Revising Countermeasures Against Natural Disasters Act to Introduce a Coastal Compound Disaster Management Area (해안가 복합재해 관리구역 제도 도입을 위한 법령 개정의 주요 방향)

  • Coastal compound disasters are becoming more extreme and more frequent due to climate change. Thus, appropriate and systematic disaster management is necessary to reduce potential losses. One solution to this is the creation of a coastal compound disaster management area. However, Korea's "Countermeasures against Natural Disasters Act" needs to be reformed to introduce this coastal compound disaster management area. In this study, we tried to find the appropriate direction for reforming the Act in order to establish a basis for implementing regulations on the Coastal Compound Disaster Management Area with regard to three aspects: science-based management, cooperative management, and adaptive management. The study was on the premise that the system would be operated based on the provisions of the "Countermeasures against Natural Disasters Act". Consequently for effective science-based management, it is necessary to introduce a disaster risk assessment framework. Based on the results obtained through the implementation of this framework, the management areas should be set with differential measures. Next, cooperation among the various ministries is essential to successfully respond to disasters. This study recommends the establishment of an advisory council composed of the related government departments as a pragmatic solution. Finally, in terms of adaptive management, we found that parallelly utilizing non-structural measures could compensate for the limitations of structural measures.

A Study on Environmental Damage due to Typhoons in Downstream Area of Abandoned Mine (태풍으로 인한 폐광산 하류 지역에서 환경피해 연구)

  • In recent years, the intensity of typhoons has increased due to climate change. It is presumed that the tailings and waste rock in the mining area harm the environment owing to flood damage. The Gangneung area has been affected by the largest typhoons in Korea, including No. 3,693 (1936), Rusa (2002), Maemi (2003), and Megi (2004). This study was based on a case in which high concentrations of arsenic were detected in the surroundings along a stream after floods caused by typhoons. Although the environmental damage-related law clarifies the responsibility of polluters, careful implementation is required in potential natural disaster areas. The pollutants from abandoned mines can be widely exposed due to typhoons as artificial causes may be mixed. To minimize the impact of natural disasters in these areas, it is necessary to improve and link relevant laws. This study is expected to help cope with mixed pollutants in downstream areas.

  • In this study, we studied strategic directions of urban management through evaluation the value of the investment with the consideration of the development plan, the condition of the location, the potential of the site, green and disaster prevention infrastructure, focused on Gugal-dong(Gugal Station area) and the region of Bora, Jung-dong, in Yongin city. In terms of the methodology, we tried to decide using Analytic Network Process which can consider the relation between the evaluation items. In conclusion, for the development plan, the order of evaluation items is development purpose, key tenant, fund raising and marketing, and for the condition of the location, the order of evaluation items is land use, surrounding environment, and traffic environment, and for the development potential, the order is marketability, identity, and historic character, and for the green and disaster prevention infrastructure, the order is prevention of human, natural, social disaster. The significance of the conclusion of this study is that it can be utilized in pre-evaluation in planning the urban development.

  • As the procedure of the close examination of disaster impact at the initial stage of the beginning of development plans, the newly extablished Pre Disaster Impact Assessment Review Deliberation (PDIARD) system which have been introduced through the revision of the Natural Disaster Countermeasure Act-revised at August, 2005 is enforced for the purpose of the disaster prevention which caused during a development projects. From that time down to this day, the PDIARD system have been reviewed about 6,000 cases totally. However, the current the PDIARD system at the uppermost limit in the aspect of every Acts and operational problems is in need of sustaining supplementation at the present situation. To cope with this operational remedy related to the PDIARD system, this study deals in 3 major concerns. First, it is required to fix a criterion in detail because of a wide range of the subject plans of deliberation. Second, there is some ambiguity according to the area or length of the subjected administrative and development plans. So it should be excepted of the targeted plans which has few probability in disaster potential or vulnerability. Finally, the subjected plans need to be added as to the continuous urbanization and industrialization and the enactment or revision of the Acts related. This study focuses on the investigation and analysis to find out the improvement way about the main problem pending of the PDIARD system, consequently suggests a effective remedy and new categories, including future directions and detailed plans for operation.

  • Among natural disasters that lead to devastating damage, floods from heavy rains have been causing hundreds of victims and a great loss of their properties every year. Basically, there is no other way to deal with the problem considering the characteristics of natural disaster, but more specific studies for a preventive measure of flood has been in progress so far. However, the controversy over the problem is going on due to the objection of some environmental organizations or some economic reasons. The key point is to select the most likely area for a preventive measure of floods where a huge amount of the national budget is put into it. This is the factor which judges whether it would be a success or failure. This study aims to provide some basic data for deciding the priority order in a disaster preventing plan by drawing more potential damage areas from the connection with GIS and using them into the economic analysis for flood prevention industries.

  • Due to the high complexity and diversity of the problems of the future society, it is getting harder to solve with the traditional single technology. In recent years, there has been a growing interest in convergence technology, which combines or connects different types of technologies to create new technologies and industries. In this study, we explored the convergence R&D area of ICT technology related to landslide prevention/response. It is true that the world has been exposed to various disasters due to recent climate change. As a result, there is a tendency to use Big Data and ICT for disaster preparedness and recovery. Especially, in the case of landslides, it is a natural disaster that requires research not only to study actual landslides but also to predict potential landslides. Therefore, in this study, we analyzed what kind of convergence R&D is being carried out in the field of ICT for preventing and responding to landslide. Therefore, in this study, Web of Science article data were analyzed by using the scientometric analysis and 51 landslide-related ICT convergence R&D areas were derived.

The Development of Ecological Planting Model for the Make Up of Coastal Windbreak Forest on Suncheon Bay in Suncheon-si, Korea (순천만 해안방풍림 조성을 위한 생태학적 식재모델 개발)

  • This study was carried out to the development of ecological planting model to make up of coastal windbreak forest on the Suncheon-bay in Sucheon-si, Korea. Make up of coastal windbreak forest in this site was needed for appropriate bioresource, biodiversity and ecological structure, and for conservation of the eco-tour resource and protection of human life and property by the unforeseen disaster from the coast. Based on the plant-social principle, the planting model of windbreak forest was developed to facilitate growth of trees, considering planting locations. The ecological planting model for the coastal windbreak was composed of warm temperate evergreen and windbreak forest which is spreading around the inland area in Korea. The horizontal forest style was composed of forest edge community and inner forest community, and the vertical forest style was composed of upper, middle, low and ground planting class. The target of the present model was quasi-natural forest, and the species of tree were selected based on the adaptability to surroundings depending on a goal to create a forest and forest style. To achieve both functions of wind break forest and visual effect in short period of time, small trees and seedlings were planted with high-density of 40,000/ha in an expectation of easy natural maintenance in the future. The significance of the present study is a suggestion for a guideline to create ecological coastal windbreak forest in the Suncheon-bay in which the harmony of human life and the ecological conservation is of great importance. Also, the ecological coastal windbreak forest model should be developed further through the long term monitoring after construction of forest.

Application of Flood Prevention Measures Using Detailed Topographic Data of River and Lowland (하천-제내지의 상세 지형자료를 이용한 수해방지대책 적용)

  • Recently, the incidence of flooding in Korea has decreased by the measures by central and local governments, however the scale of damage is increasing due to the improvement of living standard. One of the causes of such flood damage is natural causes such as rainfall exceeding the planned frequency of flood control under climate change. In addition, there are artificial causes such as encroachment of river spaces and management problems in upstream basins without consideration of downstream damage potential by regional development flood. In this study, in order to reduce the inundation damage caused by flooding of river, the situation at the time of inundation damage was reproduced by the detailed topographic data and 2D numerical model. Therefore, the effect of preparing various disaster prevention measures for the lowland was simulated in advance so that quantitative evaluation could be achieved. The target area is Taehwa river basin, where flooding was caused by the flooding of river waters caused by typhoon Chaba in October 2016. As a result of rainfall-discharge and two-dimensional analysis, the simulation results agree with the observed in terms of flood depth, flood arrival time and flooded area. This study examined the applicability of hydraulic analysis on river using two-dimensional inundation model, by applying detailed topographic data and it is expected to contribute to establish of disaster prevention measures.

  • Tsunami happens rarely enough to allow a false sense of security, but when they do occur, there may be just minutes or hours for people to reach a safe location. Natural disasters like tsunami are inevitable and it is almost impossible to fully recoup damages caused by the disasters. However, it is possible to minimize the potential risk by developing early warning strategies. GIS modelling with its geoprocessing and analysis capability can play a crucial role in efficient mitigation and management of disaster. This study aims at developing integrated spatial information system processing model supporting tsunami evacuation action planning using geo-information technology such as GIS. The integration process classified into four phases. And in each phase, required input data and GIS processes are decided. The main effort in minimizing casualties in tsunami disaster is to evacuate people from the hazard area before tsunami strikes by means of either horizontal or vertical evacuation. The study provides essential spatial information for local decision making related with people's evacuation in tsunami-prone areas based on a modeling approach transferable to other coastal areas.

  • Recently the natural damage associated with flood disaster has been dramatically increased. Especially, inundation in the urban area causes serious damage to people and assets because of the concentration of infrastructure and population growth. The purpose of this study is to develop a new urban inundation model combining a storm sewer system model and a 2D overland-flow model for the estimation inundation depth In urban area caused by the surcharge of storm sewers. The movement of water in the studied urban watershed is characterized by two components, namely, the storm sewer flow component and the surcharge-induced inundation component. The model was applied to Goonja and Jangan catchments. Inundated depths were presented to demonstrate model simulation results. The simulation results can help the authority decide preventing flood damages by redesigning and enlarging the capacities of storm sewer systems in the inundation-prone areas. The model can also be applied to make the potential inundation area map and establish flood-mitigation measures as a part of the decision support system for flood control authority.
