올해는 우리나라 기록물관련 법령이 제정된 지 20년이 되는 해이다. 그간 공공기록물 관리법은 생산에서 분류, 이관, 활용에 이르는 전 과정을 다루어 왔으며, 우리나라의 영구기록물을 안정적으로 보존하기 위한 초석이 되어 왔다. 최근 국가기록원은 기록관리 혁신 실행을 위한 법령 개정을 논의 중에 있는데, 이에 기록관리의 오랜 전통을 가지고 보존기록에 초점을 두고 있는 해외 선진국의 사례를 살펴볼 필요가 있다. 본 연구에서는 독일의 "연방기록물관리법"을 그 대상으로 하였다. 독일은 보존기록의 관리에 대해 오랜 전통을 가지고 있는 국가로 평가받고 있으며, 우리나라와 같이 분단의 역사를 경험한 공통점을 가지고 있다. 이를 위해 독일의 기록관리 역사와 함께, 연방기록물관리법의 각 조항을 분석하고, 기록관리와 관련한 주변의 법률을 고찰하였다. 특히 독일이 분단과 통일을 경험한 국가로써 우리나라에 어떠한 시사점을 줄 수 있는지에 주목하고, 독일 기록관리법제의 특징을 도출하였다.
조선총독부 공문서는 근대사 연구의 가장 핵심적인 정보원이다. 이 연구의 목적은 조선총독부 공문서를 원활히 활용할 수 있도록 지원하는 기능분류체계를 개발하기 위한 원칙과 단계를 제시하는 것이다. 우선, 기능적 분류체계를 위한 이론적 근거를 마련하기 위해 기록물 분류의 개념과 역할 분류 원칙에 대해 살펴보고, '기능적 출처' 개념 도입의 필요성을 제시하였다. 또한 조선총독부 공문서 분류에 왜 기능분류가 적합한지를 살펴보았고, 기능분류 사례와 그 시사점도 살펴보았다. 이러한 이론적 연구와 조선총독부 조직 및 기능 분석 결과를 토대로 조선총독부 기록물을 위한 분류체계 개발을 위한 원칙을 설정하였다. 아울러 개념화, 용어화, 기호화를 고려한 개발모형을 도출하였으며, 분류표와 함께 시소러스를 연계 구축할 수 있는 방안도 제시하였다.
In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.
Good records management is essential for good governance in modern democratic society. Though the records management institutions and policies in Korea were improved rapidly since the enactment of Public Records Management Act in 1999, the newly introduced records systems for administrative organizations including the New Electronic Data Management System(NEDMS) and Electronic Records Management Systems for Records Centers(ERMS/RC) have many problems in terms of ensuring the quality of records. The purpose of this study aimed to suggest quality criteria for measuring authenticity, reliability, integrity and usability of electronic records based on the international standards and guidelines such as ISO 15489, InterPARES project and BS ISO 15489 guidelines. The present study began with defining concepts and structure of records as evidence of activities. And it analysed four characteristics such as authenticity, reliability, integrity and usability of records by comparing various definitions in diplomatics and archival science literatures, and some projects reports. Finally it suggested the quality criteria for measuring authenticity, reliability, integrity and usability of records, and methods for maintaining them in each process of creation, maintenance and preservation.
The issue of how to manage the existing records at an archives is very important from the aspects of principle and practicality in record management since it is deeply related with the system of managing new records. Although there are a few studies on filing and criteria on organizing records, they do not often help in the actual site of record and archives management. Therefore, we need to raise the issues that could develop in actual sites and find the ways or resolving these issues, other than the general criteria proposed. Refiling is a very important task for recovering the original order and needs to be a task that should be done according to the overall system and process of record management at an archives. Furthermore, it is very important to objectify and regulate the contents and methods of the task of refiling through the refiling criteria with the content of criteria being specific. From the arguments presented until now, we could tell that refiling falls in the area of record management at an archive directly related with the department of reproducing records at public organizations. Moreover, the role of archivists relates with the task of refiling is critical. Especially, distinguishing job according to chief object is a critical issue in the status and role of archivists at record and archives institutions. This process is important not only at the level of simple job makeup but also in record management. Archivists should be responsible for preparing refiling criteria, reviewing of problems developed in job process, classifying records for refiling, reviewing and refiling of catalogs and key words, selecting equipment and tools, and establishing various forms.
국가기록원이 공공기록물 폐기를 통제할 수 있는 방법은 많지 않다. 공공기록물법 개정을 통해 폐기중지제도가 도입될 것을 기대하고 있지만 이 제도만으로 기록의 체계적인 평가를 도모하거나 부문별한 처분을 통제하는 데에 한계가 있다. 기록이 이미 폐기되었다면 이에 대한 진상을 파악하고 이러한 잘못된 폐기가 반복되지 않도록 해당 기관이 시정조치 및 개선방안을 마련하도록 해야 한다. 본 연구의 목적은 "기록관리 감독 및 보고제도"를 기반으로 하는 무단 처분에 대한 점검 프로그램을 분석하고, 이를 토대로 우리나라 평가처분 통제제도 개선을 위한 시사점을 발견하는 것이다. 이 프로그램은 특히 허가받지 않은 처분의 예방과 사후 처리에 효과적이다. 본 연구에서는 첫째, 미국의 연방기록 관리 감독 및 보고제도를 법령과 규정을 중심으로 조사하였고, 둘째, NARA의 무단 처분 감독 현황과 사건 사례를 분석하였으며, 점검 조사 과정을 도식화하였다. 마지막으로 이 제도가 우리에게 주는 시사점을 정리하였다.
국내에서 기록학 연구가 본격적으로 이루어진 지 14년을 경과하면서 기록분류와 관련하여 어떤 연구들이 이루어졌고 주요 이슈는 무엇이었는지를 살펴볼 필요가 있다. 이 연구에서는 먼저 공공기록물관리법과 연구논문에 등장하는 분류 관련 용어를 조사함으로써 분류론의 범주를 정리하였다. 국내 학술지 논문을 대상으로 기록분류와 관련된 35편의 논문을 선별하였으며, 이에 대한 분야별 내용 분석을 실시하였다. 논문들의 내용과 특징, 한계를 밝힘으로써 기록분류 연구가 현장의 문제에 어떤 해법을 제시했으며 이론적으로는 어느 정도의 수준에 도달했는지 살펴보았다. 이러한 분석과 해외 연구 동향, 국내 현장의 수요 등을 고려하여 앞으로의 과제를 제안하였다.
ISO 15489:2001 addresses the principles and requirements with which organizations, both public and private, should comply on the management of their records to ensure that adequate records are created, captured and managed. The standard defines the characteristics that a record should have through records management system as follows: authenticity, reliability, integrity, and usability. Authenticity means that records can be proven to be what it purports to be, to have been created or sent by the person purported to have created or sent it, and to have been created or sent at the time purported. Reliability means that the contents of the records can be trusted as a full and accurate representation of the transactions, activities or facts to which they attest and can be depended upon in the course of subsequent transactions or activities. Integrity refers to ensuring that a record is complete and unaltered. Usability means that records can be located, retrieved, presented and interpreted. In order to have these characteristics, a record should be persistently linked to the metadata necessary to document a transaction. Metadata is "data describing context, content and structure of records and their management through time." Metadata ensure the creation and maintenance of authentic, reliable and usable records and the protection of the integrity of those records. It could be implemented by creating and capturing records management metadata in systems that create and manage records. There have been some projects and standard initiatives to identify a core set of records management metadata. Included are the Australian Recordkeeping Metadata Standard and the British Metadata Standard which is part of the Requirements for Electronic Records Management System. Recently ISO/TS 23081-1 is published to implement metadata requirements within the framework of ISO 15489. Public records management system in Korea is ruled by the Act on the Management of Archives by Public Agencies and Administrative Records Management Regulation. This article evaluates records and their descriptive elements captured and maintained by the records management system in Korea on the basis of the international metadata standards.
본 연구는 17대 대통령기록과 관련한 언론의 의혹들을 중심으로 문제의식을 더욱 확장하여 17대 대통령기록을 조사·분석하고, 그 결과를 바탕으로 대통령기록관리 체계 개선을 위한 방안을 제언하는 것을 목적으로 한다. 이를 위해 먼저 대통령기록관에 이관된 17대 대통령기록을 전체적인 시각에서 개관하고, '기록관리', '부속실', '치안'기능에서 생산된 기록을 정량적으로 분석하였다. 다음으로 '생산현황통보', 'e메일을 통한 기록 생산 및 기록 미등록', '핵심기록 및 전자·비전자기록'의 사례를 정량분석과 함께 실물 기록을 정성적으로 분석하여 17대 대통령기록의 성격을 진단하였다. 마지막으로 분석 결과를 토대로 대통령기록관리체계 개선을 위한 방안을 제시하였다.
미국의 국립문서보존소(현 국립문서기록관리청)는 서구의 전통적인 기록물보존소들 중에서도 후발주자로 조용히 등장했다. 미국의 공공기록물관리역사는 유럽에 비해 길지 않다. 그럼에도 미국은 20세기 격동의 세기를 지나며 생산되고 수집된 방대한 양의 현대기록물을 체계적으로 관리·보존하는 일에 집중하며 미국 역사적 상황에 최적화된 현대적인 기록물 관리체계를 확립해 왔다. 또한 미국은 국제적인 공공기록물 관리 발전을 견인하는 강력한 위상을 견지하고 있다. 미국의 공공기록물 관리체계의 중심에는 기록이 미국민의 공공재산이라는 공공소유권 개념이 확고하게 자리한다. 이는 기록을 통해 식민지 자치 시민으로서 그들의 권리를 보호받던 영국 식민지 시대로까지 거슬러 올라간다. 미국민에게 기록과 아카이브즈는 미국의 짧은 역사에서 '미국인'로서의 정체성은 물론 개인의 자유와 권리 더 나아가 민주주의를 지키기 위한 수단이자 국가의 상징 그 자체였다. 따라서 미국민의 삶과 역사는 기록되어야 하고 기록된 과거는 미국의 현재와 미래를 위해 관리·보존되는 것은 당연하고 자연스러운 것이었다. 미국의 공공기록물 관리체계는 미국의 역사와 함께 형성된 기록에 대한 그들의 철학과 가치관 그리고 미국 고유의 기록물관리 경험을 통해 정립된 이론과 실무, 교훈, 아이디어 등이 융합된 결과물이다. 본 논문에서는 미국의 기록(records)과 아카이브즈(archives)의 기원을 역사적 맥락에서 추적하여 미국민의 삶과 기록 간의 유기적 관계를 파악해 본다. 또한 미국 고유의 역사성이 반영된 두 형태의 기록물관리 전통(공공 기록·아카이브즈 관리 전통과 역사 메뉴스크립트 관리전통)을 살펴본다. 이에 더 나아가 미국의 역사적 현실에 부합하여 가장 미국적이면서도 세계적으로 보편적인 현대 공공기록물 관리체계가 형성되는 과정을 살펴보고자 한다. 역사적·개념적 연구 방법을 통해 미국 공공기록물 관리체계를 더욱 심층적이고 본질적으로 이해하고자 한다.
