  • 전력산업 구조개편이후 송전체제, 특히 송전요금체계에 관한 연구가 미흡한 가운데 자연적 독점을 유지하게 될 송전에 대한 정부의 규제가 중요성을 가지게 되었다. 본 연구에서는 여러 정부 규제방안들을 비교 검토하여 최적방안 모색을 위한 방향을 제시하고자 한다. 송전요금은 비용반영 투명성, 비(非)차별, 경쟁 등의 원칙을 지켜야 하고 이런 송전요금에는 경제적 효율성 사회 복지, 비용 최소 운영 등의 증진을 위해 한계비용이 반영되어야 한다. 하지만, 송전 네트웍은 규모의 경제에 종속되는 장기 투자로 구성된다. 이런 조건에서는 한계비용은 정의되기 어렵다. 그러므로 송전요금은 단기적 한계비용들의 신호와 장기적으로는 적절한 비용회수의 보장들과의 타협조정을 해야 한다. 네트웍 요금은 경쟁 정책의 원칙을 준수할 필요가 있으며 어떤 한 네트웍 회사도 과도한 요금을 부과한다든지 또는 사용자들을 차별한다든지 또는 약탈적(predatory) 방식으로 행동할 시에는 지배적 지위 남용에 대해 벌칙을 당하게 되어있다. 송전요금에 관한 결정은 공공서비스 의무비용, 특정 소비자그룹 우대를 위한 국가 정책들과 같은 사회적 목적들에 의해 제한을 받는다. 현존하는 대표적인 정부규제방안인 가격상한제와 투자보수율 규제방식을 검토한 결과 유도된 중요한 사실은 가격상한제 규제방식이 기업들로 하여금 위험(risk)에 좀 더 종속되게 만들지만 반면에 비용절감을 위한 강력한 인센티브를 주어 효율성 향상을 기할 수 있게 만든다는 것이다. 이러한 사실은 가격상한제 규제방식이 정부규제의 기본원칙에 더 많이 부합되며 궁극적인 경제체제의 목표인 자원의 효율적 배분에 더 가깝다는 것을 의미한다.

Identifying statistically significant gene sets based on differential expression and differential coexpression (특이발현과 특이공발현을 고려한 유의한 유전자 집단 탐색)

  • Gene set analysis utilizing biologic information is expected to produce more interpretable results because the occurrence of tumors (or diseases) is believed to be associated with the regulation of related genes. Many methods have been developed to identify statistically significant gene sets across different phenotypes; however, most focus exclusively on either the differential gene expression or the differential correlation structure in the gene set. This research provides a new method that simultaneously considers the differential expression of genes and differential coexpression with multiple genes in the gene set. Application of this NEW method is illustrated with real microarray data example, p53; subsequently, a simulation study compares its type I error rate and power with GSEA, SAMGS, GSCA and GSNCA.

Inactivation of Legionella pneumophila by Electrochemical Disinfection (전기화학적 소독에 의한 Legionella pneumophila 불활성화)

  • This study has carried out a performance of dimensionally stable anode for the purpose of disinfection of Legionella pneumophila in water. Three kinds of electrode were prepared by plating and thermal deposition, which were coated by the oxides of Pt, Ru and Ir on Ti metal surface, respectively. The order of disinfection performance for Legionella pneumophila was Ru/Ti > Ir/Ti > Pt/Ti. Free Cl and $ClO_2$ generation of Ir/Ti electrode was higher than that of two electrodes. However, the concentrations of generated $H_2O_2$ and $O_3$ of the Ru/Ti electrode were highest among the three electrodes. The higher NaCl concentration was, the more oxidants was generated and disinfection effect was increased. However, optimum NaCl dosage was 0.0125% due to the regulation on the conductivity and $Cl^-$ concentration for the cooling water quality of air conditioning and refrigeration equipment. With the increase of current, oxidants was more generated and following disinfection effect was increased. The increase of electrode distance reduced oxidants generation due to the low electric power, and their disinfection effect was decreased accordingly.

  • This paper presents an approach to detect the dielectric condition of FRP Hot Stick in EHV high voltage cable whereas shutting down the power system is not necessary. The radio frequency generating method is adopted by transmitting radio wave into the Electrodes. This instrument is small, easy to use and also inexpensive. Furthermore, the impurity level of dirt on high voltage insulator (non-ceramic type) will be analyzed by using the methods based on IEEE Std.978-1984 at 105 kV.DC. /305 mm. and OSHA Regulation 1910.269 Part J - live line tools. The frequency at 10-20 MHz is applied to FRP Hot Stick via Electrode1 and from FRP Hot Stick surface to Electrode 2. After that the results will be evaluated by testing in each condition of FRP Hot Stick, such as dry surface, hot surface, foil winding and conductor inserting. Finally, the watt loss will be examined and compared with the loss from humidity and Carbon tracking. The important components of this system are radio frequency generating unit, frequency stabilizing unit, frequency amplifier, FRP Hot Stick frequency counter, processing unit, and display unit.

Induced Voltages on Telecommunication Lines Due to AC High-Speed Electrified Railway System (고속전철에 의한 통신 선로에서의 유도전압 분석)

  • This paper analyzed the induced voltages on a telecommunication line due to high-speed a.c. electrified railway system. The induced voltages were measured by domestic regulation, 2 test lines with 2 km length were installed near railway in parallel to compare the influence for distance from disturbing line. The analysis was made on the induced voltages with the distance from railway, line length, and the different earthing point, and also on the waveform and spectrum distributions. The statistical induced voltages for the time for a day and dates was analyzed.

Status of Radiation Dose and Radioactive Contamination due to the Fukushima Accident

  • Backgrounds: The accident at Fukushima Daiichi Nuclear Power Plant (NPP), March 2011, caused serious radioactive contamination over wide area in east Japan. Therefore, it is important to know the effect of the accident and the status of NPP. Materials and Methods: This paper provides a review on the status of radiation dose and radioactive contamination caused by the accident on the basis of publicized information. Results and Discussion: Monitoring of radiation dose and exposure dose of residents has been conducted extensively by the governments and various organizations. The effective dose of general residents due to the accident proved to be less than a mSv both for external and internal dose. The equivalent committed dose of thyroid was evaluated to be a few mSv in mean value and less than 50 mSv even for children. Monitoring of radioactivity concentration has been carried out on food ingredients, milk and tap water, and actual meal. These studies indicated the percentage of foods above the regulation standard was over 10% in 2011 but decreasing steadily with time. The internal dose due to foods proved to be tens of ${\mu}Sv$ and much less than that due to natural $^{40}K$ even in the Fukushima area and decreasing steadily, although high level concentration is still observed in wild plants, wild mushrooms, animals and some kind of fishes. Conclusion: According to extensive studies, not only the effect of the accident but also the pathway and countermeasures against radioactive contamination have been revealed, and they are applied very effectively for restoration of environment and reconstruction of the area.

Liner Analysis of IMV Proportional Flow Control Valve Static Characteristics (IMV 비례 유량제어밸브 정특성 선형해석)

  • Recently, as the environmental regulation for earth moving equipment has been tightened, advanced systems using electronic control have been introduced for energy savings. An IMV(Independent Metering Valve), which consists of four 2-way valves, is one of the electro-hydraulic control systems that provides more flexible controllability and potential for energy savings in excavators, when compared to the conventional 4-way spool valve system. To fully realize an IMV, a two-stage bi-directional flow control valve which can regulate the large amount of flow in both directions, should be developed in advance. A simple design that allows proportional flow control to apply the pilot pressure from the current-controlled solenoid to the spring loaded flow control spool and thus valve displacement, is proportional to the solenoid current. However, this open-loop type valve is vulnerable to flow force which directly affects the valve displacement. Force feedback servo of which the position loop is closed by the feedback spring which interconnects the solenoid valve and flow control spool, could compensate for the flow force. In this study, linearity for the solenoid current input and robustness against load pressure disturbance is investigated by linear analysis of the static nonlinear equations for the IMV proportional flow control valve with feedback spring. Gains of the linear system confirm the performance improvement with the feedback spring design.

Development of Analysis Method and Computer Program for Train-induced Ground Vibration (철도연변 지반진동 예측기법 및 전산프로그램 개발)

  • Recently, environmental vibration by train operation has been getting such an attention that the ISO puts it into the environmental vibration regulation. However, the reasonable and efficient countermeasures against such a kind of vibration is not well established, especially in residential areas near the railroad. Therefore, it is very important to estimate the ground vibration induced by the train operation for the design and construction of track supporting structures as well as structures near the track. In this study a model estimating dynamic load on track due to train operation and analysis technique of propagation of ground vibration were developed. Futhermore, the estimated vibration from this model was compared with the actual measurement data in the field and found to be reasonably acceptable.

Design and Fabrication of LED Navigation Lights (LED 항해등의 설계 및 제작)

  • In this paper, we designed and fabricated LED navigation lights which can replace the existing ones immediately and overcome disadvantages due to use of conventional lamps. To decide the best arrangement and position of a LED module, optical systems of existing navigation lights were analyzed and refracted routes of rays were simulated. The electrical and optical characteristics of the fabricated LED navigation lights were measured and analyzed with a goniophotometer. To calculate ranges of visibility, the vertical and horizontal luminous intensity distributions were evaluated in accordance with the COLREGs (convention on the international regulation for preventing collisions at Sea). From the results, the proposed LED navigation lights showed suitable characteristics for marine environment with the power consumption reduced by 90% and the maximum luminous intensity increased by 20% compared to the existing navigation lights.

  • Mitochondria are responsible for supplying of most of the cell's energy via oxidative phosphorylation. However, mitochondria also can be deleterious for a cell because they are the primary source of reactive oxygen species, which are generated as a byproduct of respiration. Accumulation of mitochondrial and cellular oxidative damage leads to diverse pathologies. Thus, it is important to maintain a population of healthy and functional mitochondria for normal cellular metabolism. Eukaryotes have developed defense mechanisms to cope with aberrant mitochondria. Mitochondria autophagy (known as mitophagy) is thought to be one such process that selectively sequesters dysfunctional or excess mitochondria within double-membrane autophagosomes and carries them into lysosomes/vacuoles for degradation. The power of genetics and conservation of fundamental cellular processes among eukaryotes make yeast an excellent model for understanding the general mechanisms, regulation, and function of mitophagy. In budding yeast, a mitochondrial surface protein, Atg32, serves as a mitochondrial receptor for selective autophagy that interacts with Atg11, an adaptor protein for selective types of autophagy, and Atg8, a ubiquitin-like protein localized to the isolation membrane. Atg32 is regulated transcriptionally and post-translationally to control mitophagy. Moreover, because Atg32 is a mitophagy-specific protein, analysis of its deficient mutant enables investigation of the physiological roles of mitophagy. Here, we review recent progress in the understanding of the molecular mechanisms and functional importance of mitophagy in yeast at multiple levels.
