It seems that security police's business to secure safety of state and citizens has existed since the mankind began to create a community. State was not fully responsible for such security business from the beginning. The business was carried out autonomously by the private sector for a long period. However, as the state system had been strengthened, the public sector absorbed the function. But in the modern society where various risks exist, safety of society could not be guaranteed only by public police. Accordingly, cooperation with the private sector is indispensable. In the limit of public police, autonomous organization of security companies and general citizens is expanding its scope. As a result, they should exercise partnership as a tripod to build social safety net. Security police failed to secure manpower exclusively responsible for security, despite various businesses and excessive mobilization. Accordingly, their professionalism and ability to cope with crisis are being questioned. In particular, efficiency of security police is becoming a more urgent issue in an era of international terrorism. Private sector can be classified into security companies and private autonomous organization. In case of security companies, the problem is quality and business ability of guards compared to a rapid external growth such as quantitative expansion and advancement into various businesses. In terms of pure private activity, the necessity of understanding of public police activity and conditions for organizational and continuous activity should be prepared. To tide over such problems and effectively achieve the common goal, changes in the method of employment, new establishment of security police department, and strengthening of professionalism and crisis management ability are necessary in the public police sector. In case of security companies, improvement of relations with public police through joint education, strengthening of business ability and activation of business cooperation through these matters are necessary. To maximize activity of pure private sector, it needs to establish reserve police, manage such private autonomous organization and bolster publicity with citizens.
In recent years, the importance of collaboration has been emphasized in the public sector as well as private companies. In a study for private enterprises, individual enterprises stressed the innovation through collaboration with other organization such as enterprise, university, and other agencies. Other companies and agencies have the technology they need, so that they share skill or knowledge, and they do to create more new developments. This implies a collaborative system can be a win-win collaboration with all partners. It also requires collaboration in the public sector. Because they have many problems that can not be solved at the level of individual institutions. However, public institutions lie ecologically unfavorable in a collaborative environment than the private sector. The organizational structure is hierarchical. In addition, relationships between collaboration partners not recognize horizontally. Of course, communication is not smooth. This study examines successful collaboration case in private sector and we want to draw implications for public organizations. Finally, we discussed ways to promote collaboration in the public sector.
Learning is naturally embedded in organizational ongoing-processes and routines. Recent many research models of organizational failure ignore how failing masks breakdowns and recoveries of organization-embedded learning as a naturally occurring process. Organizational learning is the platform in tandem with base-modules of organization in this point. Organizations learn and unlearn while they acquire, discard, and forget organizational experiences or knowledges. These processes in public sector organizations are different from learning behaviors in private sector. This study expects to explore architectural components of learning organization in public sector, focusing on distinct characteristics of public organizations, and to implement learning model based on system thinking(system dynamic) approach.
The typical reason of the private sector's increasing share in standardization is that the procedures of official standardization organizations are out of step with the rate of technical development. At today's so fast pace that the success of a technology is decided in the market even before it is standardized, several industry leaders jointly make their draft standard at the early stage of development, which becomes 'De fecto Standard.' To respond effectively to current trends of standardization where the market's decision is thought much of than official standardization procedures, it is necessary to shift from our current public sector-driven to private sector-driven standardization. Therefore, to vitalize the private sector-driven standardization in Korea, there is a need to: Run a standard foundation to secure stable resources for standardization Make information exchange between the govertment and private sector active and policy-making on standards consistent by designating a private organization to cover the roles, policies on standards, and support of the national standardization organization Establish a system to make private sector-driven standards approved as international standards Offer a training program to forster standard experts Publicize the importance of standards Promote standardization forums driven by private businesses, like the Integrated Forum. Maximize the benefits of linking standards and patents Now, Korea is on the threshold of developing into a world-class standard leader, and the private sector-driven standardization should be a stepping-stone for crossing over the threshold. This study is designed to suggest a method of promoting private sector-driven standardization to effectively cope with fast-changing international standards, based on the cases in developed countries.
Unlike knowledge sharing or knowledge transfer, knowledge protection has received little attention in the literature. Knowledge protection play a very important role in keeping organization competitive. This study explores the differences in knowledge protection between public and private organizations by T-test and regression analysis. The results of this study shows that the level of knowledge protection in public organizations is lower than that in private organizations. There is even larger difference in the level of access to key knowledge from outside between the two sectors. Such difference can be explained by the unique characteristics of public sector organizations. Understanding why the level of knowledge protection differs between the public and private sector is very important. This study presents lessons and implications for management leadership.
These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.
To enhance Social Welfare and Public Interests, government has been enforcing the policies that induce private Sector to participate in the Public Service. In general, these policies consist of the direct or indirect supporting systems, including the advantages of taxation applicable to Private Sector that takes part in Public Service. Of the various supporting systems taken by government, the privilege from the taxes is known to the most important supporting system. The representative exemple is the tax beduction of amounts donated to the not-for-profit organizations. That is to say that donations can be deductible from taxable amounts on assessing inheritance tax and gift tax. Generally much higher cumulative tax rates are applied to the laws of inheritance tax and gift tax than the other taxes in order to redistribute the social wealth and to restrain the concentration of the wealth. On the other hand, the special exemption from the taxes can be applied to not-for-profit organization according to the standards of the relevant lows and regulations, because not-for-profit organization usually performs the partial role of government in Public Service. The perpose of this study is to find the systematical support that the not-for-profit organizations can practice Public service more efficiently than government. This study approaches the subject by means of examining current taxation systems of inheritance tax law and gift tax law and developing systematic alternatives that can make inefficient parts in taxation systems more reasonable.

Expectations of public sector, outcome of housing privatisation and factors influencing such outcome have also been tentatively confirmed through pilot study and an ongoing postal survey. A formal interview with a project director of independent Public-private partnerships (PPP) organization in UK has also inspired some useful lessons for the local housing industry. The purpose of this study was to investigate service support programs for the work-family balance in the community. Service support programs in the community are at beginning stages of development, because it has taken about 10 years to put a self-governing system into practice in Korea. This study concentrates on service support programs developed by various service organizations in the city and does not include any rural districts. First, the developmental process of the work-family balance model and type of the service support program in the community were studied. Next, the situation of care service support was examined based on written articles. Finally, a few suggestions were made f3r work-family balance in the community. The developmental situation of work-flmily balance in Korea is in a stage which is shifting from the company-leading model to a family-company-community model. The most common type of service support program offered in the community until now has been the informal sector through relatives, neighbors or friends. However, service support programs, in the public sector by the government and in the voluntary sector by nonprofit organizations and corporations, has rapidly been growing and the number of services from each sector has also increased. Profit organizations in the private sector, such as medical and care service centers, are also now rapidly increasing. It appears that service support programs contributing to the work-family balance in the community come from a number of sectors, including public, voluntary, private and informal sectors, to suit consumer needs.
