This paper explores the formation of global responsibility discourses in the elite US media used in promoting NATO's military interventions in the post-Cold War era. The case study of global responsibility discourses surrounding the Bosnian War (1992-1995) and the Kosovo Conflict (1998-1999) offers an account of the roles of the elite US media in foreign policy. The construction and articulation of global responsibility discourses in the elite US media were closely related to the US government's policy and were formed within the framework of US national interest and domestic responsibility. The cases of military intervention in the post-Cold War period imply that there were more fundamental structure and patterns by which the elite US media approached the 'humanitarian crises': 'benevolent domination' and the subsequent construction of a 'melodramatic national identity' in the war narratives. Presuming that the elite US media's discourse is a primary site for the public for experiencing and understanding distant suffering, this paper concludes that global responsibility discourses within the media may have dangerous ramifications for global democracy because the discourse of responsibility can potentially absorb the creative, progressive energies created by the public's awareness of responsibility on a global scale in order to reinforce the relations of domination.

3차원 메쉬는 전송과 저장에 많은 저장 공간을 필요로 한다. 따라서 3차원 메쉬의 효과적인 전송 및 렌더링을 위해서는 3차원 객체에 대한 압축이 필수적이다. 이에 본 논문은 점진적 전송을 위한 기하 정보 압축 기법을 제안한다. 제안하는 알고리즘은 점진적 전송에서 각 레벨마다 추가되는 점의 기하 정보를 예측하는 효과적인 방법을 사용한다. 구체적으로 제안하는 기법은 상위 레벨의 점들을 이용하여 2차 곡면을 추정하고, 추정된 곡면을 통해 기하 정보를 예측 부호화한다. 실험 결과는 제안하는 알고리즘이 기하 정보 압축률을 향상시킬 수 있음을 보여준다.

Nephrogenic systemic fibrosis (NSF) is a systemic disease that affects the skin and other tissues in patients with renal insufficiency and exposure to gadolinium-containing contrast. A 55-year-old woman with end-stage renal disease on hemodialysis was consulted for progressive general weakness. After she had undergone multiple MRIs with gadolinium-containing contrast media, muscle weakness and skin lesions were developed. Her skin and muscle biopsy specimens showed CD34+ fibroblast entrapping collagen bundles. There are few reports of NSF with myopathy.

HDTV(high-definition television)와 개인용 컴퓨터의 발전에 따라 비월주사(interlaced scanning) 방식의 신호와 순차주사(progressive scanning) 방식의 신호 상호간의 변환에 대한 요구가 점점 늘어나고 있다. 이에 따라 비월주사 방식을 순차주사 방식으로 바꾸어주는 순차주사화(deinterlacing)가 활발히 연구되고 있다. 본 논문에서는 부화소(sub-pixel) 단위의 움직임 정보를 고려한 영상재결합 방법을 기반으로 한 순차주사화 알고리즘을 제안한다. 그러나 국부 움직임이 있는 영역에서는 영상재결합이 효과적이지 않으므로 적절한 문턱값을 이용하여 이러한 영역을 결정하고 에지를 이용한 보간 방법으로 순차주사화 한다. 또한 잘못된 움직임 추정으로 야기되는 문제들을 해결하기 위해, 각 영역과 입력 영상에 따라 다른 움직임 에러를 고려해서 정규화 값(regularization parameter)을 결정함으로 움직임 에러를 효율적으로 제거하였다 제안된 방법은 주관적 측면과 객관적인 측면에서 모두 우수한 결과를 실험적으로 보였다.

In case of remote image retrieval via shared network or low speed link in order to make a decision for target image problems such as transmission delay are encountered. In this paper browsing and optimization techniques are proposed for fast retrieval of Image by the multiresolution representation and progressive transmission. The proposed network model was analyzed and evaluated for system's performance improvement. Interactive user-system using several multiresolution representation has shown better performance in transmission delay minimization over the single resolution image retrieval system.

Recently high dynamic range imaging technique is hot issue in computer graphic area. We present a progressive tone mapping algorithm, which is based on weighted least squares optimization framework. Our approach combines weighted leastsquaresfiltering with iCAM06, for showing more perceptual high dynamic range images in conventional display, while avoiding visual halo artifacts. We decompose high dynamic range image into base layer and detail layer. The base layer has large scale variation, it is obtained by using weighted least squares filtering, and then the base layer incorporates iCAM06 model. Then, adaptive compression on the base layer according to human visual system. Only the base layer reduces contrast, and preserving detail. The resultshows more perceptual color appearance and preserve fine detail, while avoiding common artifacts.

1962년 R.G Gallager가 제안한 LDPC(Low Density Parity Check)부호는 Shannon의 채널 용량의 한계에 근접한 우수한 오류정정 부호이다. 우수한 LDPC부호 생성 조건 중 가장 중요한 부분은 바로 최소 사이클 길이(girth)를 최대화 하는 과정인데, PEG(Progressive Edge Growth)알고리듬은 이 조건을 만족시키는 우수한 알고리듬으로 인정받고 있다. 이후 높은 SNR범위에서 PEG알고리듬의 성능을 개선한 IPEG (Improved PEG) 알고리듬을 포함한 다양한 알고리듬이 제안 되었다.본 논문은 PEG와 IPEG 알고리듬을 이용해 생성한 LDPC 부호를 이용하여 부호길이, 부호율을 변화시키면서 실험하여 그 결과를 비교 분석하였고, 더 좋은 성능을 가질 수 있는 알고리듬에 대해 논의한다.

Multi-view 영상 DB의 surround view 입체 화상을 재현하기 위해서는 영상 정보를 효과적으로 합성, 보간하는 방법이 필연적으로 요구된다. 다시점 입체 영상의 표시 기능을 구현하기 위해서 이론적으로는 충분한 개수의 카메라를 상하 좌우로 배치하여 영상을 획득하고 보는 이의 위치에 가장 적합한 영상을 선택하여 표현하면 된다. 이 경우 많은 수의 카메라로부터 입력되는 방대한 영상 데이터의 저장, 처리, 전송, 설치 문제 등 현실적으로 많은 제약점이 존재한다. 이러한 문제점을 해결하기 위해 기존의 블록 매칭과 같은 3D 구조 추정에 기초하여 블록 단위의 깊이 정보와 텍스쳐 정보의 추출, 다시점 영상 set의 가장 왼쪽 영상으로부터 시작하여 차례로 한 줄씩 쌓아서 얻어진 EPI(Epipolar Plane Image)에 기초한 유사 영상 값의 자취선 탐색 방법에 의한 시차와 텍스쳐 정보 추출로 전체 다안화상을 다해상도로 표현하여 전송하는 방식을 제안한다. 다해상도의 영상 표현과 점진적 전송 방법을 통해 다시점 영상 검색 시스템의 성능향상을 위한 네트워크 모델링을 제안하고자 한다.

In order to convert interlaced video into progressive scanning format, this paper proposed a high performance de-interlacing algorithm based on region adaptive interpolation filter design. Specifically, usage of the 6-tap filter is only for the most complex region, but for the smooth and regular edge region, much more correlated filter such as 2-tap or 4-tap filter should be used instead. According to the experimental results, the proposed algorithm has achieved noticeably good performance.

Astronomical outreach activities for the general public who are unfamiliar to astronomy is a challenging task. It requires creative thinking to solve the problem. The amateur astronomical clubs in a number of cities in Indonesia routinely schedule observations at public parks. The interaction between these clubs and formal education institutions is established by face to face interaction and assisted by social media. The physics teachers who took astronomy courses in university are potential resources to enlarge the outreach scope by creating astronomical clubs as an extracurricular activity. Recent progressive trends in astronomy dissemination for the disabled are also a great opportunity to assist the disabled in experiencing hands-on activities based on formal and informal education.
