The purpose of this study is to examine the effects of economic uncertainty on MNC investment in Malaysia from 2009 to 2019 by employing an ARDL method. The results revealed that Economic Policy Uncertainty (EPU) has a positive association with the capital expenditures of Nestle, British American Tobacco, and Public Bank in the long run. In a similar period, the Gross Domestic Product (GDP) is positively significant with the capital expenditures of British America Tobacco and Heineken. However, inflation is negatively related to the capital expenditures of British America Tobacco and Heineken. Additionally, the exchange rate has a significant and negative relationship with the capital expenditures of Nestle and Petronas, while the ECT value is negative and significant in the short run, hence confirming that co-integration exists. In view of this, it is imperative that the government plays a prerogative role to support MNC operations, as MNCs foster the developing countries' economic development through facilitating full employment. This study sets to enhance the personal knowledge of those with a strong interest in the Malaysian financial market. As long as MNCs believe that the Malaysian market has the potential to grow, they will continue to invest for the benefit of the country.

The study aims to investigate Lebanese-Chinese relations within the framework of the Belt and Road Initiative. Lebanon formally joined the effort in 2017; this paper emphasizes Lebanon's geostrategic importance. The paper presents an assessment of the investment risks in Lebanon, which is considered an economically unstable country with a volatile security situation, with many internal and external political hurdles. The paper refers to the obstacles and challenges that the Chinese investor may face in Lebanese society. The study employs qualitative descriptive analysis to address the status of Chinese investment in Lebanon and the consequences of this partnership; the paper examines previous research related to the Belt and Road Initiative and the Lebanese political, security, and economic situation literature. Due to the deteriorating security situation, external intervention, and the economic crisis, the results reveal that Lebanon is not a top investment priority for China, which is a big impediment to China entering into economic cooperation with Lebanon. The findings of this study suggest that the Lebanese government should adopt an anti-corruption policy to build confidence for the Chinese investor, reduce unnecessary public spending, and hold a national dialogue to build confidence among the Lebanese parties.

Ideas do not become exhausted, and there are no diminishing returns in the creation of knowledge. Nonetheless, growth ultimately ceases in this simplest model of endogeneous innovation. But, if we treat knowledge capital as a public capital considering of its non-appropriable benefits, economic growth can be sustained in the economy. We showed that considering goodness of fit of regression model, we can see that the empirical evidence is strongly in favor of the character of knowledge as the public knowledge capital. So, we can expect that by product differentiation, economic growth can be sustained in the Korean economy.

This article reviewed the epidemic characteristics of AIDS during the period of 1985-1993 and its socio economic implications in Korea. The author discussed the principles of AIDS prevention measures through NGO (Non-Governmental Organization) programs and also introduced WHO recommended approaches of preventing AIDS which was declared 'AIDS Days '93'. December 1. 1993. The followings are the summary of articles. 1. The total number of HIV (+) were 313 cases. Male was 289, female was 34 by December 3D, 1993. 2. The number of AIDS patients were 16 cases, 14 out of 16 died and two are alive. 3. The purpose of this study is to develop an evaluation index for evaluating the economic value of libraries. To this end, a preliminary evaluation index was derived from analyzing a total of approximately 60 domestic and foreign papers that examined the value of libraries. Based on the derived preliminary evaluation index, 11 experts were selected and the final evaluation index was developed by conducting the Delphi survey for 3 times. The final evaluation index consists of four evaluation areas, such as the economic value of the public library, economic revitalization, manpower development and job creation, and the improved investment value, seven evaluation items, and 22 evaluation indices. In the future, it will be necessary to conduct research to measure the economic value of public libraries.

IT는 도입 비용이 상당히 높고, 단기간에 그 성과가 나타나지 않는다. 하지만 대부분의 IT 도입 성과 평가 모델은 단기간의 성과만을 측정하기 때문에 신뢰성 있는 예측을 하기 힘들다. 또한 성과 측정을 위해 ROI와 같은 재무적인 요소만을 고려하는 경우가 대부분이다. 보다 정확한 성과 측정을 위해서는 재무적 요소뿐 아니라 시스템 활용성, 고객만족, 기업 이미지 등 비재무적인 요소도 고려하여야 한다. 본 연구에서는 장기적인 관점에서 재무적인 요소와 비재무적인 요소 모두를 성과 측정에 반영할 수 있는 방법을 제안한다. 이를 위하여 본 연구에서는 시스템 다이나믹스와 균형성과표(Balanced scorecard)의 연구 성과를 활용하였다. 시스템 다이나믹스는 장기적인 관점에서 대상 시스템의 행태를 분석하는데 유용하며, BSC는 재무적 비재무적 측면에 관한 평가를 가능하게 해 준다. 또한 본 연구의 유용성을 입증하기 위하여, 본 연구 결과를 유통 산업에 있어서 RFID 도입 성과를 측정하는데 적용해 보았다. 적용해 본 결과 RFID는 도입 비용이 많이 들기에 단기적인 관점에서는 부정적인 결과를 가져오나, 장기적인 관점에서는 기업에 이익을 주는 것을 확인할 수 있었다.

Like most OECD countries, Korea is experiencing a decline in population and demographic changes, deterioration of public facilities, and limited investment in public facilities maintenance due to low economic growth and increased welfare budgets. In this case, not only the inconvenience of using the public facilities can lead to the occurrence of an accident due to the damage of the facilities. However, as the importance of the management of public facilities has not been recognized yet, new policies are being promoted. Korea is expected to reduce the total population since the late 2020s, and there will be a large difference in population reduction between the cities, towns, and towns within the same administrative districts. Therefore, it is necessary to change the management policy regarding the change in demand of public facilities due to population change such as population decrease and aging. Accordingly, this study analyzes the management policies and actual conditions of public facilities in Korea, and suggests the implications for public facilities management by analyzing Japan's public facilities management policies that faced population change and deterioration of public facilities before Korea. The key change in Japan's public facilities management policy is the transition from new to maintenance, which has managed public facilities in terms of existing safety management and asset management.

In determining the content of the FET standard, the tribunals stated protection of investor's legitimate expectations, due process and denial of justice, transparency, discrimination and arbitrariness, good faith, etc. The most major elements of the FET standard is the protection of the investor's legitimate and reasonable expectations. It is necessary to consider whether it is possible to what the expectations of investors are protected as legitimate and it is formed under any circumstances. If host state frustrate investor's legitimate expectations, it found a breach of the FET. The host state's specific assurance may reinforce investor's expectations, but such explicit statement is not always necessary. The host state must preserve a stable environment for investments. However, It must not be understood as the inalterability of the host state's legal framework. It implies that the host state's subsequent changes should be made consistently and predictably. The host state is entitled to exercise a reasonable regulatory authority to respond to changing circumstances in the public purpose. Therefore, whether the violation FET shall be determined through a balanced against the investor's legitimate expectations and the host state's reasonable regulatory exercise in the public interest. And investor should keep in mind that the principle of proportionality is applied unless host state provides stabilization clause or similar commitments to investor. Also host state should establish the basis of an argument about reasonable regulatory authority for public interest.

공공임업투자분석(公共林業投資分析)에 있어서 사회적 비용-편익분석법을 사용할 경우 적정 할인율의 선택은 매우 중요하다. 본 연구에서는 공공경제학 부문에서 토론 되고 있는 사회적(社會的) 할인율(割引率)이 소개되며 그의 한가지 척도로서 사회적(社會的) 시간선호율(時間選好率)이 우리나라에 대하여 추정되어졌다. 사용된 모델은 소비에 대한 사회적(社會的) 한계효용탄력성(限界效用彈力性) 계수(係數)와 실질 소비성장율(消費成長率)등 두가지 변수에 기초를 두고 있다. 적용 결과 우리나라의 사회적(社會的) 시간선호율(時間選好率)은 6.2%이며 소비에 대한 사회적(社會的) 한계효용(限界效用) 탄력성계수(彈力性係數)는 -1.38로 나타났다. 이러한 결과들은 합리적인 자원배분정책을 수립하는데 유용한 기초자료로 이용 될 수 있을 것이다.

최근 정보화에 대한 성과평가는 투자성과에 미치는 효과를 정량적, 정성적으로 분석하여, 전통적인 투자 수익률에 근거한 가치평가방법의 한계를 극복하기 위한 다양한 성과평가방법이 응용되고 있다. 하지만 공공분야의 성과평가는 평가영역에 대한 정성적 평가 중심의 성과여부를 도출하는데 머무를 뿐, 정보화 품질을 향상시키는 데까지는 이르지 못하는 단점이 있다. 따라서 본 논문에서는 기존 공공분야 성과평가의 한계점을 개선하고 품질평가와 정량적 평가를 반영함으로써, 정보화 품질 향상과 평가결과의 객관성 및 신뢰성을 보장하는 통합성과평가모델을 제안한다. 그리고 정보화사업으로 추진된 행정정보DB구축사업을 대상으로 사업목적을 고려한 평가영역별 반영비율 및 가중치를 적용한 평가결과를 도출하였다.
