This study evaluated the debate formats adopted in the 2002 Televised Presidential Debates. Presidential Debate Committee have sponsored Televised Presidential Debates during the official campaign period. However, it is not easy task for the Committee to coordinate each party's different interests, such as voters, candidates, and broadcasters. Presidential candidates tries to use the debates as one of their campaign strategies. Broadcasters argued limitations in programming and production process. Regardless of the obstacles, voters expect that the committee makes ideal debate formats. The committee adopted two new forms in the 2002 Debates. The committee allowed direct exchange between candidates as well as advance question preparation by candidate. The committee intends that candidates focus on discussing policy issues. Some studies found that the debate format to allow direct exchange between candidates makes candidates focus on image issues rather than policy issues. The findings of this study are similar to the previous studies'. The new debate formats adopted in 2002 televised presidential debates did not guarantee policy issue oriented discussion. The committee or scholars should evaluate the debate formats used in the presidential debates in order to establish ideal debate formats that gives important information for votes to determine their choice. It is necessary to systematically evaluate the debate formats of former presidential campaign for developing right debate formats.

Integrated science for high school is required in the present Korean National Sixth Curriculum and the Seventh Curriculum which will be effective in 2002. Currently, most science teachers in secondary school have concerns about teaching integrated science subjects and this continues to raise a significant problem for practical implementation of integrated science education in schools. In this paper, we discuss two reasons for these concerns that our analysis revealed: 1) Science teachers do not understand how to implement integrated science education and 2) there are insufficient teaching-learning materials supporting integrated science. Three different approaches to integration that have been suggested to overcome the problem of implementation are outlined here. They are the knowledge centered, social problem centered, and individual interest centered approaches. Reported here are the first two steps we undertook in preparation for testing the relative effectiveness of these approaches. First, we analyzed the content of the Korean Sixth and Seventh National Science Curricula, seven Korean integrated science text books, the American National Science Education Standards, and the American Association for the Advancement of Science Benchmarks looking for common themes. We identified in the analyzed materials the common themes: energy conservation, energy transformation, energy transport, energy degradation. We then used their energy related content to organize sets of concept structures, one set for each of the three approaches. These concept structures will provide the foundations for the development of integrated teaching-learning energy plans to be used in our research into the effectiveness of the approaches.

Identifying students' misconceptions by teachers is the primary step in using constructivist teaching strategies. We investigated how secondary science teachers were aware of students' misconceptions about the particulate nature of matter and analyzed the total number of differences of predicted misconceptions by their background variables. We also investigated how they addressed students' misconceptions in their instruction, and how necessary they thought it was to identify students' misconceptions for teaching science concepts. A survey was administered to 87 science teachers at 28 middle schools in Seoul. Teachers' predictions were compared with the misconceptions of 240 seventh-grade students. The teachers, as a group, identified almost all the misconceptions held by the students. However, they were unable to predict which types of misconceptions were more frequent. The total number of misconceptions predicted by the teachers who had careers of less than 10 years, possessed Master's degrees, or majored in chemical education was significantly higher. Although most teachers stated that knowing students' misconceptions was needed for their instruction, they rarely and simply addressed them in their instructions. Many techers faced misconceptions in classroom activities, and only few teachers found them through publications relating to students' misconceptions, teacher preparation courses and/or in-service training programs. Educational implications are discussed.

To develop large-scale complex systems, many organizations have attempted to improve the processes specified in systems engineering (SE) and project management (PM) by adopting CMMI (Capability Maturity Model Integration). On the other hand, most domestic organizations that already acquired CMMI level 3 have focused on SE&PM practices while providing less investment in building up the environment for institutionalizing those processes. In such organizations, the process maturity without advancing to institutionalization can be neither enhanced nor maintained. To resolve the problem, the following remedies can be suggested. A standard process should first be defined to meet the business mission of the organization and to carry out the process successfully, the people should be properly trained and the appropriate tools be provided. In this study, a maturity model to accomplish institutionalization was examined based on the aforementioned P-P-T (Process-People-Tool) concept. The model proposed would be useful in developing strategies and plans for process institutionalization when the organizations are in the preparation stages for a CMMI certificate or have already acquired one.
On December 12, 2015, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, in which several developed and developing countries all committed to participating in the reduction of greenhouse-gas (GHG) emissions. South Korea has submitted an intended nationally determined contribution (INDC) proposal with a target to cut down 37% greenhouse gas business as usual (BAU) until 2030 in preparation for the 2030 GHG BAU. Under the post-2020 regime, which will be launched from 2021 as the agreement entered into force early, it is expected that efforts to support GHG reduction and adaptation to climate change in developing countries will be accelerated with the utilization of technologies and financial resources of developed countries. South Korea has established the Basic Plan for Climate Change Response and the Basic National Roadmap for Greenhouse Gas Reductions by 2030 to promote the response to climate change at the government level. The Ministry of Science and ICT, as the National Designated Entity designated by the UNFCCC, has come up with middle and long-term strategies for climate technology cooperation. South-Korea has an abundance of energy-consuming industries to support its export-oriented industrial structure; it is thus expected that achieving the GHG reduction target will incur a considerable cost. Moreover, in order to meet the reduction target (11.3%) of the intended nationally determined contribution proposed by South Korea, it is necessary for South Korea to actively promote projects that can achieve GHG reduction achievements, and financial resources are needed as leverage to reduce risks that can occur in the early stages of projects and attract private sector investment. This paper summarizes the theoretical discussions on climate finance and conducted a comparative analysis on the status of the funds related to climate change response in the UK, Germany, Japan and Denmark. Through this, we proposed the legal and policy tasks that should be carried forward to raise public funds that can be used for creation of new industries related to climate change as well as to reduce GHG emissions in South Korea. The Climate Change Countermeasures Act, which has been proposed by the National Assembly of South-Korea, stipulates the establishment of funds but there is no additional funding except for general account. In this regard, it is also possible to take measures such as the introduction of carbon tax or the collection and use of royalties through technology research and development projects for climate change, such as Industrial Technology Innovation Promotion Act. In addition, since funds are used in various fields such as domestic greenhouse gas reduction, technology development, and overseas projects, it is necessary to establish a system in which various ministries cooperate with the operation of the fund.

Companies build the factory automation system to improve management effectiveness and productivity as prime strategies for sustainable growth. But most companies undergo various trials and errors while carrying out the project without elaborate preparation stage for factory automation. In this study, we tried to verify what factors are critical to effectively building distribution automation system, which is a branch of factory automation system. A consulting model for setting up a Material Handling Automation System by utilizing the Stage-Gate Process, which is product development process was studied. 29 material handling automation projects carried out between the year 1990 to 2013 at K-Company were selected. Interviews with the project managers, operators and maintenance personnels, various records and current status of the projects were used as data for structural equations based on the Milan consulting model and existing researches of factory automation, CIM for material handling automation. Creating effective basis of production, material handling system and energy saving system with expert review, when preparing a material handling automation project, help promote the project planning thus contributing to the performance of the resulting system, which appears though rather weakly in our data. Also the effect of material handling automation can be enhanced through sufficient and effective links to the relevant environments such as production logistics management and automated warehouses. More detailed planning characteristics of project promotion or some time-series data of effective Material Handling Automation System could enhace furthur studies. We propose a consulting model for setting up an efficient material handling automation system.
Due to the recent development of system semiconductors, technical innovation for the electric devices of the automobile industry is rapidly progressing. In particular, the electric device of automobiles is accelerating technology development competition among automobile parts makers, and the development cycle is also changing rapidly. Due to these changes, the importance of strategic planning for R&D is further strengthened. Due to the paradigm shift in the automobile industry, the Product-Technical Roadmap (P/TRM), one of the R&D strategies, analyzes technology forecasting, technology level evaluation, and technology acquisition method (Make/Collaborate/Buy) at the planning stage. The product-technical roadmap is a tool that identifies customer needs of products and technologies, selects technologies and sets development directions. However, most companies are developing the product-technical roadmap through a qualitative method that mainly relies on the technical papers, patent analysis, and expert Delphi method. In this study, empirical research was conducted through simulations that can supplement and strengthen the product-technical roadmap centered on the automobile industry by fusing Gartner's hype cycle, cumulative moving average-based data preprocessing, and deep learning (LSTM) time series analysis techniques. The empirical study presented in this paper can be used not only in the automobile industry but also in other manufacturing fields in general. In addition, from the corporate point of view, it is considered that it will become a foundation for moving forward as a leading company by providing products to the market in a timely manner through a more accurate product-technical roadmap, breaking away from the roadmap preparation method that has relied on qualitative methods.
The purpose of this study is to examine the main features of South Korea's New Northern Policy and to make some suggestions for cooperation with neighboring countries' initiatives. The New Northern Policy encompasses the whole of Eurasia, but the starting development area would be the border region of the Korean Peninsula. In this viewpoint, this study examines the Belt and Road Initiative of China, the New Eastern Policy of Russia and the Steppe Road Initiative of Mongolia, and presents the characteristics, problems and some implementation strategies of the New Northern Policy. Apart from the future possibilities of the regional cooperations that include North Korea, it would be necessary for South Korea to secure and expand the possible opportunities for "Korea-China-Mongolia-Russia" cooperation. In order to create a close cooperative environment with North Korea in the future, it would also be necessary to build a maritime route, with port development around major border regions on the Korean Peninsula, including Russia, and to develop the port-railway intermodal transportation system with neighboring countries. South Korea need to actively cooperate with neighboring countries to develop the new Eurasia logistics routes would be more favorable to the Korean Peninsula in preparation for the time when the North Korean nuclear issue will be resolved.
Out of all the possible actions that can be taken to respond to greenhouse gas reduction, including development of greenhouse gas reduction technology, infrastructure, actions to improve energy saving and efficiency, and offset with carbon emission reductions (CERs), this study shall focus on the investment on CERs. This study will take a look at risks involved with investing in CERs such as UN registration refusal risk and CERs price fluctuation, and will design risk management model which shall be verified. The goal of this paper is to provide optimized CERs investment strategies for different types of investors, such as general trading companies seeking for investment opportunities and financial companies with plans for green products development and investment by preparation for carbon market. It is expected that the global competitiveness of domestic financial companies shall be improved by taking actions on carbon market instead of previous passive response to climate change and that Korea, the number two Carbon Emissions supplier and number one derivatives market in terms of volume, shall be able to lead the worldwide carbon market.
This study investigated a total of 529 integrated science teachers' implementation and changes to apply the curriculum-instruction-assessment. Data was collected through online survey on scientific competencies and skills, teaching-learning and assessment methods, changes of teacher's preparation, topics/materials, teaching-learning, and assessment to apply the curriculum-instruction-assessment as teaching integrated science. The results of the study were as follows: first, in the integrated science class, teachers implemented more on scientific communication and scientific inquiry among scientific core competencies, and analysis and interpretation of data collection and communication among scientific skills. Teachers often taught in lectures and used multiple choice items and short essay for evaluation. Teacher groups with less than 10 years of teaching experience appeared to be less active in teaching scientific core competencies and skills than those with more than 10 years. Second, Teachers have increased more time and efforts to search and to organize various materials in addition to textbooks, and try to integrated concepts in various fields to prepare learning topics and textbooks. Third, even though teachers made little change in implementing the process-oriented assessment, they used instructional strategies to increase student engagement in the integrated science class, restructured the instruction to provide immediate feedback after conducting the assessment. It is necessary to build a system that ensures fairness and credibility of evaluation while respecting the autonomy and professionalism of teachers.
