Technology Valuation of National R&D Project used SMART3 (SMART3를 이용한 국가연구개발사업 기술가치평가: K연구단 사례 연구)

  • In this study, along with the expansion of the national R&D projects, by analyzing the case of K research center of Land and Transport R&D projects, and was evaluated in the value of technology. The evaluation of the value of technology, were analyzed using the SMART3 targeting patents K research center indicate best technical aspects have registered. Analysis technical value of research center K, was found to have maintained the same level as the average of about of Land and Transport R&D projects. The significance of this study is that it was approached by more concrete approach of valuation of technology principle of national R&D projects. We expect that the study of evaluation method and diverse objective to achieve the intended purpose of the national R&D projects are carried out more.

  • Most of the Korea temples of cultural property are wooden buildings and easy combusted. They are often located in mountain area far away from the city. It is very difficult to approach the fight area. The putting out is very difficult in the initial fire time. And for protecting the cultural property in the long-term continuous fire source there are some restrictions in water source and suppression system. In this paper the initial putting out fire due to the forest fire and the protection of cultural property in the long-term continuous fire source were researched. The improved project about fire control facilities of the Korea cultural property was proposed. In the proposed project the facilities using Water mist which can reduce more loss than existing facilities using water are applied. In view of the topographic position the method of eliminating the energy of combustibles and wall for cutting off the heat in the fire control facilities are also mentioned.

  • The IPSE(Integrated Project Support Environment) tool can be seen as a result of an attempt to synthesize the key aspects of language-centered, specific methodology-based and toolkit oriented environments, which are current CASE tools into an organic whole. The IPSE approach based on a process model is regarded as an effective way to implement integrated CASE. The PM-CASE(Process Model based CASE) tool is currently a prototype which draw diagrams describing processes by using a new modeling technique. Attributes related with a task of withen the process model should be defined an saved the database. These attributed are used to retrieve the information of products, and to call the tool related which the task. In this paper, TSEE(Process centered Software Engineering Environment) tools are compared and analyzed. By describing the basic concept, architecture and design of PM-CASE tool, a method of building an process model-based CASE tool is proposed be support an effect software development and management.

An Administration Model for Causation of the Schedule Delays in Construction Projects (건설공사 공기연장사유 관리모델)

  • If project time extension were required in the construction projects, either liquidated damages or extension costs should be applied according to causation of the schedule delays. However, in actual cases it is not applied so far according to the contract conditions. The reason why this situation happened Is that function of the present planning and scheduling is not working feasibly. The CPM schedule could not provide a proper solution for apportioning responsibility for the schedule delays. This situation could be considered as breach of contract and will cause potential disputes for schedule delay. Therefore, in this research process based contract administration model for construction delay claim is proposed to prevent schedule delay and solve the claims. The model is based on pro-active management for causation of delay to provide apportionment of responsibility and written evidences.

  • The convergence social app manufacturing platform for both demander and developer in worldwide provides a collective collaborative development approach. This platform can bring enhanced productivity with exchange of views among participants. If the assessment is not fair that many participants will leave the collective collaborative project. The previous studies verified the reliability of the evaluation based on statistical techniques. Because the previous studies did not consider the task performance of participants, do not reflect the feature of project tasks. So, the contribution scores of the participants can be distorted. In this study, we suggest the method for evaluating the development contributions value. This is considered the task performance of participants and involved the method of equitable and consistency peer assessment.

  • In a large owner organization, a program manager of multiple maintenance and remodeling projects has experienced increasing scale and complexity of coordinating the M/R projects with in-house technicians who belong to multiple trade shops. This paper proposes a dual-level hierarchical planning strategy that consists of a program master plan in the long-term horizon and a master construction schedule in an operational scheduling window. A rolling horizon approach to the program master plan is proposed to deal with the external uncertainty of unknown stream of project requests. A resource-constrained scheduling algorithm is developed to generate the master construction schedule in a scheduling window. During development of the algorithm, more emphasis is placed on long-term organizational resource continuity, especially flow management of program constraint resources, than ephemeral events of an individual activity and project. Monte Carlo simulation experiments of three scheduling windows are used to evaluate the relative performance of the proposed scheduling algorithm against three popular scheduling heuristics for resource-constrained multiple projects.

  • The purpose of this research is to develop a conceptual model and prototype that establishes a new approach for building cost estimating in the schematic design phage. This research use the method that analyzes quantity and unit price separately to enhance schematic cost estimating through conducting literature review andi analyzing existing schematic cost estimating methods. In addition, this study proposes tile concept of cost breakdown structure including two more classifications: building element and floor compared to existing one only classified by trade. Thus, a Quantity Based Active Schematic cost Estimating(Q-BASE) model is developed founded on those two concepts. By applying proposed schematic cost estimating model, historical structure cost of residential complex building project is analyzed, and then, based on this analysis, prototype is implemented.

  • Previous studies reveal the need for a tool to cost estimation of building design in early design stages. This paper proposes an internal finishes cost model tool to address this need. The tool allows users to evaluate the functionality, economics and quality of finishes concurrently with high-rise building design. Lack of information in the early stages of the project enables a relatively accurate estimates of work to raise up. Measurements are automatically extracted from simple design information and profile driven estimates are revised in real-time. The data model uses a flexible unit rate system that can easily be extended to other estimate dimensions such as mix-use building surcharge rate estimation. The approach illustrated in this paper is applicable to BIM tool conceptual estimation that support for massing purposes other than the one chosen for this study.

Charisma: Trimble's Modernized Differential GPS Reference Station and Integrity Monitor Software

  • Around 2002, the United States Coast Guard (USCG) identified a need to re-capitalize their Reference Station (RS) and Integrity Monitor (IM) equipment used in the Nationwide Differential Global Position System (NDGPS). Commercially available off-the-shelf differential RS and IM equipment lacked the open architecture required to support long-term goals that include future system improvements such as use of new civil frequencies on L2 and L5 and realization of a higher rate NDGPS beacon data channel intended to support RTK. The first step in preparing for this future NDGPS was to port current RTCM SC-104 compatible RS and IM functionality onto an open architecture PC-based platform. Trimble's product Charisma is a PC-based RS and IM software designed to meet these USCG goals. In fact USCG engineers provided key designs and design insights throughout the development. We cannot overstate the contribution of the USCG engineers. Fundamental requirements for this effort were that it be sufficiently flexible in hardware and software design to support fluid growth and exploitation of new signals and technologies as they become available, yet remain backward compatible with legacy user receivers and existing site hardware and system architecture. These fundamental goals placed an implicit adaptability requirement on the design of the replacement RS and IM. Additionally, project engineers were to remain focused on sustaining the high level of differential GPS service that 1.5 million legacy users have come to depend on. This paper will present new hardware and software (i.e., Trimble's Charisma software) architecture for the next generation NDGPS RS and IM. This innovative approach to engineering on an open architecture PC-based platform allows the system to continue to fulfill legacy NDGPS system requirements and allows the USCG and others to pursue a scalable hardware re-capitalization strategy. We will use the USCG's recapitalization project to explain the essential role of the Charisma software.

  • This article describes a systematic roadmap master plan for advanced industrial safety and health policy in Korea, with an emphasis on. Since Korean industries had first emergence of industrial safety and health policy in 1953, enormous efforts have been made on upgrading the relevant laws in order to reflect real situation of industrial work environment in accordance with rapid changes of Korean and global business over three decades. Nevertheless, current policy has major defects; too much techniques-based articles, diverged contents in less organization, combined enforcement and punishments and finally enforcing regulations full of commands and control. These deficiencies have make it difficult to accommodate changes of social, industrial and employment environment in customized fashion. The approach to the solution must be generic at the level of paradigm-shift rather than local modifications and enhancement. The basic idea is to establish a new system integrated with a risk assessment scheme, which encourages employers to apply to their work environment under comprehensive responsibility. The risk assessment scheme is designed to enable to inspect employers' compliances afterwards. A project comprises four yearly phases based on applying zones; initially designating and operating a specified risk zone, gradually expanding the special zones during a period of 3 years (2010-2012) and the final zone expanded to entire nation. In each phase, the intermediate version of the system is updated through a process of precise and unbiased validation in terms of its operability, feasibility and sustainability with building relevant infrastructures as needed.
