Among numerous policy influencers' and researchers' advices and policy suggestions, there is little opposition to the proposition that technology is essential to the economic development. The role of technology has never been more emphasized than today in Korea as in any other countries. The effects of the government's innovation policy on corporate R&D activities and more broadly the economic welfare of a whole nation are widely recognized with intuitional and empirical evidence. That is, various R&D incentives reduce the marginal cost of a firm's R&D efforts, inducing as much increase of its R&D investment to result in a better chance to acquire target technology. This paper examines the impact of R&D incentives on the technological outcomes by analyzing individual firms' investment behaviors subject to the government's R&D incentive policies. An econometric model of technological outcomes is estimated on a project level with cross-sectional data. "Probit model" is employed for estimations. Special attention was given to the effectiveness of R&D programs by estimating policy impact by types of investment. The data were collected from 928 different R&D projects completed between 1987 and 1993. With the single equation approach, we were able to find that the structure of investment is a far more significant factor in technological outcomes than the total amount of investment. The analysis also shows that the two types of firms' matching investment, in-kind and cash, do not bear a complementary, but a substitutive relations to each other. It also reconfirms the proposition that R&D incentives increase firm's financial investment. Despite many supportive studies emphasizing the cooperation between innovation performers, it is also found that the larger the number of institutions involved in a project, the less likely it leads to a technological success, And meeting the proposed deadlines without postponing is estimated to be a good barometer to predict the outcome of an R&D project. Also the probabilities of success for major variables are represented for policy implications, after calculating marginal effects.
In order to overcome the limits of domestic image content market, entering the global market is inevitable and expanding our market volume in foreign market as in domestic market is an important factor that determines the future of Korea image content industry. Suggestions and discussions on policy for investments on domestic image content should be carried out to resolve such situation. Specially, the reason why cooperative system of central government and local government is in dire need is because cultural content industry support measures of central government is unsatisfactory and local government is not adequate enough to respond to the global environment because investment resources of small and medium enterprises in cultural content is insufficient. This paper intends to study cases of policy promoted by domestic local government and support cases of foreign countries when domestic image content industry is expanding into the global market, and to search for solutions from integrated functional perspective of central government and local government for international co-production environment. This study suggests the necessity of political connection in terms of central government strengthening assistance policy on dispersed policy of local government who operates 11 cultural industry promotion districts throughout the country. First, this study suggests the possibility of expanded international co-production by central government and local government through investment(fund).
This research is to investigate the detention facilities of police stations and their real operations through the perceptions of detainees at police station cells and to present the policy suggestions for them. To fulfill the research, a questionnaire was made out on the basis of 'the Regulation on Detention and Escort for Suspects'. 'the Regulation on a Standard Plan for Detention Facilities' and 'the Regulation on the Lowest Standard to Treat Detainees' ; and detainees at 23 police station cells under the jurisdiction of Kyungbuk Local Police Agency were asked to answer it. Policy suggestions following from the result of the investigation of detainees' perceptions of the detention facilities of the police stations are as follows; Firstly, the structure of police station cells should be arranged in straight lines in order to take their human rights into consideration and more detention facilities are needed to be built in order to separate male, female, handicapped and juvenile inmates. Secondly, shower rooms and washrooms outside the cells should always be open to detainees whenever they need to be used. Thirdly, any detention facilities deficient in fire fighting equipment should have exit doors installed as soon as possible in case of an emergency and provide sufficient fire extinguishers considering the number of detainees and the size of the facilities. Fourthly, the detention facilities should have sufficient windows for ventilation and take necessary measures to obtain natural lighting instead of electric lighting. Fifthly, air conditioners should be equipped properly taking account of the number of detainees and the dimensions of the facilities. Policy suggestions according to the result of the investigation of detainees' perceptions of the operation of detention facilities of police stations are as follows; Firstly, the problem of operating the detention facilities must deal with worn-out facilities and measures to secure the budget should be taken as soon as possible. Secondly, considering that most detained suspects have difficulties in livelihood, daily necessaries must be issued to them. Thirdly, personal belongings deposited by inmates must be properly managed with the same documentation throughout the police station detention facilities. The number of female guards to take exclusive charge of the physical checkups and processing of female detainees should be increased. Also the facilities for handicapped detainees must be expanded, improved and managed properly. Fourthly, except for handcuffs and ropes to bind detainees in the detention facilities, helmets to prevent self-harm must be withdrawn. The budget to improve the quality of meal issued by the government must be urgently secured and the price of private food sent to detainees must be readjusted to be in line with the consumer price. Health and medical care and sanitation for detainees must be substantial, and also sunbathing and outdoor exercises should be allowed to detainees.

The purposes of this study are; 1) to make a comparative analysis of the background factors helping the development of the library automation among Korea, Taiwan and Japan. 2) and on the basis of the analysis results, to make some suggestions on improving the variables which are likely to have influence on the library automation development. To accomplish the purpose of the study; 1) the use of computer and data communication technology for the library operations and the science policies among three countries were discussed as the background factors, 2) the pattern of library automation among three countries were presented, 3) the process of MARC development of three countries were compared with, 4) and three countries# information processing systems were discussed. The results of the study can be summarized as follows; 1) The a n.0, pplication of a computer into the library operations in Korea began much later than the other countries. 2) Korea has not have any independent department in the government organization taking charge of the policy making about the library automation in relation to the science policy. 3) Speaking of the national scientific and technological information center, JICST was founded in 1952, 국과회과중심 in 1958, and KORS TIC in 1962. 4) On the one hand, in both Taiwan and Japan, the circulation and acquisition systems tended to be first automated, on the other hand, in Korea the developments of MARC and bibliographies through the production of database were laid the emphasis. 5) The introduction and dissemination of LC MARC Tapes were implemented in Japan in 1972. Taiwan made various tests in the Tape in 1974. Korea planned to introduce and make tests on the Tape in 1983. 6) For the input system, Korea has developed KIPS series, 1,2,3. Chinas# 삼각호마법 and Japan#s 병음한자변환방식 have prospect to be prevalent. The following suggestions can be made from these results, 1) All the information infrastructures should be established in a desirable way. 2) The communication window for the information users is recommended to be set up. 3) The su n.0, pport for the physical environment such as library building, computer facilities, etc. should be provided. 4) The facilities necessary for the education of professionals in the library science department should be su n.0, pported. 5) A department of the government organization exclusively responsible for the development of library automation should be founded.
It is hardly surprising for the current elder generation to choose extreme measure, that is to commit suicide, because of various social or health problems caused by financial difficulties and diseases, for neither individuals nor the nation had not prepared for their later lives. Therefore, the number of elder suicide is rapidly increasing, so that it is becoming a big social issue. Research in various fields related to elderly suicide has been done due to recent huge interest, but most of them focused on microscopic factors and it is likely that most are in national level or individual level, so research about elderly suicide by regional areas is insufficient. Due to the nature of Korean administration system which is operated by each local government, study on elderly suicide by regional areas is acutely required. The purpose of this study is to draw policy suggestions of preventing suicide by analyzing current state of suicide rates in terms of sex(male elder vs female elder) and age(young old vs old old) in each 16 regions for 9years(from 2003 to 2011) and then analyzing interrelationships between the suicide rates and socio-economic factors.
In modern society, private securities have developed their capabilities continuously. However, despite the fact that not only security industries have been considerably expanded in quantity, but also plenty of scholars published diverse papers relating to security problems, qualitative growths of private securities have not accomplished fully. Especially, securing the President would not be guaranteed only by PSS(Presidential Security Service). In order to secure the President successfully, it is necessary for all the social parts to strive to protect the President. In this respect, improving private securities, including academic fields, might be critical so as to succeed in securing the President. Without the supports from private securities, there might be lots of security problems in national context. Therefore, this study proposes several policy suggestions for the cooperation among PSS, private security industries and academic fields: (1) Providing a lot of practical knowledge from PSS to college students, (2) Personnel exchange between academic parts and PSS to promote the efficiency of securing the President, (3) Furnishing diverse information and knowledge about security to private securities, (4) Formulating security-searching standards, (5) Expanding educational institutions under PSS.
In the midst of going through a non-face-to-face society, most of human activities narrowed down to the platform, restrictions on external activities are bringing the internal scalability of digital technology. Metaverse is virtually shifting reality and increasing the possibility of utilization in various areas. However, researches linked to the educational effects of metaverse, especially students with disabilities, are still an unknown area that lacks exploration. This paper focuses on the fact that metaverse-education is widening educational fields that meets the various needs of disabled students to realize social good and inclusive education, and communication effects such as resolving barriers to interaction are prominent. As a research method, examining literature research papers linked to AR/VR, metaverse with communication skills, interviews, articles, and columns by experts, and policy suggestions and implications for the special education was conducted. Although the limitations of research are confirmed, significant results are found on inclusive education, which provides educational maximizing effects and realizing human rights through direct immersive experience reflecting the Cone of Experience Theory. Hopefully follow-up studies on meta-edu for disabled students will be carried out in the future, and various interdisciplinary discussions are needed to carefully observe inclusive policies and benefits so that the socially vulnerable are not excluded from technologies in ICT society.
This study aims to analyze the usage behavior of e-government service users based on the e-government maturity model and provide suggestions for advancement of the e-government services. The changes in Korea's e-government services were analyzed as follows; 1) Proportion of use of e-government services in Korean public services, 2) E-government service types/stages use, 3) Service use by platform 4) User response to e-government service 5) Users' requests for future e-government service usage methods. For the analysis, this study used data from Korea's 2012-2020 e-government usage behavior survey data. As a result of the analysis, first, the proportion of e-government service has been continuously increasing, and second, the use of the e-participation stage is relatively low compared to the presenting information, interaction, and transaction stages. Third, by platform, e-government service has been expanded to various access platforms such as mobile, kiosk, and SNS centering on the web. Fourth, users' satisfaction with e-government service is very high. However, to vitalize e-government services, users requested improvements such as providing one-stop integrated services and simplifying authentication procedures. Based on the analysis results, this study 1) reflects the user's point of view in the maturity model of e-government, 2) considers access to various platforms according to the development of digital technology, 3) improves the e-government maturity model through data-based analysis such as user usage behavior suggested the need.
The purpose of this study is to propose policies to improve and revitalize rural bus services in Jeollabuk-do in the future by identifying the factors that affect service satisfaction and policy satisfaction and the relationship between them, targeting rural bus users in 4 cities and counties in Jeollabuk-do. In the four cities and counties in the study area, the number of rural bus users is continuously decreasing, and various transportation policies, such as unification of bus fares and demand-response transportation, are being piloted to promote bus use. In this study, three major service quality factors that affect rural bus service satisfaction and policy satisfaction were derived after a literature review. Modifying the research model presented in previous studies, we have presented a research model to verify the relationship between the three factors affecting service satisfaction and policy satisfaction, and the relationship between service satisfaction and policy satisfaction. For the verification of the research model, a total of 520 survey data collected from passengers near bus stops and bus terminals in four cities and counties, Gochang, Gimje, Buan, and Jeongeup, were used. As a result of the verification, it was found that the three factors of economic feasibility, convenience, and safety had a statistically positive (+) effect on service satisfaction, but only convenience and safety had a positive (+) effect on policy satisfaction. Contrary to the research hypothesis, it was found that there was no statistically significant relationship between service satisfaction and policy satisfaction. Although the result is different from the research hypothesis, it was a meaningful result that can make policy suggestions on the improvement of the unified fare system policy, service satisfaction, and policy satisfaction to Jeollabuk-do rural bus transportation policy makers and working-level officers. In conclusion, based on the results of research analysis, the unified fare system, and transportation policy, measures to improve service satisfaction and policy satisfaction were presented.

This study examines the current status and policy development of Carbon Dioxide Capture and Storage(CCS), which is a technology to mitigate climate change, in Korea and foreign countries. It also analyzes IEA CCS regulatory framework as a guideline and provides limitations and implications for marine geological storage in the Republic of Korea. Although CCS master plan is established at national level, related laws are not amended and detailed polices are not yet provided. Established 'Intergovernmental CCS committee' lacks its cooperative mechanism and flexibility. Only limited and segmented economic analyses are performed and funding for large scale of CCS project is not secured. In addition, information sharing is limited and public awareness activities are insufficient. Therefore, this paper provides some policy suggestions on establishing a legal framework based on the 'Marine Environmental Management Act', strengthening the role of intergovernmental CCS committee, conducting CCS economic analysis based on various scenarios, providing economic incentives and public participation strategies, and establishing a specialized agency for information sharing.
