An Empirical Study on the Influence on Public Data Usage in Private Business Sectors (민간의 공공데이터 활용을 위한 이용의도에 미치는 영향에 관한 실증적 연구)

  • The opening of public data has been perceived as a critical factor in deciding a country's rise or fall. Since the global economic crisis, countries around the globe have expanded the supply of public data as a new growth engine to create significant economic effects. As a result, there has been a rising demand for a study on the influence of public data in the private sectors. This study attempted to achieve the following objectives. First, the effects of independent variables-system quality, information quality, information security, social influence, innovation and assistance by the public organization- on the intention to use the public data was examined. Second, the effects of the mediating variables - Perceived Ease of Use (PEU) and Perceived Usefulness (PU) - on the independent variables and intention to use (dependent variable) were investigated. Third, after selecting utilization type, frequency of public data usage and frequency of occupational & e-government service usage as moderating variables, their effects on the relationship between the independent variables and dependent variable (intention to use them in the private sector) were studied. It is expected that the study results would be useful in developing strategies aimed to utilize public data in the private sectors.

COVID-19 Discourse and Social Welfare Intervention through Online News Big Data: Focusing on the Elderly Living Alone (온라인 뉴스 빅데이터를 통한 코로나 19 담론과 사회복지 개입방안: 독거노인을 중심으로)

  • The purpose of this study is to provide clues to social welfare policy making by revealing discourse on social intervention and response based on big data on elderly living alone in the COVID-19 situation. Keyword analysis, network analysis, and topic analysis were utilized to explore the ways in which news media have portrayed challenges facing older individuals and the ways in which the central and local government as well as private organization have responded to them. Results are as follows. First, networks(degree, closeness, betweenness) were formed around region, delivery, society, support, and vulnerability, suggesting an increased demand for economic assistance and social support as well as stronger service delivery systems. Second, key topics derived included "establishing public delivery systems", "establishing local networks", "Managing care gap", "Establishing a private economic support system", and "Establishing service organization system". Based on the research results, discourse on the organic role of government, communities and the private sector has been presented, suggesting policy and practical implications by proposing a discussion on how to intervene for elderly living alone in disaster situations such as COVID-19.

  • In the planning phase of domestic urban environment maintenance and improvement projects, a particular problem is the increase in service expenses and project cost with the establishment of plans under circumstances that exclude the residents or have incomplete consent from them and the public organization. This delays the promotion of the project. This study aims to resolve such problems by proposing a measure to introduce a privatepublic consultative body for residents and the relevant departments of the public sector, to encourage them to participate and establish plans together from the beginning. This is expected to contribute to the smooth promotion of the project, as it would remove the conflicting factors that are expected to be generated in the project implementation phase before they could emerge.

  • The impact of supervisory communication apprehension (SCA) on subordinates' job performance was investigated in this study. We also examined the impact of task-related uncertainty in mediating the relationship between SCA and subordinate work performance, as well as the role of information-seeking behavior in moderating the relationship between task-related uncertainty and subordinate job performance. A sample of subordinates and their supervisors from public and private sector enterprises in Pakistan were used in the study. The concept of communication apprehension is not limited to a single organization or industry, and the conditions suggest that apprehensive supervisors are likely to exist in different organizations and industries in Pakistan, including banks, telecommunications, and development sector organizations. Company directors and leaders of human resources departments were contacted to reach out to possible respondents. SmartPLS software was used to evaluate the data using a structural equation modeling technique which is commonly used in explanatory studies (Atta et al., 2021). We found evidence to support ideas predicting the association between SCA and subordinate job performance, as well as the mediating role of task-related ambiguity in the relationship. Furthermore, the findings show that information-seeking activity has a moderating effect on the link between task-related ambiguity and subordinate job performance. This is one of the first studies to look at major mediating and moderating mechanisms in the link between SCA and subordinate job performance.

  • In Korea, the Emergency Medical Service, EMS is provided by Fire Services with 119 EMS and all the public uses the service for free. Although it appears very successful and is respected nationally, structural problem EMS exist and are worsening. First of all, the "free riding effect" becomes increasingly problematic. Some argue that 30% of the demands is not urgent or emergent. The total number of demands is increasing even without the free riding effect. The Current EMS system itself cannot meet the increasing EMS demand. The medical aspect is so poor that the EMS cannot dispatch a medical specialist to the scene. The cardiac arrest resuscitation rate is only $1.24{\sim}9.9%$, compared to 40% in Boston, MA, USA. But due to the regulations and limitations of the Fire Service organization, it is difficult to secure enough EMS resources. To work out these problems, it needs a structural innovation. To secure enough resources and achieve higher medical performance we should invite the medical sector and the private sector into EMS arena by contracting partnerships with Fire Services and charging a reasonable EMS fee. We found through statistical test that any partnership system is more effective than fire-alone system and most countries around the world have partnership system rather than fire-alone system.

  • Recently, a lot of effort has been made to reinforce the profitability of the company through successful overseas expansion as one of the major ways to secure the competitiveness and to increase the business value these days. So, this study aims to try to analyse of the status of the overseas expansion case for the recent power industry through the case of the Korea Western Power Co., Ltd. as a measure of the management efficiency strategy of the public sector organization, and to present the policy implications about the management efficiency in the future by drawing upon the management efficiency strategy. This paper suggests alternatives as follows: First, the competitiveness should be reinforced through continuous change and innovation and the management efficiency should be developed. Second, the governance system for public-private sector should be constructed. Third, the efficient management of the global human resources is needed. Fourth, the mutual confidence-building through the active contribution to the community activities is required.

  • According to Electronic Times(2012. 1. 3), "PMO was introduced from 1950s in the USA and as of 2010, PMO participated in 84% of project ordered by public and private sector." And Ministry of public administration and security announced that the Ministry will organize Task Force for arranging "standard for introduction and operation of PMO" for support of project implementation and strengthening specialty of ordering organization, and then, actively launch the Task Force from February, 2012. Thus, necessity of PMO is regarded as natural in some aspect but thesis for doctoral degree written by Kim Gi-yeong(2007) suggested, "performance of several projects begun at the same time cannot be interpreted as high according to whether PMO team exists or not." Martin et al.(2005) asserted, "according to whether PMO team exists or not, but there is no significant difference in other factor." In the contradictory situation, it is necessary to perform more various approaches for performance and necessity of PMO in the academic aspect.

  • The Open Position System is a new personnel management system started in korea, 1999.Open Position System have purpose to use outstanding talents and to expertise from both public and private sector. Korean government adapted open position system in order to use the right man in the right place. And Korean government incresae application of Open Position System. But, in spite of strong good point of Open Position System, We have limitation to apply Open Position System in police organization, generally. Because police have unique characteristics compare with other public organization. There is constant controversy concerning unique characteristics of police organization. Now, Korean police adopt Open Position System in few division: Chiep of Driver's License Agency, Director General for Audit and Inspection of Nation police Agency, Chiep of police hospital. Therefore, this study explore, extention possibility of Open Position System in Korean police.

  • Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. For this purpose, it is necessary to manage and supervise the maintenance and improvement of the control capability of the marine environment management business. It is also necessary to discuss the introduction of the grading system for the control ability of the civil control companies alike in major countries.

The Study on the Measure to Improve the Event Place Guarding Operation System (행사장경호 운용시스템 개선방안에 관한 연구)

  • A highly sophisticated expertise and systematic and integrated management of security operation are essential for a crowded stadium. a special object of security guarding. Nonetheless, the recent incident in a singing concert hall reveals the overall problem like the lacking safety management system. lacking deployment of professional security personnel, absence of safety manuals and safety measures, as well as the lack of professionalism of private sector security companies. In this study, we presented three categories that needed improvement, like the legal and institutional improvement, improvement of policy and improvement of operation which are required to set up the model to operate the optimal private sector security duties. For the revision of law and institution for a better and more desirable method, we discussed the revision of related laws and regulations pursuant to the security operation at places where events are held, including the revision of law on security guarding work, regulation on common housing management, uniformity of security guarding, and law on performance. For the improvement of policies, we discussed the introduction of security consultants, strengthening the security instructor system, expansion of relevant organizations, establishment of mutual cooperation, privatization of profitable events, improvement of awareness about the security activities provided by private sector, policy for the professionalism of private security operation, expansion of security exhibition and seminar. For the improvement of operation. we discussed professional security techniques. such as the technique of security consulting, the application of CPTED technique, the technique for the integration of system, the method of operation, the establishment of a system to support public security operations and volunteers, establishment of a manual for security guarding performance, modernization and high tech-oriented equipment, organization of security guarding entity in which the industry, academic society and government participates together.
