The followings are required to establish uniform principle of criminal jurisdiction for international cyber crime into customary international law; (1) clear guideline of UN for promoting national practice (2) formation of general practices based on these guidelines (3) these general practices should obtain legal confidence. International society is in close cooperation for investigating and controlling cyber threat. The US FBI has closed down the largest online crime space called 'Darkcode' and prosecuted related hackers based on joint investigation with 19 countries including England, Australia, Canada, Bosnia, Croatia, Israel, and Rumania. More and more people in Korea are raising their voices for joining cyber crime treaty, 'Budapest Treaty.' Budapest Treaty is the first international treaty prosecuting cyber crime by setting out detailed regulations on internet criminal act. Member countries have installed hotline for cyber crime and they act together. Except European countries, America, Canada, and Japan have joined the treaty. In case of Korea, from few years before, it is reviewing joining with Ministry of Foreign affairs, Ministry of Justice and the National Police but haven't made any conclusion. Different from offline crime, cyber crime is planned in advance and happens regardless of border. Therefore, international cooperation based on position of punishing criminals and international standards. Joining of Budapest international cyber crime treaty shall be done as soon as possible for enhancing national competence.

The analysis of rigid body traveling along the rotating Timoshenko shaft has been a topic of interest. The problem arose from the observations that as a structure is subjected to moving loads, dynamic deflection as well as stresses can be significantly higher than those for static loads. The establishment of analytical method for the development and maintenance of performance is required in the fields of the machining operations and the position control using ball screw. The equations of motion for the rotating shaft subjected to the two moving forces are derived by using Hamilton's principle. Influence of system parameters such as the speed ratio, the mass ratio and the Rayleigh coefficient is discussed on the response of the moving system.

The technology of direction finding is very important to find the direction of emitters for ELINT(electronic intelligence) system. The principle of TDOA(time difference of arrival) is to receive an emitter signal with two antennas, measure the time difference between two antennas, and converse the time difference to direction difference. This technology can be used in broadband frequency system and make the system very simple because a phase-discriminator and a voltage comparator are not needed. For fine DF accuracy, high time resolution receiver and long basis line antennas are needed. The DF accuracy of noise added signals is simulated with different time

The purpose of this study was to find philosophy and counselor's attitudes of solution focused counseling approach. Research methods was to analyze the target literature on 'solution focus / principle; value; philosophy; attitude' through data retrieval around the books, academic papers, master thesis, Phd thesis. The results of this study are as follows. The philosophy of solution focused counseling approach is to center clients, to focus on 'effect', to base on social constructivism and to base on positive psychology. In addition, the counselor' attitudes of solution focused counseling approach is to have 'not-knowing' stance about Clients, to take the attitude of observation with sincere curiosity, to compliment the clients, to become a partner and a coach to practice solution focused counseling approach in various fields.

In this paper an advanced PLL strategy suitable to UPS, compared with conventional PLL strategy using the positive sequence component extracted from source voltages, is suggested. Frequency limiter and anti-windup are added to conventional PI controller in suggested PLL strategy. Basic operational principle of suggested PLL is same as that of conventional PLL, but the difference between two strategies is that the suggested PLL can limit the change of frequency in constant range because of inclusion of frequency limiter. Compute. simulation was carried fer the DVR(dynamic voltage restorer) compensating voltage to examine the difference between conventional PLL strategy and the suggested PLL strategy limiting frequency. And the results clearly demonstrate the effectiveness of the suggested PLL strategy for UPS.

In this study, we aim to build a consensus that the Korea-Mongolian economic cooperation and trade growth will bring economic benefits to both countries and, in addition, the FTA between the two countries will bring economic benefits to the overall economy through the economic status and mutual trade status of Korea and Mongolia. Currently, countries around the world are accelerating their market battle with fierce competition, pushing for the opening of their markets through free trade agreements of multilateralism and regionalism centered on the WTO as a rapid change in the global economic environment. Amid such an international economic environment, Korea is developing diverse economic cooperation and FTA strategies, and under the principle that it is based on comprehensive and national consensus, it will sign simultaneous FTAs with major countries, but will diversify its trade partners' efforts to increase trade volume through market advantage, secure energy resources, and so on to secure more resources in overseas markets.

This study evaluated college students' virtual academic experience due to COVID-19. Based on Colaizzi's analysis method, data from advanced interviews with 15 students were analyzed. The results were as follows. The participants showed a desire for eye-level learning, frustration on unsatisfactory academic factors, gratefulness for the factors that enhance academic satisfaction, lonely fight with the shortcomings of online lectures, and the factors predicted by COVID-19, and aim to seek balance through health care. Based on the results, the students should be prepared to learn at an appropriate academic level. Second, the change should be sought to increase delivery and concentration in class. Third, students are motivated by the professor's efforts to communicate in class and their sincerity and passion. Fourth, cooperation between professors and learners is needed to develop a sympathetic and supportive classroom atmosphere. Fifth, until the cessation of COVID-19, the principle of virtual education should persist unless there are exceptional circumstances. These results, which suggested specific ways to increase satisfaction with virtual learning lectures, can be used as basic data for establishing effective virtual teaching directions.

The official talks on the amendment of the Korean - Japanese Fisheries Agreement which was concluded in 1965 are under way since 1996. The convention area of the existing fisheries agreement is the high sea, but it should be changed to the exclusive economic zone(EEZ) for the newly amended fisheries agreement. Accordingly, the fundamental policies to be embodied within the amended fisheries agreement are summarized as follows : 1. One of the basic doctrine of the new agreement should be the formulation of a device of international cooperation for the fishery development as well as the conservation and management of the fishery resources. 2. The preparation of the future-oriented international relationship which reflects the specific character of the fishery relationship between both countries. 3. The existing fishery results of both parties should be protected on the ground of the reciprocity principle. 4. Both parties should reach an agreement upon the joint conservation and management measures for the transboundary fishery resources. 5. In consideration of the difficulty of EEZ delimitation between both countries, a provisional fisheries agreement can be an alternative measure.

The Purpose of this study is to research the problems of trade restriction for an environment protection. Environmental regulation relate to trade are Convention on International Trade in Endangered Species of Wild Fauna & Flora, Montreal Protocol on Substances that Deplete the Ozone Layer, Kyoto Protocol to the UN Framework Convention on Climate Change, Basel Convention on the Control of Transboundary Movements of Hazardous Wastes & Their Disposal, Cartagena Protocol on Biosafty and WTO Agreement. Regulatory action for environmental protection has economics instrument, command & control, liablity, damage compensation, voluntary agreement. In the case of our country, impact of regulatory action for environmental protection is low. Because is recognized position of developing country yet. For in the balance rules of trade and enviroment, First must satisfy WTO's basic principles and principle of quantitative restrictions prohibition, Second, operation of protection action must reasonable and objective standards Third, must satisfy GATT article 20 (b) clause and (g) protestation each essential factor To grow for environment advanced country, we should do i) using of FTA ii) international cooperation strengthening for developing country position iii) construction of environment information network
