follows; First, pregnant women who have participated in health education program showed significantly higher score in confidence in labor than those who have not. Also, confidence in labor was different according to the level of education. Second, pregnant women participated in health education program showed higher score in knowledge and attitude on breastfeeding, but the differences were not significant. Knowledge on breastfeeding was higher in multipara. More positive attitude on breastfeeding was found in working mothers and highly educated mothers. Third, $54.1\%$ of mothers continued breastfeeding over six months. Main reasons for discontinuing breastfeeding were lack of breast milk amount, and health problems in infants and mothers. In this study, we could identify the positive effects of health education program for pregnant women provided by public health center, and find the related factors of confidence in labor and breastfeeding. Community based health education program for pregnant women, especially for vulnerable group should be expanded.

This study was conducted to evaluate the accuracy and the precision of asbestos counting data produced by the Division of Industrial Health, School of Public Health, Seoul National Universitys (SNU). The study was performed from July 18 to October 4, 1991, and the results are summarized as follows. 1. Intracounter Relative Standard Deviations (Sr) in the category of 5-50.5 fibers as total fibers counted ranged from 0.27 to 0.37, which were greater than 0.10-0.17 which were reported by the NIOSH. The reasons are supposed to be as follows. First, inexperience of counters in asbestos fiber counting was considered to be a main reason. Second, poor quality of samples due to sampling and mounting error increased variation of counting. Third, fiber density of many samples were less than $100fibers/mm^2$. But Intracounter Relative Standard Deviations (Sr) in samples with >50.5 fibers ranged from 0.l6 to 0.20, approaching the value 01 NIOSH. 2. Intralaboratory Relative Standard Deviations (Sr) in categories of 5-20.5, >20.5-50.5 and >50.5 fibers were 0.54, 0.37 and 0.26, respectively. Intralaboratory Sr in samples with fiber density greater than $100fibers/mm^2$ was 0.26. This was similar to the values reported by other foreign experienced laboratories. 3. Comparing results of three counters, Counter C, a beginner, overestimated asbestos fiber concentrations. 4. Since our SNU laboratory has participated in two quality control programs, IOMA-F.R.I.C.A., U.K. and NIOSH PAT Program, U.S.A., this laboratory has been evaluated as " Rating 1" and "Proficient" laboratory, by IOM and NIOSH, respectively.
