Qualitative Study for Medication Use among Visually Impaired in Korea (국내 시각장애인의 의약품 안전사용 실태에 대한 심층면접조사)

  • Objective: The visually impaired have limited access to health care services and related information, and thus, they can have serious hurdles against properly taking medications. Despite that it is important to improve self-care ability of the visually impaired for correct medication use, there have been few studies investigating their needs for health care services in Korea, particularly focusing on proper medication usage. This study is to explore safety-related issues regarding mediation usage among the visually impaired based on in-depth interview. We particularly focus on any obstacles for safe use of medicines including experience on medication-related adverse effects in order to provide preliminary evidence for policy measures to improve proper medication use among the visually impaired. Methods: Study sample was visually impaired individuals who resided in Seoul area and were registered in the National Association of Visually Impaired. The association helped the process of recruiting the study participants. In-depth interview for each study participants was conducted. Each interview was recorded and later converted into a written script to extract core contents for the analysis. Results: The study participants comprised of three women (42.9%) and four men (57.1%). One was in his 20's, and there were four participants in 30's and two in 40's. Fully impaired participants were majority (5 out of 7). Limitation to physical access to health care providers and health information were the key factors to hamper safe medication utilization among the study participants. Difficulty reading medication information and may take the wrong medication or incorrect doses of medication, resulting in serious consequences, including overdose or inadequate treatment of health problems. Visually impaired patients report increased anxiety related to medication management and must rely on others to obtain necessary drug information. Pharmacists have a unique opportunity to pursue accurate medication adherence in this special population. This article reviews literature illustrating how severe medication mismanagement can occur in the visually impaired elderly and presents resources and solutions for pharmacists to take a larger role in adherence management in this population. Conclusion: The visually impaired had difficulties reading medication information and identifying medicines, and took incorrect doses of medications. Public support for safe medication use and medication management among the visually impaired is necessary.

Development of a Traffic Signal Controller for the Tri-light Traffic Signal (3구신호등 제어용 교통신호제어기 개발)

  • The traffic signal controllers being used in the domestic currently are being manufactured based on the korean national police standard which was developed for controlling the quad-light traffic signal having the red, yellow, left-turn arrow, and green lights. But according to the national policy for the traffic operation, they have to be changed to be able to switch the tri-light signal having red, yellow and green lights. In this study, a new tri-light traffic signal controller was designed and developed by the way improving the Signal Control Unit of the existing quad-light standard traffic controller. The Load Signal Unit(LSU) was improved to output 6 signals which are the two assemblies of three signal indications having the red, yellow, and green lights. To enough traffic signals output to control each directional movements and the various transport modes which are car, bus, bike, and pedestrian etc., the connector bus system was designed to be able to accommodate maximum 96 signals outputs being constructed by 16 LSUs. Flasher device was developed to be able to support maximum 32 red signals. In the software, the communication protocol between traffic control center and the traffic signal controller was improved and new signal map code values were defined for the developed LSU controlling the quad-light traffic signal. A model of the quad-light traffic signal controller developed and was tested three operations, protocol-operation, remote-command and control-mode. The test result operated all of them successfully.

The Geopolitics of Humanitarian Assistance to North Korea under International Sanctions (대북 제재와 인도적 원조의 지정학)

  • International aid to North Korea remains far below the humanitarian needs of vulnerable people. This paper examines the trajectory of international humanitarian assistance to North Korea over the last two decades with the focus on its decline in the context of the country's nuclear standoff and corresponding stringent sanctions. In so doing, the paper addresses major problems associated with North Korea's reception of foreign aid and operational constraints placed on humanitarian activities in the country. It shows that humanitarian assistance to North Korea has been largely shaped by geopolitical dynamics. A survey of UN reports and statistics also suggests a shifting trend in recent international aid to North Korea. The decline of aid and multiple operational obstacles faced by humanitarian organizations, for instance, have led to a fall in agricultural support and a proportional rise in health and related services. While UN Security Council resolutions include an exemption provision, humanitarian assistance to North Korea has been constrained by stringent sanctions, which have led to adverse consequences for the civilian population. In this regard, the paper suggests some policy directions for international aid to North Korea amidst negotiations over denuclearization, while stressing an urgent need to address the negative impact of sanctions on vulnerable groups in the country.

The impacts of CO2 tax on the regional economies in Korea (탄소세 도입이 지역경제에 미치는 영향에 대한 실증 분석)

  • We use a multi-regional dynamic computable general equilibrium model to explain an economic effect of $CO_2$ tax on the national and regional economy of Korea. First, we compare two $CO_2$ taxes: a region-specific $CO_2$ tax and a uniform $CO_2$ tax. In the region-specific tax, the $CO_2$ tax rate in the capital area and the south-eastern region is much greater than those in other regions. GDP loss resulting from the region-specific tax is bigger than that in the uniform tax. Second, we consider three options for tax recycling: consumption tax recycling, labor-income tax recycling, and corporate-income tax recycling. The corporate-income tax recycling has the least GDP-loss effect over the three options. These results support that it is more efficient to use a uniform $CO_2$ tax rate than a region-specific $CO_2$ tax rate and that the corporate-income tax recycling is more desirable in a sense of efficiency than the consumption and labor-income tax recycling options.

  • International society got a severe shock from terrorism of hostage, abduction and murder that was committed on a target of Israel athlete delegation in Munich Olympics, West Germany by Black September, a Palestine terrorism organization. Korea with 1986 Asian Games and 1988 Olympics ahead was directly and indirectly exposed to threats of North Korea's nation-support terrorism, a military provocation and a local war limited warfare. This study explores the roles of the police at the time of the National Police Headquarters with regard to counter-terrorism, and analyzed academic research trends of Studies of Counter-terrorism published by the same office between 1983 and 1990. Looking into them shows a fact firstly, that the most frequently appearing key words in common were "terrorism," "hostages," "measures," and "international," etc. Secondly, before and after 1988 Olympics, the key word "Olympics" was frequently addressed. Thirdly, looking at the difference by the year, the key word, "policies of defense and borderlands" was frequently addressed between 1983 and 1984, "terrorism against South Korea," and "civil aircraft" frequently addressed in 1985, and "corporate" in 1986. In 1987, the key word "terrorism trends" was addressed, and in 1990, "international terrorism," and "separatism" were used.

A Study on the Direction of Entrepreneurship Education in Universities linked to Community (지역연계 대학창업교육 방향 연구)

  • The dynamic entrepreneurial activities of small businesses or individual entrepreneurs seeking to enter the global market based on innovative ideas and challenging spirit in the modern society, which is trending in entrepreneurial capitalism according to the times, Leading to new growth engines. In order to promote the establishment of universities in Korea, the government has been working on 'Five-Year Plan for University Entrepreneurship Education(2013-2017)', 'Efficiency of Government Start-up Support in 2015', and 'Five-Year Basic Plan for Activation of Industry-University Cooperation(2016-2020)'. However, there are still practical limitations in spite of the efforts made by universities and research institutes to revitalize start-ups. As a way to overcome these limitations, this study aims to systematize the entrepreneurship education of the university, and examines the role of changing universities and theory of clusters and the entrepreneurship education. In addition, we will look at the factors of creative university culture centering on the representative cases of the Innovation University in US, and present a conceptual framework for cluster-based entrepreneurship education for the purpose of 'successful entrepreneurship' which is different from 'start-up success'. The conceptual framework of cluster-based entrepreneurship education is based on the establishment of 'Integrated Entrepreneurship Education Platform' to revitalize start-ups centered on university technology. At the same time, this framework focuses on the three factors of talent, technology, and culture based on the relevant theories and examples, and emphasizes the clustering of entrepreneurial resources, entrepreneurial policies and leadership that should be involved in entrepreneurship education.

  • This study suggests regionally closely-related traditional market support measures that are intended. Market and the community to investigate the relationship between traditional markets and the degree of relationship with the local economy, whether the degree of cooperation with local communities, local people in stores and traditional markets, with a visual image, interacting with local relevance were. Executed questionnaire to merchants and traditional market connection specialists of the tradition market engaged to whole country small town. Small town region's traditional markets have a close relationship with the community. Contribute to regional economic development, and locals have a passion for shopping. Small town to enable local traditional market requires the following way. Through surveys and research policy implications are as follows: First, by constructing a civil partnership with a focus on the needs of local residents need market activation measures. Second, the traditional market members to build social relationships that contribute to their local needs. Third, Installation and utilization of community space in traditional markets is required. Fourth, to increase the participation of young people need to be developed in the program. Fifth, small town regional market collapse and space reorganization is needed.

Development a Measurement Scale for Analysis on Factors Influencing College Choice of College Freshman's (전문대학 신입생들의 대학선택 영향 요인 분석을 위한 측정도구 개발)

  • The aim of this study was to develop scale of test taker to affect on process of selection of college. The study procedures were performed as follow : establish of study model, item generation, verification of content validity, 1st and 2nd pilot test and verification of construct validity and reliability. In order to verification of validity and reliability, 230 freshman were surveyed and the data were analyzed by mean, standard deviation, skewness. kurtosis, Pearson correlation, Verimax factor analysis and Cronbach's ${\alpha}$. As result of factor analysis, the 15 factors(61 items) that explain 68.37% of the total variance were extracted and each factors were classified by attribution as follow : Information collection-mass media(4items), college activity (3items), support and environment(4items), education(5items), Influential person on decision making(3items), education quality(4items), education service(5items), reputation(3items), accessibility(2items), personal circumstances(2items), college's mass media(5items), promotion (4items), on-line(4items), person's PR (3items), College image(10items). Cronbach's ${\alpha}$ of total items was 0.916 and Cronbach's ${\alpha}$ of each factors were showed range between 0.694~0.878. Measurement scale of this study may be utilized to collect basic data be required to establish policy strategy of local college be faced with difficulty of admission recruitment.

Mortality of Stroke Patients Based on Charlson Comorbidity Index (뇌졸중 환자의 Charlson Comorbidity Index에 따른 사망률 분석)

  • As the number of aged population rapidly goes up, the cases of stroke and the related medical expenses continuously increase. The purpose of this study is to investigate the mortality of stroke patients based on CCI(Charlson Comorbidity Index) by utilizing the Korea National Hospital Discharge Injury Survey, analyzing the factors associated with the mortality of stroke patients. We analyzed 21,494 cases which are classified as the death of strokes aged over 20 years by using the Korea National Hospital Discharge Injury Survey between the year 2005 and 2010. In order to find out the mortality based on CCI and status of comorbidity, we used the technical statistics. We performed a logistic regression analysis to examine the reasons for the mortality of the strokes. We found that the independent variables for the influence of the mortality of strokes include age, type of insurance, residence urban size, size of hospital beds, the location of hospital, admission route, physical therapy, brain surgery, type of stroke, and CCI. This indicates that the effective monitoring on the age, types of stroke, comorbidity is needed. In addition to this, more medical support toward medicaid patients are needed, too. We believe that these results will be used positively for the evaluation of the stroke patients, providing the basic materials for the further research on the establishment of the health-related policy.

Vulnerability Assessment of Human Health Sector due to Climate Change: Focus on Ozone (기후변화에 따른 보건 분야의 취약성 평가: O3을 중심으로)

  • Adaptation of climate change is necessary to avoid unexpected impacts of climate change caused by human activities. Vulnerability refers to the degree to which system cannot cope with impacts of climate change, encompassing physical, social and economic aspects. Therefore the quantification of climate change impacts and its vulnerability is needed to identify vulnerable regions and to setup the proper strategies for adaptation. In this study, climate change vulnerability is defined as a function of climate exposure, sensitivity, and adaptive capacity. Also, we identified regions vulnerable to ozone due to climate change in Korea using developed proxy variables of vulnerability of regional level. 18 proxy variables are selected through delphi survey to assess vulnerability over human health sector for ozone concentration change due to climate change. Also, we estimate the weighting score of proxy variables from delphi survey. The results showed that the local regions with higher vulnerability index in the sector of human health are Seoul and Daegu, whereas regions with lower one are Jeollanam-do, Gyeonggi-do, Gwangju, Busan, Daejeon, and Gangwon-do. The regions of high level vulnerability are mainly caused by their high ozone exposure. We also assessed future vulnerability according to the Intergovernmental Panel on Climate Change (IPCC) Special Report on Emissions Scenarios (SRES) A2, A1FI, A1T, A1B, B2, and B1 scenarios in 2020s, 2050s and 2100s. The results showed that vulnerability increased in all scenarios due to increased ozone concentrations. Especially vulnerability index is increased by approximately 2 times in A1FI scenarios in the 2020s. This study could support regionally adjusted adaptation polices and the quantitative background of policy priority as providing the information on the regional vulnerability of ozone due to climate change in Korea.
