An Empirical Study on the Improvment of VTS in Korea (우리나라 선박교통제제도의 개선방안에 관한 실증연구 - 포항항을 중심으로 -)

  • The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.

  • This thesis deals with the legal principles, case law decisions and suggestions for the Sale & Purchase of ships concerning enactment proposal of maritime law. Recently, the shipbuilding market has shown a major shift towards East Asia, particularly Korea, Japan and China. The major Korean shipyards in particular have engaged in substantial investment programmes both to expand their overall shipbuilding capacity and to enter new markets, such as for liquefied natural gas(LNG) carriers. The Korean Government has recently taken interest in the sale & purchase of used ships, utilizing the Internet and has made plans for building the Shipping Exchange in korea. So this thesis examines the situation of the world's shipping industry and the different kinds of the Sale & Purchase of ships. deals with the legal principles, and case law decisions. describes Forms of Shipbuilding Contracts and Memorandums of Agreement of second-hand ships. And makes suggestions for 1) the Shipbuilding Contracts of the shipowner's Association of Korea and 2) The Korean Shipbrokers' Association's Memorandum of Agreement for Ship Sale & Purchase in the korean shipping industry. Having reached the end of this thesis. the writer suggests to make terms of sale of ships in the korean civil code and commercial code, Additionally. the writer suggests to make a special law in relation to the Sale & Purchase of ships. Furthermore, the writer suggests expanding the Shipping Exchange in Korea.

A Study on Prescription of RGP Contact Lens in Korean Optometrist (안경사의 RGP콘택트렌즈 처방 실태조사)

  • There has been an increase in rigid gas permeable contact lens prescription by the optometrists in Korea since 1995. Therefore, the aim of our study was to find out which equipment is needed for adequate RGP contact lens prescription and the level of the clinical knowledge that they have and the level of education for the patient, to seize about the extended lens education programmes for the Korean optometrist. Also, we tried to figure out the problem that they had in the RGP contact lens prescription, to develope the educational programs for students and to improve legal uncertainties, through this research. The result came out with the following through questionnaires of 400 male and female opticians who is in clinical field. The distributions of respondents are 270 male (67.5%), 130 female (32.5%), and 356 optometry major (89%). We found out the optometry-majored people had faster clinical lens prescriptions (p=0.000), 72.5% of opticians prescribe the RGP-Lenses, and 27.5% do not because of laking in experience (P=0.000). They responded that they need slit-lamp, button lamp, fluorescein dry paper, and etc,for prescription or fitting test. In regular-check-up (Follow-up), the result came out very low by 83% of respondents who are not getting it regularly. And 83.5% (334 people) of them wanted to have those Extended Educational Programs and also the Clinical Education Programs.

Identifying the Comic Festival's values on the Urban Revitalization: in the case of BICOF (만화축제의 도시 활성화 가치 인식에 관한 연구 : BICOF 사례를 중심으로)

  • This article is concerned with the values of the BICOF in terms of the urban revitalization. The values of the BICOF cover the economic value, social value, cultural value and city image value. The 13 indicators for measuring the values of the BICOF are developed. The article examined how the related stakeholders identified the BICOF's values on the Bucheon City by using AHP method. In addition, the objectives and programmes of the BICOF are analyzed in the perspective of the urban revitalization. As a result, the recognition of the BICOF's values varied according to the stakeholders. In addition, the result of AHP analysis indicates that the cultural values and image values should have priorities in comparison with the social values and economic values. This recognitions is different from the recent formal statements that BICOF's economic values should be emphasized as a priority. The article concludes that the identity of the BICOF should be established in the base of building the value consensus among the related stakeholders.

Risk Factors for Stage IV Breast Cancer at the Time of Presentation in Turkey

  • Background: Breast cancer (BC) is the one of the most common cancers in women. It is also a leading cause of death. Unfortunately, some patients initially present with distant metastases and are diagnosed with stage IV disease that is nearly always, by then, incurable. This retrospective analysis investigated the risk factors for stage IV BC that may underlie such late presentation. Materials and Methods: In all, 916 patients with BC who visited the medical oncology polyclinic of eight different centres in Turkeybetween December 2011 and January 2013 were analysed. Results: A total of 115 patients (12.6%) presented with stage IV disease. In univariate analysis; to comparing these with patients at other stages, no statistical difference was found for median diagnosis age or age at menarche (p=0.611 and p=0.820), whereas age at menopause and age at first live birth were significant (p=0.018 and p=0.003). No difference was detected in terms of accompanying diseases, use of oral contraceptives and hormone replacement therapy, smoking, alcohol consumption and the rate of family history of BC between the patients (p=0.655, p=0.389, p=0.762, p=0.813, p=0.229, p=0.737). However, screening methods were employed less often, the rate of illiteracy was higher, and the rate of other cancers was higher in patients with stage IV BC (p=0.022, p=0.022, p=0.018). No statistical difference was observed between the patients in terms of tumour histopathology, and status of oestrogen receptor, progesterone receptor, or human epidermal growth factor-2 receptor (p=0.389, p=0.326, p=0.949, p=0.326). Grade 3 tumours were more frequent in patients with stage IV disease (p<0.001). On multivariate analysis, risk factors for stage IV breast cancer at the time of presentation were found to be age at first live birth and educational level (p=0.003 and p=0.047). Conclusions: Efforts should be made to perform mammography scans, in particular, at regular intervals through national training programs for all women, particularly those with family histories of breast and other types of cancer, and to establish early diagnosis of BC long before it proceeds to stage IV. Additionally, women's education had better be upgraded. In order to make women aware of BC, national education-programmes must be organised.

Nutrition and Parasite Survey of Rural Fertile Women of the Family Health Project Area in Korea (농촌(農村) 가정보건사업지역(家庭保健事業地域)의 가임여성(可妊女性)의 영양(營養) 및 기생충조사(寄生蟲調査))

  • A survey was conducted from January 23 to 31 and February 14 to 18, 1981, in Whaseounggun, Kyunggj-do, to investigate the dietary and nutritionary status, and prevalence of parasitic infection of the fertile women, in an attempt to provide an integrative perspective on the rural family health programmes. The results are summarised as follows; The total number of fertile women, randomly selected, was 197 ; 21 women were in the latter half of pregnancy; 38 women, lactating, the remaning, non-pregnant. Average age of the subjects was 31.4 years; average number of children, 2.7; average number of abortion, 0.9; average family number in home, 5.5. The families had a mean income of \ 2,470,000 per fear. The majority, 83.8% of the families, were engaged in farming. 61.4% of the subjects had completed schooling 6 years or less. The mean energy intake of the lactating women was 73.4% of the recommended allowance, while that of non-pregnant and pregnant women reached 86.9 to 88.6% of the recommendation. In the average diet of the subjects, carbohydrates contribute 74.6 to 81.7% of the total energy intake; protein 11.3 to 11.9%; fat 7.0 to 13.9%. Protein intake of non-pregnant, pregnant, and lactating women met 72.6%, 60.8%, and 65.2% of allowance, respectively; and those proteins were mainly derived from vegetable sources. The subjects ingested less than one-half of the allowances for iron, calcium, vitamin A, and riboflabin ; in contrast, thiamin and ascorbic acid levels were adequate or fairly acceptable. There were significant correlations of meal balance and food diversity scores to the mean intake levels of protein, calcium, iron, vitamin A, thiamin, and riboflavin. Only 10% of the pregnant women and 11.4% of non-pregnant and lactating women reached the acceptable level of hemoglobin. Positive prevalence of parasitic infection was found among about one-third of the subjects, 30.3% of women. Hematologic findings had no significant correlation to parasitic infection.

Prevalence and Factors Associated with Smoking Intentions among Non-smoking and Smoking Adolescents in Kota Tinggi, Johor, Malaysia

  • Intention to smoke is a valid and reliable factor for predicting future smoking habits among adolescents. This factor, however, has received inadequate attention in Malaysia. The present paper elaborates the prevalence and factors associated with intent to initiate or to cease smoking, among adolescent nonsmokers and smokers in Kota Tinggi, Johor, Malaysia. A total of 2,300 secondary school students aged 13-16 years were selected through a two-stage stratified sampling method. A set of standardized questionnaires was used to assess the smoking behavior among adolescents and the inter-personal and intra-personal factors associated with smoking intention (intention to initiate smoking or to cease smoking). Multivariable logistic regression was used to identify factors related to smoking intention. The prevalence of intention to smoke in the future or to cease smoking among non-smoking adolescents and current smokers were 10.7% and 61.7% respectively. Having friends who smoke, social influence, and poor knowledge about the ill effects on health due to smoking showed significant relationships with intention to smoke in the future among non-smokers. Conversely, perceived lower prevalence of smoking among peers, weak contributory social influence, and greater awareness of the ill effects of smoking are factors associated with the intention to cease smoking sometime in the future. The study found that prevalence of intention to initiate smoking is low among non-smokers while the majority of current smokers intended to cease smoking in the future. Existing anti-smoking programmes that integrate the factors that have been identified in the current study should be put in motion to reduce the prevalence of intention to initiate smoking and increase the intention to cease smoking among adolescents.

Effect of Screening on the Risk Estimates of Socio Demographic Factors on Cervical Cancer - A Large Cohort Study from Rural India

  • Background: Prospective cohort studies to determine cofactors with oncogenic HPV-infections for cervical cancer are very rare from developing countries and such data are limited to the few screening trials. Large screening trials provide such data as a by product. Some of the cases are prevented by screening and do not surface as invasive cancers at all. Also, pre-invasive lesions are detected almost entirely by screening. Screening causes selection bias if attendance in or effectiveness of screening is correlated with the risk factors. The aim of this study was to quantify the influence of screening on risk factors for cervical cancer. Materials and Methods: Our material stems from a rural cohort of 80,000 women subjected to a randomised screening trial. The effect of screening on the incidence of cervix cancer was estimated with reference to socio-demographic and reproductive risk factors of cervical cancer. We compared these risks with the incidence of cancer in the randomised control population by the same determinants of risk. Results: The results in the screening arm compared to the control arm showed that the women of low SES and young age were benefitting more than those of high SES and old age. The relative risk by age (30-39 vs 50-59) was 0.33 in the control arm and 0.24 in the screening arm. The relative risk by education (not educated vs educated) was 2.8 in the control arm and 1.8 in the screening arm. The previously married women did not benefit (incidence 113 and 115 per 100,000 women years in control vs screening arms) whereas the effect was substantial in those married (86 vs 54). Conclusions: The results in controls were consistent with the general evidence, but results in attenders and nonattenders of the screening arm showed that screening itself and self-selection in attendance and effectiveness can influence the effect estimates of risk factors. The effect of cervical cancer screening programmes on the estimates of incidence of cervical cancer causes bias in the studies on etiology and, therefore, they should be interpreted with caution.

  • This study is to seek measures for streamlining the evaluation system by analyzing the examples of advanced countries. This study was conducted, based on the relevant government policy documents and previous research papers, in the manner of comparing and analyzing the issues and cases regarding the government evaluation system of public-funded R&D programs in selected countries. In Korea, a national R&D performance evaluation system was introduced by law in 2006. In United States, Obama government has enhanced government performance management by signed into law the GPRA Modernezation Act of 2010. The Japanese Government issued a newly revised Guideline on National R&D Evaluation in late 2012. European Union has also been constantly updating its evaluation system for Framework Programmes(FPs) begun since 1984. This study gets some insights from the recent development of R&D evaluation in the other countries. It is important for the government R&D evaluation system to be in line with national S&T policy and agency's mission. In micro views, specific evaluation approaches and methods by types of various R&D programs should be more illustratively developed. Additionally it is suggested to monitor recent trends and techniques on R&D evaluation by participating in activities to communicate and share their knowledge and experiences in international evaluation research networks.

Effects of life style on psychosomatic a subjective a symptoms of the dental technology students (일 대학 치기공과 재학생의 생활습관이 심신 자각증상에 미치는 영향)

  • Purpose: This research is performed through the analysis of the dental technology students' life-style factors of their daily lives that have a close relation with health, and the self-reported symptoms which are related to psychosomatic diseases, for the production of basic data for the change of life-styles and the development of educational programmes. Methods: This research has been performed through questionnaires from the beginning of October of 2014 till the end of November through the Dental Technology students of G-do, chosen by random sampling method after informed consent, where out of the 270 papers, 258 results were used for the analysis. Results: Firstly, the results of the research was as follows: Non-smokers accounted for 61.2%, student who did not do regular physical activities accounted for 50.4%, students who had sleeping hours of 6 to 7 hours accounted for 35.7%, students who eat snacks accounted for 63.2%, students who eat breakfast once to twice a week accounted for 30.6%, students who had an average number of drinks of once to twice a week accounted for 39.9%, and students with BMI of '$18.5^{\circ}{{\neq}}22.9$' accounted for 56.2%, being the highest. Secondly, in gender, smoking (p<.001), regular physical activity (p<.001), BMI (p<.001), eat snacks (p<.05), average number of drinks (p<.05), and of the health check-up, eat breakfast (p<.05), of the year level, eat snack (p<.01), BMI (p<.01), hours of sleep (p<.05), of major satisfaction, regular physical activity (p<.01), and BMI (p<.05), and there was a significant statistical difference, but there were no significant statistical difference in religion. Thirdly, of the bodily self-reported symptoms of the correlation analysis within the life-style variables and the self-reported symptoms, multiple subjective symptoms (I), respiratory (A), eye and skin (B), and digestive organs (C) were the highest in the correlation analysis with regular physical activity (p<.01), and of mental health, impulsiveness (H), mental instability (J), and depression (K) showed highest results in correlation analysis with regular physical activity (p<.01, p<.05), lie scale (L) and irregular and life (G) with eat breakfast (p<.01), and aggressiveness (F) with BMI (p<.01), showed highest results in correlation analysis. Fourthly of the Dental technology students' bodily self-reported symptoms, life-style factors which had a statistically significant effect appeared to be regular physical activity (p<.001) and BMI (p<.05), and of the mental self-reported symptoms, causes that did not have statistically significant effect appeared to be regular physical activity (p<.05) and eat breakfast (p<.05). Conclusion: This research concludes that in order to develop correct life-style habits for health promotion and reduce self-reported symptoms related to the Dental Technology students' diseases, education for the recognition of the necessity of self health promotion must be conducted, and a education programme scheme for the Dental technology curriculum for practicing the correct life-style habits in daily life is required.
