공공부문 스마트워크 활성화 방안에 관한 연구 (A Study on the Activation Plan of Smart Work in Public Sector)

  • 이 연구는 공공부문 스마트워크센터 사용자에 대한 AHP 설문을 이용하여 정책의 지속적 사용 및 확산을 위한 우선 정책 과제를 도출하고, 분석결과를 토대로 대응 방안을 모색하는 것을 목적으로 한다. AHP 설문을 위한 정책과제의 대분류는 기술 인프라 개선, 제도 개선, 인식 개선의 세 가지로 구성하였다. 기술 인프라는 스마트워크 기술개선과 스마트 워크 시설개선으로, 제도 개선은 법제도 개선과 추진체계 개선으로, 인식개선은 조직문화 개선과 사용자 인식개선으로 각각 중분류하였다. 총 12개의 정책과제 중 조직문화 개선이 중요성과 긴급성 측면에서 가장 우선적인 정책과제로 분석되었으며, 인사복무규정 개선, 정책결정자의 리더십, 사용자의 인식 개선 과제 등이 우선적으로 해소되어야 할 것으로 나타났다.

일본의 문화예술창조도시정책과 창조기반전략의 정책적 함의: 가나자와와 요코하마를 중심으로 (Policy Implications of Creative-Based Strategies and Culture-Art Creative Urban Policy in Japan: Focusing on Kanazawa and Yokohama)

  • 본 연구에서는 일본의 문화예술창조도시를 대상으로 창조도시정책에 사업추진실태의 특성을 살펴보고, 가나자와와 요코하마의 문화예술창조도시 사례를 중심으로 도시의 창조기반전략 관점에서 지자체의 문화예술창조도시정책을 재조명함으로써 정책적 시사점을 고찰하고자 한다. 이에 따른 창조기반전략의 정책적 시사점은 다음과 같다. 첫째, 창조기반전략의 거버넌스 관점에서 보면 가나자와는 시민주도적 협력적 네트워크를 통해 거버너스를 수행한 반면, 요코하마는 지방정부주도적 협력적 네트워크를 통해 창조도시정책의 거버넌스를 추진하였다. 둘째, 지역이 가지고 있는 내생적자원의 여건을 자연 건축환경, 사회적 상징적 자본, 경제활동 문화시설로 구분하여 살펴본 결과 가나자와와 요코하마의 내생적자원이 작동하는 메커니즘의 경로가 상이하였다. 셋째, 가나자와와 요코하마의 영역적 착근성 관점에서 보면 창조핵심지구에 있어 고객중심 원활한 보행자 접근성이 용이하고, 국내외 수요에 대한 교통접근성이 원활하며, 어메니티가 잘 갖추어져 있었다. 그리고 두 사례 지역 모두 영역적 착근성을 강화하기 위해 시민과의 연대를 통한 지속가능한 발전을 도모하고 있다.

언어네트워크분석을 통한 국내 문화정책 연구동향 분석(2008-2017) (An Analysis of Cultural Policy-related Studies' Trend in Korea using Semantic Network Analysis(2008-2017))

  • 본 연구는 콘텐츠산업정책을 포괄하는 문화정책에 대한 학술적 연구의 동향을 알고자 언어네트워크분석을 통해 국내의 가장 대표적인 문화정책 분야 전문학술지인 '문화정책논총'에 수록된 186편의 논문 주제어 832개를 대상으로 분석을 시도하였다. 시간적 범위는 한국연구재단 한국학술지인용색인 홈페이지(www.kci.go.kr)에 수록되어 있는 2008년 10월부터 2017년 1월까지로 하였다. 언어네트워크 분석은 주제어 빈도수, 밀도분석과 중심성을 지표로 분석하였으며, 이를 바탕으로 Netdraw 프로그램에 의한 시각화를 시도하였다. 언어네트워크분석 결과 가장 많은 빈도수를 기록한 주제어는 '문화'였고, '문화정책/행정', '문화산업/문화콘텐츠', '정책'이 최다의 빈도수를 기록한 그룹에 포함되었다. 빈도수가 높은 '문화정책/행정'과 '문화산업/문화콘텐츠'는 대부분의 중심성에서 우위를 차지했으나, 매개중심성은 낮아 다른 주제어들과의 중매 역할에는 한계를 드러냈다.

Inter-ministerial Policy Coordination for Digital Content Technology Development: Korean and Japanese Cases

  • This study identifies and evaluates inter-ministerial coordination for developing digital content technology in Korea and Japan. It is conducted through a comparative analysis between Korean and Japanese governmental organizations and their decision making process. Media content had been regulated or promoted by ministries involving culture in both countries. The digitalization of traditional media, however, blurred boundaries between the cultural, technological, and industrial spheres, so ministries involving science and technology, economy and trade, or foreign affairs started to promote digital content technology in the late 1990s. This has been the cause of conflicts among ministries and sometimes led to policy duplication, which in turn weakens policy effectiveness. The competition and coordination of ministries and agencies can be seen through establishing or amending related laws, organizations, and programs. Structural holes are founded in the networks drawn among governmental agencies in charge of digital content, particularly in the field of intellectual property in Korea and online distribution technology in Japan.

The Effect of the Credit Period on Inventory Policy under Trade Credit with Ordering Cost inclusive of a Freight Cost

  • In this paper we analyze the effect of the credit period on inventory policy under trade credit with ordering cost including a fixed cost and freight cost, where the freight cost has a quantity discount. For marketing purposes, some supplier offers credit period to his buyer to stimulate the demand for the product he produces. The delay in payments during the credit period has the effect of reducing the buyer's capital opportunity cost. It is also assumed that the buyer pays the freight cost for the order and hence, the ordering cost consists of a fixed ordering cost and a variable freight cost which depends on the order quantity. As a result, the possibilities of trade credit and discounts on freight costs are expected to play an important role in the buyer's inventory policy. Based on the economic order quantity inventory model, we analyze how the buyer can determine the optimal inventory policy and we examine the effect of the length of credit period on the buyer's inventory policy.

  • 본 논문은 해외 성공 사례를 통해 문화산업클러스터의 작동원리 및 성공요인과 관련 평가지표를 도출하고 광주 문화콘텐츠기업의 설문조사와 비교하여 문화산업클러스터 성공적 조성을 위한 정책적 시사점을 제시하였다 본 논문의 정책적 시사점은 성공기업을 리딩기업으로 하는 연계, 클러스터 배후지로서 대도시 인접 조성, 창의적 인재 양성, 벤처자금 운영, 주력업종(게임, 애니메이션, 모바일콘텐츠) 중심으로 문화산업 육성, 적극적인 네트워크 활성화, 비전제시자로서 시와 정보문화산업진흥원의 역할 강화, 기업 유치를 위한 과감한 인센티브 부여를 들 수 있다.

문화기술 관련 산학협력 연구과제의 속성들에 대한 컨조인트 분석 (Conjoint Analysis on the Academia-Industrial Cooperative Research Project Attributes for Culture Technology Research)

  • As culture technology is recognized as the important element of national industry, the necessity of the related policy development for enhancement of culture technology is magnified. In this study, we use conjoint analysis to investigate how the researchers from industry and academia think differently on the importance of several attributes in government-supported culture technology research project such as research period, size of research fund, inter-affiliated research requirement and interdisciplinary research requirement, and preference on those attribute levels. Also, we describes how a simulation experiment is designed to simulate participation shares of four alternative hypothetical research project profiles. This study will help establish the more effective policy of the national research program by understanding the preferential differences between industry and academia on the research project attributes.

외해 가두리 대구 양식업 경제적 타당성 분석 (Analysis of Economical Validity about Offshore Cage Culture for Cod)

  • This paper was researched on economic feasibility and sensibility of operation to offshore cage culture for cod. Offshore cage culture for cod needs to invest high budget what to construction and operation. And it was required variety methods about analysis of economic feasibility. Therefore, these were studied NPV, B/C and sensitivity for each by assuming a six scenarios considering the product performance according to the size of cod and culturing methods of fingerlings, etc. As a results, even though economy, if efficiency is low, it is a priority need the technical development to promote the feed efficiency to increase economic feasibility and should make efforts to enhance the business economy to strengthen the price competitiveness pricing with high quality products through quality control and brand recognition of cod. It expects to be used as a reference for related research in the future by deriving policy implications based on the method of analysis of the economic feasibility on offshore cage culture for cod.

생활영역별 농촌결혼이민여성 통합정책의 선호 정향성 및 효과성에 관한 연구 (Study on Preference Orientation and Effectiveness of an Integration Policy for the Rural married immigrant women according to life areas)

  • This study aimed at identifying the effectiveness and preference orientation of an social integration policy for rural married immigrant women according to eight life areas. For this purpose was surveyed non-multicultural residents and multicultural couples. By analysis, frist, the assimilation orientation as an model of integration policy for the women was preferred most highly at the life language area by every respondent. The multiculturalism orientation was preferred most highly at the private area such as dietary-life culture. Second, ANOVA analysis showed that the positive effectiveness on the language policy are evaluated most highly by the respondent having assimilation preference orientation. And the positive effectiveness on dietary-life culture policy are evaluated most highly by the respondent having multiculturalism orientation. Third, positive effectiveness level of the policy estimated by the resident was lower than it of multicultural couple significantly. In conclusion, based on results of this study, it can be seen as on that point preference orientation of integration policy for the women, the domain specificity is present in the attitude of the multicultural couple and resident. Therefore it suspect that integration policy for the women should be considered differently according to life sphere.

병원의 조직문화와 조직구성원의 임파워먼트와의 관계 (Relationship between Organizational Culture and Hospital Worker's Empowerment)

  • Organizational culture has been, by and large, regarded as one of the most significant factors to manage organizations. Especially the understanding of empowerment is pivotal, leading to explain organizational cultures. For hospital workers whose services are closely related to quality and performance of their hospitals, empowerment is now called upon more than ever before. This study is intended to investigate the relationship between organizational culture types and hospital workers' empowerment levels. The data were collected from 589 hospital workers at one university hospital and two general hospitals using the self reported questionnaire from Jan.9 to Jan.20 in 2004. The findings were as follows: 1. Empowerment levels were significantly different among the four organizational culture types. Developmental culture group showed the highest empowerment score(3.74), and next were group culture(3.64), rational culture(3.62), and hierarchial culture(3.46). 2. There was a significantly positive correlation between group culture and empowerment(r=.298, p<.000), between developmental culture and empowerment(r=.295, p<.000). But there was not a significantly correlation between hierarchial culture, and between rational culture. 3. According to the multiple regression analysis, self-esteem(${\beta}$=.417, p<.001), position (${\beta}$=-.190, p<.001), self-control(${\beta}$=.185, p<.001), and age(${\beta}$=.169, p<.01) were significant among general properties for organizational empowerment. As for organizational cultures, developmental culture(${\beta}$=.165, p<.001), group culture(${\beta}$=.099, p<.01), and rational culture (${\beta}$=.063, p<.05) were significant other than hierarchial culture. In conclusion, it is necessary to promote group culture and developmental culture to enhance hospital worker's empowerment level, and this article elucidates that understanding the organizational culture embedded in each organization is important for efficient management of organization.
