Suggestions for IT Convergence on Defense in the IT Firm's Perspective (IT기업 관점에서의 국방IT융합 추진방향)

  • IT convergence technology can boost the advancement of weapon systems and efficient operation for the military reformation in Korea. This study investigated IT firms' concern about the defense acquisition process for IT-convergent systems and the role of IT firms in the process with Focus Group Interview and in-depth interview on executives of IT firms, and classified the concern to three major issues. They are the clarification of IT firms' role in the defense IT-convergent efforts, the establishment of the control tower for defense IT convergence, and reasonable estimation of software development cost in the defense acquisition process.

  • With the active Internet e-commerce and the financial sector, mutual authentication between users and service providers has become very important. Because ID- and password-based authentication is of low security, one-time password authentication methods are widely used. The existing one-time password authentication scheme of S/Key authentication method is fraught with a number of issues in addition to plain text transmission, and the method of Kim Gong-ki et al. does not offer suggestions for session key generation and distribution method. Proposed in this paper is a protocol that solves these problems.

  • The incidents of garbage dumplings in 2004 and the report on giant castella are the examples that shows how big the influence of broadcasting on the industry is. There were discussions on the importance of securing the objectivity of broadcasting, however, the existing related researches have lacked the analysis of actual proof for the influence of broadcasting contents, and as that of the law and system was confined to theoretical arguments, there were not enough suggestions for realistic alternatives. In this paper, we will examine the influence of broadcasting contents on the food industry through an analysis of actual proof, and propose alternatives in terms of the law and policy for securing the objectivity and fairness of broadcasting, to solve this problem.

  • This paper investigates the characteristics and implementation of associate degree and advanced diploma in Australia, which belong to level 6 in AQF, to gain meaningful implications for engineering associate education in Korea. In Australian Qualification Framework and Engineers Australia's national generic competency standards are regarded as common benchmark for both qualifications. Training packages for advanced diploma were changed according to the subject/and national benchmark. and were developed to meet the needs of technical workers and para-professionals in the engineering field. The author recommends three suggestions from the findings - leadership of ABEEK for making benchmark for associate degree program in engineering in Korea, in which competency-based curriculum is currently being adopted by policy. development of outcomes descriptor of qualification and educational responsibilities.

  • This study focuses on affording a material basis for rearranging the manpower supply system in port and logistics industry for Busan's international competitiveness strategies. First of all, the current state and future plan of port and logistics industry, as Busan's main strategic industry, are reviewed. Then theoretical background are introduced for the estimate of demand. As a methodology of this research, Cubic model is applied to estimate the demand of manpower by using 10 year time series data from 1993 to 2002. This paper also surveyed the supply side of port and logistics industry manpower in Busan area. The amounts of mismatched equilibrium between the demand and the supply are measured in this study. The concluding remarks shows some suggestions for the problem of mismatch and the relating policy planning.

Towards a Dynamic National System of Innovation in Malaysia : Enhancing the Management of R&D in Public Research Institutions and Universities

  • This article examines the issue of utilization of research findings from public funded research institutions (PRIs) and universities in Malaysia from the perspective of knowledge flows. Such a perspective is adapted from the literature on innovation and knowledge systems. This representation of innovation in terms of knowledge flows helps us to focus on the managerial dimensions involved in the organization of activities such as research and development (R&D). The paper reveals that there is a dismal rate of adoption of research findings generated from PRIs and universities in Malaysia. It is argued that this poor performance is a consequence of weak research management practices. A framework on the key elements of sound research management is described. The article concludes with a discussion on managerial and policy issues arising from these deficiencies and some suggestions for addressing them.

  • This paper reviews various models of technological innovations at different levels: project level and productive segment level. Firstly, it examines a number of significant factors influencing the success and failure of technological innovation at project level. Specifically, the role and characteristics of technical information for the success of innovation is analyzed. Secondly, the paper discusses in detail the relationship between technological innovation and the evolution of a firm. Product and process innovations are analyzed in accordance with a three stage model; the stages are performance maximizing (uncoordinated), sales maximizing (segmental) and cost minimizing (systemic). Various implications of the model are presented in terms of the business policy variables such as diversification, standardization, productivity improvement, marketing, etc. The applicability of the model to a developing country is sought and a few suggestions to develop new model of technological innovations in LDC are discussed.

  • Nurses are critical human resources for the hospitals. However, in Korean hospitals, human resource management practices for nurses are not well established, and nurses' turnover rates are very high. Although the causes and tasks for shortage of nurses are analyzed, suggestions for the specific ways of HRM management practices for hospital managers are rare. In this article, the management challenges for nurses are discussed, and high commitment human resources management model for nurses are suggested. And future research directions and topics are suggested.

  • This study is to investigate to the problems of school libraries in order to develop to a school media center from the place to circulate material to students, and provide the suggestion of a school library management for increasing student's productive ability. Inculding suggestions are: school library facilities and budgets, school librarian's recruit and policy, school librarian's professional role, cooperation instruction with teachers, cooperation instruction methods. This result can render development to school library.

Policy to Support the Global Market Entry of the Environmental Industry and Its Future Direction (환경산업 해외시장 진출지원 정책과 향후 지원 방향)

  • The Korean government amended the Environmental Technology and Industry Support Act to foster the environment industry and support the advancement of domestic environmental companies into overseas markets. The amended act reflects changes in the government's policies on environment related issues. This paper uses outcomes of research conducted on environmental policies in foreign countries and the current status of the domestic environment industry to present long-term strategic plans and measures to support the expansion of environmental companies into the global markets and to vitalize the environment industry at home. The suggestions for assisting domestic companies in making inroads into overseas markets are as follows: building up and expanding cooperative network; fostering promising companies and exports by making the right choices and focuses; diversification of export markets and strengthening supports for development of new customers; promoting supports for winning overseas projects; and developing cooperative projects to respond to climate change in developing countries using the Global Climate Fund (GCF).
