Analytic Hierarchy Process-Based Prioritization in Expanding Health Insurance Benefit Package: in Case of Four Major Serious Diseases (Analytic Hierarchy Process를 이용한 건강보험 급여 우선순위 결정: 4대 중증질환 비급여항목을 중심으로)

  • Background: Demands are recently rising for the securement of procedural justification of policy decision-making. This study aims to improve the procedure of making a decision to expand health insurance benefit package from the perspective of building a social consensus. Methods: Major priority principles were firstly derived through literature search. Weights for such principles were calculated through an analytic hierarchy process, based upon the survey conducted for the health policy experts. Priority for 11 non-covered services was assessed by applying the weights as above to the results of the questionnaire survey targeted at people including members of related committees or societies. Results: Weights for priority principles were in the order of 'severity/urgency (0.428)', 'cost-effectiveness (0.318)', 'substitutability (0.164),' and 'accountability (0.090)'. What was obtained by applying these weights to the results of the questionnaire survey was considerably in line with what health experts classified those items into 3 groups depending on their own judgement of service necessity (consistent with 9 services out of 11). Conclusion: Results of the study are suggestive as to how far a brief assessment by experts could be utilized in case there are constraints on time and expenses in implementing all the process to secure procedural justification. Various attempts and endeavors need to be made to secure procedural justification that will not mar efficiency of decision-making in the days to come.

  • Shop floor control systems (SFCS) are used to make real-time planning and scheduling decisions to optimize the efficiency of manufacturing shops. These shops exhibit a non-linear, dynamic evolution caused by 1) the concurrent flows of disparate parts following complex routings, 2) a variety of machines that breakdown at random times, 3) stochastic arrivals of new parts with different priorities, and 4) jobs that have probabilistic processing times and transportation times. Because of their ability to capture that evolution faithfully, simulation models are often used in the aforementioned decisions. In this paper, various types of decision-making problems encountered in a shop floor have been investigated and categorized into process related problems and resource related problems for shop floor simulation.

  • As numerous security breaches on a variety of information assets such as personal information, corporate secrets, computer servers, and networks have occurred, information security has emerged as a critical social issue. However, researches on economically rational information security decision-making have been few. Such researches are especially rare in South Korea where information security is considered to be a discipline of engineers. This study aims to identify the preferred themes and methodologies of information security economics research in the field of information systems by reviewing papers published in Management Information Systems Quarterly (MISQ), Information Systems Research (ISR), European Journal of Information Systems (EJIS), Management Science (MS), and Information and Management (I&M). We hope that the results of the study will be helpful in rational managerial or policy decision-making for practitioners and suggest future research topics for researchers.

An Empirical Study on Supplier Selection based on Analytic Hierarchy Process (공급업체 선정에 대한 의사결정에 관한 연구)

  • On the situation cooperating with business partners on the supply chain, systematic decision making process is a critical issue for them. The two major issues of purchasing strategy such as selecting vendors and managing them are important part of their overall business activities. This study mainly focus on the former issue of the vendor selection. Through the empirical study, analytical hierarchy process (AHP) method was applied to select vendors among supplier vendors based on four selection criteria such as the level of quality, product on management ability, delivery, and price. The results of study showed the main criteria of vender selection was the ability of quality management. The vender selected based on AHP and the current selection method was different, but implicitly projected the dilemma situation between quality and price which occurs in decision making process of real life.

  • IT governance implies a system in which all stakeholders with a given organization, including the board, internal customers, and related areas such as finance provide the necessary input into their decision-making process. However, the concepts of IT governance are broad and ambiguous, so IT governance is eventually needed multi-criteria decision making. This paper presents a hierarchical structure to better understand the relationship between control structure and the complexity of collective behavior with respect to IT governance and proposes a corresponding fuzzy model for analyzing IT governance complexity based on an extensive literature review. The results of this study are expected to provide a clearer understanding of how the concerns of IT governance behave and how they interact and form the collective behavior of the entire system.

  • This paper analyzes the difference between theoretical cost of quality and real world cost. Examined are the theoretical cost structure of quality, it's measurement styles, a process based improvement strategy of quality cost, and possible adaptation of decision making concepts in enhancing the cost structure. This study will contribute to the literature in delineating an improvement process of quality cost by adjusting service policy.

  • Social Network Analysis is an increasingly important part of a broader 'toolbox' of evaluation methods available to R&D policymakers to support decision-making. The aim of this research is to be an accessible, 'beginner's guide' to social network theory and application in the area of mobile telecommunication research and development (R&D) decision-making. This research suggests the methodology of investigation into new technology, and the methodology suggested by this research is believed to be a meaningful first step toward the establishment of the information analysis structure, which is in desperate need.

  • Plant location selection is a decision which requires huge investment and entails a significant impact in a longer-term. The petrochemical industry, in particular, is so capital- and technology-intensive that the firms in the industry pursue enhancing competitiveness through collaboration and integration among entities in their supply chains. Even though the logistics factor such as logistics costs and connectivity have, as a result, gained its importance in plant location decision making, this has rarely studies in empirical studies. Therefore, this study aims to examine the relative importance of the logistics factor in plant location decision making in the petrochemical industry using the multi-criteria decision-making approach. In addition the three representative petrochemical industrial complexes are evaluated by the factors used in this study. This study is able to provide the useful implication in both practical and policy-making aspects. Firms are required to consider the logistics factors with priority compared to other factors in plant location decision making. In addition, when federal or local governments build industrial sites and attract the petrochemical firm, logistics infrastructure should also be considered to provide better transportation connectivity and lower logistics costs in turn.

  • This study investigates the relationships among empathy, career decision-making self-efficacy and learning flow of nursing students in non-face-to-face classes caused by a Pandemics. The subjects were 165 nursing students, analyzed the collected data using SPSS WIN 21.0. According to the study, empathy, career decision-making self-efficacy, and learning flow were a significant static correlation. The variables that significantly affect learning flow are major satisfaction and career decision-making self-efficacy, and explanatory ability is 22.7%. Based on this results, it is proposed to prepare a plan to advance major satisfaction and career decision-making self-efficacy in a non-face-to-face classes.
