This study is to examine the current situation of Korean sports culture and seek its pointing spot and alternatives to its advancement. First, out of the current situation of Korean sports culture, that of school physical education, even though it is the most significant basis for sports culture, is riddled with so many contradictions that the pace of its change is very slow. Only when the elite sport is normally operated and well coordinated, can it have the value of existence as a stable field. The mass sports have been determined to have insufficient self-reliance of sport facilities, sport programs and instructor management since the national policy for physical education has been focused on the elite sports. Second, internalization of "Winning First Policy" as a pointing spot of sports culture has been found to be an production of the value system with not only a very passive tendency caused by political changes. Accordingly, the concept of sports-culturism has been introduced as a new pointing spot of sports culture and then it has been emphasized that the sports-culturism is the awareness of sports advancement. Third, in terms of finding any alternatives to sports culture, enacting a school physical education promotion law has a very significant meaning as its advancement method. Next, the immorality of and match-fixing by sport organizations and the umpire's bad call have been mentioned as major problems to the elite sport, and also the alternative to each field has been set. Last, it has been assented with emphasis that Law of Sports for All should be enacted for the public sports to have any significance of the times.

The purpose of this study was to identify issues in the family support center evaluation project by analyzing the differences in perception between evaluators and the family Support center using a meta-evaluation analysis model and seeking improvement alternatives. The results revealed a significant difference in group average: the evaluator group scored 4.21 out of 5 points, and the family center group scored 3.20 points. The improvement alternatives for each meta-evaluation item are as follows. In the evaluation environment, it is necessary to specify the purpose and utilization of evaluation within the guidelines of the Ministry of Gender Equality and Family. Evaluation input required the establishment of an evaluation support organization within the Korean Institute for Healthy Family. During the evaluation process, it was necessary to improve the use of the integrated family support information system and diversify communication channels. The evaluation results required the strengthening of follow-up education for family centers. In terms of evaluation utilization, it was necessary to strengthen support for various incentives and subcenters. This study provides implications for improving the evaluation system for various policy service delivery systems.
With the government policy on converting contract workers to full-time employees, there have been significant changes about the security personnel at the nation's critical facilities, including the National Assembly Building and airports. Moreover, the scheduled disbandment of the conscripted police force in 2023 has raised concerns about security management at different government agencies. To examine the college students' perceptions on the possible alternatives to fill the expected security gap, 234 undergraduate students of security management and protection in the Seoul metropolitan region were surveyed. Particularly, a comparative analysis was conducted on the legal bases and supervision, the employment types and salaries, and the scopes of responsibility and authority of suggested alternatives were compared. The results showed that utilization of private police forces was thought to be the most effective option. Based on the research findings, the university departments should develop and maintain a quality curriculum to educate their students to be prepared security professionals with a focus on emergency response capabilities and martial arts, including the courses on private police law and emergency rescue and cardiopulmonary resuscitation (CPR).
The ICT policy domain is one of the most important policy domains in terms of national development and continuity. It is primarily because the contemporary society has been continuously developed and changed based upon the advanced information technologies. Recently, the Moon Jae-in Administration reorganized the Ministry of Science and ICT, and transferred a few of the key ICT related functions to other ministries as an attempt to develop the national ICT policies. However, critics in this domain argue that various problems still exist in the ICT policies in Korea. Therefore, the purpose of this research is to verify the empirical validity of the existing problems in the ICT policies in Korea, and develop alternatives to solve those problems. In order to serve the research purpose, this study employs multiple methods; a quantitative method which is a survey involving experts in ICT policies, and a social network analysis involving public officials in ICT related ministries. Research results show that the Korean government needs to enhance its capacity to make adjustments in ICT-related policies as the current decentralized system continuously creates various types of problems. The second possible solution to the problem is to change the national ICT policy system to a centralized one. However, this requires various efforts such as cooperation among ICT related government agencies, separation of ICT policies from science and technology policies, and increased government capacity to implement the ICT policies.
This paper investigates the possibility of expanding pay-for-performance (P4P) program as a provider payment system, in terms of financial, economical, and political sustainability. In order to expand the sustainable P4P, P4P should have usefulness in terms of economic value as well as efficiency in the financial aspects of health care. More importantly, the P4P would be politically sustainable only when both providers and consumers can accept. Korea's healthcare system seems to have logical ground for the P4P program financially and economically. However, how well the P4P can work remains to be proven in its implementation. After 43 tertiary hospitals applied the P4P program for acute myocardial infarction (AMI) and C-section in 2007, the number of hospitals adopting the P4P program for AMI and C-section has increased to 316 in 2011, and an incentive for hospitals applying the P4P has risen to 2% from 1% of health insurance benefits. This shows that the P4P program introduced by Health Insurance Review and Assessment Service is quite successful. In addition, people are aware of the need for improved P4P program and policy alternatives have been already made. Therefore, it is very important to come up with politically supportable strategies that can make providers and consumers accept the P4P program while maintaining the governance of the existing health insurance policy. To this end, there are some tasks to be considered. First, the expansion of the P4P program should be placed on the agenda of the Health Insurance Policy Review Committee, the highest decision-making body, and a separate agency for P4P planning should be established. Second, for more efficient P4P program, the processes of review and assessment, currently carried out separately, should be integrated into a single process. Third, infrastructure to measure the quality of medical services should be sharply expanded. Fourth, the current paradigm for the assessment should be changed. Lastly, a P4P program for consumers should be considered. Given that the consumers in Korea can use medical services freely, the National Health Insurance Corporation could initiate the P4P program for consumers as a means of controlling excessive use of medical services and adjusting consumer's moral hazard.

This study aims to investigate the awareness and policy demands of after school care classes of mothers with elementary school children. The participants of study were 25 mothers with elementary school children in Seoul, Gyeonggi, Incheon, Gangwon. Data collection was conducted from June 23, 2017 to July 18, 2017 by focus group interview. Through the data analysis, the results of the study were analyzed as 'the reality of the after school care class that the mother sees' and 'the policy demands of the mother's after school care class'. 'The reality of the after school care class that the mother sees' is 'the overall level of after school care class is low', 'the probability of selecting the same as a lottery', 'the quality of education that varies depending on the level of the teacher', 'for the child attending the care class negative awareness'. 'Mother's policy demands for after school care classes' are presented as 'positioning as a substitute for thinking and caring', 'improvement of separation between parents' expectations', 'expansion of care recipients', 'request for resilient management'. As the conclusion of this study, first, after school care classes need to focus on the care function. Second, it is necessary to operate after school care classes by level. Third, the realistic needs of mothers should be reflected so that after school care classes can be positioned as alternatives to private education.

One of the policies of the Ministry of Agriculture, Forestry and Livestock Food and Livestock aims to export $10 billion worth of products. Although it was not easy to achieve the export goal of $ 6.5 billion in 2016, the policy should be pursued continuously. Accordingly, a facility modernization project and high-tech greenhouse project are being implemented to facilitate exports. Moreover, it is possible to consider substitution of imports in the policy shift. Imports of temperate and tropical fresh fruits totaled 1.2 trillion won in 2016. Accordingly, identification of alternatives to tropical and temperate fresh fruit imports will enable farm income to increase and the fresh fruit industry to grow. The major obstacle to tropical fruit production in Korea is high heating costs. However, Jeju Island apple mango farmers found that using non-taxable kerosene and hot water from power plants could reduce heating costs by 42.5%. Indeed, using hot wastewater can reduce heating costs by more than 40%. To improve competition with imported fruits, farmers can change their heating systems using financial support plans (e.g., 20% government subsidies, 20% loans, 30% subsidies from local governments). The income effect and import substitution effect of fruit tree farmers should be carefully analyzed in the future and the study will be closed to discuss the policy direction.
The objective of this study is to empirically examine the effect that social welfare officials' awareness of welfare, who play the core role in delivering public welfare service, has on their sense of duty value and duty efficiency. The implications this study suggests are as follows; First, this study has a meaning in that it empirically proved the social welfare officials' awareness level of welfare. Second, this study provided the specific theoretical basis for the approaches and alternatives for the need to improve social welfare officials' awareness of welfare and operate the desirable welfare policy and system, by examining the effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency. Third, we can find the political implication from this study that welfare policy should be established and operated toward the direction of enhancing equalization effect of welfare system, and minimizing free ride or hampering the will to work, if we intend to improve social welfare officials' awareness of welfare. Fourth, this study presented the need to improve the work system of social welfare officials, through the fact that the shorter their work period is, the lower sense of welfare, duty value and duty efficiency they have. Based on the study results above, we suggest the activation of studies on social welfare officials' awareness of welfare, the need to regularly educate social welfare officials about welfare policy, system and value, the need to improve social welfare officials' positive awareness of welfare and their duty performance through deciding welfare policy toward the direction of enhancing social equality and equalization, and the need to improve social welfare officials' work system.
Public conflicts in the port sector can cause additional social costs and delay the supply of port infrastructure, which can negatively affect local industries and national competitiveness. Although the importance of conflict management in the port sector is gradually increasing, there is still no systematic conflict management countermeasure. Therefore, in this study, the limitations of the current conflict management system in the port sector were considered, and a Delphi survey was conducted targeting experts and stakeholders in the port sector and conflict management. In addition, criteria for diagnosing conflicts in the port sector, causes of conflicts, proactive management measures, and ex post solutions were derived. The results of the Delphi survey analysis showed that the biggest causes of conflict were the absence of stakeholder opinion collection, consultation, and communication tools. Preliminary conflict management measures including a public deliberation process to collect local opinions and discuss development directions before deciding on specific issues, and ex post conflict resolution measures including investigation of causes of conflicts and objective personnel management in the process of preparing alternatives (e.g., securing reliability) were determined as the most important factors. In addition, based on the results obtained in this study, conflict management techniques for each phase of the port development project were presented. These findings are expected to be used as a useful reference material to reflect the port sector, which has not been included in the "Public Institution Conflict Management Manual (2016)" of the Office for Government Policy Coordination.

In this study, the current status of operation was analyzed with a view to analyze the areas in need of improvement and the status of portals of similar institutions. Based on which, a proposal was made to help improve the function of utilization as well as search the products of studies by and for the research institutes funded by the government having jurisdiction by applying the information service technology developing in line with the fourth industrial revolution for the purposes of aiding and fostering with efficiency toward achieving the goal of establishment for such institutes, while strengthening the utility of NKIS. First, in order to secure the membership, it is necessary to find the targets for policy information and promotion, and it is also necessary to increase the demand for policy information, such as by preparing the people friendly policy reports, infographics, and information delivery in an easy manner. Second, it is necessary to provide customized services in the manner which reinforces reports and policy data on the social issues and education topics, which are among the interests of the primary user base by considering the ratio of visiting occupations. Third, for the diversification and expansion of video data services, it is necessary to prepare alternatives, such as by setting regulations and encouraging the institutions of jurisdiction to upload the video data. Fourth, it will be necessary to improve the overall public relations service. It is also necessary to proceed with the NKIS' publicity webtoon serialization with the latest contents or abolish the current webtoon promotion, while it is necessary to derive the plans for the efficient implementation of the contest, further to the need to discuss the secondary publicity after the contest rather than halting after it.
