Is the U.S. Trade Expansion Act Section 232 Consistent with GATT/WTO Rules? (미국 무역확장법 제232조 조치는 GATT/WTO 규정에 타당한가?)

  • Global trade protectionism has increased further and U.S. priorities and protectionism have strengthened since Trump took office in 2017. Trump administration is actively implementing tariff measures based on U.S. domestic trade laws rather than the WTO rules and regulations. In particular, the American government has recently been imposing high tariffs due to national security and imposing economic sanctions on other countries' imports. According to the U.S. Trade Expansion Act Section 232, the American government imposed additional tariffs on steel and aluminum imports to WTO member countries such as China, India, and EU etc. on march 15, 2018. Thus, this study aims to investigate whether the U.S. Trade Expansion Act Section 232 is consistent with GATT/WTO rules by comparing the legal basis of US / China / WTO regulations related to Section 232 of the U.S. Trade Expansion Act, and gives some suggestions for responding to the Section 232 measure. As the Section 232 measure exceeded the scope of GATT's Security Exceptions regulation and is very likely to be understood as a safeguard measure. If so, the American government is deemed to be in breach of WTO's regulations, such as the most-favored-nation treatment obligations and the duty reduction obligations. In addition, American government is deemed to be failed to meet the conditions of initiation of safeguard measure and violated the procedural requirements such as notification and consultation. In order to respond to these U.S. protection trade measures, all affected countries should actively use the WTO multilateral system to prevent unfair measures. Also, it is necessary to revise the standard jurisdiction of the dispute settlement body and to explore the balance of the WTO Exception clause so that it can be applied strictly. Finally, it would be necessary for Chinese exporters to take a counter-strategy under such trade pressure.

Structural Analysis and Safety Assessment for Constricted Bridges (협착교량의 구조해석 및 안전성 평가)

  • As the intense heat continues, many cases of highway pavement blow up and bridge expansion joints damages have been inspected. Especially, Expansion joint closure of bridges is an important problem that can threat the safety of the bridge structure or reduce long-term durability. This paper proposed a structural analysis method for bridges having expansion joint closure and structural analysis was performed to verify the effects according to bridge types. Analysis bridges were divided into four types: concrete and steel bridges, shallow and piled foundations. To induce the situation of abutments and bridge decks are jammed, the following loads were additionally considered; lateral flow pressure, pavement expansion by alkali-aggregate reaction, creep settlement of backfill. The structural analysis method was verified by comparing the structural analysis results with the actually measured joint gap data. In addition, behavioral analysis due to joint closure was conducted to confirm the change in safety ratio by type of superstructure as the axial force increased.

Design and Performance Evaluation of Support Module for Modular Road System (모듈러 도로시스템을 위한 지지모듈 설계 및 성능평가)

  • As the number of using road in Korea increases, maintenance costs and traffic congestion costs also increase. In order to reduce maintenance cost and time of road, existing long - lived modular road system has been proposed. In this study, the design and performance evaluation of the adaptable support module, which is the substructure of the proposed system, was performed. Two adaptable (Cross-Beam type)support modules were designed and fabricated to determine the load and shape. A adaptable support module was constructed and a static load test was carried out to select the type with better performance. As a result of the load test, the maximum value of the measured earth pressure difference is about 158 kPa and the settlement amount is about 0.032 mm in the two types of adaptable support modules. Based on these results, it is concluded that the performance of the adaptable support module of the bottom curved cross-beam type is better.

Multimetric Measurement Data Monitoring System Using Sigmoid Function (시그모이드 함수를 이용한 다중 계측데이터 모니터링 시스템)

  • In order to intuitively grasp the earth pressure direction acting on the structure and displacement state, displacement data in the horizontal and vertical directions were processed using the sigmoid function. A displacement coordinate system was set up for each axis. The system can intuitively check the current displacement and assess the management stage of each point. A displacement path can be compiled from continuously recorded points, allowing trends in the displacement's history and stress direction to be known. Analysis of data measured for excavated ground, found that displacement occurred in the direction of destressing at all points, and that the points' management state steady. Similar behavior trends were found among measurement points with high spatial correlation, whereas differing behavior trends occurred among measurement points with low spatial correlation. If the correlation analysis of the precursor and behavior area is performed using the continuously distributed surface settlement data and displacement coordinate system, it will be possible to predict the failure time and area.

Investigation on Water Leakage-Induced Tunnel Structure and Ground Responses Using Coupled Hydro-Mechanical Analysis (수리역학 연계해석을 이용한 누수로 인한 터널 구조물 및 지반 거동의 분석)

  • Water leakage in tunnels is a defect that can affect tunnel stability and the ground movement by changing the stress and pore water pressure of the surrounding ground. Long-term or large-scale water leaks may lead to damage of tunnel structure and the surrounding environment, such as tunnel lining instability and ground surface settlement. The present study numerically investigated the effects of water leakage on the structural stability of a tunnel and the ground behavior. The tunnel was assumed to be under undrained conditions for preventing the inflow of the surrounding water and leaks occurred in the concrete lining after completion of the tunnel construction. A coupled hydro-mechanical analysis using a TOUGH-FLAC simulator developed in Python was conducted for assessing the leakage induced-behavior of the tunnel structure and ground under different conditions of the amount and location of water leak. Additionally, the effect of hydro-mechanical coupling terms on the results of coupled response was investigated and discussed.

  • A continuous, fast, and convenient experimental method, replacing recent tests such as standard oedometer or self weight consolidation test, is needed for the determination of the consolidation behavior of unformed soft soils. This study introduced the seepage induced fast consolidation test using the flow pump technique. It can obtain the consolidation characteristics of unformed soft soils conveniently and fast. The seepage induced consolidation test apparatus consists of a modified triaxial cell, differential pressure transducer, flow pump, and displacement transducer. The test continuously proceeds with starting seepage forces induced consolidation, loading consolidation, and permeability test on the same sample. In addition, this test result was compared with the standard oedometer test result to make this method valid. From this study it was found that this method is a convenient and time saving effective method for obtaining data required for calculation of consolidation settlement of unformed soft soils.

Analysis of Reinforcement Effect of Hollow Modular Concrete Block on Sand by Laboratory Model Tests (실내모형실험을 통한 모래지반에서의 중공블록 보강효과 분석)

  • The hollow modular concrete block reinforced foundation method is one of the ground reinforcement foundation methods that uses hexagonal honeycomb-shaped concrete blocks with mixed crushed rock to reinforce soft grounds. It then forms an artificial layered ground that increases bearing capacity and reduces settlement. The hollow modular honeycomb-shaped concrete block is a geometrically economical, stable structure that distributes forces in a balanced way. However, the behavioral characteristics of hollow modular concrete block reinforced foundations are not yet fully understood. In this study, a bearing capacity test is performed to analyze the reinforcement effectiveness of the hollow modular concrete block through the laboratory model tests. From the load-settlement curve, punching shear failure occurs under the unfilled sand condition (A-1-N). However, the filled sand condition (A-1-F) shows a linear curve without yielding, confirming the reinforcement effect is three times higher than that of unreinforced ground. The bearing capacity equation is proposed for the parts that have contact pressure under concrete, vertical stress of hollow blocks, and the inner skin friction force from horizontal stress by confining effect based on the schematic diagram of confining effect inside a hollow modular concrete block. As a result of calculating the bearing capacity, the percentage of load distribution for contact force on the area of concrete is about 65%, vertical force on the area of hollow is 16.5% and inner skin friction force of area of the inner wall is about 18.5%. When the surcharge load is applied to the concrete part, the vertical stress occurs on the area of the hollow part by confining effect first. Then, in the filled sand in the hollow where the horizontal direction is constrained, the inner skin friction force occurs by the horizontal stress on the inner wall of the hollow modular concrete block. The inner skin friction force suppresses the punching of the concrete part and reduces contact pressure.

  • L/EPS, manufactured in the shape of block and used for civil engineering, is a lightweight material with an excellent resistance to compression, and provides a superb self-sufficient stability. EPS is a suitable material capable of resolving the problem of settlement and lateral flow if it is applied as the soil on soft ground. The Korean Standards (KS) has not yet proposed any testing method for use of EPS as an engineering banking material. Only its testing and quality ordinance as a heat insulation material has been standardized. The design criteria for EPS has been established and applied through the trial construction of KHC (Korea Highway Corporation) and quality test of manufacturer, but most studies on them have been confined to factory products. This study is focused on comparing and analyzing long-term durability by conducting cyclic load test, freezing and thawing test, absorption rate test and others. EPS used in the test was chosen from construction sites and factory products, focusing on the long-term durability of EPS depending on the passage of time. Unconfined compression test results indicated that the strength of collected samples was lower than factory products. While the triaxial compression test results indicated that the shear strength increased in proportion to the increase of confining pressure, and factory products had declining shear strength as the confining pressure rose.

The Behavior Characteristics of Segmental Crib Retaining Wall by Model Test (모형실험에 의한 조립식 격자 옹벽의 거동 특성)

  • The concrete wall is the most useful of retaining structure which can obtain the engineering stability, but has problems that is not friendly with nature environment in a fine view, such as poor rear drainage, and shrinkage crack by temperature difference, etc. Because of this problems, the research for a segmental crib retaining wall has been performed. A segmental crib retaining wall is quickly and easily erected because is possible to be erected as the individual members, and is not sensitive to differential settlement and earthquakes. Also, it shows effective drainage and has a friendly advantage with nature environment because of being able to be planted with vines and shrubs in retaining walls The design of crib retaining walls has traditionally been based on classical soil mechanics theories. These theories, originally derived by Rankine(1857) and Coulomb(1776), assume that the wall acts as a rigid body. This assumption results in failure being predicted by either monolithic overturning or base sliding mechanisms. However, the wall consists of individual members which have been created a three dimensional grid. This grid confines an fill mass which becomes part of the wall. The filled wall resists the earth pressure with the same mechanism of classical gravity walls. Because of the flexibility of the individual segment, it allows relative movement between the individual members within the wall. The three dimensional flexible grid leads to stress redistribution when the wall is subjected to external or fill loads. Due to the flexibility and the stress redistribution, the failure of segmental crib wall consists of not only overturing and base sliding but the local deformation and the failure between the segmental members. It has been researched in the field that due to this flexibility and load redistribution, serviceability failure of segmental crib walls is unlikely to be due to overturning or base sliding. Therefore, in this study, the relative displacement appearance of retaining wall due to variation of inclination is measured to examine this behavior characteristics. Also, the behavior characteristics of retaining walls by surcharge load, and location of acting point of retaining wall rear, and the displacement characteristics and deflections are estimated about the existence and nonexistence of Rear Stretcher performing an role in transmitting earth pressure of Header and Stretcher organizing retaining walls. Applications of Improved Low-Flow Mortar Type Grouting Method for Road Safety and Constructability in Dangerous Steep Slopes (급경사지 붕괴 위험지역의 도로 안전 및 시공성을 고려한 개선된 저유동 몰탈형 그라우팅공법 적용성 분석)

  • Low-flow mortar injection method grouting technology was selected and the traffic area was preserved as much as possible in order to secure safety for road traffic when the outflow and subsidence of landfill occurred due to ground-water, and etc. In particular, the current existing method was newly improved since there are risks of damage such as hydraulic fracturing at the lower part of the road, spilling of soil particles on steep slopes, and bumps on the road due to excessive injection pressure during construction. This study was carried out at the site of reinforcement work on the road as a maintenance work for the danger zone for collapse of the steep slope of the 00 hill, which was ordered from the 00 city 00 province. The improved low-flow mortar type grouting method adopted a new automated grouting management system and especially, it composites the method for grouting conditions decision by high-pressure pre-grouting test and injection technology by AGS-controlled and studied about grouting effect analysis by using new technology. By applying the improved low-flow mortar type grouting method, it was possible to lay the groundwork for road maintenance work such as the prevention of subsidence of old roads, uneven subsidence of buildings and civil engineering structures, and of soil leakage of ground-water spills. Furthermore, the possibility of application on future grouting work not only for just construction that prevents subsidence of old roads but also for various buildings and civil engineering structures such as railroads, subways, bridges, underground structures, and boulder stone and limestone areas was confirmed.
