In today's rapidly changing business environment, corporations need to have flexibility in order to survive. This was especially true of Korean firms that were affected by the policies of the International Monetary Fund(IMF) since 1997. IMF requirements became a catalyst that helped Korean firms design their HR practices more rational and efficient. Although these changes increased the firms flexibility and global competitiveness, they also brought some harmful effects. Job insecurity is one of the most serious problems in Korean firms and in the greater Korean society, As today's organizations no longer lifelong employment, individuals put stress on psychological satisfaction with the need to manage one's career and employability in the open labor market rather than rapid promotion or high compensation in a organizations. Theoretically and empirically, the topics of career choice and career development were extensively developed. On the other hand, the issue of career commitment received little attention. The purpose of this study is to examine the preceding factors career commitment among public officials in Korea.
The purpose of this study was to investigate the determinants of organizational trust and its effect on organizational effectiveness in the public organizations. This study examined five factors of organizational competencies, consideration, fairness, organizational morality and organizational social responsibility as the determinants of organizational trust and job satisfaction, organizational commitment and intend to leave as the indicators of organizational effectiveness. For this study, data were collected from 323 public officials in Gyeonggi Province with structured questionnaires and analyzed using structural equation modelling technique. This study found that organizational competencies, consideration, fairness, organizational morality and organizational social responsibility made significant contributions to the formation of organizational trust and that organizational trust impacted positively organizational effectiveness measured in terms of job satisfaction, organizational commitment and intend to leave.
Objectives : This study was conducted to investigate the need of medical supporting service (MSS) as a part of community-based hospice palliative care from the view point of beneficiaries and providers. Methods : This study adopted a methodological triangulation design. A questionnaire regarding intention to use MSS was completed by 175 patients under home-based cancer patient management program. And three focus groups consisted of hospice nurses, public health physicians, and public officials were interviewed to obtain the perceived needs, obstacles, and solutions of MSS. Results : Mean age of home-based cancer patient was 70.18 year old, 48.0% of them were living alone. Only 53.7% of them were treated pain and 93.7% intend to take pain medication prescribed by public health physician. All participants of focus group interviews agreed necessity and importance of MSS. Physicians' lack of confidence and unwillingness to prescribe opioid to terminal patients was the biggest obstacle to provide MSS in the public health center. Conclusions : The necessity and demand of MSS for community-dwelling cancer patients were verified. MSS is urgent issue to meet their needs.
The purpose of this study was to investigate the effectiveness of public health center's Integrated Health Promotion Program for the public officials who provide health promotion services to local residents. The survey was conducted from September 10 to October 5, 2015 using a structured questionnaire. Each of the 254 public health centers were sent two questionnaires but I only received 348 and 339 were used for the final analysis. As a result of this study, the all subjects were showed the average level of efficiency, autonomy, accountability, and the support of the Ministry of Health and Welfare, and the related organizations. Also, the evaluation of all the variables were positive when there was a dedicated department for integrated health promotion program within the health center and when the proportion of essential program was high. However, after the Integrated Health Promotion Program was included in the Health centers, the workload has increased and the implementation of the essential program does not fully reflect the regional health problems or local conditions. Based on these results, it is necessary to find a plan for the successful operation of the Integrated Health Promotion Program.
The most important thing in training of organization is that how effectively it can be made most of the performance among the staff. It will be useless if the knowledge which gaining after training can not be applied. Therefore the transfer of learning is studied since it is important for decision of training. We studied the factors of transfer of learning and carried out a survey targeting the public officials of Gangwon province with the factors we made a study. We define the factor of both promoted and interrupted in training and suggest the way of improving it. The first, the modeling of competency can stimulate the desire of achievement and complete a course of training among staff of organizations. The second, the construction of training program and organizational culture just for Gangwon province can increase the satisfaction of training among the learners. The third, the establishment of management system after training can reinforce the capability making use of train. The sharing of each information with boss at the office can help to stimulate the function of feedback after training as well.
Over the last couple of years, digital diplomacy has become a fascinating area of research among Mass Communication, Peace and Conflict Studies, and International Affairs scholars. Social media and new technology open up new avenues for governments, individuals, and organizations to engage with foreign audiences. However, developing countries' governments are still lacking in the realization of the potential of social media. This study aims to analyze the usage of social media (Facebook & Twitter) by the two biggest countries in South Asia (Pakistan and India). I selected 10 government officials' social media accounts including prime ministers', national press offices', military public relations offices', public diplomacy divisions', and ministries of foreign offices' profiles. The study relies on quantitative content analysis and a comparative research approach. The total number of analyzed Twitter tweets (n=1,015) and Facebook posts (n=1,005) include 10 accounts, five from each country. In light of Kent and Taylor's (1998) dialogic communication framework, the results indicate that no digital engagement and dialogue occurs between government departments and the public through social networking sites. Government departments do not engage with local or foreign audiences through digital media. When comparing both countries, results reveal that India has more institutionalized and organized digital diplomacy. In terms of departmental use of social media, the digital diplomacy division and foreign office of India is more active than other government departments in that nation. Meanwhile, Pakistan's military public relations office and press office is more active than its other government departments. In conclusion, both countries realize the potential of social media in digital diplomacy, but still lack engagement with foreign audiences.
Objectives: The dengue prevention program known as "One House One Mosquito Larva Inspector" involves health volunteers who play a crucial role in the surveillance of mosquito larvae and reporting their findings to local public health officials. This study aimed to identify factors related to the knowledge, attitudes, and practices (KAP) of dengue prevention behavior among these health volunteers. Methods: A study was conducted in 5 sub-districts in Malang, an urban area in Indonesia. We employed a cross-sectional design and utilized a semi-structured questionnaire to assess the KAP of 400 health volunteers. Data were collected through face-to-face interviews. Results: Multiple logistic regression analysis revealed that individuals with a more positive attitude (odds ratio [OR], 1.69; p<0.05) and those with family sizes greater than five persons (OR, 1.90; p<0.05) were more likely to engage in effective dengue prevention practices. Additionally, possesing good knowledge was significantly assocated with more positive attitude (OR, 2.24; p<0.001). Furthermore, 40% reduction in positive attitude was observed in those over 45 years (OR, 0.60; p<0.05). The best practices most frequently reported by the majority of respondents included always reporting their surveillance activities (75.8%) and cleaning the water container in the bathroom at least once a week (65.2%). However, only 52.2% of respondents regularly checked for mosquito larvae in their neighborhood. Conclusions: Sustainable promotion and training for the "One House One Mosquito Larva Inspector" initiative are necessary, particularly among young health volunteers, to improve dengue prevention behaviors both within their own homes and in the surrounding environment.

This study examines the critical features of 'Library Law' introducing the public library registration system. Accordingly, we conducted a document analysis to explore the legal meaning of registration in the 'Library Law'. We also surveyed participants in the gathering of 34 regional registration authorities to gauge their perception of the registration system. The analysis revealed that the registration with 'Library Law' is a permission system in terms of procedure and method but has the effect of notarization. The estimated national registration rate is 26 percent. The perception survey of the registration authorities' officials exposed the registration-related problems such as inconsistency described in supplementary note, excessive workload, difficulties in staffing, and ambiguity in registration criteria and target. To remedy these problems, we proposed an alternative method for the government to increase the effectiveness of 'Library Law'.

This study was conducted as a foundational research to establish a mid- to long-term comprehensive development plan for public libraries of Gapyeong-gun. To achieve the research objectives, surveys and interviews were conducted with local residents and library officials. The key discussion based on the findings are as follows. First, there is a need to run lifelong programs and tailored programs for the information disadvantaged. Second, it is necessary to secure the latest library materials. Third, there is a need to work closely with private and school libraries in the county for efficient collection management and service. Fourth, consideration should be given to the creation of a complex cultural space where people can enjoy various leisure and cultural activities. Fifth, active publicity activities are needed. Sixth, additional library staff should be recruited to maintain and improve the satisfaction of local residents and operate efficiently. Seventh, it is necessary to create a space for efficient collection management.

A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.
