Risk financing is defined as the methods applied to fund risk treatment and the financial consequences of risk. It is a major component of the transfer of risk and the retention of risk which are, in turn, parts of the risk treatment process. This study applied the general guidelines on risk financing to product liability risk. Product liability risk occurs when potential defects in the process of design, production, and distribution lead to accidents resulting in fatal, financial, and environmental loss. Risk on product liability may be financed in many different ways, each of which may be used singularly or in combination. The most popular and recommendable way suggested in the guidelines is the retention or use of reserves, transfer, credit or insurance.
This paper describes introductory remarks on risk management and risk-based design for ships and offshore installations with potential hazards. Clients' requirements on safety and performance was related to the risk management and risk-based design. A general procedure for risk-based design was also suggested with each step explained in detail. Various risk-based design approaches were emphasized with their needs and methodological characteristics taken into account. Related rules, standards, and regulations were summarized. The last part included recommendations for Korean ship building industries about the risk management and risk-based design.
BACKGROUND/OBJECTIVES: Observational studies suggest that an association between vegetable consumption and coronary heart disease (CHD). However, the results are inconsistent. This study aimed to investigate the daily intake of vegetables on a national level and its effect on the risk of CHD risk, as determined by the Framingham Risk Score (FRS). SUBJECTS/METHODS: This study was conducted a cross-sectional design of 2,510 male adults 40-64y of age who participated in the 2007-2009 Korean National Health and Nutrition Examination Survey. Daily intake of vegetable was assessed by 24-h recall, and the consumption frequency of vegetables was determined using a food frequency questionnaire. The odd ratio of CHD risk according to daily intake and frequency of vegetables was analyzed. RESULTS: Total vegetable intake was inversely and significantly associated with the risk of CHD (Model 1: 4th vs. 1st quartile, OR = 0.74, 95% CI = 0.58-0.96, P for trend = 0.0015), and the significant relationship with CHD risk remained even after adjusting for potential confounders (Model 3: 4th vs. 1st quartile, adjusted OR [aOR] = 0.69, 95% CI = 0.49-0.95, P for trend = 0.0492). Subjects in the higher quartiles of non-salted vegetable intake had 31% lower odds of the risk of CHD compared to those in the lowest quartile after adjusting for various potential confounders in model 3 (aOR = 0.69; 95% CI = 0.49-0.97, P for trend = 0.0478). No significant associations between the frequency of vegetable intake (total, green, white and red vegetable) and the risk of CHD were found. CONCLUSIONS: The major results of this study indicate that higher vegetable intake may help prevent CHD in Korean men.
본 연구에서는 기존의 정량적인 강수량 정보를 제공하는 방식에서 벗어나 호우발생에 따른 생활환경의 변화에 끼치는 영향을 고려한 호우영향예보서비스의 필요성을 기반으로 호우위험영향도 평가가 가능한 호우재해 위험영향 매트릭스를 개발하고, 이를 통해 호우위험영향을 평가하는 방법을 제시하였다. 사당동 일대를 대상으로 실제 발생 호우사상(2011년 7월 27일)을 적용하였으며, 호우에 의한 침수로 영향을 받는 대상별(사람, 교통, 시설) 호우위험영향평가를 수행하였다. 이를 위해 1 km 격자기반으로 호우위험정도(Impact Level)를 산정하고, 침수심 결과를 조합하여 격자기반의 잠재호우위험영향(Potential Risk Impact)을 산정하였다. 여기에 강우발생가능성 Likelihood와의 조합을 통해 호우영향예보가 가능한 호우위험영향(Heavy Rainfall Risk Impact) 값을 산정하여 사당동 지역의 호우영향정도를 격자기반으로 4개의 등급으로 분석, 제시하였다.
본 연구는 일반인을 대상으로 시대성이 반영된 각종 잠재적 위험요소와 원자력(방사선)발전의 위험성 대한 인식을 분석하였다. 설문 대상은 다양한 계층으로 하고 그 중에 총 293부를 분석하였다. 그 결과, 잠재적 위험요소 중에서 화재에 대한 위험도 인식이 높게 나타났으며, 다음으로 방사선 테러와 핵(원자력)에너지의 위험도를 다른 위험요소들에 비해 비교적 높게 인식하였다. 연령별, 학력별, 정치 이념 성향에 따른 분석에서 원자력발전의 필요성과 위험성, 안전성에 대해서 상반된 결과를 나타내었다. 정치이념의 성향에 따른 잠재적 위험요소와 원자력발전에 대한 인식은 보수적 이념집단에서 긍정적인 인식을, 진보적 집단에서는 부정적인 인식을 하고 있는 것으로 나타났다. 즉, 정치 이념의 성향에 따라 원자력발전 인식 분석에서 통계적 차이를 보였다. 따라서 원자력(방사선)발전 정책 방향 설정과 방사선 이용 관련 산업에 있어서 전문가 의견과 일반인의 다양한 의견을 반영해서 결정되어져야 할 것으로 판단되고, 일반인도 사실을 바탕으로 객관적이고 과학적인 근거에 입각해 각종 잠재적 위험과 원자력(방사선)에 대해 막연한 불안감을 가지지 말고 유연한 대처를 할 필요가 있다고 판단된다.

Objective : Recently, robotic-assisted spine surgery (RASS) has been considered a minimally invasive and relatively accurate method. In total, 495 robotic-assisted pedicle screw fixation (RAPSF) procedures were attempted on 100 patients during a 14-month period. The current study aimed to analyze the accuracy, potential risk factors, and learning curve of RAPSF. Methods : This retrospective study evaluated the position of RAPSF using the Gertzbein and Robbins scale (GRS). The accuracy was analyzed using the ratio of the clinically acceptable group (GRS grades A and B), the dissatisfying group (GRS grades C, D, and E), and the Surgical Evaluation Assistant program. The RAPSF was divided into the no-breached group (GRS grade A) and breached group (GRS grades B, C, D, and E), and the potential risk factors of RAPSF were evaluated. The learning curve was analyzed by changes in robot-used time per screw and the occurrence tendency of breached and failed screws according to case accumulation. Results : The clinically acceptable group in RAPSF was 98.12%. In the analysis using the Surgical Evaluation Assistant program, the tip offset was 2.37±1.89 mm, the tail offset was 3.09±1.90 mm, and the angular offset was 3.72°±2.72°. In the analysis of potential risk factors, the difference in screw fixation level (p=0.009) and segmental distance between the tracker and the instrumented level (p=0.001) between the no-breached and breached group were statistically significant, but not for the other factors. The mean difference between the no-breach and breach groups was statistically significant in terms of pedicle width (p<0.001) and tail offset (p=0.042). In the learning curve analysis, the occurrence of breached and failed screws and the robot-used time per screw screws showed a significant decreasing trend. Conclusion : In the current study, RAPSF was highly accurate and the specific potential risk factors were not identified. However, pedicle width was presumed to be related to breached screw. Meanwhile, the robot-used time per screw and the incidence of breached and failed screws decreased with the learning curve.
호우 예측 정확도의 향상에도 불구하고 호우재해로 인한 사회경제적 비용이 지속적으로 증가하고 있는 것은 기상이 미치는 영향에 대한 이해의 부족 때문이다. 본 연구에서는 WMO에서 제시한 영향예보 핵심개념인 재해, 취약성, 노출 개념을 활용하여 지역별 호우잠재영향을 평가하고 호우발생과 연계하여 호우재해의 위험도를 분석하였다. 노출과 취약성 변수로 호우잠재영향을 구성하였고, 호우재해지수는 호우특보 기준에 따라 선정한 3개의 변수를 선정하여 산정하였다. 호우잠재영향 지수의 가중치는 주성분분석을 이용하여 산정하였으며, 호우재해지수는 동일한 가중치를 부여하여 산정하였다. 호우잠재영향지수와 실제 호우피해액과의 상관분석 결과 높은 상관관계가 증명되어 호우잠재영향지수는 실제의 피해양상을 적절히 반영하고 있음을 확인할 수 있었다. 호우재해위험도는 호우잠재영향지수와 호우재해지수로 구성된 위험도 매트릭스를 이용하여 산정하였다. 본 연구는 시공간적으로 변화하는 호우예특보를 위한 호우영향분석 연구의 토대를 제공하고 지역별 호우방재대책을 수립하는데 유용한 자료로 활용될 수 있을 것이다.

Objectives Tricalcium phosphate and calcium hydrogenorthophosphate are high production volume chemicals, mainly used as foodstuff additives, pharmaceuticals, lubricants, synthetic resin, and disinfectants. Phosphate has the potential to cause increased algal growth leading to eutrophication in the aquatic environment. However, there is no adequate information available on risk assessment or acute and chronic toxicity. The aim of this research is to evaluate the toxic potential of phosphate compounds in the aquatic environment. Methods An aquatic toxicity test of phosphate was conducted, and its physico-chemical properties were obtained from a database recommended in the Organization for Economic Cooperation and Development (OECD) guidance manual. An ecotoxicity test using fish, Daphnia, and algae was conducted by the good laboratory practice facility according to the OECD TG guidelines for testing of chemicals, to secure reliable data. Results The results of the ecotoxicity tests of tricalcium phosphate and calcium hydrogenorthophosphate are as follows: In an acute toxicity test with Oryzias latipes, 96 hr 50% lethal concentration ($LC_{50}$) was >100 (measured:>2.14) mg/L and >100 (measured: >13.5) mg/L, respectively. In the Daphnia test, 48 hr 50% effective concentration ($EC_{50}$) was >100 (measured: >5.35) mg/L and >100 (measured: >2.9) mg/L, respectively. In a growth inhibition test with Pseudokirchneriella subcapitata, 72 hr $EC_{50}$ was >100 (measured: >1.56) mg/L and >100 (measured: >4.4) mg/L, respectively. Conclusions Based on the results of the ecotoxicity test of phosphate using fish, Daphnia, and algae, $L(E)C_{50}$ was above 100 mg/L (nominal), indicating no toxicity. In general, the total phosphorus concentration including phosphate in rivers and lakes reaches levels of several ppm, suggesting that phosphate has no toxic effects. However, excessive inflow of phosphate into aquatic ecosystems has the potential to cause eutrophication due to algal growth.
본 연구에서는 대산 석유화학 산업단지에서 배출되는 BTEX (benzene toluene, ethylbenzene, and xylene)의 농도 및 분포 특성을 조사하여 지역주민에 대한 잠재적 위해성을 파악하였다. 산업단지 인근 지역주민들은 다양한 매체(공기, 물, 토양), 특히 공기를 통해 화학물질에 노출될 수 있다. 이 연구는 결정론적 및 확률론적 위해성 평가 접근 방식을 모두 사용하여 흡입에 의한 인체 건강 위험을 평가하였다. 결정론적 위해성 평가 결과 모든 지점에 대해 비발암 위해도의 유해지수(HI) 1.0보다 훨씬 낮은 결과가 나타났다. 그러나 발암 위해성 평가 결과, 산업단지 내에 위치한 A 지점에서 벤젠에 대한 초과발암위해도는 2.28×10-6로 기준치인 1.0×10-6을 약간 상회하는 것으로 나타났다. 또한, 해당 지점에 대한 확률론적 위해성 평가 결과, 보수적 기준인 1.0×10-6을 초과하는 Percentile은 45.3%로 나타났으며, 민감도 분석 결과 노출시간(ET)가 결과에 미치는 영향이 가장 크다고 판단되었다. 인체 위해성 평가 결과, 에틸벤젠, 톨루엔, 자일렌에 대해서는 인체에 위해한 영향이 적은 것으로 판단되었으나, 벤젠은 초과발암위해도 기준(1.0×10-6)을 초과하는 것으로 나타났다. 산업단지에서 공기 중 VOCs에 대한 광범위한 모니터링을 통해 이러한 잠재적 위험을 평가하기 위한 추가적인 연구가 필요하다.
상수도 관망은 운영 중 다양한 수질 사고 발생 위험요소에 노출되어 있다. 본 연구는 다양한 수질 사고 위험요소 중 상수도 관망 내로의 바이러스 유입에 따른 위험도 평가 방법론을 제시하고, 이를 활용하여 위험도를 최소화할 수 있는 재염소 시설의 위치와 운영에 대한 검토를 수행하였다. 위험도 평가를 위해 QMRA (Quantitative Microbial Risk assessment)를 적용하였으며, 염소 농도에 따른 Water Quality Resilience를 정의하여 바이러스가 유입되지 않은 정상 운영 상황과 바이러스가 유입된 비정상 상황에서 염소 농도가 목표 범위(0.1-1.0 mg/L)내 운영되는지 여부를 정량적으로 확인하였다. 본 연구에서는 바이러스와 염소간의 반응을 고려해야 하기에, 다양한 수질인자를 고려할 수 있는 EPANET-MSX를 활용하여 수리 및 수질 분석을 수행하였다. 제안한 방법론은 미국의 Bellingham의 관망에 적용하였으며, 재염소 시설의 경우 0.5 mg/L부터 1.0 mg/L까지 주입 가능한 것으로 하였다. 적용 결과 재염소 시설이 없는 경우 Average risk가 0.0154이었으며, 재염소 시설 설치 후 1.0 mg/L의 농도로 주입 시 39.1%의 Average risk를 저감할 수 있었다. 다만, 재염소 시설을 통한 과도한 염소 주입은 Water Quality Resilience를 저감하여, 최종적으로 0.5 mg/L의 재염소 시설을 선정하였으며, 이를 활용하여 20% 가량의 Average risk 저감이 가능함을 확인하였다. 본 연구는 향후 잠재적 바이러스 유입에 대비한 재염소 시설의 설계에 활용할 수 있을 것이다.
