A Preliminary Study on Urban Pollution and Modern Shanghai Society

  • Urban pollution has been a problem in China since ancient times. In modern times, pollution was aggravated by industrialization and urbanization and became closely related to people's lives. Shanghai was the industrial center and the most urbanized place of modern China. As a price, it needed to face extremely serious urban pollution, and the treatment of this problem involved all aspects of social life. Noise pollution let foreigners to interpret the Chinese people and the city of Shanghai from a cultural perspective, and let Chinese residents to understand Shanghai and the nation from a civilized perspective. Pollution regulation made Shanghai the first city in modern China to implement overall pollution control and levy environmental protection fees. It also enabled the Chinese to gradually fight for their rights in urban governance. Urban pollution also brought business opportunities; in the highly commercial city of Shanghai, it promoted the development of some industries. The experience of urban pollution and its treatment prompted the people of Shanghai to rethink and re-recognize modern civilization, and also promoted the formation of Shanghai urban community.

우리나라 대기오염 역사, 규제의 변천, 현행 규제제도의 개선방안 (Air Pollution History, Regulatory Changes, and Remedial Measures of the Current Regulatory Regimes in Korea)

  • All Koreans had suffered heavily from municipal and industrial air pollution problems since 1960's to 1980's. However the levels of $SO_2$, CO, and Pb have been dramatically decreased since 1990's due to various air pollutants' reduction policies under the provisions of the 1978 Environmental Preservation Act and the 1990 Air Quality Preservation Act such as increasing the supply of low-sulfur fuel, the use of cleaner fuel, no use of solid fuel, and so on. Even though the national ambient air quality standard has been strengthened to protect public health and welfare, the levels of $NO_2$, $O_3$, and $PM_{10}$ frequently exceed the corresponding standards; for example, only 4 stations (1.7%) out of 239 nationwide monitoring stations satisfied the 24-hr based PM10 standard in 2011. Moreover, upto the present time, since there are serious underlying policies of economism and growth-first which can not be solely solved by the environmental laws, it is difficult to root out undesirable social evils such as public indifference, passive academic activities, complacent government bureaucracy, insufficient social responsibility of enterprise, and radical activities of environmental groups. The paper initially reviewed air pollution history of Korea with surveying various environmental factors affecting in/out-door air pollution in the past Korea. Further this study extensively investigated legal and political changes on air pollution control and management for the last 50 years, and then intensively discussed the present environment-related laws and policies unreasonably enforced in Korea. It is necessary to practically revise many outdated legal policies based on health-oriented thinking and on our current economic levels as well.

GIS를 이용한 토지이용상태와 대기오염의 상관성 분석 (Correlation Analysis of Land Used Pattern and Air Pollution Using GIS)

  • 본 연구의 목적은 GIS를 이용하여 토지이용상태에 따른 대기오염현황을 분석하고 대기오염측정소 이력 및 분포의 적정성을 분석하는데 있다. 대상지역 TMS자료의 계절별 오염농도로부터 대기오염분포도를 작성하였으며 토지피복지도를 기본으로 하여 토지이용상태를 대기오염특성이 잘 나타나는 주거, 상업, 공업, 교통, 비오염 지역으로 분류하였다. GIS의 중첩분석을 통하여 토지이용상태에 따른 대기오염현황을 분석함으로써 주 오염원을 파악할 수 있었으며 이는 일반적인 대기오염의 특성과 일치하는 결과를 얻을 수 있었다. 측정소 이력 및 분포의 적정성 분석에서는 측정소가 서로 인접하거나 주변 토지이용상태가 유사할 경우 대기오염측정값이 유사하게 나타나며 향후 측정소의 위치선정시 이러한 특성을 고려할 필요가 있음을 알 수 있었다.

중금속 원소와 유공충을 이용한 마산만 퇴적물의 오염 역사에 관한 연구 (Pollution History of the Masan Bay, Southeast Korea, from Heavy Metals and Foraminifera in the Subsurface Sediments)

  • 마산만의 오염과정을 파악하기 위하여 3개 정점의 코어 퇴적물에서 중금속 함량과 저서성 유공충의 분포를 조사하였다. 마산만의 퇴적속도는 마산항 0.33 cm/yr, 덕동 하수종말 처리장 앞 0.20 cm/yr, 마산만 입구 0.33 cm/yr로 나타났다. 퇴적물 깊이 약 15 cm부터 표층까지 Cu, Zn, Pb 함량이 뚜렷하게 증가하는 것은 1940년대 이후 점진적으로 축적되던 오염물질이 1960년대 이후 산업폐기물에 의해 급격하게 증가했기 때문인 것으로 해석된다. 코어 퇴적물에서 나타나는 저서성 유공충의 수직적인 분포는 오염에 따른 유공충의 반응을 잘 나타내고 있다. 퇴적물 상부로 중금속 함량이 증가함에 따라 개체수와 종 다양성은 감소하고 사질유공충의 비율은 증가하였다. 이러한 현상은 오염이 증가함에 따라 몇몇 내성종들 만이 존재함으로써 결과적으로 종 다양성이 감소하였음을 반영한다. 기회종인 Eggerella advena와 Trochammina pacifica는 오염퇴적물에서 뚜렷한 증가를 보였다. 이러한 종들은 마산만의 현생 오염 환경을 평가할 수 있는 유용한 환경 지시자로 사용될 수 있을 것이다.

Short-term Effects of Ambient Air Pollution on Emergency Department Visits for Asthma: An Assessment of Effect Modification by Prior Allergic Disease History

  • Objectives: The goal of this study was to investigate the short-term effect of ambient air pollution on emergency department (ED) visits in Seoul for asthma according to patients' prior history of allergic diseases. Methods: Data on ED visits from 2005 to 2009 were obtained from the Health Insurance Review and Assessment Service. To evaluate the risk of ED visits for asthma related to ambient air pollutants (carbon monoxide [CO], nitrogen dioxide [$NO_2$], ozone [$O_3$], sulfur dioxide [$SO_2$], and particulate matter with an aerodynamic diameter <$10{\mu}m$ [$PM_{10}$]), a generalized additive model with a Poisson distribution was used; a single-lag model and a cumulative-effect model (average concentration over the previous 1-7 days) were also explored. The percent increase and 95% confidence interval (CI) were calculated for each interquartile range (IQR) increment in the concentration of each air pollutant. Subgroup analyses were done by age, gender, the presence of allergic disease, and season. Results: A total of 33 751 asthma attack cases were observed during the study period. The strongest association was a 9.6% increase (95% CI, 6.9% to 12.3%) in the risk of ED visits for asthma per IQR increase in $O_3$ concentration. IQR changes in $NO_2$ and $PM_{10}$ concentrations were also significantly associated with ED visits in the cumulative lag 7 model. Among patients with a prior history of allergic rhinitis or atopic dermatitis, the risk of ED visits for asthma per IQR increase in $PM_{10}$ concentration was higher (3.9%; 95% CI, 1.2% to 6.7%) than in patients with no such history. Conclusions: Ambient air pollutants were positively associated with ED visits for asthma, especially among subjects with a prior history of allergic rhinitis or atopic dermatitis.

악취 없는 도시 만들기: 서울 올림픽과 도시 악취 규제의 전환 (Making an Odorless City: The 1988 Seoul Olympic Games and the Transformation of Urban Odor Regulation)

  • 1963년 「공해방지법」의 제정 이래 악취는 정부가 규제하고 관리해야 할 문제로 인식되었다. 다만 규제 대상으로서의 악취는 공장의 생산과정에서 배출되는 악취로 한정되었고, 생활 쓰레기나 하천의 오염으로부터 발생하는 생활악취는 오랫동안 규제 영역 바깥에 놓여 있었다. 본 논문은 환경 규제와 관련해 신체적 감각의 역할에 주목하는 과학 기술학의 논의를 따라 생활악취가 규제대상으로 포함되는 과정을 추적한다. 이를 위해 본 연구는 올림픽을 앞두고 발생한 악취 문제에 주목함으로써 악취가 부끄럽고 수치스러운 대상으로 여겨지게 되었으며, 악취 문제의 대응 과정에서 생활악취가 법적 규제의 대상으로 포함되었음을 보일 것이다.

광양 제철소 주변지역 거주자들의 폐기능과 영향 요인 (Pulmonary Function and Influence Factors among Residents around Gwangyang Steel Mill)

  • Objectives: This study aims to identify the influential factors on the pulmonary function of targeted general residents in the areas surrounding Gwangyang Steel Mill. Methods: An PFT (Pulmonary Function Test) was conducted from May 2007 to November 2007 on 974 target residents (438 male, 536 female), including an exposed group (674 people) who resided within a radius of 5 km from Gwangyang Steel Mill in Gwangyang-si, Jeollanam-do and a control group (300 people) who resided outside a radius of 15 km. A survey related to personal characteristics, life habits, respiratory diseases and allergic symptoms, medical histories and living environments of the residents was also conducted to identify influential factors on pulmonary function. Results: As %$FEV_1$ and %FVC of the exposed group are 99.17% and 96.98%, respectively, and those of the control group are 105.47% and 101.91%, respectively, with the PFT values of the exposed group being lower than those of the control group (p<0.001), it turns out that the pollution in the industrial complex is likely to trigger a reduction in the pulmonary function of local residents. The odds ratio analysis result for asthma diagnosis history indicates that the odds ratios tend to be higher among surveyed residents who are living near above-average traffic volumes and are using beds, where it is statistically meaningful that especially the odds ratios are higher if the residences are closer to roads (p<0.01, CI=1.12-4.52). The factors that affect the FEV1 are identified as smoking, passive smoking, asthma diagnosis history, nasal congestion symptoms and allergic eye disease ($R^2$=0.154, p<0.001). The factors that affect the FVC are identified as smoking, passive smoking, asthma diagnosis history and allergic coryza ($R^2$=0.158, p<0.001). In addition, the analysis result for the relevance of air pollution levels to pulmonary function ($FEV_1$, FVC) shows that FEV1 and FVC tend to decrease as the concentration of $O_3$ increases. Conclusions: We believe that this study may provide preliminary data for the development of preventive measures for health effects on the residents and environmental health control measures for environmental pollution in the industrial complex area.

대체에너지원 이력 데이터 관리 시스템 설계 (Design of a History Data Management System for the Renewable Energy Resources)

  • 최근 환경 오염 및 자원 고갈 등의 이유로 대체에너지원은 미래의 에너지원으로 중요한 역할을 하고 있다. 국외에서는 대체에너지원에 관련된 정보 시스템의 개발 및 보급이 활발히 추진되고 있다. 그러나 국내에서는 대체에너지원 데이터의 효율적인 이력 관리 및 웹을 통한 검색 서비스가 제공되지 않고 있다. 따라서 이 논문에서는 대체에너지원 데이터의 방대한 이력 정보를 체계적으로 저장 및 관리하기 위한 대체에너지원 이력 데이터 관리 시스템을 제안한다. 이 시스템은 외부 관측 시스템으로부터 대체에너지원 데이터를 수집하여 이력 데이터베이스에 저장한다. 저장된 정보는 이력 질의 처리를 통해 검색되고 테이블, 그래프, 챠트, 등고선 등의 다양한 형태로 인터넷을 통해 제공된다. 특히, 제안 시스템은 실시간으로 이력 데이터를 관리하므로 사용자는 웹 인터페이스를 통해 항상 최신의 정보를 제공받을 수 있는 특징을 갖는다.
