  • In this age of multimedia, the content of media works as an important factor rather than the format of media. Popular television programs are being supplied cross-border and they go through the process of adaption to the local viewers which is called "formatting". This kind of "formatting" industry had begun in the States, then the Europeans have taken the inactive from 1990s. Since then, it has been settled firmly by the "super-formats". It now has the assumed value of 31 hundred million Euro per year. Especially after 2000s, England has been the center of world broadcasting format industry, and its case has lots of suggestions to Koreans trying to foster the cultural content industry. So this study aims to find the suggestions to Korean content industry by considering the history of broadcast format industry chronically and examining the industrial background of English as a powerful nation of content.

  • This study analyzes the problems in reading program of public libraries and provides some suggestions for the program development and management. For this analysis, I sampled and examined 350 news articles to reading programs done in the public libraries between 2013 and 2015. The result shows that 41.4% of the collected articles were the news about the reading programs in Seoul Metropolitan areas. While the articles about simple reading programs occupied 69.9%, the mixed activity programs reached a significant amount in total. In addition, 51.3% of program participants was under the elementary children and their parents, but only 9.0% program participants came from low socioeconomic status classes. 86 reading programs (28.4%) were designed for one-day events without a long-term policy. Based on such analyses, this study provides three suggestions: utilizing public relation teams and communicating mass media to advertize reading programs to local residents, developing systematic reading programs in users' needs, managing the reading programs for all kinds of local residents.

  • 1. Outline of the Study A boom of baby hotels is taking place in Japan. Baby hotel means day care centers that renders services day and night for babies of working mothers. These baby hotels are thriving because many mothers welcome the system because of their needs. However, accidents occurred in a row recently and therefore baby hotel has suddenly become a social issue. According to the ministry of health welfare, there are 587 baby hotels in Japan accommodating about 10,000 children and they are mostly located around amusement centers. The reasons that these baby hotels thrive in spite of the fact that there are 22,000 day care centers in Japan are : (1) shortage of day care centers compared to the needs (2) most centers do not take in babies below 1 year. This study aims to describe the present status of the baby hotels and the background of the phenomena that made it possible for them to thrive with no permission from the government. This study mostly deals with the phenomena in Tokyo. 2. Day Care Policy in Japan and the Problems of Baby Hotels The present review deals with the problems from the following 6 dementions. (1) the shortage of day care centers (2) inadequate system for the care of babies (3) inadequate daily hours of day care centers (4) Unflexable enrollment system of day care centers (5) imperfect enfollment process & guidelines (6) lack of alternative institutions 3. Result The Ministry of Health & Welfare affered the following ways to cape with the problems of baby hotels : (1) restraint of the baby hotels (2) utilization of existing day care centers for the care of babies. In my opinion, these suggestions seem too superficial in solving the problems. I would rather suggest that the Japanese government review the whole system of child welfare administration. The Child welfare Law of Japan made a clear statement in its article 24 that, "if day care centers are not available, alternative institution for proper care of children must be sought for." My suggestions for the alternative care are : (1) public nursing rooms (2) family day care (3) extention of kindergarten hours (4) foster family care.

  • Financial preparation for retirement means making financial plans by predicting expected incomes and expenditures needed for maintaining success in later life. Because this preparation needs long-term planning, preparing as early as possible is recommended. This study, therefore, uses theory of planned behavior for examining the intention of financial preparation for retirement of consumers in their 20s and 30s. By using financial education and its understanding as additional variables, this study also intends to examine the ultimate effects on the intention. The following is a summary of the main results and suggestions. First, the level of consumer financial education is lower than the average. The level of understanding finance is lower than the average, and particularly, the level of understanding retirement related finance is much lower. Second, the more the attitude of financial preparation for retirement is positive, and the higher the level of subjective norm or perceived behavioral control is, the level of the intention of financial preparation for retirement tends to be more higher. Therefore, relevant efforts to encourage this preparation are needed. Third, the level of the intention of financial preparation for retirement is higher than the average, whereas financial education has no effects on the intention. This means that despite the importance of the financial education, its current implementation has many problems. The suggestions of this study are as follows. First of all, this study can provide preliminary data for developing retirement planning programs. In addition, in terms of the policy, given that this study targets relatively young consumers in their 20s and 30s, it can provide preliminary data for making policies for their future retirements.

The 4 task areas were identified, which were the exhaustive documentation of the public agencies' activities, the reexamination of the appraisal systems for public records and archives, the transition into the 2nd generation-digital records management, and the redefinition of roles and responsibilities of the records/archival institutions. Then it placed the issues into the 4 areas, and proposed some suggestions for further discussions in each tasks. Reminding that the task areas proposed in this study are not comprehensive, further suggestions and arguments will be expected for reforming the Public Records and Archives Act.

  • In the post-corona era, telemedicine is becoming more important. This is the case in which it is written, in terms of this study, and in relation to the relationship between the Koreans and the Korean government. In addition, the aim is to prepare effective measures and seek policy suggestions for expanding the introduction of domestic telemedicine in the future. Although Japan has insisted on the necessity of introducing telemedicine in the medical community, it has institutionalized it with a cautious attitude until the establishment of telemedicine. On the other hand, South Korea lacks clear provisions on medical fees for telemedicine and legal measures regarding the responsibility for medical malpractice. Therefore, a clear legal interpretation of the telemedicine subject is needed, and a strategic approach is prioritized, including guidelines and measures for the legal responsibilities and limitations of physicians and patients.
